Abstract

NEOS project (Navarra Earth Observation System) aims at developing a regional platform on the use of streams of data

coming from Sentinel satellites, the space component of Copernicus, the European earth observation program.

The new expected availability of Sentinel images creates a suitable setting for the hypertemporal analysis and a new type of

services. Efficient management of this enormous stream of data requires technological scenarios based on architectures

HTC (High Throughput Computing) that are able to analyze and operate data automatically, providing the services required

in the standard formats of Geographic Information Systems (GIS).

Due to its size, competences and long success history in GIS integration, Navarra is an ideal territorial unit to become a

model demonstrator region on the use of Earth observation, showing how innovative, added-value services based on

Sentinel data can support key regional planning and operational processes, scientific research and industry applications.

The specific objective pursuit by this project is the design, develop and test an optimized regional platform (NEOS), which

uses novel “big data” methods, for the storage, processing and remote access of Copernicus Sentinel data and the

development of Earth observation innovative applications in Navarra (emergency, renewable energy, agriculture etc).

To succeed with this ambitious project, we have put together an outstanding consortium of 17 research, industry and

government partners, and coming from 5 member states, each of them European references in their respective fields.

NEOS platform will contribute to the wider use and increased awareness of Copernicus Sentinel programme and will

demonstrate possible models for operational supply of data to users contributing to the definition and adoption of best

practices.

We are convinced that innovative, added-value services based on Sentinel data can contribute to address societal/

environmental challenges in European regions.

COMUNIDAD FORAL DE NAVARRA (NAVARRA GOVERNMENT):

Navarra, a NUTS 2 region (level 2 of the Nomenclature of Territorial Units for Statistics in the

European Union), is an autonomous community in northern Spain of 640,790 habitants (2014), of

which approximately one-half live in the capital's metropolitan area, Pamplona. It has the perfect

size for large scale demonstrators in different topics: it isn’t too small to be representative neither

too large to difficult the project management and testing with tight resources.

Economy

In terms of personal income, Navarra ranks 34th among the 271 regions of the European Union,

surpassing the personal income average by 30.8%. Navarra sits between the richest and more

developed regions in Spain boasts a Human Development Index of 0.972, which is well ahead of all

other countries in the world.

Government

The Government of Navarra (GN), the coordinator partner of this project (and also the main user

to test models and services), due to its law, is the competent on the management of the Health,

Education, Agricultural, Security, Emergencies, Tourism, Infrastructures, Biodiversity,

Environment, Culture, Treasure of the region.

Sustainability

Navarra features stark contrasts in geography zones, types of climate and biodiversity, enabling

the use of many of the already developed Earth observation applications.

Navarra was one of the first regions in the world to promote renewable energies. At the present

time 65% of the electricity consumed in Navarra is produced with renewable energy: wind

(49.45%), mini-hydraulic (4.27%), biomass (7.09%), hydraulic (4.27%) and solar (0.65%). Of all

the wind energy generated in the EU, 1.62% is produced in Navarra. The three main wind turbine

manufacturers based in Navarra cover 16% of the worldwide market share.

Navarra is pioneer in forestry sustainability with 27% of wooded area, which means 136,384

hectares of pure nature and the rivers in Navarra preserve their natural balance. Navarra purifies

97% of its waste waters.

Innovation

Navarra has 14 Technological Centres. Since 2000 three Technological Plans have been set up in

Navarra in which innovation has become the principal trademark. Navarra dedicates 1.9% of its

GDP to R&D, placing it second in the ranking of Spanish regions. Most notable is the high input of

the business sector, contributing 67.8% of the total investment in R&D. 30.45% of the businesses in

Navarra carry out technological innovation activities.

Ignacio Moreno Aramburu (male) is a Master degree in Telecomunications with an EMBA by

ESIC, member of GN DGIT in Technical Infrastructures department, and with more than ten

years in project managing of different projects in administrative and technical environments

project and with three languages (English, French and Spanish).

Jokin Azpiroz is a Master degree in Telecomunications, master ICT management with over 15

years experience in product marketing, project management in the public sector, private sector

Significant infrastructure and/or any major items of technical equipment:

As was said before, Earth observation systems have a clear linkage with territorial information

systems, area in which there is extensive experience and legacy in Navarra. Since the early 90s,

the GN began the first systematic efforts to design and develop a land information system. These

efforts materialized in the birth of SITNA (Territorial Information System of Navarra) a system

which, from the beginning, put Navarra at the forefront of Europe in this kind of systems.

SITNA (http://sitna.navarra.es) is defined as the set of organizational, human, technological and

financial resources, which integrates updates, manages and disseminates information and

knowledge related to the territory of Navarra, in a collaborative environment. These resources

have been coordinated so that they increase the efficiency of the different participating units so

that both internal and external users receive the information that meets their needs in the most

suitable conditions.

SITNA is a corporate system whose development involved both producers and users of territorial

information of Navarra. Departments of the GN, local institutions, and various public companies

, have given rise to a human group with enough experience, both in their specific areas of work,

and in the procedures for exchanging information.

In 2009, the GN presented IDENA (Spatial Data Infrastructure of Navarra) a milestone in the

history of SITNA and a fundamental pillar for making available to the citizen SITNA data and

services. Integrated since the beginning as the core of SITNA resources, IDENA provides a well-

structured data and metadata catalogue which reinforce the consistency of the system. It adopts,

therefore, the concept of interoperability based on the use and compliance of common standards

and specifications. It represents the GN’s clear intentions for SITNA to incorporate the

requirements defined by the INSPIRE Directive, aiming to establish a European Spatial Data

Infrastructure.

INSPIRE wants to ensure that the spatial data infrastructures of the Member States are

compatible and usable in a Community and transboundary context, the Directive requires that

common Implementing Rules (IR) are adopted in a number of specific areas (metadata, data

specifications, network services, data and service sharing and monitoring and reporting).

Another important aspect IDENA offers is downloading of data and maps, which in line with the

Open Data initiative in Navarra, are provided under free Creative Commons Attribution (CC-BY

3.0) In summary, IDENA intends to fulfil in the territory of Navarra the three basic user’

requirements in line with INSPIRE guidelines: Search, View and Download spatial information.

INTA (INSTITUTO NACIONAL DE TÉCNICA AEROESPACIAL, ESTEBAN TERRADAS) Instituto Nacional de Técnica Aeroespacial (INTA) (ES) is the Spanish Public Research

Organization specialized in aerospace research and technology development. Its main functions

are:

- The acquisition, maintenance and continuous improvement of all those technologies that can be

applied to the aerospace field.

- To perform all kind of tests to check, approve and certify materials, items, subsystems and

systems that have an aerospace application.

- To provide technical assessment and services to official bodies and agencies, and also to

industrial or technological companies.

INTA’s budget comes from the Spanish General State Budget and from its own commercial

operations. Approximately 60% of the available financial resources are dedicated to R&D

activities, a third of them to applied research, and the remainder to basic research programmes.

The staff is comprised of over 1200 people, with nearly a thousand dedicated directly to R&D

activities.

One of the INTA's fields of expertise is remote sensing. This research and innovation field is

shared by two groups, the Remote Sensing Area (LABTEL) and the Earth Observation Area

(ASO).

LABTEL is dedicated to research and development in acquisition and pre-processing of Earth

Observation images. LABTEL team has scientific and technical capacity to carry out:

- Airborne remote sensing campaigns, from the design and the planning to the execution of the

flight surveys with multi- and hyperspectral electro-optical sensors.

- Image processing projects including data quality evaluation, in-flight calibration and validation

techniques and development of specific image processing tools.

- Simulation of the full remote sensing chain for optical and thermal sensors, from image

generation to ground processing.

ASO is in contact with remote sensing from satellites with an orientation to the defense and

security needs. The main lines of work are as follows:

• “Gestor Unificado de Información Aeroespacial” GUIA (known also as GUIA-

SIGESTREDI): Demand manager for satellite missions; ground segment data

management; data catalogue; and user interface (2D/3D) for search and discover data

and download routines.

• Optical image exploitation system: Integration of different satellite sensors for

exploitation purposes (own development for Helios and Geoeye using the physical

model, and for Pleiades using the RPCs model); integration of developments into

commercial tools (mainly ERDAS); bundle adjustment of large sets of VHR images

with controlled accuracy for cartographic purposes over wide regions (Multinational

Geospatial Co-production Program – MGCP) using very few ground control; DEM

extraction from VHR satellites with high agility; validation of EO products (Accuracy

assessment in localization of VHR images, DEM quality analysis, and definition of

calibration sites and protocols for ground truth generation).

