Bush, 43rd President of the United States, accepted the Foundation’s 2010 Semper Fidelis Award at the February 25th Semper Fidelis Award Dinner held at the Crystal Gateway Marriott Hotel in Arlington, Virginia. 2010 Semper Fidelis Award Dinner

President George W. Bush, 43rd President of the United States, accepted the Foundation’s 2010 Semper Fidelis Award at the February 25th Semper Fidelis Award Dinner held at the Crystal Gateway Marriott Hotel in Arlington, Virginia.

Since leaving office, President Bush has focused on launching the George W. Bush Presidential Center at Southern Methodist University. As part of that Center, he recently announced the George W. Bush Institute to advance the principles that guided his time in public service.

At the request of President Obama, President Bush has partnered with former President Clinton to lead a private sector fundraising effort, The Clinton Bush Haiti Fund, to help the Haitian people reclaim their country and rebuild their lives after the devastating earthquake.

More than 550 guests attended the event. The Commandant of the Marine Corps, General James T. Conway, was the Military Guest of Honor. General James E. Cartwright, USMC, Vice Chairman of the Joint Chiefs of Staff; The Honorable Sean O’Keefe, former Secretary of the Navy and NASA Administrator; General Peter Pace, USMC (Ret), former Chairman of the Joint Chiefs of Staff; General Alfred M. Gray, USMC (Ret), 29th Commandant of the Marine Corps; and Deb and Dan Dunham, parents of Medal of Honor recipient, Marine Corporal Jason Dunham, were also guests at the Dinner.

The Clorox Company was the Dinner Sponsor and Foundation Trustee, Mr. Donald R. Knauss, the Chairman and Chief Executive Officer of Clorox, was the Dinner Chairman. The evening began with a patriotic concert by the Quantico Marine Band featuring vocalist, Master Sergeant Sean Helms. A slide show celebrating MCUF’s 30th Anniversary and dancing after dinner with The Wright Touch added to the evening’s success. Proceeds from the Dinner topped $200,000.

Spring 2010 Dear Friends of the Foundation,

Happy Anniversary! In this case I’m referring to the 30th Anniversary of our Foundation which was incorporated on 25 June 1980. During these years the Foundation has continued to provide resources to enhance and enrich Professional Military Education and Leadership for active duty Marines. All who have had a part in our success should feel proud of what has been accomplished.

A person who has certainly been a major part of our success – fundraisers, newsletters, Board support, among other duties for 17 years, is Pat Monroe. As many of you know, Pat is retiring this Spring but will still be close enough to call upon when her talent and expertise are needed. She worked tirelessly to make the 2010 Semper Fidelis Award Dinner a success and embodies the words of Rudyard Kipling in his poem, Soldier an’ Sailor Too, in that “Once in a while, you can finish in style, for the ends of the earth to view…” and she did. Pat will always be near – and dear – to our hearts for her selfless dedication to our cause.

Leaving the Board are Mike Ryan and Earl Hailston. Replacing Major General Les Palm, USMC (Ret), as an ex officio Board Member is the new President of the Marine Corps Association (MCA), Major General Ed Usher, USMC (Ret). Les will head the MCA Foundation for a short while longer. We are grateful to all for their support and service to us – thank you, gentlemen!

Since our last newsletter we enjoyed a huge success at our Semper Fidelis Award Dinner. You will read more about it in this newsletter, but words will not do it justice – it was superb! There are so many people to thank, starting with our Dinner Chairman, Don Knauss, and the Clorox Company for their fourth year of support. In addition to his sponsorship, Don and his lovely wife, Ellie, also flew to Dallas to pick up our Guest of Honor, President George W. Bush, and brought him to Washington D.C. They are always such an impressive couple who represent our Foundation so positively. The following day Don, Ellie and President Bush flew together to New York City to meet with President George H. W. Bush. We are also indebted to our Trustee, Jordan Saunders, and her husband, Tom, for having secured the acceptance of President Bush. They also hosted a large, charming contingent of family and fellow New Yorkers at the Dinner. And the wine, which is always a highlight at our event, was once again donated by Bruce Davis, Vice President of Freeman Beverage Company. (In the presence of his wife Sandy, their daughters Hope and Audrey, and with some of his employees in attendance, I presented him the Foundation’s highest award, The Chapman Medallion, for being our Wine Sponsor for 10 years. He was grateful and touched. So were we!) Again, I want to give big thanks to Don Knauss, Clorox’s Event Manager Linda Gonzales, Jordan and Tom Saunders, Bruce Davis, and John Hales, Pat Monroe and Kimberly Niero of my staff – you all made this our best dinner – ever!

