BACKGROUND The Spokane Tribe of Indians is a Native American community located in eastern Washington State. Erected recently on the reservation was a new Pow Wow Building. This is to serve as a central gathering and meeting place for the annual Pow Wow held each Labor Day weekend. Beautifully constructed in a 12-sided configuration, the building seats up to 2000 members comfortably. The building has vaulted ceilings and the structure connects to a 50-foot tree donated by the Colville Tribe. The building is a celebration of architecture, the Spokane Tribal culture and the long and vast history of its people. CHALLENGE Install HVAC in the Pow Wow building to provide year round comfort while maintaining the architectural integrity of the structure. SOLUTION The Spokane Tribe partnered with Unico, Inc., a Small Duct High Velocity HVAC manufacturer. Design services were provided by Shawn Intagliata and Jerry Henrich, engineering a solution that would provide heating and cooling as well as humidity control in the summer months. The design included Fifteen 5 ton heat pump systems, ductwork, heat pumps and all materials required for a complete installation. They next created a complete material list for the project. Finally, they provided a total cost for the project. The Housing Authority at the Spokane Tribe of Indians provided the labor to install the units, the ductwork, and the delivery ports. This was made possible with onsite supervision services, allowing for 95% of the installation to be performed by the Spokane Tribe. A local HVAC contractor charged the systems with refrigerant, while a licensed electrical contractor wired all systems to the Pow Wow building electrical service. RESULT The Tribe was very pleased with the outcome of the project. The Pow Wow building was heated all winter and the cooling was recently turned on. The systems are quiet, efficient and comfortable. The Spokane Tribe now has the opportunity to utilize the building for a variety of events all year long. 10 in. ductwork running unobtrusively at the roofline HVAC Solutions on Tribal Lands Spokane Tribe of Indians: Spokane, WA October, 2015 PARTNERS Spokane Tribe of Indians c/o Jason Campbell 6195 Ford-Wellpinnit Rd Wellpinnit, WA 99040 406-370-4593 [email protected] Cobalt Creed LLC c/o Shawn Intagliata St. Louis, MO 314-565-3262 [email protected] For more information: Susan A. BACKGROUND

The Spokane Tribe of Indians is a Native American community located in eastern Washington State.

CHALLENGE

Install HVAC in the Pow Wow building to provide year round comfort while maintaining the architectural integrity of the structure.

FINANCIALS Initial proposals estimated the cost of HVAC at $800,000-$900,000. The design of these alternative systems would have compromised the Pow Wow architecture as well as comfort. The successful intersection of Design, Efficiency and savings were a result of using TANF/TERO work crews. While the labor was trained professionals, none were professional HVAC installers. The ability to utilize this most professional Native labor pool in collaboration with the manufacturer's design drove real savings in terms of dollars to the Tribe. The installed cost of the HVAC systems, including material, Housing Authority Labor, electrician subcontractor and HVAC subcontractor totaled $225,000, resulting in a savings of over $575.000.

CONCLUSION The Unico System provides unparalleled comfort, flexibility and value in both retrofit and new construction applications. Combined with design and installation services, the System resolves humidity and stratification challenges, offering a consummate solution to heating and cooling needs in residential and commercial properties.

Variable speed lower motors and high efficiency heat pump coils were installed in both vertical and horizontal

configurations, taking up minimal space

The systems’ integrated software maintains temperature, air volume, and humidity levels inside the Pow Wow building.

“The Pow Wow Project was a result of a true collaboration between Shawn and his design team and the Spokane Tribe. The outcome was exactly what we wanted.”

-Frank Metlow Planning Manager,

Spokane Tribe of Indians “The financial savings from this project enables us to allocate the savings towards economically significant development projects on the reservation. We are very pleased at the performance, minimal architectural impact, and comfort in our sacred Pow Wow building.” -Mike Tedesco

Planning & Economic Development Director,

Spokane Tribe of Indians “The Pow Wow building HVAC project is a platform upon which the Spokane Tribe of Indians can build a foundation for our ultimate goal of HVAC self-sufficiency. We look forward to the next step of creating an 8A tribally-owned HVAC residential and commercial services company. This company will keep dollars on the reservation and create economic opportunities for individual tribal members to have a career path inside of a growing industry.”
