    Registration Of Home Stay Units

    1. INTRODUCTION

    With the aim o providing Home Stay acilities to

    supplement the demand or accommodation at

    various tourist destinations, Sri Lanka Tourism

    introduces the Home Stay scheme a urther at-

    traction or visitors to Sri Lanka the Wonder o

    Asia.

    The main aim is to provide clean, comortable

    and aordable supplementary accommodation

    to tourists. The tourist in return will have an op-

    portunity o an engaging experience o customs,

    traditions, authentic cuisine and other attractions

    o the location, while staying with the local host.

    Home Stay units once approved by the Standards

    & Quality Assurance division o Sri Lanka Tourism

    will be duly publicized. An accommodation guide

    listing all registered Home Stay properties will be

    prepared, to enable both domestic and oreign

    tourists to avail themselves o this acility o ac-

    commodation in a homely surroundings. Training

    in the hospitality trade or those who require such

    training is also proposed.

    2. OBJECTIVES

    Accreditation or the Home Stay unit category.

    Broaden the stakeholders base in tourism.

    Expand tourism and related activities to ru-

    ral and interior areas.

    To support the demand or supplementary

    accommodation in urban areas.

    Provide employment and economic benets

    to local community.

    Sustainable and responsible development o

    eco and rural tourism through monitoring.

    3. DEFINITION

    Home Stay Unit

    Any private house in good condition and lo-

    cated in an easily accessible part o the country

    will primarily qualiy to register as a Home Stay

    unit. The house shall ulll the minimum require-

    ment o the Home Stay scheme having one or

    more rooms or accommodation subject to a

    maximum o ve rooms, with each room hav-

    ing separate attached bathroom acilities. These

    units should be made available to the tourists as

    Home Stay accommodation.

    Interested parties are at liberty to submit resh

    proposals or approval or setting up Home Stay

    units in the country side under the supervision SriLanka Tourism.

    Accommodation

    Under this scheme the room accommoda-

    tion o minimum standard sizes with attached

    bathroom acility reasonably urnished and

    ready or letting out to the tourists/guests as

    prescribed under the said scheme.

    The standard size or double and single bedroom accommodation is 120 sqt and100

    sqt respectively and 30 sqt or bathroom/toi-

    let.

    4. CONDITIONS FOR REGISTRATION

    1) The scheme is to be operative in the whole o

    Sri Lanka.

    2) It is compulsory that all Home Stay units un-

    der the scheme should register and license

    with Sri Lanka Tourism.

    3) The proprietor o the House to be registered

    under the scheme and classication under the

    scheme should submit an application to Sri

    Lanka Tourism with all inormation and relevant

    documents.

    4) Standard and Quality Assurance Division o

    Sri Lanka Tourism, as specied in the guide-

    lines, would conduct an inspection o thepremises within thirty (30) days o submitting

    the application beore registering the unit as

    Home Stay. This is to ensure that the architec-

    tural design is in conormity with location and

    the surrounding environment and the unit has

    hygienic, clean acilities and is secure or tour-

    ists. On application or registration /classica-

    tion/reclassication, the unit will have to be

    ready or inspection, without prior notice, by

    ocials o Sri Lanka Tourism. No request or

    deerment o inspection will be entertained.

    5) The type o meals to be oered will have to be

    specied, the charges will have to be displayed

    and the visitors will have to be inormed in ad-

    vance so as to avoid avoidable disputes.

    6) The quality o the acilities and services will

    be evaluated by a committee o Sri Lanka

    Tourism. Due preerence will be accorded to

    homes which are able to provide a Sri Lankan

    experience by way o decor, traditions and

    authentic cuisine etc.

    7) The Home stay units will be categorized as

    ollows as per the acilities and Services pro-

    vided.

    Home Stay units which score more than 80%

    o the total o 300 marks are categorized as

    Deluxe and those which earn more than 50%

    o the total o 300 marks are categorized as

    Standard.

    8) The inspection ee should be paid, when sub-

    mitting the application and the registration

    ee o Rs. 2500.00 should be paid ater the

    inspection is carried out.

    9) A certicate o registration will be issued on

    evaluation o the standards as per the Check

    List.

