According to the provisions of Section 42A of the Representation of the People Act 1976 and Section 25A of the Senate (Election) Act 1975, all elected representatives in the national and provincial legislatures of Pakistan must submit detailed accounts of their assets and liabilities to the Election Commission of Pakistan on a prescribed proforma by the end of each financial year. Failure to submit a declaration may lead to disqualification of the elected member. The declared assets are compiled and published by the Election Commission in the form of a Gazette of the Federal Government for the information and use of general public. This is a very welcome step, advancing transparency in the financial dealings of elected representative and, with effective monitoring by the media and civil society groups, may lead to increased accountability. This report aims to contribute to that process.

It is important that these declarations of assets are made accessible to public in a comprehensible format. It is also important that the declarations are analysed, to demonstrate and highlight underlying trends among parties, provinces and individual legislators. This report aims to translate the information from abstract figures to easily understood data, putting the information available to the public in perspective.

This report that analyses the declaration of sssets submitted by MNAs for the years 2006-2007 and 2007-2008, has been compiled by the PILDAT team of researchers and analysts using mathematical, computer based analysis. Earlier, PILDAT had prepared and disseminated assets' analysis of MNAs for the years 2002-2003, 2003-2004, 2004-2005 and 2005-2006. However, it is important to note that the data used is that provided by representatives themselves in their returns. We have not attempted to verify the information provided by the legislators.

The net worth of an MNA was calculated as being the total assets of each MNA, his/her spouse and children, deducting his/her and his/her immediate family's liabilities. In the one case of a married couple, both of whom are elected MNAs, their total declared assets as a family have been divided equally between them.

Analysis of data has been hampered by the method by which some MNAs have reported. In particular, a number of MNAs have listed their property, such as land or assets, but not its value. This clearly hampers proper analysis and hinders transparency.

We hope that this presentation of the key findings of our analysis will enhance public understanding and will help promote political discourse within Pakistan.

FOREWORDFOREWORD

This report attempts to present some key findings of our analysis of the declarations of assets by members of the 12th and 13th National Assemblies of Pakistan, filed in 2006-2007 and 2007-2008 respectively. The sources of information for this report are the Gazettes published by the Election Commission of Pakistan on October 17, 2007 and October 15, 2008.

The report demonstrates that the current average value of assets held by an MNA stands at Rs. 73.92 million, based on the 2007-2008 declarations. This figure demonstrates an increase of 87.2% from the 2006-2007 figure of Rs. 39.487 million.

The average value of assets owned by non-Muslim MNAs, Rs. 19 million, is 75% lower than the overall average of almost Rs. 74 million, based on 2007-2008 figures. This disparity has increased from 58% in the previous year.

In geographical terms, the differences in average wealth are significant. In 2007-2008, MNAs from Islamabad Capital Territory (ICT) have the highest average value of assets per MNA followed by those from NWFP, Punjab, FATA, Sindh and Balochistan respectively. Similarly, in 2006-2007, MNAs from ICT headed the list.

In terms of the percentage share of the combined value of assets in the year 2007-2008, Punjab tops the list, with a share of 56 %, followed by NWFP (31 %), Sindh (8 %), FATA (2 %), ICT (2 %) and Balochistan (1 %). In the previous year the figures differed considerably, with Punjab topping the list with 75 % of the combined assets (far greater than warranted by their representation level, 54%, in the National Assembly), followed by Sindh (10 %), Balochistan (6 %), ICT (5 %), NWFP (3 %) and FATA (1 %).

In terms of political party affiliation, the figures also vary widely. In 2007-2008, the PML-F is top of the list in terms of the average wealth of its MNAs (average assets per MNA: Rs. 159 million), followed by the NPP Rs. 124 million, the PPPP (Rs. 97 million) and the ANP (Rs. 77 million), the PML (Rs. 71 million), the PML-N (Rs. 68 million), the PPP-S (Rs. 30 million), Independents (Rs. 28.44 million), the MQM (Rs. 25 million), the BNP (Rs. 13 million) and the MMA (Rs. 6 million). These figures demonstrate a 28 fold difference between the average wealth of the MNAs in the party with the greatest average wealth and that with the least.