• SAR image exploitation system: DEM extraction using different SAR techniques

(Interferometry, Radargrammetry); SAR processing prototypes development:

Integration of different satellite sensors for exploitation purposes; automatic

Multisensor Co-registration (SAR/Optical) using the state of the art; automatic

Despleckle filtering, automatic Feature extraction from SAR images, automatic Urban

masking, automatic Target Detection (mainly for maritime areas), automatic Target

Recognition, and validation of the automatic methods.

Due to the expertise of the Area in the management and exploitation of data from VHR satellites

(Helios, Pleiades), and more recently SAR data, ASO-INTA brings some skills of interest for the

NEOS project and the H2020 Space call.

INTA will carry the following tasks in NEOS:

1) Development of advanced algorithms for simulation of Sentinel images.

2) Provision of remote sensing images for development and testing of the NEOS platform and

services.

3) Development and tuning of co-registration and image fusion algorithms in order to generate

advanced products from Sentinels or contributing missions for different types of services.

CVs of involved key researchers / staff members

Eduardo de Miguel is the head of the INTA Remote Sensing Laboratory (INTA-LABTEL). He

has worked for 20 years in spaceborne and airborne Remote Sensing projects. Most of his work

has been related to specification, implementation and validation of Processing and Archiving

Facilities, including HW/SW issues, processing algorithms and user services. Through this time

he has received specific formation in many fields, including high level programming languages

(MATLAB, IDL), Linux operating systems, multivariate statistics, project management and

quality assurance. He has a long experience in international R+D projects including coordination

of working teams, quality assurance and project reporting and documentation. He has a deep

knowledge of the remote sensing community in Europe, both in the data providers side (ESA,

EUMETSAT, SPOT Image, CNES, VITO, DLR,...) and the users side.

Elena Prado is an engineer in Image Processing. She has a master degree in Geodesy and

Cartography Engineering and Diploma on Advanced Studies (Ph. D. capacitation) in

Cartography, GIS and Remote Sensing. Until 2008 she worked as engineer at the University of

Alcalá and later for INSA. In 2008 she joined INTA. Her work here has focused on

georeferencing of airborne imaging sensors and on the design and implementation of the

processing system for remote sensing images. She has received specific training in programming

languages (MATLAB, IDL, XML). She is currently involved in the EUFAR2 Joint Research

Activity HyLight.

Enrique Nicolás Gesé: Geodesy and Cartography Engineer specialized in geometry of remote

sensing images for Earth Observation (EO) and assistant lecturer in the Geography Dept. at the

University of Alcalá (UAH). He has been working in INTA at the EO Systems Area inside of

exploitation laboratory. He has specialized in the following fields: high resolution (optical and

SAR) image exploitation in 3D using photogrammetry, radargrammetry and interferometry;

surface modelling and thematic classification using topo/bathymetric LiDAR data; and

geometric exploitation of HELIOS I/II images for intelligence purposes.

Patrick Vaughan: MA in Remote Sensing, GIS and Cartography (Univ. of Alcalá), specialised

in spectroscopy and radiometric analysis of multispectral and hyperspectral imagery analysis for

IMINT. Five years experience in training and support tasks for military image analysts in IR,

LWIR and radar applications. He has been involved in the Spanish IR Group for Defence and the

HWG with the Israeli MoD, focusing on hyperspectral studies of CC&D and target detection. He

is recently working for the IMINT programme for Paz, the future high resolution Spanish SAR.

algorithms.

3. INTA is part of EUFAR2, a project funded under the EC call FP7-INFRASTRUCTURES-

2012-1 (grant agreement 312609). EUFAR2 aims at providing researchers in Earth sciences

with Open Access to the airborne facilities the most suited to their needs. More details can

be found on its website (www.eufar.net). EUFAR2 supports two Joint Research Activities.

INTA-LABTEL is contributing to one of them (HYLIGHT), dedicated to the development

of methodologies and tools for the integrated use of airborne hyperspectral images and laser

scanning data. EUFAR2 is a continuation of EUFAR (FP7-Infrastructures grant agreement

227159), where INTA was also partner.

5. INTA-ASO is the responsible for the permanent technical assistant to the Spanish MoD in

CESAEROB in tasks related to the ground segment maintenance (GUIA) and also in the

imagery exploitation for Helios I and II.

Significant infrastructure and/or any major items of technical equipment:

INTA-LABTEL operates an airborne hyperspectral service, which is based on the tandem use of

the AHS and CASI-1500i hyperspectral sensors. This service is fully operational since 2009,

having performed over 50 flight campaigns throughout Europe up to the present time. It

produces atmospherically corrected and geolocated images of surface

reflectance/temperature/emissivity (L2c product). These image products are delivered to the

users together with radiometric statistics, metadata and quality descriptors. This airborne system

is supported by a set of ground instrumentation, maintained and operated by INTA. Field

spectroradiometry can also be used to build spectral libraries, which are key elements in many

processing algorithms for images simulation. It is important to note that existing AHS and CASI

images will be provided in kind to the project.

INTA-ASO manages two R+D laboratories, one in relation with the development of algorithms

to automatic processing of Optical/SAR images looking towards the creation of value added

products (SAR4ip project); and the other one in relation with the design of an integrated tool for

dissemination, visualization, cataloging, and demanding of satellite data inside the MoD (GUIA

– Aerospatiale Information Unified Manager).

UNIVERSITEIT TWENTE

At the University of Twente (UT), some 3,300 scientists and other professionals work together

on cutting-edge research, innovations with real-world relevance and inspiring education for more

than 9,000 students. This university encourages students to develop an entrepreneurial spirit. The

UT is a member of the European Consortium of Innovative Universities. In 2013, UT had a total

income of € 322 million.

The International Institute for Geo-Information Science and Earth Observation (ITC) was

founded as an independent institute in 1950 and became one of the 6 faculties of the UT in 2010.

Its principal mission remains to provide international postgraduate education, research and

project services to developing countries and emerging economies in Geo-Information Science

and Earth Observation, applied to natural resources, water resources, urban and regional

planning and geo-information management and earth systems analysis. ITC's approach is

application-oriented, directed at finding solutions for and strengthening civil society in

addressing issues of local, national and global dimensions such as the multifunctional use of

scarce resources, including space, the effects of climate change and environmental security.

Wageningen (The Netherlands). His M.Sc. thesis, done at the INRA Avignon (France), dealt

with the inversion of radiative transfer models to map crop biophysical and biochemical

parameters. This research line has been carried along until today. In 2008 he received the Ph.D.

degree from Wageningen University. His Ph.D. research focused on the use of the fusion of

medium and high spatial resolution satellite data for mapping and monitoring heterogeneous

landscapes. In 2008 he also joined the Faculty of Geo-Information Science and Earth observation

(ITC), University of Twente (The Netherlands), where he is currently an Associate Professor

(tenure track) in spatio-temporal analytics. He is actively involved in teaching (GIS, RS and

programming skills), in national and international projects (e.g. currently coordinating the

algorithms working group of the STARS project) and in research. His current research interests

are on data-intensive spatiotemporal analysis and modeling, with a focus on the application of

machine learning and data mining methods in the fields of agriculture, phenology, and public

health.

Emma Izquierdo-Verdiguier received the B.Sc. degree in physics and the M.Sc. and Ph.D.

degrees in remote sensing from the University of Valencia, (Spain). She currently works as a

post-doc researcher at the Faculty of Geo-Information Science and Earth Observation (ITC) of

the University of Twente (The Netherlands). Her work consists on the implementation of a

phenological model in a cloud computing environment and the use of machine learning applied

to remote sensing-image processing. Her research interests are nonlinear feature extraction based

on kernel methods. Previously she worked on automatic object identification and classification

using multispectral images.

NOA (NATIONAL OBSERVATORY OF ATHENS)

The National Observatory of Athens (NOA) has been historically nominated by the Greek

government as the sole institution in charge of natural disasters monitoring, with a clear mandate

to conduct innovative research for the benefit of the Greek citizens. At global level it hosts, a)

the UNESCO Chair for Natural Disasters, established within the framework of UNESCO-

BRESCE, b) the Secretariat of the South Eastern European (SEE) Disasters Risk Assessment and

Mitigation Network, and c) the Focal Point on the Global Earth Observing System of Systems

(GEOSS), one of the four national GEO Offices in the World.