    10) Any deciency /short comings notied by the

    committee during inspection will be inormed

    on the spot, and to be rectied within three(03) months and intimated to Sri Lanka Tour-

    ism or the re-inspection o the premises.

    11) The committee will decide and may recom-

    mend registration in a category either higher

    or lower than the one applied or. Incase the

    category applied or is lower then than the

    one recommended by the committee, then

    the applicant has the right to reapply or re-

    quired category ater ullling the standards.

    12) In case o dissatisaction with the decision othe committee, the proprietor may appeal in

    writing to the Director General o Sri Lanka

    Tourism within thirty (30) days o the ocial

    communication.

    13) The home stay unit is expected to maintain

    required standard at all times. Sri Lanka Tour-

    ism will conduct surprise inspections o the

    house at any time without previous notice.

    14) In case o ailure to maintain required the qual-

    ity and service standards, hygiene conditions

    misbehavior or malpractices, the registration

    will be cancelled by the Director General o Sri

    Lanka Tourism, ater giving reasonable notice

    and a time period to rectiy same.

    15) Complaints rom guests, in a Home Stays ac-

    commodation, will be thoroughly investigated

    and i ound guilty the registration will be can-

    celled by the Director General o Sri Lanka

    Tourism.

    16) Any change in acilities, reurbishment / up-

    grading or extensions should be inormed

    in writing to Sri Lanka Tourism within 30

    days. I this clause is in violation and is

    comes to the notice o the committee, the

    classiication will stand withdrawn/ termi-

    nated.

    17) Sri Lanka Tourism will list all registered Home

    Stay units in ocial websites, ree o charge

    and release print brochures, advertisements

    periodically.

    18) The registered Home Stay units are permitted

    to do market and promote the unit and activi-

    ties.

    19) Sri Lanka Tourism will organized training pro-

    grams on the hospitality industry on a need

    to basis to provide a good quality service and

    acilities or tourists.

    20) The relaxation o taxes/ees or Home Stay

    units has been provided in order to diversiythe tourists rom oversaturated areas to other

    areas and as a boost to the Home Stay sec-

    tor which enables the participation o locals in

    tourism.

    Home Stay units will be exempted rom the

    Tourism Development Levy (TDL) and VAT up

    to three (03) years rom the date o registra-

    tion.

    21) The registration/classication will be valid or

    two (02) years rom the date o the registra-

    tion / classication. A resh application should

    be submitted to Sri Lanka Tourism, three (03)

    months beore the expiry o the registration

    or re-inspection / evaluation.

    Registration Of Home Stay Units

    1. Every Home Stay unit owner should get reg-

    istered with Sri Lanka Tourism and ollow the

    guidelines thereater as stated in the HomeStay Unit guidelines, which shall be binding

    on the owner o the Home Stay unit.

    2. The owner o the Home Stay unit shall at

    all times maintain minimum standards o

    cleanliness, sanitation, quality ood etc. as

    stipulated by Sri Lanka Tourism.

    3. In case o un-hygienic conditions, misbehav-

    ior, malpractices, ailure to maintain required

    standards etc, the registration o the Home

    Stay unit will be cancelled ater giving a rea-sonable opportunity to the owner to rectiy the

    situation. The cancellation will be done by the

    Director General o the Sri Lanka Tourism.

    4. The owner shall maintain a register or letting

    out the rooms to the tourists, which can be

    inspected by the concerned. The register will

    have the same ormat as those presently be-

    ing used in the Hotels/Guest Houses.

    5. The owner shall maintain a Bill book/Home

    Stay pad or issuing the bills to the tourists

    with a stamp.

    6. The owner shall display a registration certi-

    cate o the Home Stay Unit or the inorma-tion o the tourist.

    5.RESPONSIBILITY OF THE HOME STAY OWNER UNDER THE SCHEME

    Registration Of Home Stay Units

    A). Front Sitting Area/Lobby

    Should be clean, spacious, and well main-tained lobby / ront sitting area.

    Thesittingareashouldhaveadequateventila-

    tion and natural or articial lighting.

    Thesittingarea shouldhaveadequate,good

    quality urniture in very good condition

    B). Bed Rooms

    * Should have one (01) or more bed rooms with

    attached bathrooms, or accommodation.

    Bed rooms should be spacious, clean, well

    ventilated and well maintained.

