Why Hull is winning the Olympic health legacy race

Mitch Upfold is the Regeneration Programme Manager for Hull City Council has been thelinchpin to the installation of eight Olympic branded, free to use outdoor gyms calledadiZones. This is a seemingly unlikely project for an Economic Development department.

adiZones are London 2012 logo shaped outdoor fitness and sport spaces (appendix a)comprising of a free to use outdoor gym, a mini multi use games area, a climbing wall and aperformance and dance space. They have been delivered by The Great Outdoor GymCompany (TGO) in partnership with adidas and the Department of Education. The 8 fitnessspaces were part funded by the governments Collocation Fund matched by Hull withcommunity ward funding.

We want less sickness and less absenteeism Upfolds says. We know that 57% of peoplein Hull are inactive. We know that the right quantity of physical activity prevents the onset ofobesity, diabetes and coronary heart problems and promotes wellness.

Mitch Upfold worked with the PCT to map the 8 adiZones into areas in Hull with the highestrates of Heart Disease and Diabetes. (Appendix b)

When you first mention the London 2012 Olympic Games, you dont instantly think of Hull, yet Hull is one of the pioneers carving out its very own Olympic legacy through the adiZoneprogramme. The outdoor gyms, provided by TGO help the council deliver on their goals. Thegyms break down the barriers to physical activity because they are free to use and

accessible to people of all ages and abilities. They are for a wide age range of users from 8to 80 as TGO specifically designed them to meet play standards so children to grandparentscan use them safely.

Upfold is using these bright shining public spaces as a focal point for public sector servicedelivery. adiZones are a sharable public resource and have made collocation of publicsector services possible.

Upfold used the profile of the adiZones and their obvious connection back to the London2012 Olympics and Paralympics to engage with planners, area teams, schools, sportsofficers, youth services, health authorities, health visitors, GPs, PCTs and the police like

never before to encourage them to work together to share the benefits. These brightlycoloured multi-purpose spaces have now become a focal point for many departments withinthe council and agencies outside the council to work together.

An example of this joined up service provision around the adiZones is the way Upfold islinking GP surgeries and the PCT with the Councils Sports Development teams planssurrounding the Olympics. Not only were the adiZones sited according to PCT data but GPswill be now be more involved in sports development activities between now and summer2012 than ever before. In the summer of 2011, Hulls sports development teams piloted a 6week fitness programme with 358 self referred participants from Hulls over 50s sedentary

group. The 6 week programme was a great success and testimonials can be seen inappendix c.

Next year in 2012 the programme will be extended and will be joined up with the GPsurgeries. Overweight patients will be referred onto the gym by the GPs as the adiZones nowoffer a free resource to increasing physical activity levels. Upfolds vision is that GPs andhealth workers will in the future actually take their clients down to the adizones for trainingsessions in wellness.

The outdoor gyms act as a gateway to improving health. Hull residents now have a networkof free to use gym facilities. Residents will also have access to access dieticians andcoaches on the gyms at specific times. According to the Department of Health, inactivityrelated illness currently costs the NHS 1.1 billion per year Programmes like this will nodoubt help save money for the NHS in the longer terms as they act as a wellness tool helpingto prevent illnesses like Diabetes and Heart disease.

Upfold is also linking adizones with a whole range of other organisations including theprivate sector through the PCTs Healthy Workplaces scheme (coaching activities are offeredon the adiZones through this programme), school PE departments, sports clubs and policeyouth initiatives. These iconic outdoor fitness spaces have also been a great platform forvolunteers in Hull, supporting the coaching and wellbeing programmes . Is this a platform forthe Big Society? The adiZones have also proved to be a multi cultural space and have beenused by both Mosques and churches in Hull as a space for community health improvementactivities to take place.

The council is now seeking to develop four more adizones in order to create a citywidenetwork. Upfolds work with Hull City Council is a beacon of hope that through the power ofthe games and joined up service delivery communities can help themselves make positivechanges.

Mitch Upfold, the economist from Hull is surely delivering the type of Olympic legacy thiscountry needs and should be an inspiration to us all.

The Hearty Lives Hull initiative is an innovative partnership between the British Heart Foundation,NHS Hull and Hull City Council . This forms part of BHFs Prevention and Care Strategy aimed attackling cardiovascular diseases, hence part of the above focus is on utilising free outdoor sports, facilities such as adizones, as a contributory facility hopefully helping to change negative lifestyle

choices. There are a number of possible links being made but perhaps the primary two that

adizones best meet are (i) encouraging progression from inactivity to fun accessible andinteresting activities, and (ii) creating family focussed events and activities.