The Institute for Astronomy Astrophysics Space Applications & Remote Sensing (IAASARS),

of NOA, has achieved a considerable excellence in the area of EO-based environmental and

natural disaster monitoring and management during the last decade. It has been providing

support for Emergency Planning and Emergency Support, and Disaster Recovery to

Environmental Monitoring, Civil Protection and Public Governmental Authorities in Greece,

while it has consistent participation to EC, ESA and GMES/Copernicus projects.

IAASARS has been qualified (through SAFER FP7 project), the GMES Focal Point dealing with

Emergency Response and Emergency Support, and has been partner in the sole GMES

operational project (linkER), for the implementation of an operational concept in GMES,

establishing links with the Institutional Focal Points in EU27 acting in the field of Emergency

Response and Disaster Management.

Within IAASARS, a Center of Excellence has been established, for EO-based Monitoring of

Natural Disasters. In BEYOND innovative integrated observational solutions have been setup: a)

allowing to a multitude of monitoring networks (space borne and ground-based) to operate in a

complementary, unified and coordinated manner, b) creating archives and databases of long

series of observations and derived higher level products, and c) making these observations and

products available for exploitation with the involvement of stakeholders, scientists and/or

institutional users, applicable for down-streaming to their specific needs.

Over the years, through the systematic participation to EC, ESA, GMES (Copernicus) and

national projects, NOA has consolidated state-of-the-art scientific equipment including a satellite

ground station for missions Meteosat, NOAA AVHRR, Terra MODIS, EOS Aqua, Suomi NPP,

FY-3 B/C, MetOP and future JPSS NPOESS, one fixed and one mobile LIDAR, and leading

edge specialized software modules and processing chains, achieving considerable excellence in

the area of Earth Observation-based environmental, climate and natural disaster monitoring and

management. NOA has been providing support for Emergency Planning and Emergency

Support, and Disaster Recovery to Environmental Monitoring, civil protection and public

governmental authorities in Greece.

Finally, IAASARS/NOA systematically generates atmospheric satellite products and

atmospheric models that provide forecasting services related to natural environmental disasters

such as smoke dispersion associated with forest fires, floods monitoring, volcanic ash advection

and desert dust outbreaks.

We provide a global 3-dimensional aerosol and cloud optical climatology and a collection of

case studies focused on atmospheric episodes related to specific aerosol/cloud types (extended

atmospheric scenes, i.e. Saharan dust events, smoke and volcanic eruption events, polar-

stratospheric clouds etc.).

RoleThe role of IAASARS/NOA in the NEOS platform will be twofold: on the one hand provide

seamless access to Sentinel data, through Hellenic National Sentinel Data Mirror Site (Data Hub)

hosted at NOA in WP3, and on the other adapt the FireHub and Floods Observatory services for

the Sentinel data and the region of Navarra and integrate those two services into NEOS platform

in WP8.

Dr. Charalampos Kontoes (Male) obtained his Diploma in Land Surveying and Rural

Engineering at the National Technical University of Athens in 1985, BSc in Informatics from the

Universit� Paris VI Jussieu (France) in 1986, his MSc in Geography from the Universit� Paris VI

Jussieu (France) in 1986 and his PhD in Remote Sensing from the National Technical University

of Athens in 1992. Since 1997 he works at the National Observatory of Athens, currently as

Research Director at the Institute for Astronomy, Astrophysics, Space Applications and Remote

Sensing. Since 1992 he has been managing Earth Observation operational & research projects at

national and EU level, focusing on risk assessment and mitigation, risk monitoring and

management, environmental resource management, and land use/land cover mapping in various

territorial contexts and scales. He has been responsible to promote remote sensing services and

develop advanced processing tools in the areas of: a) wildfire management (in the frame of

national, EC and ESA operational projects (e.g. RISK-EOS, SAFER, and LinkER), b)

interferometric processing of SAR data (as ESA’s PI since 1998), c) sea pollution detection

(Greece-ESA collaboration framework), c) sea border monitoring and surveillance (EC-LIMES,

and ESA-MARISS projects), d) urban mapping (Eurostat /ATLAS-MURBANDY projects) and

e) automatic change detection and classification of high and very high spatial resolution satellite

data. He coordinated the implementation of processing facilities and image reception capabilities

inside NOA/IAASARS (ESA Sentinel Collaborative Ground Segment, NOAA/AVHRR,

METEOSAT MSG, and SeaWifs stations), meeting the national needs, for satellite data

acquisition, data archiving, data processing and value added product generation. He has been

awarded a grant of 2.3 ME from the EU to coordinate the building and operation of the Center of

Excellence BEYOND (Building a Center of Excellence for Earth Observation based monitoring

of Natural Disasters), in South Eastern Europe with a prospect to extend its activity to the wider

Mediterranean area. Finally, he is author of more than 110 scientific papers published in

international peer reviewed journals, as well as proceedings of international conferences. His

work is cited in a number of scientific publications (400-500). He has received the 2014

Copernicus Masters best service award as the coordinator of the FireHub team of NOA.

Haris Kontoes will coordinate NOA’s activities in WP8 for a) the development of the ingestion

and Sentinel data processors that will be integrated into the FireHub and Floods Observatory

services, b) development of the scientific and operational chains of the adapted services for the

region of Navarra and c) the integration of the services in NEOS platform.

Mr. Vassilis Tsironis (Male) graduated in 2008 from Department of Informatics and

Telecommunications of National and Kapodistrian University of Athens, with a degree in the

Computer Science. In 2013 he got an M.Sc degree in the "Computer Systems Technology" at the

department of Informatics and Telecommunications. He worked as technical consultant in

banking databases, as well as a self-employed developer of Web applications. He is currently

working as a research associate in the development of digital services and application within the

EU funded programme BEYOND "Building a Centre of Excellence for Earth Observation based

monitoring of Natural Disasters in south-eastern Europe". He has great experience in database

systems (e.g. Oracle, PostgreSQL) and big data manipulation (e.g. development of the first

collaborative Sentinel data hub), as well as in Earth Observation platforms and software (e.g.

FireHub, ArcGIS) and also in Web Semantics (i.e OWL2, RDF, SPARQL, etc.).

Vassilis Tsironis will coordinate NOA’s activities in WP3 for the development of a data access

API in NOA’s Data Hub that will provide seamless access to Sentinel data from the NEOS

platform.

Mrs. Alexia Tsouni (Female). is an engineer with 9 years of experience in international EO

activities and specialization in floods. She received her diploma in Civil Engineering (2001)

from the School of Civil Engineering of the National Technical University of Athens (NTUA),

which is equivalent to Master of Engineering, with specialization in Water Resources, Hydraulic

and Maritime Engineering. She also holds a M.Sc. in Water Resources Science and Technology

(2003) from the School of Civil Engineering of the NTUA. She is now a PhD student in Floods

in the NTUA. She has worked as a member of the research team in the Institute of

Environmental Research and Sustainable Development at the National Observatory of Athens

(NOA) for climate forecasting models (2002-2003), and in the Laboratory of Hydrology and

Water Resources Management at the NTUA for EUROHARP (Towards European Harmonised

Procedures for Quantification of Nutrient Losses from Diffuse

Sources) and HARMONIQUA (Harmonizing quality assurance in model based catchment and

river basin management) projects (2003). Since 2006 she has been working on research projects

in the Institute for Astronomy, Astrophysics, Space Applications and Remote Sensing at the

NOA: MARISS (European Maritime Security Services), LIMES (Land and Sea Monitoring for

Environment and Security), RISK-EOS (Geo-information services to support the management of

flood, fire and other risk throughout all the phases), SAFER (Services and Applications For

Emergency Response) and currently BEYOND (Building a South East European Center of

Excellence for Earth Observation Based Monitoring of Natural Disasters).

Alexia Tsouni will contribute in WP8 concerning the development and integration of the Floods

Observatory service into the NEOS platform.

