What is the NOAA Corps?
– Uniformed service of the National Oceanic and Atmospheric Administration • Although the NOAA Corps is not a military service, they are a
uniformed service serving the country under oath, entitling NOAA officers to most of the rights, privileges, and benefits as any other uniformed service
– NOAA has ~13,000 employees, mostly civilian– 321 authorized commissioned officers
• College Graduates w/ science and engineering backgrounds

History
• U.S. Coast and Geodetic Survey Act of 1807• Survey first used Navy officers for coastline surveying and Army officers for
topographic surveying• Army and Navy officers were unavailable during the Civil War, so civilian assistants
operated the ships and staffed field parties.• During the Spanish-American War, Navy officers were withdrawn, never to return.• Commands reverted to civilian assistants, who carried on field activities until 1917.• A military personnel system was established by the Act of May 22, 1917, to meet
the Survey’s unique needs.• This act created a new uniformed service of commissioned officers and authorized
a transfer to the military in time of national emergency.• In 1970, NOAA was created to develop a coordinated approach to oceanographic
and atmospheric research. Subsequent legislation converted the commissioned officer corps to the NOAA Corps
