• NEXS System is the Nation’s online comprehensive tool that facilitates scheduling, deconfliction, and synchronization of all exercises

TechnologyCAP System• The CAP System is a web-based application that allows homeland

security officials to track, prioritize, and analyze corrective actions following exercises or real-world events

• Enables users to:

– Quickly enter data from a finalized AAR/IP

– Track the progress of corrective action implementation

– Analyze and report on trends in improvement plans

• System processes consistent with HSEEP, specifically Volume III,Evaluation and Improvement Planning

• Version 1.0 was released on November 10; Version 2.0 will be released in March 2007

CAP System Goals• Standardize improvement plan documentation across

exercises• Provide tools to simplify the improvement plan creation

process • Enable organizations to access and track improvement

plans in a central location• Make the exercise improvement plan a living document• Support self-sustaining exercise programs


CAP System Benefits• Simplifies the process for implementing improvement

plans and tracking corrective actions• Enables user to quickly enter improvement plan data,

assign action officers to monitor progress, and track implementation of corrective actions from initial assignment to completion

• Helps all jurisdictions remain accountable to strengthening preparedness, while freeing more time to correct gaps or areas of improvement

• User-friendly and intuitive tool


System Functionality• Role-Based Security: Employs a

flexible, role-based security model to ensure that users have access only to the data and functionality required

• Dynamic Content Management Tools: Allows users to dynamically add, edit, and manage improvement plans, organizations, and user

• Reporting Capabilities: Provides users the ability to generate a variety of analytical reports on improvement plan implementation

• Auditing Capabilities: Records activity history for all CAP System improvement plans, users, and organizations


• HSEEP is identifying organizations/jurisdictions interested in using CAP System Version 1.0

• HSEEP will provide dedicated training and reach back support on the application

• Training will be made available to all users– On-site demonstrations– WebExs– Coordination with Direct Support Vendor Teams

• Feedback and comments will drive new requirements for Version 2.0• The HSEEP CAP Team will be providing demonstrations of the

system throughout the national conference; attendees should visit the HSEEP booth for more information