Dr. Ioannis Papoutsis (Male) is an engineer with more than 7 years of experience in

international EO activities, providing technical guidance and undertaking management roles. He

received his diploma in Electrical and Computer Engineering from the National Technical

University of Athens (NTUA) and his M.Sc. in Technologies for Broadband Communication

from the Department of Electronic and Electrical Engineering of University College London

(UCL) in 2002 and 2003 respectively. From 2004-2006 he worked in London for British

Aerospace, while since 2007 he has been a research associate in the Institute of Astronomy,

Astrophysics, Space Applications & Remote Sensing in the National Observatory of Athens

(IAASARS-NOA). In 2014 he received his PhD in Monitoring Crustal Deformation with

Interferometric Synthetic Aperture Radar, from the School of Rural and Surveying Engineering

of NTUA. His fields of expertise include Earth Observation and image processing, Differential

and Persistent Scatterer Interferometry, space-based geophysical hazards monitoring including

volcanic eruptions, earthquakes and landslides, urban subsidence monitoring, fire detection from

optical satellite sensors, database and semantic technologies for Earth Observation applications.

He has participated as a technical manager to several FP7, ESA, GMES (Copernicus) projects

(linkER, SAFER, TELEIOS, LDA, MASSIVE). He is currently a Project manager for

activations within Copernicus Emergency Management Service, Risk & Recovery action. As a

researcher he has more than 40 publications in peer-reviewed journals and international

conferences and workshops. He has received the 2014 Copernicus Masters best service award as

a member of the FireHub team of NOA.

Mr. Themos Herekakis (Male) graduated in 2003 from the Technological Educational

Institution of Athens, with a degree in Electronic Engineering. In July 2010 he got an M.Sc.

degree in "Advanced Informatics Computing Systems" at the University of Pireaus. He is

working for the Institute for Astronomy, Astrophysics, Space Applications and Remote Sensing

of NOA as a research associate on contract, since August 2004. He has actively participated in

many Research Programmes, indicatively, “TELEIOS – Virtual observatory infrastructure for

earth observation data”, “MASSIVE – Mapping Seismic Vulnerability and Risk of Cities”, “TaD

– An improved model for operational specification of the electron density structure up to

geosynchronous heights”, “GMES – Emergency Response Service by SAFER”. He is currently

working as the IT Manager of the EU funded programme BEYOND - ”Building a Centre of

Excellence for Earth Observation based monitoring of Natural Disasters in south-eastern

Europe”. He has received the 2014 Copernicus Masters best service award as a member of the

FireHub team of NOA.

His fields of expertise include Intelligent Technologies in Man-Computer Communications,

Software Development of automated procedures, integrated Web GIS applications and relational

databases, oriented in the process of real-time and archived data and Analysis of High Spatial

Resolution Satellite data. He has in-depth knowledge of RS and GIS used for thematic image

interpretation of relevant sensors used in satellite RS, including SAR, for the emergency

management service and practical experience with both visual and automatic image

interpretation techniques, as well as the ability to program and script in relevant languages to

customize and automatize existing image classification algorithms and map production.

Relevant previous projects or activities:

1. Center of Excellence for EO-based monitoring of natural disasters (BEYOND), funded

by FP7 since 2013 and ongoing. BEYOND is a capacity building project, or establishing a

Centre of Excellence for state-of-the-art interdisciplinary research on Earth Observation

based monitoring of Natural Disasters in south-eastern Europe, with a prospect to increase

its access range to the wider Mediterranean region. In BEYOND, NOA has set up

innovative integrated observational solutions to (i) allow to a multitude of monitoring

networks (spaceborne and ground-based) to operate in a complementary, unified and

coordinated manner, (ii) create archives and databases of long series of observations and

derived higher level products, and (iii) make these observations and products available for

2. Copernicus Emergency Management Service: Risk & Recovery funded by EC/JRC since

2015 and ongoing.Copernicus EMS - Mapping provides all actors involved in the

management of natural disasters, man-made emergency situations and humanitarian crises,

with timely and accurate geospatial information derived from satellite remote sensing and

completed by available in situ or open data sources.

The information generated by the service can be used as supplied (e.g. as digital or printed

map outputs). It may be further combined with other data sources (e.g. as digital feature sets

in a geographic information system). In both cases it may support geospatial analysis and

decision making processes of emergency managers.

Copernicus EMS - Mapping is provided during all phases of the emergency management

cycle, in two temporal modes, and free of charge for the users. It can be activated only by

authorized users.

Risk and Recovery Mapping consists of the on-demand provision of geospatial information

in support of Emergency Management activities not related to immediate response. This

applies in particular to activities dealing with prevention, preparedness, disaster risk

reduction and recovery phases. There are three broad product categories: Reference Maps,

Pre-disaster Situation Maps and Post-disaster Situation Maps.

3. Virtual Observatory Infrastructure for Earth Observation Data (TELEIOS) funded by

FP7-ICT from 2013 to 2016. TELEIOS has designed and implemented technologies for

developing Virtual Earth Observatories. When deployed in an EO data center, Virtual Earth

Observatories enable satellite data together with other kinds of external data (e.g., maps or

information from the Web) to be combined, to extract knowledge that is the basis for the

development of applications targeting EO scientists, decision makers and the general public.

Virtual Earth Observatories are built using the following state of the art technologies

pioneered by the TELEIOS consortium: (I) Ontologies and linked geospatial and temporal

data, ii) array database and data vault technologies, iii) knowledge discovery techniques for

satellite data, and iv) visual user interfaces.

4. Services and Applications for Emergency Response (SAFER) funded by DG

ENTERPRISE from 2009 to 2011. SAFER implements and validates the preoperational

versions of the GMES Emergency Response Service. In first priority, the project

concentrated on rapid mapping during the response phase. SAFER extended the use of its

products to early warning and to reconstruction. SAFER is undertaken by a consortium led

by Astrium Geo-information services and composed of 55 partners. The consortium is built

around a core team of European industry and research institutes. It includes users such as

civil protection authorities from EU Member States as well as users from UN agencies. In

the framework of SAFER ISARS/NOA undertook the responsibility to generate fire

mapping products providing support during and after the Emergency, and to assess GMES

services offered by other consortium partners. In April 2010 NOA underwent successfully

through a service qualification evaluation procedure, achieving to standardize its service

provision status at European level.

5. linkER funded by FP7-ICT from 2019 to 2011. A Service Contract fully financed by the

EC, linkER is the Preparatory Action intended to support the operational use of GMES

Emergency Response Service products across the whole European Union. This goal is being

reached through developing procedures and customised tools installed within each

national/EC user community, represented by its own National User Focal Point (FP) as well

as the EC User Focal Points in the DG ECHO/MIC (Civil Protection), DG RELEX

(Delegations) and DG ECHO (humanitarian aid). All User Focal Points will have direct

access to GMES ERS products and will be supported to easily integrate them into the

respective operational workflows for disaster management at each participating State. In a

joint approach these necessary procedural and IT interfaces have been developed taking into

account the daily users’ process flows. ISARS/NOA was nominated the Focal Point of

Greece for delivering and disseminating GMES products to the end-user community,

establishing sustainable links with governmental bodies and agencies.

Significant infrastructure and/or any major items of technical equipment:

Under the umbrella of IAASARS/NOA, an interdisciplinary team of researchers has been

collaborating, steadily building an effective integrated observational and data analysis capacity,

for an EO based environmental monitoring and disaster management. The researchers exploit the

existing space-based observational networks in combination with in-situ ones, comprising the

satellite ground station, the National Seismological Network, the NOANET GPS network for

monitoring crustal deformation in Greece, the HellENIcGeoMagnetic Array (ENIGMA), an

ultra-low frequency (ULF) magnetometer network, and the Atmospheric Remote Sensing

Station.

NOA’s Data Hub (ESA’s Collaborative Data Hub) NOA hosts the first Data Hub for the ESA’s Collaborative Data Hub for the management,

processing and dissemination of data from the Sentinel family of satellites.

VxEos X/L Band Satellite Acquisition Station IAASARS/NOA Ground Segment has been expanded in the framework of the BEYOND project

with the installation of an X-, and L-band satellite acquisition station for reception, acquisition,

and processing of the direct broadcast downlinks from satellite missions including the EOS Aqua

& Terra satellites (MODIS - Moderate Resolution Imaging Spectroradiometer), the NPP (VIIRS,

ATMS, etc), the future NPOESS, the NOAA, the FYI, and the MetOP satellites.

Meteosat Second Generation SEVIRI Ground Station System Since 2007, the Institute has installed and has been using on a 24/7 operational basis a ground

station for systematically receiving satellite imagery from the MSG-SEVIRI system maintained

by EUMETSAT. The operating agreement for the collection, archiving, and exploitation for

research purposes of MSG images, signed between IAASARS and EUMETSAT, was recently

renewed in 2012.

