MALAYSIA passed the Persons with Disabilities Act (PWDA) in 2008 as part of its
obligations under the Convention on the Rights of Persons with Disabilities (UN
Convention). According to the PWDA, those persons with disabilities shall have equal
access to the following in Malaysia:
• public facilities, amenities, services and buildings;
• public transport;
• education;
• employment;
• information, communication and technology;
• cultural life;
• recreation, leisure and sport.
Malaysia also amended the Uniform Building Bylaws
in 1990, making it compulsory for buildings to provide
Access and facilities for disabled persons.
Existing buildings were given three years to
make modifications to comply with the bylaw.

• Home care services can be delivered if required
• The elderly can still feel & be useful within the family and benefit from
stimulating interaction with family
• Isolation can be a problem if the elderly are left alone for large parts of the
day
• Assisted living and nursing care support is not be available from
untrained live-in housekeepers but trained housekeeper / carers is an
emerging option (versus a live-in nurse which is expensive)
INDEPENDENT & ASSISTED LIVING OPTIONS –
HOMECARE SERVICES
• AUSTRALIA - Local councils arrange care services for
qualifying seniors as well as the disabled under the new
National Disability Insurance Scheme (NDIS)
• Similar Outreach Care Services are becoming available in
major cities in Malaysia.
RETIREMENT VILLAGES vs AGED CARE
RETIREMENT VILLAGES
These have been hugely popular in the USA and Australia.
Traditionally they have attracted the baby-boomer generation aged 55 to
75 who are still able to live independently and enjoy the facilities.
Retirement villages are a matter of CHOICE.
Not INTENDED for the elderly who are already in advanced age or
require assistance with daily living.
Retirement Villages have yet to take off in Malaysia.
Pilot projects exist – Eden-on-the-Park, Kuching & Green Acres, Ipoh.
RETRIEMENT VILLAGES vs AGED CARE
AGED CARE
Aged Care living is not a matter of CHOICE, but usually of NECESSITY.
Aged Care provides continuous care for residents requiring significant
assistance with daily living and activities.
Dementia Care is a rapidly growing category of Assisted Living.
Sheltered Homes, usually charitable or clan society based, cater for a
small number of residents who are mainly able to live unassisted but
are not classified as nursing homes.
QUALITY AGED CARE DEVELOPMENT HAS NOW TAKEN OFF IN
MALAYSIA DUE TO NEED AND A LACK OF APPROPRIATE FACILITIES.