The 2007-2008 figures demonstrate a marked shift in both size and distribution from the 2006-2007 figures, where the list was topped by the PML (average assets per MNA: Rs. 57 million), followed by the PML-N (Rs. 53 million), the PTI (Rs. 49 million), the PPPP (Rs. 38 million), the PPP-S (Rs. 28 million), the PML-F (Rs. 21 million), the MMA (Rs. 17 million), independents (Rs 13 million), the PAT (Rs. 11 million), the MQM (Rs. 9 million), the JWP (Rs. 5 million) and the PKMAP (Rs. 0.25 million).

In terms of individual wealth, the 2007-2008 declarations reveal the wealthiest MNA to be Mr. Mehboob Ullah Jan (NA-23, Kohistan, NWFP, PPPP) with total assets of Rs. 3.252 billion. He is followed by Ms. Nuzhat Sadiq (NA-277,

Punjab-V, PML-N), with total assets of Rs. 1.514 billion, Chaudhry Zahid Iqbal (NA-162, Sahiwal-III, Punjab, PPPP), with assets amounting to Rs. 1.248 billion, Chaudhry Nazir Ahmed Jatt (NA-167, Vehari-I, Punjab, PML), with assets worth Rs. 843 million and Mr. Jahangir Khan Tareen (NA-195, R.Y.Khan-IV, Punjab, PML–F), with assets amounting to Rs. 716 million.

In 2006-2007, the richest MNA was Mr. Khursheed Mehmud Kasuri (NA-140, Kasur-III, Punjab, PML) and ex-Foreign Minister of Pakistan) with total assets of Rs. 1.244 billion.

At the other end of the assets spectrum, the least wealthy MNAs in 2007-2008 are Mr. Saeed Ahmad Zafar (NA137, Nankana Sahib-II (Old Sheikhupura-VII), Punjab, IND), with total liabilities of –Rs.59.90 million, followed by Mr. Saeed Iqbal Chaudhary (NA-81, Faisalabad-VII, Punjab, PPPP), Makhdoom Muhammad Amin Fahim (NA-218, Hyderabad-I, Sindh, PPPP), Federal Minister for Commerce), Ms. Khush Bakht Shujaat (NA-250, Karachi-XII, Sindh, MQM) and Sheikh Rohale Asghar (NA-124 Lahore-VII, Punjab, PML-N).

The report also contains an analysis of the wealthiest and least wealthy MNAs by province, gender and party.

The average value of an MNAs’ assets was just below Rs. 27 million in 2002-2003. This figure has increased to almost Rs. 74 million in 2007-2008, an increase of 174 % in five years. In 2007-2008 the increase from the previous year was 87 %.

Long Term Trends in Average Value of Assets

Among the Provinces, the average assets (combined assets of MNAs within the province divided by the number of representatives), is highest amongst MNAs representing ICT and NWFP.

The 2007-2008 figures reveal that the ICT representatives hold average assets of Rs. 195.11 million, followed by NWFP representatives holding average assets of Rs. 176.12 million. This is a significant change from the previous year, in which representatives of NWFP had the lowest average, Rs. 9.11 million. This extraordinary growth in average assets held by MNAs in NWFP, 1833% in one year, is largely due to the inclusion of the personal assets of three MNAs, Mr. Mehboob Ullah Jan (NA 23, Kohistan, NWFP, PPPP), Dr. Arbab Alamgir Khan Khalil (NA-2, Pashwar-II, NWFP, PPPP) and Mrs. Asma Arbab Alamgir (NA-325, NWFP-IV, PPPP), Also Mr. Mehboob Ullah Jan (NA-23, Kohistan, NWFP, PPPP) is the wealthiest MNA. This provincial ranking is presented in Table 2.

This section examines the total combined assets of all MNAs and the percentage share of those assets held by representatives of the various provinces. This demonstrates the spread of wealth of MNAs across the country.

The 2007-2008 figures demonstrate that the highest proportion, 56.32 %, of this total combined wealth, is held by representatives from Punjab. Representatives from NWFP hold 30.65 %. The lowest percentage is in relation to Balochistan, whose representatives hold just 1.23 % of the total combined wealth.

In 2006-2007 representatives from Punjab held an even higher proportion of the combined value of assets, 74.95 %, despite the fact that only 54% of seats are allocated to Punjab. The decrease in percentage figures in 2007-2008 is due to a significant increase in the wealth of representatives from NWFP.

The percentage share of each province/ territory in the combined assets of all MNAs is shown below, along with the total assets and percentage of seats represented by each province.

