Texas State University is committed to the highest ethical standards in providing equal opportunities to all minority and women-owned businesses. The university is determined to increase HUB participation in the procurement of all goods and services, including construction.

Things to know….Any government entity that spend $10 million a fiscal year is required to have a HUB Program within their organization. Currently there are 180+ government entities and you will need to know their processes in doing business with them.Report HUB Expenditures on a semi-annual and annual basis to the state.

Formal - $25,000.01 and Up• Formal bidding is posted on the State’s Electronic State Business

Daily (ESBD). Notices are sent to minority-owned businesses and woman-owned businesses, if possible.

• Bids over $100,000 require HUB Subcontracting Plans (HSP).

Group Co-operatives• These are purchasing forums that supersede the threshold. We use

several including TXMAS, BuyBoard, TCPN, Choice Facilities, US Communities, etc.
