    SUMMARY: Pursuant to section 102 of theNational Environmental Policy Act(NEPA) of 1969, as implemented by theCouncil on Environmental QualityRegulations (40 Code of FederalRegulations [CFR] Parts 15001508),and Executive Order 12114, theDepartment of the Navy (DON)announces its intent to prepare anEnvironmental Impact Statement (EIS)and Overseas EIS (OEIS) to evaluate thepotential environmental effectsassociated with military readiness

    training and research, development,testing, and evaluation (RDT&E)activities (hereinafter referred to astraining and testing activities)conducted within the Hawaii-SouthernCalifornia Training and Testing (HSTT)study area. The HSTT study areacombines the at-sea portions of theHawaii Range Complex, the Southern

    California Range Complex (includingthe San Diego Bay); the Silver StrandTraining Complex; areas where vesselstransit between the Hawaii RangeComplex and the Southern CaliforniaRange Complex; and select Navypierside locations. This EIS and OEIS is

    being prepared to renew and combinecurrent regulatory permits andauthorizations; address current trainingand testing not covered under existingpermits and authorizations; and toobtain those permits and authorizationsnecessary to support force structurechanges and emerging and future

    training and testing requirements.The DON will invite the NationalMarine Fisheries Service to be acooperating agency in preparation ofthis EIS and OEIS.

    SUPPLEMENTARY INFORMATION: TheDONs proposed action is to conducttraining and testing activities thatinclude the use of active sonar andexplosives within the at-sea portions ofexisting DON training range complexesaround the Hawaiian Islands and off thecoast of Southern California (known asthe HSTT study area). While themajority of these training and testingactivities take place in operating andwarning areas and/or on training andtesting ranges, some training activities,such as sonar maintenance and gunneryexercises, are conducted concurrentwith normal transits and may occuroutside of DON operating and warningareas.

    The HSTT study area combines the at-sea portions of the following rangecomplexes: Hawaii Range Complex,Southern California Range Complex,and Silver Strand Training Complex.The existing western boundary of theHawaii Range Complex is beingexpanded 60 miles to the west to theInternational Dateline. The HSTT studyarea also includes the transit route

    between Hawaii and SouthernCalifornia as well as DON andcommercial piers at Pearl Harbor, HIand San Diego, CA where sonar may betested.

    The proposed action is to conductmilitary training and testing activities inthe HSTT study area. The purpose of theproposed action is to achieve andmaintain Fleet Readiness to meet therequirements of Title 10 of the U.S.Code, which requires DON to maintain,train, and equip combat-ready navalforces capable of winning wars,deterring aggression, and maintainingfreedom of the seas. The proposedaction would also allow DON to attaincompliance with applicableenvironmental authorizations,consultations, and other associated

    environmental requirements, includingthose associated with new platformsand weapons systems, for example, theLow Frequency Anti-Submarine Warfarecapability associated with the LittoralCombat Ship.

    The alternatives that will be analyzedin the HSTT EIS and OEIS meet thepurpose and need of the proposedaction by providing the level of trainingthat meets the requirements of Title 10,thereby ensuring that Sailors andMarines are properly prepared foroperational success. Similarly, the level

    of RDT&E proposed for the HSTT studyarea is necessary to ensure that Sailorsand Marines deployed overseas have thelatest proven military equipment.Accordingly, the alternatives to beaddressed in the HSTT EIS and OEISare:

    1. No ActionThe No ActionAlternative continues baseline training

    and testing activities and force structurerequirements as defined by existingDON environmental planningdocuments. This documentationincludes the Records of Decision for theHawaii and Southern California rangecomplexes and the Preferred Alternativefor the Silver Strand Training ComplexDraft EIS and OEIS.

    2. Alternative 1This alternativeconsists of the No Action alternative,plus expansion of the overall study area

    boundaries, and updates and/oradjustments to locations and tempo oftraining and testing activities. This

    alternative also includes changes totraining and testing requirementsnecessary to accommodate forcestructure changes, and the developmentand introduction of new vessels,aircraft, and weapons systems.

    3. Alternative 2Alternative 2consists of Alternative 1 with anincreased tempo of training and testingactivities. This alternative also allowsfor additional range enhancements andinfrastructure requirements.

    Resource areas that will be addressedbecause of the potential effects from theproposed action include, but are not

    limited to: Ocean and biologicalresources (including marine mammalsand threatened and endangeredspecies); air quality; airbornesoundscape; cultural resources;transportation; regional economy;recreation; and public health and safety.

    The scoping process will be used toidentify community concerns and localissues to be addressed in the EIS andOEIS. Federal agencies, state agencies,local agencies, Native American IndianTribes and Nations, the public, andinterested persons are encouraged toprovide comments to the DON to

    identify specific issues or topics ofenvironmental concern that thecommenter believes the DON shouldconsider. All comments provided orallyor in writing at the scoping meetings,will receive the same considerationduring EIS and OEIS preparation.Written comments must be postmarkedno later than September 14, 2010, andshould be mailed to: Naval FacilitiesEngineering Command, Southwest, 2730McKean Street, Building 291, San Diego,CA 921365198, Attention: Mr. KentRandallHSTT EIS/OEIS.