I am grateful to my superb staff – John, Pat, and Kimberly – for other reasons as well. Not the least of these is the fact that they stood fast and stood strong this past year. Just over a year ago we were faced with an enormous challenge that affected them in many ways – none good. At considerable sacrifice they “hung in there,” and were responsible for our current status of being alive and well. They ask for nothing more than the chance to help students at MCU and Marines throughout the world. They have been truly “Semper Fidelis!”

Finally, and as always, my thanks to you for your support and encouragement this past year. I deeply appreciate your “special trust and confidence” that meant and still means so much!

THroUGH THE YEarS

In late 1979, the Command and Staff College envisioned a foundation whose mission would support and

enhance professional military education for students at the Command and Staff College. With a $100,000

grant from the Astor Foundation, the Command and Staff College Foundation was incorporated in June 1980,

to enhance the professional education and leadership development of students

at the Command and Staff College when government funding was not available.

On November 10, 1996, to better reflect the Foundation’s mission, the name was

changed to the Marine Corps University Foundation.

The Marine Corps University was established in 1989 and brought to closure General

Alfred M. Gray’s dream of a University, and gave focus to the Foundation’s support of

professional military education for Marines. Today the Foundation supports all of the

schools that comprise the Marine Corps University. Within the University over 15,000 students (including 100

sister service members, Department of Defense civilians, and international students) benefit from Foundation

sponsored educational programs each year. In 1999, the Commission on Colleges of the Southern Association

of Colleges and Schools (SACS) granted the Marine Corps University accredited status.

The Commandant has emphasized that professional military education is an essential element of follow-on

training for all Marines and has placed the challenge to meet the Corps’ educational and leadership needs

squarely on the Marine Corps University. In establishing these new horizons, the Commandant has underscored and broadened the

Foundation’s mission and opened the door to even greater opportunities for the Foundation to continue its mission.

Presented annually, the Semper Fidelis Award and the Major General John H. Russell Leadership Award recognize a distinguished

American leader whose commitment to personal and professional excellence embodies those qualities of leadership and character

uniquely associated with the United States Marine Corps.

The first Semper Fidelis Award was presented in 1986 to California Senator Pete Wilson.

Other recipients of this prestigious award include: The Honorable ike Skelton, United States

Congressman, Missouri; The Honorable George H. W. bush, 41st President of the United States;

The Honorable dick Cheney, Vice President of the United States; The Honorable Colin L. Powell,

Secretary of State; and most recently, The Honorable George W. bush, 43rd President of the

United States.

The first Major General John H. Russell Leadership Award was presented in 1987 to

Secretary of the Navy, The Honorable James H. Webb Jr. Commissioner raymond W.

kelly, Police Commissioner, City of New York; Mr.

Walter Anderson, Chairman and CEO Parade;

James T. Goodrich, M.d., Director and Professor

of Clinical Neurological Surgery, Pediatrics, Plastic

this unique Marine salute.

Since 1986, the Foundation has sponsored its annual Semper Fidelis Golf Classic.

Through the years, the tournament has been played at superb courses to include TPC

Potomac at Avenel, Indian Springs Country Club, Augustine Golf Club, and currently at

Laurel Hill Golf Club. Golfers always enjoy this day of food, drink, fun, Marine Corps

camaraderie, and GOLF!

In 1995, the Foundation concluded a Capital Campaign that raised more than $6 million dollars to equip

the Marine Corps Research Center at Quantico, Virginia. (Now the General Alfred M. Gray Marine Corps

Research Center Archives and Libraries [GRC]) The success of the campaign established the GRC as

unique in both academic and military circles.

MCUF was instrumental in securing funds for the following Academic Chairs

at the Marine Corps University: The Kim T. Adamson Chair of Insurgency

and Terrorism; the General Robert H. Barrow Distinguished Chair of Military

Studies; the Donald Bren Chair of Ethics and Leadership; the Donald Bren

Chair of Innovation and Transformation; the Major General Matthew C.

Horner Chair of Military Theory; the Brigadier General H. L. Oppenheimer Chair of Warfighting Strategy; and

the Guy P. Wyser-Pratte Chair of French Studies.

Endowments for the following programs at MCU were also secured by the Foundation: The General Graves B.

Erskine Distinguished Lecture Series; The Marine Corps Command and Staff College Media Day Symposium;

Command and Control Systems Symposium at the Expeditionary Warfare School (The Mutter Marines’

Symposium); and The Sergeant Walter K. Singleton Distinguished

Lecture Series at the Quantico Staff Noncommissioned Officer Academy.