In 2007-2008 PML-F was the wealthiest party, in terms of representatives' assets, with average assets per MNA of Rs. 159.19 million, followed by the NPP and the PPPP. At the other end of the spectrum, representatives of the MMA had average assets of just Rs. 5.68 million, representing just 3.6% of the average PML-F holding.

In 2006-2007 the PML was the wealthiest party, with average assets of Rs. 57.46 million, followed by the PML-N and the PTI. The least wealthy party was the PKMAP, with average assets of Rs. 0.25 million per representative, representing 0.44% of the average PML holding

Together these individuals held Rs. 3.649 billion, 27 % of the total assets held by MNAs in that year.

According to the declaration of assets for 2007-2008, Mr. Saeed Ahmad Zafar (NA-137 Nankana Sahib-II (Old Sheikhupura-VII), Punjab, IND), is the least wealthy MNA, with approximately Rs. 60 million net liabilities, followed by Mr. Saeed Iqbal Chaudhary (NA-81, Faisalabad-VII, Punjab, PPPP), Makhdoom Muhammad Amin Fahim (NA-218, Hyderabad-I, Sindh, PPPP) Federal Minister for Commerce, Ms. Khush Bakht Shujaat (NA-250, Karachi-XII, Sindh, MQM) and Sheikh Rohale Asghar (NA-124 Lahore-VII, Punjab, PML-N). Their net liabilities total some Rs. 131.7 million.

In 2006-2007, the poorest MNA was Makhdoom Muhammad Amin Fahim (NA-218, Hyderabad-I, Sindh, PPPP) with about Rs. 31 million net liabilities, followed by Khawaja Mohammad Asif (NA-110, Sialkot-I, Punjab, PML-N), Ms. Naheed Khan (NA-292, Punjab-XX, PPPP), Sayyed Bakhtiar Maani (NA-35, Malakand, NWFP, MMA) and Maulana Muhammad Qasim (NA-10, Mardan, NWFP, MMA). According to the assets declaration in 2007-2008, Jam Mir Muhammad Yousaf (NA-270, Awaran-cum-Lasbella, Balochistan, PML), was the wealthiest MNA in the province, with total assets of Rs. 72.02 million, followed by Ms. Zobaida Jalal (NA-330, Balochistan-II, PML) and Sardar Al-Haaj Muhammad Umar Gorgaje (NA260, Quetta-cum-Chagai-cum-Mastung, Balochistan, PPPP).

In 2006-2007 Sardar Yar Mohammad Rind (NA-267, Kachhi, Sindh, PML) was the richest MNA with total assets of Rs. 638.77 million, followed by Pir Abdul Qadir Algillani (NA-270, Awaran-cum-Lasbella, Balochistan, PML) and Ms. Zobaida Jalal (NA-330, Balochistan-II, PML).

In 2007-2008, Dr. Ayatullah Durrani (NA-268, Kalat-cum, Balochistan, PPPP), with total assets of Rs. 0.45 million, is the poorest MNA, followed by Molvi Agha Muhammad (NA-261, Pishin-cum-Ziarat, Balochistan, MMA) and Dr. Zil-e-Huma (NA-331, Balochistan-III, PPPP).

In the previous year the poorest MNA from Balochistan was Mr. Mahmood Khan Achakzai (NA-262, Killa Abdullah, Balochistan, PKMAP), with total assets of Rs. 0.25 million, followed by Maulana Abdul Ghafoor Haidery (NA-268, Kalat-cum-Mastung Haidri, Balochistan, MMA) and Dr. Noor Jahan Panazai (NA-330, Balochistan-I, PML).

In 2007-2008, the wealthiest MNA is Mr. Noor ul Haq (NA-45, Tribal Areas-X, IND) with assets of Rs. 179.61, followed by Mr. Shaukatullah Khan (NA-43, Tribal Area-VIII, IND) and Mr. Hameed Ullah Jan Afridi (NA-46,Tribal Area-XI, IND).

In the previous year, 2006-2007, Mr. Noor ul Haq Qadri (NA-45, Tribal Areas-X, IND) was also the wealthiest, with net assets of Rs. 57.72 million, followed by Syed Ghazi Gulab Jamal (NA-39,Tribal Area-IV, IND) and Mr. Munir Khan (NA-38, Tribal Area-III, IND).