Internet connection Each institute of NOA LAN network is part of the extended NOA network. NOA network is

connected to the internet via the "Greek Research and Technology Network" at a speed of 1

Gbps via fiber optic. NOA LAN operates at 100/1000 Mbps (wireless, fiber optic and UTP

wiring) and uses four CISCO routers and six CISCO switches. It serves about 200 computing

and peripheral units.

(previously known as Global Monitoring of Environment and Security, or GMES).

FireHub (http://ocean.space.noa.gr/FireHub ) is a service platform that consolidates a real-time

fire detection and monitoring application, a large scale Burnt Scar Mapping during and after

wildfires, and a fire smoke dispersion forecasting tool, based on the integration of space

technologies with geospatial information and meteorological data. The service has been qualified

in the framework of several EC, Copernicus/GMES & ESA projects, relying on fully scalable

and transparent automatic processes allowing the transferability of the applications to other

climatic and geographic zones in Europe.

The platform addresses real decision-makers’ needs and has been deployed on an operational

basis to several user stakeholders, including the Greek Forest Fire Management Center of the

Fire Brigade, the Ministry of Environment Energy and Climate Change, the Hellenic

Telecommunications Organization and other local and regional authorities. The User base is

rapidly expanding with more than 500 independent connections at a daily basis (institutional

users) during the summer.

TRACASA is a public commercial company of computer science, cartographic, cadastral and

location based services founded on April 15, 1982. The company is expert in the management of

geospatial information and providing services based on Information and Communications

Technologies. The main activity lines are based on Spatial data management: production of

Spatial Data Systems and development of Spatial tools. Tracasa has a long experience in the

development of platforms for the exploitation of spatial data.

Tracasa plays a central role as a leading supplier of products and services for the modernization

of the public administrations and its territories.

Lourdes Albizua. Remote Sensing Area. She has deep knowledge of remote sensing principles

and technical characteristics of the satellite images and their applications, participating in several

projects related with remote sensing as project manager and technical manager. She has worked

in production of Digital Maps for various uses and applications (land cover, land use, town

planning, irrigation planning, agricultural statistics) and manages at the company the image

satellite distribution for e_Geos/Eurimage (since 2002), and for AIRBUS (since 2013).

Tracasa’s facilities are built on an 8,000 square meter parcel, located in the “Parque de la

Innovación” a research and development park in the Ecocity of Sarriguren. The building is

equipped with energy-saving solutions that cut down its energy consumption between 35% and

65% with respect to a conventional building. (B certified) The façade is covered with 130 meters

of photovoltaic panels, with a combined power rating of 21 kilowatts. A total of more than 550

people work in the building.

TELESPAZIO IBÉRICA SL UNIPERSONAL

Telespazio Ibérica covers a wide technological range within Territorial Information Systems

market, allowing them to offer independent solutions based on different technological platforms,

as they are partners of main sector’s players, enabling them to suitably advise the customers in

utilities, telecommunications and mapping sectors where traditionally the activity has been

stronger.

It should be highlighted the extensive experience in cartographic production processes where we

have developed a strong know-how for product quality control processes and production

management.

Telespazio Ibérica has a wide experience on cartography and GIS. With roots in cartography and

more than 20 years of experience in providing territorial solutions for large corporations,

Telespazio Ibérica is a European leader in the application of new technologies to territory

management, from the location of natural resources via satellite to managing the

transport/distribution networks of companies in the gas, oil, electricity, water and sanitation

sectors.

Thanks to being part of the Telespazio group, Telespazio Ibérica is more and more absorbed in

SAR projects and in big projects using this technology, as coordinating SAR4ip project.

Inés Ruiz Master Degree in Geography (Universidad Complutense Madrid and Unversité Libre

de Bruxelles). SAR4ip Project Manager, responsible of R&D SAR for image processing project

for the Spanish MoD that aims to acquire a deeper knowledge in SAR imagery processing in

three main topics: automatic target detection, imagery fusion and co-register and DEM quality

analysis and surface reconstruction. Emergency manager of the 24/7 TPZ IB team for rapid and

thematic mapping. ImINT for geoinformation and Security technical responsible. Several years

of GMES/Copernicus experience in the Emergency and Security domains in both EC and ESA

projects.

Currently, Space industries and agencies responsible, carrying activities of R&D in different

domains.

Relevant previous projects or activities:

1. SAR4ip is an R&D Project funded by the Spanish MoD, led by TPZ IB - and in consortium

with e-Geos, INTA and Indra - and aimed at developing new capabilities for SAR Imagery

processing. The main focus of this project is the development of new algorithms oriented to

three main points identified as the main ones for future actions in SAR exploitation:

Automated and semiautomatic target detection and recognition; Multisensor (SAR and

optical) automated precise image registration, for fusion; and DTM quality analysis and

Surface Reconstruction.

2. GNEXT “GMES\COPERNICUS PRE-OPERATIONAL SECURITY SERVICES FOR

SUPPORTING EXTERNAL ACTION” is a Collaborative Project in the GMES/Copernicus

Security context under the Seventh Framework Programme. It provides deeply customized

value added geospatial products supporting the EU External Action Service. Products aim to

fulfil the unique Users’ requests in terms of information content to be provided (including

the road network status assessment during dry and wet seasons) and basically they consist of

tailored maps derived from both Optical and SAR EO data.

3. SAR PETROBRAS is a R&D project that uses EO sensors as a support for geo-

environmental activities (land uses, soil changes, rivers’ changes, environmental law

protection against illicit crops and logging, urban changes monitoring...). The products

delivered are performed using optical (IKONOS, GeoEye-1,...) and SAR (COSMO-

SkyMed) data for thematic mapping.

4. Panama SAR Cartography cartographic production covering whole national territory at

Panama using airborne SAR imagery. Generated products includes DTM generations,

orthomosaics, optical and SAR flights, different scales’ cartography…

Significant infrastructure and/or any major items of technical equipment:

1. TPZ IB working procedures are in compliance with the standard ISO 9001:2008

certification, for the following activities: Design and developing of geographic information,

mobility and location systems, data processing, digital mapping generation, remote sensing

and geo-information services, satellite image sales, telecommunication services, personnel

secondment services and software development.

2. This ISO 9001:2008 certification for the above mentioned activities ensures tthe

commitment the company has providing these services to any customer worldwide.

3. TPZ IB is also compliant with the standard ISO 14001: 2004 certification, concerning the

Environmental Management System for the same activities above.

4. TPZ IB has two main facilities in Madrid and Barcelona, with large production areas in both

premises mainly focused on EO and GIS products. Each facility has several workstations,

servers, backup systems and a high speed internal network. Communications via National

MPLS Network (3 Mbps) between both premises is established.

UNIVERSIDAD DE LAS PALMAS (LAS PALMAS UNIVERSITY)

The Universidad de Las Palmas de Gran Canaria (ULPGC), created in the 1989-1990 academic

year, has university institutes, research centres and 164 research groups covering all fields of

knowledge, made up of nearly 1000 researchers and around 1000 PhD students. It also has a

Scientific and Technological Park to help make more dynamic the transfer of R&D results to

society in the Canary Islands and among our neighbours, as well as helping to launch

technology-based companies. In 2010, the ULPGC was evaluated by an International Committee

and earned the qualification of Campus of International Excellence, from the Ministry of

Education of the Government of Spain.

Research activities reflect the multi-disciplinary nature of our 36 Departments: 12 in engineering

and architecture, 11 in science and health sciences, 6 in social and legal sciences and 7 in art and

humanities. ULPGC research includes cutting-edge projects in such wide-ranging subjects as

environment, oceanography, marine science, aquaculture, image processing, computer robotics,

nutrition, cancer, ICT, renewable energies, transport economy, business organization, town

planning, translation and the history of the Canary Islands, among others.

Through these activities, the ULGPC maintains its commitment to collaborating in the economic

development and well-being of the Canary Islands, as well as serving as a platform for

development cooperation for countries with traditional links with the Canary Islands, such as the

countries of Latin America, or those that lie very close to the Canaries, on the African continent.

The ULPGC European Project Office is dedicated to supporting researchers when submitting,

negotiating and managing the European projects of the University.

