Abstract

Public saety, homeland security and deense agencies around the world are challenged to protect people,resources and acilities across difcult topographies and in potentially dangerous situations. Attemptingto communicate and coordinate their eorts across disparate and incompatible communicationsnetworks adds to the risk or all involved.

This application note explains how the Alcatel-Lucent 1511 Media Access Cross-Connect (MAX)orms the cornerstone o a Mission-Critical WAN Inrastructure (MCWI) that helps public saety,homeland security and deense agencies address their challenges. It also provides network illustrationsand detailed descriptions that explain how these agencies can take advantage o the scalable andmultiservice interaces provided by the Alcatel-Lucent 1511 MAX to help meet their specifccommunications requirements.

Meeting the needs of public safety, homeland security and defense agencies

In an era when saety and security are top priorities around the world, ensuring public saety, homelandsecurity and deense agencies have access to instant, reliable and secure communications is a mission-critical necessity. Today, these agencies are challenged to protect people, resources and acilities whileon the move across a variety o topographies and in potentially dangerous situations. Attemptingto communicate and coordinate their eorts across disparate and incompatible communications

networks adds to the risk or all involved.

Public saety agencies, such as police, fre and emergency medical services (EMS) personnel, are otencalled to the same event. To ensure their eorts are coordinated and efcient, these agencies must beable to securely communicate and collaborate over a single mission-critical land-mobile communicationsinrastructure. Anytime, anywhere access to o-site expertise, such as medical specialists, is alsocritical or these teams to make the right decisions quickly when under tremendous pressure.

For deense and homeland security sta, the need or early threat detection and situational awarenessdrives the requirement or rapid, mobile intelligence based on real-time inormation. Prevention,preparedness, response and recovery activities are typically broad in scope. They demand communica-tions speed, agility and exibility across vast territories, even during natural disasters or acts o 

terrorism. For maximum saety and security, operational missions must never be limited by thecommunications inrastructure.

In the ace o these challenges, public saety, homeland security and deense agencies know they need aredundant, highly available and efcient communications inrastructure that enables secure, seamless,always-on communications with colleagues, other local and national agencies and dispatch centers.It must support rapid access to the specialized applications these agencies rely on. And it mustincrease their efciency and eectiveness while reducing risk to both humans and acilities.

The Alcatel-Lucent 1511 Media Access Cross-Connect (MAX) is a modular and exible product thathelps these agencies address their unique challenges and meet the perormance requirements o all o their applications. It:

• Combines a PDH time-division multiplexer and Digital Access Cross-connect System (DACS)with STM transmission o SDH trafc, as well as Fast and Gigabit Ethernet unctionality, in asingle system.

• Combines subrate, Nx64 kb/s or 2 Mb/s access, grooming, drop-and-insert, bypass, hubbing and verycompact cross-connect unctions on a single shel or exible and space-efcient deployments.

• Supports a wide range o transport cards and tributary interaces to enable both legacy andEthernet-based applications.

• Supports equipment redundancy at all levels to ensure reliable service delivery across theentire inrastructure.

It also includes SNMP-based element and network management through the Alcatel-Lucent 1511

Element Manager (EM), giving public saety, homeland security and deense agencies the latest XMLand HTTP management capabilities to reduce maintenance, supervision and network planning costs.

Alcatel-Lucent 1511 MAX for specialized applications

Public saety, homeland security and deense agencies require specialized communications applicationsthat are crucial to their operations. The architectural options and wide variety o interaces providedby the Alcatel-Lucent 1511 MAX help these agencies increase the efciency o their mission-criticalcommunications inrastructures while meeting their specifc application requirements.

The Alcatel-Lucent 1511 MAX can be deployed in two network architectures:

• An SDH/WDM network

• An IP/MPLS network

In either network architecture, the Alcatel-Lucent 1511 MAX grooms and aggregates multiple legacymedia and services, including analog, Ethernet and low and high bit rate TDM trafc, toward thenetwork inrastructure. Its interaces support numerous applications, including Private Mobile Radio(PMR), used across public saety, homeland security and deense agencies.

Table 2 provides an overview o the Alcatel-Lucent 1511 MAX client interaces used in publicsaety-related applications.

The ollowing sections provide more detail about the role o the product in some o the mostimportant applications used by public saety, homeland security and deense agencies.

Alcatel-Lucent1511MAXforPrivateMobileRadioapplications

PMR communications (also known as Proessional Mobile Radio and Land Mobile Radio communica-tions) provide closed-group access to point-to-multipoint communications and push-to-talk commu-nications across large areas. With the expansive areas covered by public saety, homeland security

and deense agencies, PMR and Terrestrial Trunked Radio (TETRA) communications are essential.

Agencies that operate analog or digital PMR systems or digital TETRA systems or voice and datacommunications can use the Alcatel-Lucent 1511 MAX to backhaul trafc rom PMR, Digital MobileRadio (DMR1), MPT-1327, TETRA or TETRAPOL radio base stations through its Optical TransportCard (OTC), its Copper Transport Card (CTC) or through a microwave link to secure their emergencycommunications over larger areas.

Because the Alcatel-Lucent 1511 MAX provides Gigabit Ethernet (GET) support, it delivers mission-critical TETRA communications services over SDH/WDM networks, IP/MPLS networks and hybridnetworks that take advantage o both SDH/WDM and IP/MPLS technology. For example, a singleAlcatel-Lucent 1511 MAX can transport time-critical data over an SDH/WDM network and unction

as an IP multiplexer to move massive amounts o data across an IP/MPLS network.