The Councils Sports Development Team will be working with the local community to developsport and physical activity initiatives as part of the Hearty Lives, Hull project. The Adizones acrossthe City provide an opportunity to engage the community in fun, free, fitness related activities

utilizing a local facility that will lead to sustainable activity beyond the lifespan of the project. TheAdizone Leaders programme will also provide an opportunity to develop and support localresidents in leadership skills that will help to further enhance and sustain activity for a wideranging of sections of the community.

Hulls 2012 Partners (University of Hull, Chamber of Commerce, Hull College, Hull City Council,

One Hull LSP, NHS Hull and VHEY) have agreed to develop a legacy programme for the city toinclude creating a new sporting offer to schools, colleges and businesses. Part of this offer is toinclude more structured use of the adizones.

The sites were chosen based on achieving a spread across the city combined with availability of

an appropriate parcel of land and the express support of the local ward councillor and area teams. For context the following city map shows the relationship between existing health centres (redstars) and existing and proposed adizones:

    Case study 1

When David Hawkins, from West Hull, lost his job in June, the effects were immediate.

I just suffered a big blow to my confidence and started not wanting to go out or doanything. I have always been a big lad but the weight really started to creep on and Istopped walking the dog. I felt really flat all the time and couldnt see the point of tryingto do anything.

In desperation, David went to Health Central on Ferensway and was advised by one ofthe Health Trainer team to pop along to his local AdiZone, outdoor multi sports gymsspecially created by NHS Hull and Hull City Council which are free and open all yearround.

I was told that they have free sporting activities including gym equipment, dance areasand climbing walls.

So, despite the fact that hed never used a gym before, David decided that he hadnothing to lose and dropped in to the AdiZone at Pearson Park where he was welcomed

by one of the AdiZone instructors who showed him around the equipment and invitedhim to take part in a 6 week long summer programme.

I was well impressed! There is never any pressure and Ive been shown how to use theequipment properly and given loads of useful tips like how to breathe properly when Imexercising. Its all outdoors and its all free, its just brilliant!

David now visits his AdiZones gym every day for about 45 minutes, using the weightsand the cross trainer.

I really like that there are different people there of all ages. I really look forward to goingand when I dont go I miss it. I feel fitter and more confident now than I ever have.

David has absolutely no hesitation in recommending AdiZones:

I cant tell you what a difference using the AdiZones gym has made. I have got mymotivation back and that feels wonderful. If I can do it, anyone can. Ive gone from rockbottom in terms of confidence to really feeling like Im on the way back up in life andthats all down to getting fit with AdiZones.

    Case Study 2

Joe is 71 years of age and has lived on the Ings Road Estate for the last 45 years. Hehas worked all of his life since the age of 15. However, in 2001 Joe suffered a strokeleaving various side effects which affected his active lifestyle.

Joe heard the news about the AdiZone on the Bellfield Playing Fields and was keen tofind out about it. Joe was immediately impressed with the site, he could not believe thatthe AdiZone was supervised by volunteers.

Joe said that he felt at ease because it had an attendant on duty and started to be shownhow to use the equipment. He received a blood pressure check whilst at the sitemonitored his weight by using the scales provided.

Joe tried most of the equipment and the concentration at first was to improve hisstrength in his leg after his stroke through gentle exercise.

After building up his strength he decided to see how many lateral pull downs he could do.He felt that his TA training and his active lifestyle was all coming back, and at the sametime he was increasing his fitness levels.

Joe says: The AdiZone is brilliant I would not have tried it out if there not have been anattendant on that day and I am glad I did, I now feel great.

Case Study 3When Jill Evans attended her local AdiZones, she was instantly impressed:

I think AdiZones is absolutely brilliant, the fact that its there and available at any time touse as much as you want and its free I think is just great. I live opposite an AdiZonesgym in an area with quite a lot of unemployment and this equipment helps those peoplestay fit and motivated.

    Jill continued:

I have never used gym equipment before I was always a bit scared of it andembarrassed to go. The trainers at AdiZones were so welcoming and helpful and all theinstructions on the equipment were really easy to follow. Now I just get on and do it, Ilove popping over there know to do my leg pushes!

She also commented on the health benefits she saw:

I was having trouble with my knees I was starting to get arthritic pain and I struggled toget up and down the stairs. I have noticed a definite improvement in my knees. I can getup and down stairs easily and I dont feel so much pain. One of my friends uses it too andshe suffers from fibromyalgia and she has noticed real benefits to her health as well.
