Skills Gap in ESDM Industry

The industry-led Task Force has estimated that the Electronics Systems Design and Manufacturing (ESDM) industry can potentially employ close to 27.8 million by 2020 as compared to the current 4.4 million.

There is a severe shortage of trained manpower in the industry across

levels. India’s education infrastructure produces one of the highest numbers of engineering graduates in the world. However, the industry has to expend significant efforts on improving the skills of the people at various levels.

Role of DIT for HRD & Capacity Building as per Draft NPE - 2011

To work closely with Private Sector, Universities and other Institutions of learning and to design programmes to ensure that adequate trained and skilled manpower is available to the industry.

a. To facilitate enhancement of the number of graduates and other skilled manpower by suitably increasing capacities in colleges/ITIs and Polytechnics through public and private sector investments.

b. To support creation of capacities within academic institutions to enhance the production of adequate number of PhDs and post-graduates for supporting the growth of chip design and embedded software and board/hardware design industry in the country.

Role of DIT for HRD & Capacity Building as per Draft NPE - 2011

c. To encourage setting up of skill-oriented courses and training programmes for electronic designs along with hands-on laboratories enabling graduates from other disciplines to migrate to ESDM.

d. Creation of a specialized Institute for semiconductor design;

e. Extending Special Manpower Development Programme for Very Large Scale Integration (VLSI) chip design to include larger number of colleges and students leveraging the National Knowledge Network;

f. To create an institutional mechanism for the faculty development in various ESDM related subjects.

g. To collaborate with national and international institutions for development of new skills and courseware on latest manufacturing technologies and products in ESDM sector.

“Assessment of Skills Gap and Capacity Building Needs in the ESDM Industry”

Objectives of the Study

1. Identification of Job-roles for which there is an existing and projected

skills-gap (for 2012-2017 period) in the ESDM sector. This would include

vertical specific job-roles as well as job-roles which cut across various

verticals in the ESDM sector.

2. Ascertaining Competencies required for each role.

3. Identification of Gap between the demand and supply of work- force

for the identified roles. This will be based on the estimation of

Incremental human resource required for the various roles, and

Existing Training Capacity for supplying people for the roles.

Objectives of the Study

4. Ascertainment of capacity-building needs of the Education/Training

Institutions in India supplying human resource to the industry. The

capacity building need may be related to

Curriculum Up gradation

Faculty Development

Laboratories and related infrastructure

5. Providing Recommendations on:

Existing courses which should be scaled-up.

New courses which are needed to be introduced.

National and International Institutions which can play a significant role in

meeting the skills-gap.