On the other hand, the Oceanography and Global Change Institute (IOCAG) of the University of

Las Palmas de Gran Canaria consists of a consolidated and interdisciplinary research institute

with high excellence and international recognition in different fields, which has allowed to lead

multiple projects in remote sensing image processing, environment, physical oceanography,

marine biology, chemistry, algology, biotechnology, geology and geography.

Researchers of this proposal belong to the Image Processing and Remote Sensing Group (GPIT)

of the IOCAG-ULPGC. They have more than twenty years of expertise in the satellite remote

sensing area and possess skills in advanced multispectral, multitemporal and multiresolution

processing techniques (pansharpening, fusion, geometric and atmospheric corrections, feature

extraction, segmentation, motion estimation, classification etc.) for the generation of high,

medium or low Earth Observation products for climate change, environment preservation,

protection of natural areas, coastal, oceanography or atmospheric applications.

In the field of high resolution remotes sensing image processing and image fusion, our Remote

Sensing & Image Processing Research Group (GPIT) has extensive expertise that is proven

through the publication of scientific papers in very high impact journals (Nature, IEEE

Transactions on Geoscience and Remote Sensing, International Journal of Applied Earth

Observation and Geoinformation, Sensor, etc.)

In addition, results from works in such satellite remote sensing areas, performed in the frame of

different projects and contracts, have been presented in the most relevant international

congresses around the world. For example, since 2011 a total of 18 works were presented in the

IEEE International Geoscience and Remote Sensing Symposium, SPIE Remote Sensing Europe

Congress, European Signal Processing Conference, International Symposium in Marine

Our group has been involved in many research project and contracts, acting as a research leader

or as part of the consortium. In addition, the Research Agency of Canary Government nominated

our group to manage and coordinate Remote Sensing initiatives for the Autonomic Community

e-GEOS, an ASI (20%) / Telespazio (80%) company, is a leading international player in the geo-

spatial business. e-GEOS offers a complete range of products and services in the Earth

Observation and in the geo-spatial application domains, based on both optical and radar satellites

as well as on aerial surveys. The company employs more than 300 people and operates through

the Earth Observation centres in Matera (Italy) and Neustrelitz (Germany). As the European hub

for VHR (Very High Resolution) data, e-GEOS grants unique access to the COSMO-SkyMed

and distributes also GeoEye-1, IKONOS, Radarsat, QuickBird and WorldView and IRS

satellites.

COSMO-SkyMed earth observation programme of the Italian Space Agency and the Italian

Ministry of Defence, based on a constellation of four VHR SAR satellites, provides all-weather,

day and night, world-wide radar data acquisitions.

e-GEOS exploits COSMO-SkyMed data to offer near-real-time monitoring services and large-

area mapping capabilities, in combination with its existing product and services portfolio, which

comprises solutions for key vertical markets including emergency management, maritime

e-GEOS is one of the main industrial players in the European Copernicus Program, and today is

a world leader in environmental and maritime monitoring and in rapid mapping for the

Maritime Safety Agency), EU SatCen (European Union Satellite Centre) / EUSC (European

Massimo Zavagli is responsible for the Maritime & Recognition Algorithms, within the

Algorithm and Processing-System Engineering at e-GEOS.

Mr. Massimo Zavagli received the Computer engineering degree in 2000 and the PhD degree in

System Engineering in 2005 from the University of Rome “La Sapienza,” Rome, Italy. He has

expertise in SAR and Optical data processing for automatic feature extraction and for maritime

applications. In framework of the EU LIMES, DOLPHIN and SeaU projects has worked on the

analysis and development of algorithms based on SAR and optical data for data fusion,

segmentation and feature extraction aimed to maritime and land applications. He is currently

head of the Maritime and Recognition Unit of e-GEOS (part of the Algorithm Unit) and he is

involved in the supervision of systems and algorithms based on SAR satellite data (ENVISAT

ASAR, Cosmo SkyMed, Radarsat-2 and Sentinel-1) for the e-GEOS Maritime SW platform,

which is used for NRT maritime service. In this platform, he has developed algorithms and sw

for automatic wind field and wave field retrieval from SAR data. These products are

automatically and routinely generated for EMSA CSN services.

Corrado Avolio is an algorithm developer for remote sensed images elaboration (optical and

SAR [Synthetic Aperture Radar]) working in Algorithm and Processing-System Engineering at

e-GEOS.

Mr. Corrado Avolio received the 3-year Computer Science Engineering degree in 2004 (mark:

110/110 cum Laude; thesis: “Reasoning on actions by mean of relational databases”) and the 5-

year Computer Science Engineering degree in 2008 (mark: 110/110; thesis: “Recognition of

human figures by mean of multiple vision sensors”) from the University of Rome “La Sapienza,”

Rome, Italy. He is a specialist for Image processing and feature extraction on remote sensed

data, Mathematical analysis for problem solving, Software design.

He is been actively working (both from an algorithmic and programming perspective) at the

design and development of complex “cutting edge” software systems for: Automatic Wind and

Swell Fields retrieval from SAR images over sea, Pushbroom Hyperspectral Sensor Simulation,

Relevant previous projects or activities:

1. SPECIAL PLAN OF REMOTE SENSING (2008-2013 and follow-on)

Project with the objective of mapping and preventing geo-hazards, the Italian Ministry of the

Environment awarded to an industrial team lead by e-GEOS a series of contracts aimed at

realizing a database of surface deformation measurements by PSI (Persistent Scatterers

Interferometry) processing of all the available ERS and Envisat SAR data over Italy, and

then at updating the PSI measurement database based on COSMO-SkyMed data stacks. The

project, referred as PST-A, is the first SAR PSI project at national scale.

The PST-A has been the first and unique project worldwide aiming at the realization of a

complete database of IFSAR-based terrain displacement measurements, taken over the

whole National territory (about 300.000 Km2) in order to monitor the hydrogeological

instability.

In particular, the main objective of the project was the updating of the National Cartography

Portal through interferometric measurements from the SAR imagery available on the

national territory. The whole ERS (1992-2000) and ENVISAT (2003-2009) archives have

been used to collect images over Italy. In addition, starting from 2011, also the COSMO-

SkyMed data over selected urban areas have been included in the project.

“Preparation and Operations of the Core X-band Acquisition and Near Real Time Facilities

for the COPERNICUS Sentinel Satellites: Matera Ground Station” (ESRIN/Contract

No.4000105829/12/I-AM as amended by CCN No.3, 2012-2016).

e-GEOS, winner of an international competition in 2012, was selected for the activities of

acquisition and data processing of the missions Sentinel-1 and -2 (A/B). The contract with

the European Space Agency, foresees, from the Matera Space Centre, satellite data

acquisition and processing services in support of the operations of Sentinel-1 and Sentinel-2.

The agreement provides for acquisition services in X-Band as well as the installation and

operation of the Payload Data Ground Segment (PDGS). This allows the reception,

processing and archiving of Sentinel satellite data.

Presently, e-GEOS is fully involved in the data acquisition and support to data processing of

the Sentinel-1A satellite, launched in April 2014 and hosts the equipment that will be used

for the acquisition and processing of Sentinel-2A satellite whose launch is expected in June

2015.

During Year 2015 at the Matera Space Centre will be installed the systems for receiving and

processing satellite data of the Sentinel-B mission whose launch is expected within Year

2016.

2. DOLPHIN (2011-2013) FP7 European project for the development of ship detection and

sea monitoring techniques aimed to fill the current user requirement gaps. e-GEOS is

manager and technical coordinator this project and is also involved in several research and

development activities based on the ship detection and sea state monitoring from SAR

sensor satellites.

3. SAR4IP (2014-2016) Research project for the development of advanced processors for

multi-modal coregistration and Automatic Target recognition based on Synthetic Aperture

Radar (SAR) (mainly COSMO SkyMed data) data and multispectral VHR oprical data

(mainly GeoEye data).

4. INSARAP (2014-2015) ESA project aimed to the achievement of a scientific exploitation

and validation of the interferometric TOPS mode implemented on the Sentinel-1 mission.

Algorithms for Sentinel-1 TOPS data exploitation are developed and implemented in order

to:

- Confirm and document Sentinel-1 interferometric performance.

- Assess the synergy between Sentinel-1 and previous C-band SAR missions.

- Adapt already successful DINSAR and PSI techniques to TOPS SAR data.

- Provide the scientific community with the first DINSAR and PSI results over

selected pilot sites.