    * Minimum size o a single bed room should notbe less than 100 sqt and the minimum size o

    the double bedroom should not be less than

    120 sqt.

    * Should have serviceable and sae locks withkeys on each door leading out o the bed

    room.

    Bedroomsshouldhavewindowssuitablycur-

    tained or tted with blinds or equivalent.

    * I air conditioning is not provided all bed roomsshould have electric ans.

    Suitable heating acilities should be available

    depending on the climate o the location.

    Allbedroomsshouldhaveinternal telephone

    or call bell system or the convenience o

    guest.

    * A dressing table with mirror, ward robe or wallcupboard and/or cloth hangers must be avail-

    able.

    GUIDE LINES FOR REGISTRATION OF HOME STAY UNITS

    Should have clean, comfortable beds

    with rubberized or cotton mattresses and

    kapok or oam rubber pillows. Soa beds,bunk beds, uton could be provided or the

    use o children. Blow up beds are not ac-

    cepted.

    * Size o the bed should not be less than 3 t andsize o the double bed should not be less than

    4.6 t.

    Freshlinenshouldbeprovidedandbedlinen

    should be changed at least once in 03 days.

    * All bed rooms should have attached bathroomsand the main foor area should not be less than30 sqt.

    Bathroomoorsshouldbeclean,andofnon-

    skid impervious materials.

    Bathroomwallsshouldbepreferablytiledup

    to 5 t in height or plastered with smooth ce-

    ment and painted on with a washable rubber

    paint.

    * Bathrooms should have wash basin, mirror,towel rail, cloth hooks etc.

    * Every toilet should have W.C units with modernsanitation in very good working order.

    * Every bath room should have over-head show-ers in good working order.

    Showers should be enclosed with water proo

    partitions or bathroom curtaining.

    Goodquality,absorbenttowelsshouldbepro-

    vided.

    Anironandanironingboardshouldbemade

    C). Dining Area

    * Should have a clean, well maintained separatedining area with good quality comortable ta-

    bles and chairs.

    Should haveadequatestock ofgoodquality

    cutlery, crockery, tableware and table linen.

    D). Kitchen

    * Should have a spacious, clean, well ventilatedkitchen.

    * Kitchen foor should be o impervious materialsconducive or easy cleaning.

    Kitchenareashouldbefreeofinsectsandro-dents. All openings, where necessary should

    be covered with fy mesh to prevent fies inside

    the kitchen.

    Cupboardsforstorageofgroceriesandper-

    ishables should preerably have ne mesh

    doors.

    * Should have adequate cold storage acilities.Fish, meat, diary products, cooked and un-

    cooked oods should be stored separately to

    avoid cross contamination.

    * Kitchen should have an exhaust an to removehot air and other odors rom the kitchen.

    * A re extinguisher or re blanket should beavailable in the kitchen.

    * There should be at least two sinks with hot andcold water running on tap, to hygienically wash

    cutlery, crockery and glassware.

    E). General

    * Should maintain a guest register with names,addresses, Passport no/ NIC no, with dates o

    arrival/departure etc or reerences.

    Shouldhavefacilitiestoencashmajorforeign

    * All transactions should be registered and receiptsissued with records maintained diligently.

    Shouldmaintainalistondisplayoffooditems/

    type o meals available and the charges that

    apply.

    Should have an adequate stockof goodqual-

    ity bedding, towels, cutlery, crockery and glass-

    ware.

    Firstaidfacilitiesshouldbeavailable.

    Itissuggestedthattherebeadequaterepre-

    caution and re ghting equipments in goodworking order to ensure saety o guests.

    Stairsandelevatorsshouldbewelllitforsafely.

    * Adequate precautions should be taken on seaside properties and where there are swimming

    pools to ensure saety o guests.

    * Suitable arrangements should be made orthe provision o laundry service o guest linen.

    Should have a washing machine, preerably

    with a dryer or guest use.

    * All drainage in and around the kitchen should beclean, kept covered and lead to a soakage pit.

    * Garbage should be stored in covered bins untilit is disposed.

    Shouldhaveadequatefacilitiesforparkingof

    vehicles.

    Facilities should be available tohirevehicles

    or excursions, transer o guests etc.

    * Home stay unit to be covered by an insurancepolicy including public liability, against any li-

    ability claim by guests.

