Hon. Frank Kagyigyi Tumwebaze is a Ugandan educator and politician. He is the current Cabinet Minister of ICT and National Guidance in the Government of Uganda a position he occupied on June 6, 2016. He previously served as Minister for the Presidency and Kampala Capital City between 2012 and 2016. He has been the Member of Parliament representing Kibale County and currently Kibale East in Kamwenge district on the National Resistance Movement political party ticket since 2006.

He holds a Bachelor of Science in Education specialising in Math and Physics from the Mbarara University of Science and Technology (MUST) obtained in 1999 and a Masters in International Relations and Diplomatic Studies from Makerere University (MUK), obtained in 2005. Prior to joining elective politics, he among others worked with Uganda Revenue Authority (URA) as Customs Officer and Office of the President as Special Presidential Assistant on Research and Information.

He hails from Kamwenge district in the Rwenzori region, Western Uganda.

PROFILE OF MR. GODFREY MUTABAZI

Mr. Mutabazi Godfrey is the Executive Director of Uganda Communications Commission (UCC) of the country’s regulatory authority for communications services, a sector that comprises broadcasting, postal and telecommunications services.

Mr. Mutabazi holds a Masters of Science Degree in ICT (software engineering) with a bias in Spectrum Planning from the University of Liverpool,

U.K. He also holds a certificate in Broadcasting Regulation from the Commonwealth Broadcasting Association, and several professional qualifications in several aviation engineering disciplines, including Avionics.

He has vast experience in the ICT sector having been involved in the establishment of Lighthouse Television (LTV) in Uganda before becoming a member of the Broadcasting Council, a body that was established to license and regulate radio and television stations in Uganda. He served as the Chairperson for six of the ten years he was at Broadcasting Council.

He has since been at the helm of the process of the merger between Broadcasting Council and Uganda Communications Commission and the transformation of the organisation since then.

He is the current Chairman of the East African Communications Organisation (EACO).

Vincent is a thought leader in the ICT-for-development field in the region and internationally. He holds an MBA (Hons), Glasgow Caledonian University, MSC (Hons) in Macroeconomics, University of Bradford, Computing and Information Science, University of Derby; Library and Information Science,

Makerere University. Formerly the Chief Executive Officer, Bridges org a Washington DC based IT policy not-for-profit is now Permanent Secretary, Ministry of ICT and National Guidance in the Government of Uganda.Before joining the Ministry he was a Member of Parliament and Chairperson, Parliamentary Sessional Committee on Information and Communication Technology.

He also established the Centre for International ICT Policy for East and Southern Africa (CIPESA) as well as BROSDI, a non-profit organization, Uganda. He is an Ashoka Fellow for life, Archbishop Desmond Tutu Leadership Fellow and a Young Global Leader of World Economic Forum.

He has also attended professional courses at Said Business School, University of Oxford, Wits University in South Africa and Lee Kuan Yew School of Public Policy among others.

BACKGROUND

Uganda Communications Commission (UCC), a statutory body established by the Uganda Communications Act of 1997, set up Uganda Institute of Information and Communications Technology in 2000. The function of UCC, as spelt out in the Uganda Communications Act, 1997, section 5, include inter alia: To establish, manage and operate a communication services training center.

The Uganda Institute of Information and Communications Technology was established, with an independent board, to fulfill this function. In line with this function the assets of the former UPTC training school were invested in UCC and that is where the institute is located, a 20 acre piece of land plot 9-21 Port Bell Road, Nakawa with a well established infrastructure.

The Institute is registered and classified by the Ministry of Education and Sports. The registration number is PTI/U/ 22.

2.2 MANDATE

The Institute is mandated to provide training interventions in the field of Information and Communications Technology, to support national objectives to increase the use of ICT throughout the country. The Institute was incorporated on 29th May 2000 in the names of Uganda Communications Institute. The name was changed on 23rd December 2002 to Uganda Institute of Information and Communications Technology.Some of the objectives of Uganda Institute of Information and Communications Technology were :

a) To operate a training centre in order to uplift, maintain, improve and control the academic standard of the institute and for that purpose employ teachers, lecturers, demonstrators, advisors and consultants or other experts in the field of education in the communications sector.

b) To train and conduct courses, seminars, and workshops and to allow adquate and sufficient knowledge relating to the communications sector to be passed to the people at all levels.

c) To conduct examinations and award certificates to candidates who complete courses of study presented and where necessary to revoke such awards.

2.4 VISION

To be a leading center of excellence supporting ICT- enabled human development in Uganda and beyond.

2.5. MISSION

To provide high quality market-driven and sustainable training, research and consultancy services that support the ICT sector.

2.6. CORE VALUES

The core values of student and customer centeredness, intergrity, transparency and accountability; team work and total commitment; professionalism; principles of equal opportunity and environmental sensitivity guide the institute staff and students.

and especially in the case of Uganda, has significantly impaired business performance and growth and by extension the job market. First-time job-seekers, in particular, may find it necessary to expend more time and energy with their job search efforts. However, amidst the challenges lies immense opportunity.

My advice to you is to ensure, at all times, that you are ready to take advantage of the opportunities that do arise. This could mean moving away from the sometimes limiting comfort of familiar local environments and look for opportunities in the region and the world. For many it will mean accepting employment outside your fields of training, thereby allowing yourselves to engage and polish your newly developed critical thinking and problem-solving skills. Still for others it could involve volunteering your time with organisations that allow you to exploit your talents, whilst accumulating much needed

experience to help you build a stronger resume. Whatever you do, stay positive on the promise of a brighter tomorrow.

You must also note that the exceedingly competitive and dynamic work environments, into which you now enter, demand that you constantly upgrade your skills with the newest, most advanced knowledge streams, to be able to respond adequately to ever evolving challenges. UICT is committed to ensuring that the programmes offered remain cutting-edge and relevant, to enable it to respond to your needs for further studies in the future.
