man, he knew the importance of relating fully to his patients and recognized that calming a horse had the potential to open the doors to more sympathetic human responses. Since their inception in 2001, equine facilitated learning programs have been adopted by a number of medical schools across the country, including Stanford. Similar programs help cancer patients and their families cope with the disease, and help those with a range of learning disabilities.

AT WEBB RANCH Dr. Kane’s classroom is a large corral at Webb Ranch. During a six-week course, medical students work with their 1,200-pound “patients” in a series of exercises designed around health-care situations. The motivation for taking the Webb Ranch course varies from stu-dent to student. Two second-year students, Diana Wertz and Kat-alin Szabo, had both gotten feedback about their communications skills from another class, where actors portray patients. “One ‘patient’ said I made him nervous with my lack of confidence,” says Ms.Wertz. Ms. Szabo was told she focused too much on the checklist of medical tasks and hadn’t paid enough attention to the patient. At Webb Ranch, class begins with medical stu-dents watching a large group of horses coming into a corral. The students are asked to observe the horses’ body language and interactions within the group. “Pay close attention to their ears,” says Dr. Kane, placing a hand on either side of her head to demon-strate the range of subtle movements. The animals move about freely, some finding a comfortable spot right away while others continue to mill about. Meanwhile, several horses with ears pinned back stir up plenty of dust. The students, most of whom have never been around horses, report their observations. Dr. Kane listens carefully to the first comment and then asks, “Is that an observation or an inter-pretation?” Since the latter comes from a person’s own feelings and self-image projected onto another, understanding the difference is a first step toward improved communication skills.

LISTENING TO HORSES Another aspect of Medicine & Horsemanship helps doctors deal with their own internal stress, and the impact it can have on their ability to provide care.

Dr. Kane gathers the class in a circle and asks them to address the chatter going on in their minds. “In horsemanship there is a concept called ‘Leaving it at the Gate.’” Drawing on another horse-world analogy, Dr. Kane illustrates the importance of setting aside day-to-day worries. “A dressage rider has five minutes to impress the judge,” she says. “To do that, you must be totally present and focused on your horse.” Later on, students learn another important lesson about equine body language. “Horses respond to pressure,” Dr. Kane notes. “They move each other around by putting pressure on one another.” Making the connection to medi-cine, Dr. Kane points out: “In a professional situ-ation, your patient will feel pressure from you.” As the course progresses, the students work with the horses individually and in groups

through a series of increasingly com-plex exercises. In learning how to recognize and deal effectively with a dominant horse, for example,

the students learn the importance of setting boundaries, and setting the stage for dealing with a difficult situation, such as saying “no” to patients accustomed to getting their own way. Working in teams, students come to under-stand how a hospital patient can be unnerved when suddenly surrounded by a group of doctors in white coats. A horse confronted with a similar situation runs away. Team members learn to tune in to each other and make adjustments. One exercise simulates the challenges faced by surgical teams. Four students work together as one body. One acts as the right half of the brain, another as the left. The others are the left and right arms. Together, they must halter and saddle a horse. As if that weren’t enough of a challenge, they must rotate positions every three minutes. To the casual observer, it might look like hors-ing around, but for the med students in Dr. Kane’s class, it is serious training for their future in the medical profession. “I became a lot more conscious of how I behaved in certain situations and what my body language would be telling a patient,” says fifth-year medical student Tracy Dooley. One student summed it up: “Effective commu-nication is at the heart of the best care possible.”

ORDINANCE 964 SUMMARYNOTICE OF ADOPTION

The City Council of Menlo Park adopted Ordinance No. 964 at its regular City Council meeting of October 6, 2009. The Ordinance was introduced on September 22, 2009, and adopted on October 6, 2009, by a 5-0 vote. The ordinance is effective thirty days from its adoption, and is summarized as:

ORDINANCE OF THE CITY COUNCIL OF THE CITY OF MENLO PARK DELETING CHAPTER 13.26 [MIDDLEFIELD TRAFFIC IMPROVEMENT FEE] AND ADDING CHAPTER 13.26 [TRANSPORTATION IMPACT FEE] TO TITLE 13 [STREETS, SIDEWALKS AND UTILITIES] OF THE MENLO PARK MUNICIPAL CODE. This Ordinance imposes transpor-tation impact fees on all new construction projects and proj-ects involving a change of use resulting in increased traffic. The amount of the fees is set by Resolution No. 5889 and will be effective sixty days from October 6, 2009.