5. LIMES: (Land and Sea Integrated Monitoring for Environment and Security) Integrated

R&D Project co-funded by EC, under FP6, to define and develop prototype information

services, based on satellite technology, for security management at EU and global level.

Telespazio leads a huge consortium (more than 50 partners), including the main Satellite

Service Providers, Security related Industries, Research Institutes, Reference Users.

Significant infrastructure and/or any major items of technical equipment:

e-GEOS is experienced in all the satellite data processing activities, algorithm development,

Software and IT systems prototyping and development, integration with ancillary data,

validation.

To perform the analysis of remote sensing images and geographic information management, e-

GEOS is equipped with all necessary HW and SW. commercial and OS; e-GEOS personnel

routinely uses standard software products as ESRI/ArcView, ERDAS Imagine, ENVI/SARScape

for EO-data based visualization and production tasks, beside the programming of software

packages as GRASS, e-Cognition, NAG libraries, etc.

Specific SW tools and operational processing chains for dedicated tasks has been developed by

e-GEOS, such as ®TeMAS (Telespazio Maritime Applications from SAR), also integrating

COTS tools.

e-GEOS allocates substantial SW engineering resources to the design and development of

“cutting edge” software for the processing of geo-information; several labs are dedicated to the

development of algorithms and added valued products, to the development of web-based

applications, to the development of Geodatabases applications and products and finally for

productions. With respect to the activities foreseen in this project, is foreseen the employment of

the Alg lab. The e-GEOS Alg lab is equipped with 16 WS available to the researchers and

developers and 3 servers for the managing net, storage and services of the lab.

The Alg lab can access to a High Performance Computing (HPC) dedicated cluster providing

1920 cores distributed in 96 blade nodes with 256GB RAM and connected, by optical fiber to a

600 TB storage. In the following figure is shown the HPC cluster architecture.

CENTRO NACIONAL DE ENERGÍAS RENOVABLES CENER The National Renewable Energy Centre (CENER) is a technology centre specialized in applied

research, and the development and promotion of renewable energies. It is a nonprofit company,

created by the Science and Technological Ministry of Spain and by Navarre's Government. The

centre employs over 200 people and has 6 departments, all dedicated to different branches of

Renewable Energy: Solar thermal, Photovoltaic, Renewable Energy Grid Integration, Biomass,

Wind power and Energy in Buildings.

The Energy in Buildings Department of CENER has 15 years’ experience in energy efficiency in

buildings, being one of the main working areas of the department. The personnel of the Energy

in Buildings department has a high technical knowledge in projects involving improvements in

energy efficiency in existing buildings, as well as in designing innovative energy concepts based

on energy efficiency and the integration of renewable energies in buildings and cities. The

Energy in Buildings department has a relevant experience in CONCERTO programme (partner

of the projects RENAISSANCE and ECO-CITY) and also in SMART CITIES Programme

(CENER is the coordinator of the EU-GUGLE project), besides other R&D European Projects.

In the context of the NEOS project, CENER will contribute within the WP6 to develop different

urban services making use of the observation satellite data, especially from Sentinel program.

These data and images will be used to provide to the policy makers, industry, researchers and

citizens information to, among others: assessment the potential of installation of solar thermal

and photovoltaics systems in the roofs, qualitative evaluation of energy efficiency of the urban

lighting in the cities (night images), identifying inefficiencies and shortfalls and, by means of

satellite thermographs, develop a urban heat map which allows to identify priorities of urban

regeneration: energy losses in buildings and urban infrastructures (i.e. district heating systems),

low efficient districts, fuel poverty or the heat island effect.

In addition, in the WP11 CENER will contribute to validate the final urban energy services.

Florencio Manteca. Master Degree in Architecture from the Madrid School of Architecture

(ETSAM, 1998). He holds a Master in “Environment and Energy in Buildings” from ETSAM,

2000. Since 2003, he is working as the Manager of the Energy in Buildings Department of the

National Renewable Energy Centre of Spain (CENER), where he leads a team which develops

projects and research works focused on energy saving and integration of renewable energy in

buildings. He is a member of several international committees and work groups dealing with

energy and sustainability in architecture, including the Working Group on energy efficiency in

Buildings of the Smart Cities Stakeholders Platform - SCSP, He is Coordinator of EU-GUGLE

project, and also manager of the International Conference on Architecture, Cities and Energy –

CIBARQ.

Sergio Díaz de Garayo. Senior Expert, Project manager of CENER.

Mechanical Engineer (UPV Bilbao, 1998 and Tor Vergata Roma, 1999) specialized in energy

efficiency and renewable energies integrated in buildings. After 4 years as engineer in Asia-

Pasific, he studied the European Master Degree in Renewable Energies (Universidad de

Zaragoza, 2004) and DEA (Pre-PhD Program on Energy Efficiency and Renewable Energies in

INSA CETHIL of Lyon), becoming project manager of CIRCE Foundation and associate

professor of the University of Zaragoza. He is founder member of PEP (Plataforma Española

Passivhaus) and has several technical publications on the field of EE & RES.

UPNA (UNIVERSIDAD PÚBLICA DE NAVARRA)

The Public University of Navarre (UPNA) is a teaching and research institution officially

founded in 1987, with around 10,000 undergraduate and postgraduate students. It is the only

public university in Navarra, and is located in the Pamplona and Tudela campuses.

It holds agreements with a wide network of international universities, offering annually more

than 500 student positions to foreign students. The teaching and research is organized around

three colleges, three schools and twenty-two Departments. In the human and social sciences,

health sciences and engineering; so, it is a fairly technical university. The UPNA is in the top group of Spanish universities in teaching, research and technology transfer, because, together

with other seven Spanish public universities, is located in the first third with greater overall

productivity (source: Ranking ISSUE 2014, BBVA-IVIE).

Research and technology transfer

Research is conducted by full-time professors, assistants, associate professors and scholars. They

currently total around 900, organised in 106 listed research groups in the following disciplines:

Engineering and Technology, Basic and Science Sciences, Economics Sciences and Laws, and

Social Sciences and Humanities. We have considerable experience of more than 25 years in

successfully running doctoral and postdoctoral programmes, among them doctoral programmes

on “Health Sciences”, on “Biotechnology”, and on “Communications Technologies,

The Public University of Navarra is strongly committed to research excellence. It excels at a

high performance and quality of the conducted research, achieving a high position among the

leading research universities in Spain according to a recently published ranking

Replication, Transactions, Consistency, and Scalability. He is author of 32 international journal

publications, 21 ranked in JCR-SCI. He has published 85 papers in international conferences.

Significant infrastructure and/or any major items of technical equipment:

We have developed all the persistence layer (a tool for matching the object oriented

programaming paradigme to the relational storage model) in the GlobData project.

We have developed and implemented a full replicated database system over PostgreSQL replicas

to perform scalable transactional access in the context of replicated databases as well as inferred

the necessary and sufficient conditions to define a correct replication protocol.

Finally, we have deployed a storage and processing model to efficiently compute data from a

smart grid.

The University also has a research institute in the Arrosadia Campus: the Agrobiotechnology

Institute, joint center with the Spanish National Research Council and the Government of

Navarre, which focuses its work on agricultural research and biotechnology. The UPNA also has

the Jeronimo de Ayanz Electronic & Communication R&D Centre, which operates R&D in

industrial and telecommunication technologies applied to the business world. All of this will be

very useful in WP1 and WP7.

ARMINES (ASSOCIATION POUR LA RESERCHE ET LE DEVELOPPEMENT DES METHODES ET PROCESSUS INDUSTRIELS)

ARMINES (www.armines.net) is a private non-profit research and technological organisation

(RTO) funded in 1967 at the instigation of its partner engineering schools, the Ecoles des Mines

network. ARMINES currently shares 48 Joint Research Units (Common Research Centres) with

its partner schools, where each legal entity, either private or public, provides personnel,

investment and operating resources for common research purpose. Under the supervision of the

French Ministry for Productive Recovery, ARMINES is bound by French government-approved

agreements to its partner schools of the Ecoles des Mines network: Paris (Mines ParisTech),

Albi-Carmaux (Mines Albi-Carmaux), Alès (Mines Alès), Douai (Mines Douai), Nantes (Mines

With a total turnover of more than €47 million (2012), ARMINES has held on to the top spot

amongst private contract research institutions affiliated to higher education establishments.

