Overview of eMINTS• enhancing Missouri’s Instructional Networked
Teaching Strategies• Non-profit unit of the University of Missouri
located in Columbia, MO.• Providing a range of professional development
programs for teachers, administrators, and others. • Partners: University of Missouri, Missouri
Department of Elementary and Secondary Education, Missouri Department of Higher Education.
• Goal: ensuring the most transformative uses of technology possible in education.
Where is eMINTS?• Missouri - original proof of concept began in
1997 in St. Louis area.• Expanded to Utah in 2003.• Now serving schools in Alabama, Arkansas,
Delaware, Illinois, Maine, Nevada, New Jersey, Utah and New South Wales, Australia.
• More than 3,500 technology-rich classrooms grades 3-12 serving 50,000+ students.
• More than 185 certified eMINTS Instructional Specialists deliver eMINTS professional development.
Project Basics• “Experimental” study with three groups:
– Group 1 gets eMINTS equipment and PD– Group 2 gets eMINTS equipment and PD plus a
third year of PD called “Thinking with Technology” (TWT) from
– Group 3 waits until Group 1 and 2 are finished (but provides data for comparison)
• Data will be collected from all three groups.• All three groups will get eMINTS by the end
of the study, including TWT if requested.
eMINTS Professional Development
◊ Teachers in the eMINTS Validation Project will participate in Comprehensive eMINTS professional development.
◊ Professional development will be provided by eMINTS staff and/or certified district eMINTS specialists.
◊ One group of teachers from 20 districts will have a third year of professional development called “Thinking with Technology” from
◊ Comprehensive eMINTS includes◊ 100 hours + 4 full days + 9 classroom visits in
Year 1 (2014-2015)◊ 75 hours + 2 full days + 9 classroom visits in
Year 2 (2015-2016)◊ Creates communities of practice to facilitate
communities of learners in classrooms.◊ “Thinking with Technology” includes◊ 1-2 full days before school starts (summer 2013)◊ 3-4 additional 4 hours sessions during school year
(2016-2017)◊ Content- additional online tools and continued work
on unit/lesson plan created in eMINTS PD
eMINTS/Project PD Responsibilities
• Districts in all 3 study groups will receive funds through a contract to cover – Both years of eMINTS professional
development fees ($6,000 per teacher per year)– Stipends for out-of-contract time teachers
spend in professional development– Substitute teachers (4 days in first year, 2 days
in second year)• eMINTS will monitor teacher attendance at
professional development and provide quarterly reports to district.
District PD Responsibilities• Provide mileage assistance to teachers for
travel to professional development sessions. • Provide travel expenses (mileage, hotel,
meals, etc.) for teachers to attend eMINTS annual conference in second year.
• Ensure that building administrator and technology coordinator attend PD sessions for their roles in project.
“Control” Group (3)• Districts selected for the “control” study
group (group 3), will receive funds through a contract for the first 4 years of the study– $250 stipend per teacher per year (Math & CA)– $250 stipend for the data POC per year
• Data will be collected from teachers and students each year.
• Group 3 “Control” will start eMINTS PD after that time (Fall 2014) and also may request “Thinking with Technology”
eMINTS Technical Requirements ◊ Each Comprehensive eMINTS classroom will
have ◊ SMART Board and projector◊ Teacher laptop with docking station◊ Student laptops (1:1 ratio)◊ Digital camera◊ Access to a networked printer/scanner
◊ Districts in all 3 study groups will receive funds through a contract to purchase and install required equipment.
◊ District must provide switched network from router to eMINTS computers.
District Technical Responsibilities (cont.)
◊ All electrical supply required for equipment.◊ Any air-conditioning needed.◊ Any furniture needed. ◊ Phone access needed by teachers to contact
technical support. ◊ Miscellaneous cabling, power cords and other
supplies needed to implement program.
Benefits to District
◊ All equipment vests to district upon completion of project ($15,000 - $200,000 depending on size of district).
◊ All professional development fees are paid ($12,000 per participating teacher)◊ All stipends are paid (up to $2,200 - $2,700 per
teacher)◊ Substitute teacher costs are paid ($800 per teacher)
◊ Free subscriptions to interactive sites, concept-mapping software and web-authoring software provided throughout project.
◊ Total value- at least $30,000 per classroom◊ Improved teaching and learning- PRICELESS
Data Collection Activities and Requirements

• eMINTS staff are also assisting AIR with aspects of the research, such as obtaining consent forms, etc.

Data POC Expectations• Coordinate district data collection
– Submit classroom rosters annually– Assist with consent process
• It is critical to get as many students to participate as possible.
• Must have both parent consent and student assent to use student data.
– Ensure classroom observations are scheduled– Proctor 21st Century Skills Assessment or
make sure teachers are trained to proctor– Administer Student Survey
• A separate survey from the one included at the end of the 21st Century Skills Assessment
Implementation POC Responsibilities
• Manage the sub-award contract with the University of Missouri– Work with district bookkeeper to ensure stipends are
paid and reimbursement is requested
• Support Data POC with data collection activities• Act as liaison between research team and the
school community• Assist in gathering missing data from students
and teachers in the school• Inform eMINTS of changes to teachers, students,
POCs, etc.
Teacher Data
• Classroom Observations– AIR will begin scheduling observations
in early January 2012. Observations will continue in February and early March, if necessary
– Only teachers of 7th or 8th grade communication arts and mathematics will be observed
• Teacher Survey– Administered online in April– Links will be sent directly to teachers

Student Data• Learning21st Century Skills Assessment
– Developed by – Measure of student technology literacy and
aligned to ISTE NETS-S– Delivered online over two class periods– Mix of multiple choice and performance-based
items– Webinars will be scheduled to assist with data
upload and proctor training– AIR will notify districts of the 2-3 week window
in April/early May 2012(after MAP) in which to administer the assessment
– All 6th, 7th and 8th graders should participate
• Student Engagement Survey– Delivered online during one class
period– Student Engagement Survey should
be administered mid-April to mid-May 2012 (after MAP)
– Both the Student Engagement Survey AND the 21st Century Skills Assessment must be administered to all 7th and 8th grade students (Note- 6th graders do not take this survey)