The Colonel I. Robert Kriendler Award at Officer Candidates

School; The Major General Edwin B. Wheeler Award and The

Lieutenant Colonel Vic Taylor Award for Leaders of Infantry

at the Infantry Officers Course; The Colonel F. Brooke Nihart

Award at Command and Staff College; The Dr. Elihu Rose Award for

Teaching Excellence at MCU; The General Alfred M. Gray Trophy/Sprint

Award for Outstanding Contributions to Marine Corps Communications

Leadership; and the Lieutenant Colonel Kenneth F. McLeod Award at 3rd

Battalion, 6th Marines are all sponsored through endowments to MCUF.

The Leadership Communication Skills Center, the Interactive Media Instruction-Leadership Program at

Expeditionary Warfare School, and The Case Studies Methodology Program at the University are the newest

programs MCUF has funded.

Hot off the press is the University’s first Marine Corps University Journal. Two MCUF Trustees, Ms. Kim T.

Adamson and Ms. Alexis F. Thomas, supported the founding of the Journal. Their funding provided a critical

impetus for the launch of the Journal.

For 30 years the Marine Corps university Foundation has provided resources to enhance and enrich the professional military education

and leadership for Marines wherever they serve. We thank our Trustees, Corporate Sponsors, and Friends who have partnered with us

to ensure that the Foundation will continue to have the resources to support our mission.

Since 1980, the Command and Staff College Foundation (now Marine Corps University Foundation) has supported a wide range of

programs for which government funding was unavailable. In essence, the Foundation’s efforts and resources have helped to maintain

the margin of excellence which characterizes the Marine Corps and its leaders. As we celebrate our 30th Anniversary, we want to say

thank you to all of our donors! With your help, we have provided resources for professional military education and leadership programs

for active duty Marines for 30 years.

However, we still need your help! An unrestricted gift will give the Foundation the ability to continue our support for programs at

the Marine Corps University (MCU). Your gift will help us fund new, special education and leadership initiatives for students at MCU.

Securities you have held for more than a year that have increased in value may be transferred to MCUF as a charitable donation.

This option allows you to bypass the capital gains tax. If your securities have decreased in value, you may sell them and make

a charitable donation to MCUF with some or all of the proceeds. This option creates additional tax savings because you receive

The Foundation would be honored to help you remember a loved one through a memorial gift. Family members and friends

often wish to continue support of our mission through a gift to the Foundation in memory of a loved one. At the donor’s request,

a surviving family member will be notified of the memorial gift. You may also make a contribution “in honor of” a special person

or occasion. The Foundation will send a special letter to the honoree to notify him/her of the donor’s tribute gift.

Supporters of the Foundation who have established a planned gift for the Marine Corps University Foundation are recognized

insurgency and Counterinsurgency Lessons from el salvador By: Major Patrick Simon, USMC Warfighting Faculty, Command and Staff College

As part of its two-week Irregular Warfare curriculum, the Marine Corps Command and Staff College, in conjunction with the Marine

Corps University Foundation, hosted a panel entitled, “Insurgency and Counterinsurgency Perspectives: Lessons Learned from El

Salvador.” From a historical and contemporary perspective, the panel focused on how the United States overlooked El Salvador as a

bridge between Vietnam and our current interventions in Iraq and Afghanistan. Distinguished panel members included former Military

Group commander Colonel John Waghelstein, USA (Ret), former Deputy Chief of Mission to El Salvador, Ambassador (Ret) David Passage,

Special Forces Advisor Colonel Jeff Nelson, USA (Ret), and Farabundo Marti Liberation Front (FMLN) Commander, Señor Roberto Castillo.

Moderated by Dr. Caesar Sereseres of the University of California,

Irvine, the panel addressed the critical roles of advisors in

counterinsurgency, the importance of upholding human rights in

fighting irregular conflicts, and the understanding of insurgent

strategies and tactics. Ambassador Passage linked lessons

learned from Vietnam to the El Salvador conflict through his

experiences with the Civil Operations and Revolutionary – later

Rural - Development Support (CORDS) program in Vietnam.

Colonel Waghelstein discussed counterinsurgent strategies in El

Salvador, while Colonel Nelson drew on his advisory experiences

from Vietnam, El Salvador and then as a senior mentor to Defense

Minister Abdul Rahim Wardak of Afghanistan. The highlight of

the panel was hearing the insurgent perspective from former

Farabundo Marti Liberation Front Commander, Señor Roberto

Castillo. Thanks to funding by the Marine Corps University

Foundation, Señor Castillo’s visit from El Salvador permitted

students and faculty to interact and hear first hand accounts from the enemy perspective. Señor Castillo also commented on the

challenges coalition forces face in combating the insurgency in Afghanistan. In the end, former antagonists had a civil discourse to

share salient lessons learned from past conflicts, helping to shape the future leaders of tomorrow.