The 34th annual juried show of the Menlo Art League is on display through Oct. 31 at the Menlo Park Library, 800 Alma St. in Menlo Park. Alice Weil’s oil painting, “Palo Alto Afternoon,” was named Best in Show. Other winners are:■ Oil paintings: first place,

“Morrow Bay,” Lily Raga Abbott; second place, “Golden Oaks,” Alice Weil; third place, “Garden Rapture,” Cathy Boyer. Honor-able mention was given to paint-ings by Kim Holl, Cathy Boyer, Joan Baccioco, Krishna Mitra and Marcia Enns.■ Watercolors: first place,

“Sunflowers and Lemons,” Sis-ter Mary Stewart; second place, “Fontana Di Trevi,” Beverly Bal-anis; third place, “San Francisco Street,” Katherine McGuire. Honorable mention was given to paintings by June Levin, Ray Martineau, and Berni Jahnke.■ Mixed media: first place,

“Heart Transplant,” acrylic/mixed, Joyce Leopardo; sec-ond place, “Allegro,” collage, Joyce Savre; third place, “Cloud Rhythms,” pastel, Helen Scheel. Honorable men-tion was given to paintings by Liza Ivens and Martha Bredwell. George Rivera, executive director of the Triton Museum of Art in San Jose, is the juror for the show. He has been with the Triton museum since 1985 and has organized more than 350 exhibitions, collaborating with small to major museums, gal-leries and private collections. The Menlo Art League has been an active art association for 35 years. Affiliated with the city of Menlo Park Recreation Department, the league holds meetings the second Wednesday of each month at the Burgess Recreation Center.

Holidays on a High Note “Holidays on a High Note,” a home entertaining benefit, launches the holiday season from 9 a.m. to 2 p.m. Monday, Oct. 19, at the Menlo Circus Club, 190 Park Lane in Atherton. The event, sponsored by the Foothill Auxiliary to Family Service Agency of San Mateo County, will include holiday table settings, floral displays, and a presentation by San Francisco floral designer Natasha Lisitsa, the owner of Waterlily Pond Flo-ral Design Studio. Adoption of the Community Development Agency

Implementation Plan for Fiscal Years 2009-2010 through 2013-2014

The Menlo Park Community Development Agency (Agency) will be conducting a public hearing on the following item:

Public review and consideration of adoption of the Agency’s proposed new five-year implementation plan (Implementation Plan) for the redevelopment of the Las Pulgas Community Development Project Area (Project Area) covering Fiscal Years 2009-10 through 2013-14.

The public hearing will be held in the Council Chambers of the City of Menlo Park, located at 701 Laurel Street, Menlo Park, on the date listed below at which time and place inter-ested persons may appear and be heard thereon. If you challenge this item in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the City of Menlo Park or the Agency at, or prior to, the public hearing.

City Council: Tuesday, November 3, 2009 at 7:00 p.m.

The proposed Implementation Plan sets forth, for the five-year planning period comprised of fiscal years 2009-10 through 2013-14, the specific goals and objectives of the Agency for the redevelopment of the Project Area, potential programs and projects, estimated expenditures proposed to be made during the planning period, and an explanation of how the goals and objectives, programs, and expenditures will eliminate blight within the Project Area, and implement the affordable housing requirements of the California Community Redevelopment Law (Health & Safety Code Section 33000 et seq.). The proposed Implementation Plan has been prepared, and this notice is being provided, in accordance with Health and Safety Code Section 33490.