    Registration Of Home Stay Units

    1. What is home stay?

    Home Stay is a scheme which encourages

    local residents to open their homes to paying

    guests at least on a bed & breakast basis,

    enabling tourists to live in a homely environ-

    ment and to experience the local customs

    and traditions.

    2. What are the criteria or Home Stay?

    At the time o inspection and ollowed

    throughout the Home Stay accommodation

    must meet the ollowing criteria:

    Property needs to be clean, tidy and pre-

    sentable. Cleanliness is o paramountimportance to your guests, so a high

    standard o cleanliness must be achieved

    and maintained throughout your proper-

    ty, giving particular attention to kitchens,

    bath rooms and toilets.

    Other items involving direct contact with

    guests should be clean and in good re-

    pair (such as bedding, linen, mattresses,

    towels, fooring, seating, crockery, cut-

    lery, glassware, kitchen, utensils and

    other equipment a visitor may use.)

    3. What happens i I do not meet the criteria

    upon the initial inspection?

    You can re-apply or the inspection. It is ad-

    visable, to apply or the re inspection ater

    completing the short comings, which will be

    notied during the rst inspection.

    4. Can I register a tent in the garden under the

    Home Stay scheme?

    No, you cant. Guests must be accommo-

    dated in the main house and not in tents,

    caravans or motor homes in your garden or

    on the driveway o your property.

    5. Can I rent my whole house out to guests

    that do notknow each other?

    No. I you are moving out o your property then

    you must rent the entire property to the same

    6. What do I need to do or Bed & Breakast

    Home stay?

    A cooked breakast or continental breakast

    should be provided. It is recommended that

    you use local produce or your visitors.

    7. I work ull time. Can I provide all the nec-

    essary ood or breakast so the guests can

    cook it themselves?

    Yes. That is absolutely ne. Just advise the

    guest at the time o booking that you will be

    providing a sel-service breakast.

    8. What is the cost o registration and what

    does it cover?

    The cost o registration is Rs.2500.00 +

    NBT+VAT. Renewal ee o the license will be

    Rs.1000.00+NBT+VAT.(Apart rom this you

    will have to pay or the inspection, which will

    depend on the distance to the Home Stay

    unit rom Colombo).

    9. What i my property is open plan or quirky

    layout?I you have any concerns regarding the lay-

    out o your property, you should discuss this

    with the ocials o Standard & Quality As-

    surance division at Sri Lanka Tourism prior to

    an inspection.

    10. Do I receive a certifcate once I am regis-

    tered?

    Yes. The Sri Lanka Tourism will issue you with

    a registration certicate conrming that your

    property recognized as a Home Stay unit ac-

    commodation. You are advised to display the

    certicate in the reception area or guest in-

    ormation.

    11. What i Sri Lanka Tourism gets a complaint

    rom a guest regarding my accommodation?

    Should Sri Lanka Tourism get a complaint

    rom any guest rom a Home Stay accom-

    modation, the complaint will be investigated

    and i ound valid Sri Lanka Tourism reserves

    the right to cancel the Home Stay registra-

    tion and will insist that any uture bookings

    are reunded.

    Sri Lanka Tourism is dedicated to providing

    a quality service to all guests. As part o this

    commitment to quality, it is important you un-

    derstand that as a Home Stay provider you

    are an ambassador or Sri Lanka Tourism.

    We would encourage you to take this role se-

    riously and we like to oer and encourage all

    Home Stay hosts the opportunity to take partin the training programs.

    12. What happens i I am unhappy with the

    conduct o my guests?

    The ocials o Sri Lanka Tourism are avail-

    able to help and assist you. Nobody should

    be made to eel uncomortable in their own

    home or that their property is not being treat-

    ed with respect. However, we rarely receive

    a complaint o this nature as the majority o

    guests are grateul or somewhere to stay. I

    you are unhappy regarding the conduct oyour guests it is imperative that you contact

    the ocials o Standards & Quality Assur-

    ance division o Sri Lanka Tourism or advice

    whilst your guest is still in Sri Lanka and we

    will do our best to help you.

    13. How do I ensure that Home Stay is a posi-

    tive experience or me and my guests?

