Housing Programme: Level 3

Introduction This short guide is designed to give you information about the Housing Level 3

Programme you will be following. This programme is recognised as an Advanced

Apprenticeship Programme in Housing and is supported by Asset Skills. This

programme is recognised by the Housing Sector and the Supported Housing Sector

across the UK. The programme consists of a number of qualifications which make up

the Level 3 Apprenticeship framework.

The following table details what the Housing Programme consists of, the awarding

bodies and the qualification numbers.

Chartered Institute of Housing (CIH) Level 3 Certificate in Housing Practice (Knowledge /Technical Certificate)

The knowledge and understanding elements of the programme is supported through

the use of the CIH Housing Certificate. You will be required to complete 26 credits,

including Core Units, Pathway Units and Optional Units. Information on the content of

the qualifications can be found on pages 9-12.

For the level 3 Certificate, you are required to take 3 core mandatory units, three

Pathway Units (e.g. Managing Housing Services Pathway ) and a further 2 Optional

units. You will receive a student Handbook on commencement of your studies. This

will include details of how you will be supported in your learning.

City and Guilds NVQ Level 3 Housing Certificate (competence element) NVQs are made up of units of competence which detail what you must do in order to

be deemed competent in your present role. You will also need to demonstrate with

evidence that you have the knowledge and understanding to be able to perform your

job. Your NVQ assessor and internal verifier will make a decision whether to use

assignments from the CIH qualification (see below) to count as evidence for the

assessment criteria in the NVQ. You will have to achieve a minimum of 29 credits in

order to fulfil the requirements of the NVQ. You can achieve more than 29 credits, if

you and your employer wish. The qualification structure for the NVQ level 3 appears

on pages 7 and 8.

Functional Skills

You will be required to undertake formal assessments of Functional Skills. If you

already have a grade A-C in English or Maths GSCE within the past five years you

may be exempted from one or more of these Functional Skills. It will be necessary to

ensure that documentary evidence, usually a certificate, is provided as proof.

We will provide support for you to prepare and undertake the assessments for

Functional Skills.

Employment Rights and Responsibilities (ERR)

You will be asked to complete an ERR. The booklet will need to be reviewed with your

development programme assessor, mentor or line manager. This workbook will

require a sign off sheet: signed by yourself, employer or tutor at Dutton Fisher

Associates as evidence that ERR has been successfully completed.

The 3 Core units of the Course are:

The Delivery of Affordable Housing Services.

The unit aims to introduce learners to affordable housing organisations and the

services they deliver. This includes the key themes of partnership working, resident

participation and regulation.

By the end of this unit you will:

Know the main types of affordable housing service providers nationally and the

services they deliver

Understand the importance of partnership working in the delivery of housing

and community services.

Know a range of opportunities for resident participation in housing and housing

related services

Understand the regulatory system for affordable housing and the use of

performance measures

Professional Practice Skills for Housing.

This unit enables learners to develop and reflect upon professional practice skills for

housing. It will explore in breadth communication skills, organisational skills, team

working and customer service skills. It will also introduce learners to professional

development planning.

By the end of this unit you will

Know how to develop personal organisational skills.

Understand how teams can work effectively.

Understand the key communication skills and techniques in the work

environment.

Know about key customer service skills.

Understand how to plan training and development needs.

Equality and Diversity for Housing

The unit introduces learners to equality and diversity legislation in a housing context. It

also looks at the diversity of communities and how organisations respond to diversity in

order to provide effective services.

By the end of this unit you will

Know equality and diversity legislation and how it relates to housing.

Understand the diversity of housing service users, and how they impact on

housing organisations.

Understand the approaches used by housing organisations to respond to the

The following is an example of one Pathway. KNH can select appropriate Pathway or a

bespoke Generic Pathway. Please refer to page 12 for all Pathway Options:

Pathway 1: Example: Managing Housing Services.

Pathway Unit: Occupancy Tenure Lettings

This unit give learners an understanding of the different legal terms on which people

may occupy their homes. In particular, it will explore the different tenancy types

available, and how homes are allocated and let by landlords.

By the end of this unit you will

Understand types of occupancy and tenure

Understand different types of tenancy.

Understand different approaches to allocation and lettings.

Pathway Unit: Involving Housing Service Users

This unit aims to give learners a deeper appreciation of the drivers for service user

involvement, and to enable them to plan for more effective involvement.

By the end of this unit you will

Understand why service user involvement is important in housing in a range of

settings

Know a range of opportunities for service user involvement in housing.

Understand how to plan for service user involvement

Pathway Unit: Prevention & Management of Rent Arrears

This unit requires learners to understand the importance of a rent arrears strategy and

the management of supportive services. It will also examine the legal framework for

arrears management

By the end of this unit you will

Understand rent arrears strategies, policies and procedures.

Understand good practice in effective arrears management.

Understand the legal framework for arrears management

Optional Unit: The Legal Framework for Housing

This unit requires learners to understand relevant aspects of the civil and criminal

justice process and to consider how criminal, contract law and tort impacts on housing.

This unit will also explore the basis for housing law in a country in the EU.

Optional Unit: Dealing with Anti-Social Behaviour in Housing

This unit will help learners to understand the ways in which landlords and their partners

can deal with Anti-Social Behaviour (ASB).

By the end of this unit you will

Understand the definition of, and background to, ‘Anti-Social Behaviour’ (ASB).

Understand the statutory and non-statutory bases for dealing with ASB.

Understand approaches to tackling and preventing ASB in a housing context.
