Letter from the Chairman of the Board

My Dear Friends and Colleagues,

It is an exciting time to be privy to the incessant hum of activity at the Housing Authority of the City of Texarkana, TX. I am especially enthused to serve as Chairman of the Board of this bustling, innovative Housing Authority. In conjunction with the HOPE VI (Housing Opportunities for People Everywhere) grant, we have undertaken the herculean task to revitalize the historic RoseHill Community – not a small feat by any means, but one being carried out with precision under the shrewd leadership of Executive Director Naomi Byrne. The transformation of this community restores pride for the residents in this area and has created interest in others to relocate here. A coordinated effort to transition some tenants into potential homeowners is presently being undertaken. Hopefully, we will one day witness a partnership with the local schools to create community centers that will facilitate and promote adult and youth programs. The utter joy for me, and I am sure I speak for every Commissioner, both past and present, is witnessing the transformation of this historic community like a phoenix rising from cold, lifeless ashes into its rejuvenation into a vibrant, pulse-pumping neighborhood where citizens not only share in the history but are contemporary muses of the time ahead with a fierce pride and an unparalleled tenacity to grow. Letter from the Executive Director

Dear Friends,

On behalf of the Board of Commissioners of the Housing Authority of the City of Texarkana, Texas, along with its residents, staff and partners, I am proud to present the Housing Authority of Texarkana, Texas (HATT) Annual Report for 2010. As we reflect on our accomplishments for 2010, we are proud to have provided assistance to over 1,000 families in our community through our programs. Our first multi-family tax-credit development, The Oaks at RoseHill was constructed and leased up in record time. In addition, we leveraged additional HOPE VI dollars and received our second award of tax credits to redevelop Stevens Courts into Pecan Ridge at RoseHill. Our HOPE VI staff provided intensive case management services to residents, enabling them to become self-sufficient and no longer dependent on subsidized housing. Our housing programs improved their lease up rates by over 10%, and we successfully implemented several capital improvement projects, including a $1.4 million dollar HVAC upgrade at Robison Terrace. Not only did we improve our operations, we targeted customer service and effectiveness in 2010. HATT implemented several internal programs designed to educate and empower our staff, and we were better able to serve our customers in a more efficient and professional manner. 2010 was the start of a new day for our Housing Authority as we focused on a commitment to our customers, our staff and our community by integrating competence, cooperation, and compassion into our core values. In 2007, this agency, in partnership with the City of Texarkana, Texas and Texarkana Independent School District, embarked on an ambitious plan to revitalize the RoseHill Neighborhood. In 2010, we demonstrated how important thatpartnership is. We realized that we are not just here to provide safe, decent, affordable housing. We are here to provide homes and communities where people want to live, and we are resolute in our desire to improve and strengthen our neighborhoods and households, as well as help revive our community's social and economic health. Thank you for allowing me to become a part of HATT and of this community. As we celebrate our successes this past year and look forward to the adventures in 2011, we say thank you to all of our customers, partners and friends. Public Housing Public housing was established to provide decent and safe rental housing, typically for extremely low-income families, the elderly, and persons with disabilities. Public housing comes in all sizes and types, from scattered single family houses to highrise apartments for elderly families. Today in the United States, there are approximately 1.2 million households living in public housing units. The Housing Authority of the City of Texarkana, Texas has seven public housing properties that are home to over 450 families. We are proud of our communities and our residents.

Housing Choice

The Housing Choice Voucher program has proven to be a good alternative to public housing. It involves the private sector in helping resolve the affordable housing crisis in our city and throughout our nation. The Housing Choice Voucher program provides monthly rental assistance payments to private landlords on behalf of low-income households who have been determined eligible by the Housing Authority. The program's objective is to allow lower income households access to safe, decent and affordable housing via the private rental market. The Family Self-Sufficiency Program provides supportive services and case management to Housing Choice Voucher participating families who seek to make the transition from public assistance to productive employment and economic self-sufficiency. Many recent graduates have gone on to purchase homes. The Family Self-Sufficiency Program teaches the necessary skills so families can learn to make socially responsible choices and achieve economic independence. In 2010, we had 23 families participating in the program.

HATT currently assists over 440 households in Bowie County. We work with our

landlords to provide quality, affordable housing in the

private market.

HOPE VI HOPE VI, which stands for Housing Opportunities for People Everywhere, is a program developed by the Department of Housing and Urban Development (HUD), provides public housing authorities with resources to revitalize severely distressed public housing developments.

In 2001, the Housing Authority of Texarkana, Texas (HATT), the City of Texarkana, and the Texarkana Independent School District (TISD) joined together in an unprecedented partnership to lead a comprehensive master planning and reinvestment process for the historic RoseHill neighborhood that includes housing, schools, public services, and infrastructure. To date, the RoseHill neighborhood, designated as a Revitalization Area by the City, has received new investment worth over $90 million. A key component of this collective effort is the award of a $20 million HOPE VI grant in 2008 to the Housing Authority for the demolition and reconstruction of the three oldest public housing properties consisting of 372 apartments: Covington Homes, Stevens Courts, and Griff King Homes. As of 2010,

HATT has successfully developed two new properties: Renaissance Plaza, and The Oaks at RoseHill. Another key provision of the HOPE VI grant is to develop 25 single family homes, to be sold to moderate income families in the RoseHill Neighborhood. “Real living is living for others” -Bruce Lee

Success Stories The HOPE VI grant also gives families access to support services such as career training, employment programs for adults, and educational programs for children and youth as well as homeownership counseling programs. A number of residents achieved significant milestones in 2010 related to self-sufficiency.

Completion of and Receipt of GED Admission into Community College Entrance back into the Workforce Graduation from two and four year university programs In addition, HATT, in conjunction with Carleton Construction, hired over 50 Section 3 residents to assist with the demolition of Stevens Courts.

Workforce Housing HATT is committed to providing affordable housing to make it possible for more people to live and work in Texarkana.

The Oaks at RoseHill is a brand-new approach to serving those who live in our historic neighborhood. Craftsman-styled townhomes highlight this revitalized community in RoseHill. HATT

also owns a market-rate property, Woodbridge Apartments, that provides homes for nearly 90 families. The majority of our non-senior residents are working families - participating and contributing to our workforce, our economy and

our community. Our workforce housing offers a focused solution to the crisis of affordable housing for the working community.

Senior Housing HATT also offers senior-only housing services at Renaissance Plaza,

Robison Terrace, Williams Homes and throughout Texarkana in scattered site communities. Our senior housing,

designed for residents 55 years of age and older, provides not only accessible living at an

affordable price, but provides social and

recreational services and amenities that benefit

our residents.