This exibility ensures public saety, homeland security and deense agencies protect their investment.And it allows them to seamlessly and gradually migrate to an all-IP/MPLS network at the pace thatis best or their operations.

Additionally, trafc rom PMR base stations can be groomed or aggregation onto aggregate E1 or STM-1links to reduce bandwidth requirements on the backbone network.

Alcatel-Lucent 1511 MAX for public safety agencies

For frst responders, such as police, fre and EMS agencies, seconds can mean the dierence between lieand death. Fast and highly available communications between agencies and with regional and nationalcoordination centers is critical to ensure all involved have instant access to the inormation they needto make the right decisions at the right time. This requires a high-speed, always-on, land-mobilecommunications inrastructure that crosses vast and sometimes remote territories.

An Alcatel-Lucent 1511 MAX-based MCWI provides a highly available distribution network thatinterconnects TETRA, TETRAPOL and MPT 1327 radio stations to a central switch. It providesa number o protection mechanisms at both the network and network element layers to deliver thevery highly available communications public saety agencies need.

Figure 2 depicts a public saety network that securely and reliably interconnects police, fre and

ambulance services with regional and national coordination centers.

As illustrated in Figure 2, the Alcatel-Lucent 1511 MAX delivers a range o capabilities:

• At the central coordination center, the Alcatel-Lucent 1511 MAX unctions as a cross-connect,concentrating data between TETRA switching exchanges, Short Data Service (SDS) systems,paging systems, conventional or IP PBXs and the public switched telephone network (PSTN).Dispatching consoles can also be interconnected through a variety o interaces available onthe Alcatel-Lucent 1511 MAX.

• At coordination centers with TETRA switching exchanges, the Alcatel-Lucent 1511 MAXunctions as a cross-connect, collecting signals rom all o the public saety agencies. It alsodistributes these signals over copper (CTC), optical fber (OTC or GET) or microwave relay

systems to broadcast sites where the base stations are connected through E1, ractional E1(n x 64 kb/s channels) or Fast or Gigabit Ethernet.

• Inversely, at broadcast sites, where the TETRA base stations are located, the Alcatel-Lucent1511 MAX collects and transmits network management and alarm data, including system andenvironmental alarms, to the central ofce.

• At microwave sites, the Alcatel-Lucent 1511 MAX delivers both grooming and transport unctions.Base station repeaters are connected over an Alcatel-Lucent 1511 MAX-based MCWI.

• Across the inrastructure, the Alcatel-Lucent 1511 MAX interconnects conventional PMR orpaging systems through its 2- and 4-wire E&M, V.35 and E1 interaces.

Alcatel-Lucent 1511 MAX for homeland security agencies

Homeland security agencies are involved in all aspects o security — prevention, detection, alerts,response and recovery — and all types o events, rom terrorism, smuggling and border protection toland, sea and air surveillance, chemical and nuclear disasters and natural disasters, such as stormsor earthquakes.

The security- and saety-critical applications required to execute on these varied responsibilities demanda robust backbone and access network. For example, VHF, UHF, TETRA, PMR and push-to-talk (PTT)radio, voice and data communications and data acquisition or radar, border control and sensingapplications, all call or a reliable, secure and cost eective multiservice network.

This multiservice network must also interconnect diverse types o monitoring equipment, includingsensors, closed-circuit TV (CCTV) and inrared (IR) cameras, intrusion detection ences, opticalperimeter and intrusion detection devices, nuclear, biological and chemical (NBC) detectors, radartowers, air, coastal and harbor surveillance devices and airborne observation equipment to the backbonenetwork.

As illustrated in Figure 3, the Alcatel-Lucent 1511 MAX plays a vital role in delivering mission-critical homeland security applications:

• It interconnects the ull range o radio, voice, data and video systems, including PBXs, publicaddress (PA) and general alarm (GA) systems, as well as CCTV and IR surveillance andmonitoring systems.

• It also interconnects the wide variety o detectors and sensors deployed at acilities and acrosstopographies to prevent and detect unauthorized access and security breaches.

• In the central coordination center, the Alcatel-Lucent 1511 MAX acts as a cross-connect,concentrating data between radio switching exchanges, conventional or IP PBXs and the PSTN.It demultiplexes the concentrated data rom the sensors and detectors or its respective applications.

• To ensure communications no matter where agency personnel are located, the Alcatel-Lucent1511 MAX enables FM, UHF, VHF marine and aeronautical radio communications.

Alcatel-Lucent 1511 MAX for defense agencies

To support the key tenets o network-centric warare, a military communications network must have theexibility to adapt to dierent devices while ensuring complete reliability, manageability and security.

With a multiservice MCWI, all Ministry o Deense personnel — rom the armed orces to military airtrafc control — will be ready to participate in missions that require instant access to inormation atdesignated locations. In these missions, the communications network becomes a crucial componentin the military arsenal, supporting the team’s objectives and contributing to the success o the mission.The MCWI must encompass optical, wireline and wireless transmissions, support voice, data andvideo and provide eective connectivity to both new and established devices and protocols.

The Alcatel-Lucent 1511 MAX orms the basis o an MCWI that gives deense organizations thecommunications network they need or truly mission-critical communications. This efcient and robustproduct delivers both TDM and Ethernet technologies across challenging topographies, connecting tomicrowave or WiMAX equipment or non-direct line-o-sight situations.
