In response to New York City’s RFP of applied science campus on southern Roosevelt Isalnd in New York City, my team members in NYU Wagner and I created a master plan of the campus that incoporated high-performance educational facilities, affordable and market-rate housings, and ample open spaces.

After a comprehensive analysis of the site condition where we considered transportation, economic impact, physical impact, and environmental elements, we came up with this master plan that boldly concentrated facilities on one side of the site. Such a distribution of space led to a more efficient use of educational facilities and provided the luxury of an intact open space, which would have been hardly achieved if buildings were distributed equally in this relatively smaller site.

As an up and rising neighborhood in New York City, South Harlem (SoHa) has been experiencing a dramatic transition in economic development and housing. The gentrification and new developments happening fast in SoHa debunk the lack of comprehensive planning and well-thought-of infrastructure in the neighborhood. Especially a super block of public housing and elevated rails both pose serious challenges to the quality of life in the neighborhood.

As a part of academic training at NYU Wagner masters of urban planning program, my team members and I were requested to propose a comprehensive plan which covers economic, development, housing, transportation, open space, and cultural issues in SoHa area. The master plan we came up with focused on implementing initiatives in different areas to address different issues in the neighborhood, including 116 Street, Morningside Park vicinity, Park Avenue, public housing projects, East River waterfront, and 110 Street.

In this project, I put special efforts on designing two art venues – the community entertainment center and the accessible open gallery with integrated studios – to encourage the cultural vibrancy in SoHa.

Cultural Initiaives in South Harlem - Community Entertainment Center

The community entertainment center serves as an integral part bringing arts industry to the neighborhood and making arts easier to be transitioned into business world. The entertainment center will provide offices to arts management companies, arts education institutes, retail spaces, and open spaces to the local communities.

As it sits on the heart of the “museum row” along Central Park, it will take the important task of integrating the cultural assets in place and promoting them to SoHa communi-ties. At the same time, the facility will contribute to the local communities as an amenity by offering well-designed open spaces.

Accessible Open Gallery and Studios Hub

This facility is a bold concept that tries to make arts more accessible to the common publics. It consists of an open gallery that merges pedestrian flows with those from Central Park and the “museum row” with the affordable studios. The facility will primarily function as an art incubator that supports local artist communities.

The open gallery will be constantly exhibiting pieces by artists who work in the venue, and the audience will have a chance to glance at artists working while strolling at the gallery. In addition, the open spaces offered by the facility also open up possibilities to arts in the “non-traditional” forms. This facility will be an important factor in incentivizing SoHa’s arts potentials, culturally and economically.

East New York in Brooklyn has a long history of being economically distressed. East New York is a transit-rich, mixed-use, low-income community containing substantial amounts of vacant and underutilized land. Although the neighborhood was not the most exciting neighborhood in the world, it has the potentials to become an example of successful smart growth which utilizes the most out of the existing infrastructure.

As a one-semester-long academic project at NYU Wagner, my team members and I cut in from the legal perspective, economic perspective, and environmental perspective to address various issues in East New York. I was especially in charge of developing strategies to improve transportation quality and accessibility in the neighborhood.

Transportation Planning in East New York

Our transportation planning consisted of three major strategies: creating 5-min walkcommuting, integrating Broadway Junction subway structures, and introducing underground retail corridors. East New York is one of the transit-rich neighborhoods in Brooklyn, however, these resources have not been used efficiently and the services have been far from satisfying. Thus these strategies were geared toward maxing out the performance of transit system in East New York by utilizing it, supplementing it, and expanding it.

Subway stations and bus services already covered the most of East New York area, but by analyzing maps and statistics, we discovered residents in East New York spent more time than city’s average to commute and are less willing to take public transits when options were available. We identified there were some left-out areas which were underserved by the public transits, so we came out with this strategy to cover these areas by providing shuttle lines which help us make public transits available to everyone in the neighborhood with less than 5 minutes of walking.

Also in this master plan, Broadway Junction will be transformed into a transportation complex that integrates existing stations, subway lines, offices and open spaces. By rezoning the area to allow more commercial uses, the complex will take advantages of rich transits and proximity to airport to make Broadway Junction for travelers not only a place for transferring but a place to stay, shop, and do businesses.

The underground retail corridors was an idea borrowed from overseas experiences. Since most subway tunnels were already in place, drawing retails underground could be an effective move for the Broadway Junction complex in our master plan.

The Capstone is the most renowned program offered by NYU Wagner of which it provides students invaluable opportunities to work with non-profit organizations, government agencies, and private companies in the field, and the completion of Capstone projects is also a graduation requirement for students at NYU Wagner.

Made in Lower East Side (miLES) was a private company my team members and I had worked with for a year as our Capstone client. Our goal was to help miLES developing a scalable and sustainable business model while miLES’s goal was to utilize vacant storefronts in Lower East Side of New York City to provide flexible leases to entrepreneurs and artists. By filling up those vacant storefronts which would be otherwise vacant, miLES was expected to generate over 24 million revenues for the neighborhood and revitalize the long-distressed neighborhood in Manhattan.

Consultancy Works in miLES

Made in Lower East Side’s idea was unique but not incomparable, so we dived into a bench-marking study that compared business models across more than 15 different initiatives and organizations domestically and abroad. Then we analyzed the best practices that might be compatible to miLES’ operation.

Since the key to miLES’ success was vacant spaces and storefronts, I had also put major efforts in researching demographical attributes and real estate market in Lower East Side. The result was the GIS maps and the list of focused property ownerships. These results provides our cli-ent – miLES - a better vision to choose storefronts with higher potentials and feasibility.