ARMINES is also member of EARTO (European Association of RTOs), EIRMA (European

In terms of European activity, ARMINES and its partner schools are involved in European

The ARMINES/Mines ParisTech common research centre “Centre de Morphologie Mathématique” (CMM) will be involved in the project.

Since its founding in 1967, CMM has contributed to the growth and spread of the theoretical

corpus and algorithms of mathematical morphology. Its activities hinge on teaching, research

and collaborations with industry. Always motivated by industrial applications, research at CMM

has produced an original and effective expertise in many areas (multimedia, materials science,

electronics, biology, medicine, industrial control). These wide application areas provide a rich

testing ground for the development of new concepts and tools.

CMM has capitalized its expertise through common software libraries to all researchers. These

libraries, providing advanced tools for filtering, segmentation and feature extraction, will provide

the basis for implementing the algorithms required for the project.

Beatriz MARCOTEGUI (female). Telecommunications Engineer (Universitat Politècnica de

Catalunya, 1992), Doctor of Mathematical Morphology (Ecole des Mines de Paris, 1996).

Assistant professor at the Universidad Pública de Navarra (1996-1998). Researcher at the Centre

for Mathematical Morphology since 1998. Currently Senior Research Fellow at the Center for

Mathematical Morphology, MINES ParisTech.

Her main research interests focus on mathematical morphology, image segmentation, scene-text

localization and analysis of urban scenes. She is currently participating in TerraMobilita

consortium, which purpose is the development of innovative approaches to 3D creation and

automatic update of city maps as well as the enrichment of geographic information systems,

In this context CMM is developing automated methods of interpretation of 3D point clouds,

diagnostic approach to accessibility of sidewalks in urban areas.

Relevant previous projects or activities:

1. For ten years, the CMM has applied filtering and segmentation tools to the analysis of urban

3D point clouds. The performance of the tools developed has demonstrated the effectiveness

of mathematical morphology for the implementation of a complete urban object

segmentation and classification system. In particular, we have developed a curb location

system that leads to more effective results than the state of the art, both in terms of quality

results and algorithmic efficiency. This work was published in the reference journal of the

field, ISPRS Journal of Photogrammetry and Remote Sensing and received the award "The

UV Helava Award" for the best article in this journal in 2013.

3. TerraMobilita have been funded by the French Interministerial funds (FUI) for competitive

clusters. Beatriz Marcotegui was the CMM principal investigator for these projects.

INDRA (INDRA SISTEMAS SA)

Indra has an acknowledged experience in managing large projects, including multi-million Euro

programmes for Defence and large institutional customers. The company has a large base of

skilled project managers and most of them have achieved the Project Manager Professional

certification from the Project Management Institute. Furthermore, the company is a fully ISO

certified company with strong methodologies and tools to support the management of large

programmes.

Indra is the leading Spanish group in Ground Segment for Space Systems and Earth Observation

Applications. With more than 25 years of specific experience in the space sector and a highly

specialized staff (350 people), the Space business unit at Indra develops its activities in four

major areas of the space-related market: Earth Observation, Satellite Control Systems, Satellite

Communications Systems & Equipment and Satellite Navigation.

The major references in space are the Spanish Ministry of Defence, the Spanish Ministry of

Environment, the European Space Agency, the Spanish National Mapping Institute (IGN), the

Municipality of Madrid, Spanish Civil Protection, the Spanish MOD, the European Union

Satellite Centre, the French DGA, the Belgium MOD, the European Commission, the European

Environmental Agency, Hispasat, Hisdesat, EUTELSAT, EUMETSAT, AENA, INTA, etc. In

addition, many activities have been developed under the prime-contractorship of Thales Alenia

Space or EADS/Astrium, including Ground Segment studies, full user ground segments,

subsystem development, integration and deployments, etc. in programmes like Helios, Pleiades,

Astroterra, EPS CDA in Svalbard, EGNOS and MUSIS.

Ms. Rosana Romero holds a degree in Mathematics from Universidad Complutense de Madrid

(1999) and a Master Thesis in “SAR Interferometry applied to volcanic risk monitoring in the

Canary Islands” (2002). She has a strong background in SAR & interferometry applications and

imagery analysis for security/defense applications. She has been working in Indra since 2003

where she has participated in SAR projects as engineer, image analyst, instructor (in several

national and international training programmes) and also as technical manager. She has

participated in 5 SAR projects for the European Space Agency and also in two FP7 security

projects to apply SAR technology in collaboration with EUSC; in the later case she was fully

responsible for the coordination of the corresponding work packages. In addition to all these

technical skills, she has organizational and management capacities and she is a project manager

in the company, where she has managed several projects and participated as controller of large

projects as the Ingenio Ground Segment project for ESA and PAZ ground segment for INTA.

Nowadays she is project manager of the implementation and operation of the Sentinel-2 PAC in

Indra facilities under ESA contract. During the past 5 years she has also been lecturer in the

Remote Sensing Master of the Universidad Politécnica de Madrid.

INTIA (INSTITUTO NAVARRO DE TECNOLOGÍA E INFRAESTRUCTURAS AGROALIMENTARIAS SA)

The Institute for Agrifood Technology and Infrastructures of Navarra (INTIA) is a public

company attached to the Department of Rural Development, Environment and Local

Administration of the Government of Navarra, Spain (http://www.navarra.es/home_en/).

INTIA was born in 2011 integrating already existing public companies related to the agrifood

sector in Navarra such as the Technical Institute for Agricultural Management, the Technical

Institute for Livestock Management and the Institute for Agrifood Certification.

INTIA offers advanced market-oriented services for the development of the agrifood sector

based on quality, efficiency, innovation and sustainability criteria. INTIA includes a section with

qualified staff offering training and technical advice on agriculture and livestock, as well as a

team of technical experts responsible of diverse programs of R&D and on farm experimentation,

with an experience of more than 30 years.

INTIA has specialised staff on Horticulture, Fruit Growing, Extensive Farming and Greenhouse

production with a broad and integrated vision of cropping systems.

INTIA is involved in several projects regarding sustainable agrifood production, including

social, environmental and economic aspects. INTIA collects and analyses indicators at the farm,

product and region level, especially in relation to the Energy, Greenhouse and Water Footprint of

products or services.

One of INTIA’s missions is to bring new technologies and innovations to the farmer, such as

GIS, Remote Sensing, NTIC and automatization of processes. INTIA staff includes two

specialists on the development of web-based decision making tools, support and field models,

applied to the development of Alert and Advice Systems.

INTIA staff includes specialists on agriculture economic analysis, who are responsible for

analysing the economic viability of the alternatives proposed to the farmers. This is the case of

new services, such as WebGis services, in which INTIA is currently involved, and the

introduction of new technologies such as multi spectral images and Precision Agriculture.

Alberto Lafarga Arnal. Project Manager. Cereal specialist, he is in charge of the R&D Area.

He has developed his research activity as an arable crops expert, especially in cereals. He has

actively participated in setting up new agricultural advisory systems “webgis”, the development

of decision making tools and the introduction of new remote sensing technologies. He has also

been involved in the development of indicators for the use of raw materials, carbon footprint of

agricultural products and the polluting effects and environmental impacts of agricultural activity.

Ana Pilar Armesto Andrés. Specialist in GIS and ICT in agriculture, she is in charge of the ICT

Experimentation Programme. She has been involved in the development of a Decision Support

Tools in Nitrogen Use Efficiency, and the Integration of a Decision Support Tools, with optical

tools for improving N fertilization in crops such as Cropcircle, or N-Sensor. She has worked in

the development of fertilization maps at the regional level, climate maps and their integration in

the decision making tools. She is responsible of the “webgis” advisory service

Luis Orcaray Echeverría. Specialist in crop fertilization, he is in charge of the Fertilization

Experimentation Programme, which includes long terms experiments with N, P, K and organic

fertilizers. His work is related to the improvement of the efficiency of N use and the

development of strategies for decreasing N pollution in water and air. He has developed the use

of N-tester as the tool to improve N fertilization in cereals.

Alberto Alfaro. Specialist in monitoring operations in the Irrigation Area Navarra Canal

(INTIA). Involved in Irrigation Advisory Service Irrigation, working related to the training of

farmers and irrigators assistance to communities.

Jesus Goñi Rípodas. He has developed his research activity as an arable crops expert, especially

in cereals. He has been involved in the development of a Decision Support Tools in Nitrogen

Use Efficiency, integrated in sigAGROasesor platform.