    Sri Lanka Tourism recommends that you

    treat your guests as you would like to be

    treated. Communication is o paramount im-

    portance. I you are registering or the rst

    time, or accepting new guests that you have

    never met beore, we would suggest you

    nd out as much as you can about them

    prior to their arrival. This will make you both

    more comortable. It will also protect you

    and your property. Always ensure you take

    all names, addresses and contact details o

    your guests, make arrangements or access

    to the property when they arrive, and nd out

    i they have any allergies, ood habits mo-

    bility problems or special requirements you

    need to know about.

    14. What are the booking procedures?

    Once you have registered with Sri Lanka

    Tourism, all registered Home Stay provid-

    ers are added to our Accommodation guide.

    Guests seeking accommodation will contact

    you directly to make a booking. It is your re-

    sponsibility to take guests contact details,

    conrm arrival and departure dates and

    agree your terms.

    15. How much deposit should I take and when

    should I collect the balance?

    It is suggested that you request a deposit

    o not more than 20% o the total cost, to

    secure the booking. You must not request

    payment in ull prior to arrival. Once you

    have received the deposit, you should ac-

    knowledge this to the guest either by let-

    ter or email. Guests should be requested

    to pay, the nal balance in cash on the

    day beore the departure. I it is necessary

    guests should be allowed the opportunity toinspect the property rst, to ensure they are

    happy beore making any payment.

    16. What i the guest does not pay?

    Sri Lanka Tourism is only a acilitator to the

    Home Stay scheme and we can not be held

    responsible or non payment by guests. Any

    necessary action would be the responsibility o

    the Home Stay provider. This action would be

    through the courts as a civil action and insti-

    gated by the Home Stay provider. It is thereore

    always advisable that you collect ull names

    and addresses and contact details o all guests.

    Please note that, non-payment is an extremely

    rare occurrence provided you ollow the above

    guidelines on securing payment.

    Registration Of Tourist Bungalows

    1. INTRODUCTION

    The word Bungalow derives rom the word

    Bangalo or Bangla which is a direct adapta-

    tion rom the Bengali word and is widely used in

    India and Sri Lanka.

    The term Bungalow was rst introduced to the

    English Language by the Britishers who lived and

    worked in India as part o the, East India Company.

    The lodging used by the British Raj was also

    reerred as bungalows.

    Bungalow in todays context describes a residence

    with only a ground foor, but there are exceptionsand the dening line is elegance and being unique

    in comparison to the more common houses which

    make up the dwellings o the larger population.

    architecture o the building and amenities within.

    lows which are able to provide a Sri Lankan

    experience by way o decor, traditions and

    authentic cuisine etc.

    harmony with the location and, environmentin, architectural design. In order to ensure

    the comort o tourists the acilities, servic-

    es, cleanliness, hygiene, security and saety

    should be o very high standards.

    ollows as per the acilities and services pro-

    vided.

    Registration Of Tourist Bungalows

    D). Kitchen

    * Should have a spacious, clean, well ventilatedkitchen

    * Kitchen foor should be o impervious materialsconducive or easy cleaning.

    Kitchenareashouldbefreeofinsectsandro-

    dents. All openings, where necessary should

    be covered with fy mesh to prevent fies inside

    the kitchen.

    Cupboardsforstorageofgroceriesandperish-

    ables should preerably have ne mesh doors.

    * Should have adequate cold storage acilities.

    Fish, meat, diary products, cooked and un-cooked oods should be stored separately to

    avoid cross contamination.

    * There should be an exhaust an to remove hotair and other odors rom the kitchen.

    * A re extinguisher or a re blanket has to beavailable in the kitchen.

    * There should be at least 02 sinks with runninghot and cold water to hygienically wash cut-

    lery, crockery and glassware.

    E). General

    * A guest register should be maintained withnames, addresses, Passport no / NIC nos with

    date o arrival/departure etc. or reerence.

    * All drainage in and around the kitchen shouldbe maintained clean, kept covered and lead to

    a soakage pit.

    * Garbage should be stored in covered bins untilit is disposed.

    * Should have caretaker(s) to assist guests in

    various services such as cleaning o the bun-galow, preparing or assisting in cooking main

    meals, and or ensuring the security o guests.

    * The Bungalow unit should be covered by aninsurance policy which includes public liability,
