Hobart City Deal Southern Projects

Introduction

The Hobart City Deal is a 10-year partnership between the Australian and Tasmanian Governments and the Clarence, Glenorchy, Hobart and Kingborough councils.

The Hobart City Deal provides a framework to guide and encourage further investment in the city by embracing opportunities for growth and addressing key strategic and infrastructure challenges.

Through the Greater Hobart Transport Vision, City Deal partners are delivering a broad package of infrastructure improvements and services to encourage changed transport habits, manage congestion, improve traffic flow and inform decision making in the Greater Hobart Region.

These improvements will leverage Hobart’s natural amenity and build on its position as a vibrant, liveable and connected global city.

Overview of the Southern Projects

The Southern Projects are a suite of coordinated transport projects being delivered by the Tasmanian Government as part of the Hobart City Deal Greater Hobart Transport Vision. The Southern Projects will improve transport options for Kingborough, meaning the range of people who have access to rapid public transport to the Hobart city centre will increase; no longer limited to those within walking distance to the bus route. These projects will support more people catching public transport by creating a more frequent and reliable bus network along the southern corridor, create safer cycling and pedestrian options, and improve the user experience across the network.

The Southern Projects are comprised of:

Kingborough Park and Ride – creation of two new park and ride facilities in Kingborough at Huntingfield and Firthside to support additional and improved southern suburbs bus services and an extension of the existing bus network.

Southern Outlet Transit Lane – development of a new transit lane on the Southern Outlet between Olinda Grove and Davey Street. Macquarie and Davey Streets Bus Priority – development of bus priority measures on Macquarie and Davey Streets to improve bus operations and traffic flow.

Kingborough Park and Ride and improved southern suburbs bus services

Two park and ride sites have been investigated as part of the Southern Projects to improve travel times and experiences for commuters in Kingborough and beyond.

The proposed park and ride facilities are located at Huntingfield and Firthside. Supported by additional and improved bus services, these facilities will provide a faster and more reliable bus experience between Kingborough and Hobart city centre, encouraging the uptake of public transport from the southern suburbs.

The park and ride facilities will provide a safe and accessible option for commuters and will benefit from improved bus connections within Kingborough and formal parking options.

These facilities will be supported by additional peak travel period bus services on the Huon Highway, Channel Highway and from Blackmans Bay.

Concept design – Firthside Park and Ride

The proposed park and ride facility at Firthside will offer an upgraded bus stop, improved pedestrian access, a sheltered and secure bicycle parking facility, and a car parking facility located alongside the Southern Outlet, at Browns Road and Groningen Road.

The existing bus services will remain unchanged, due to the high level of service frequency already in place, however access to the bus stops will be significantly improved.

The upgrades shown in the concept designs include:

• approximately 62 new and formalised car parking spaces, including three compliant to Disability Discrimination Act requirements

• separate vehicle entry and exit points to the new carpark and one-way traffic flow to improve safety

• secure bicycle parking • upgrades to shelter, lighting, landing, improved

footpaths and safer pedestrian access.

Concept design – Huntingfield Park and Ride

The proposed park and ride facility at Huntingfield is located adjacent to the roundabout connecting the Southern Outlet, Huntingfield Avenue, Channel Highway and Algona Road, near the existing bus stop and informal carpark.

This location provides convenient access for both bus services and commuters, with capacity for high-quality bus facilities and extensive parking.

The upgrades shown in the concept designs include:

• a new carpark including approximately 180 off-street parking spaces, with five compliant to Disability Discrimination Act requirements

• upgraded bus shelter, amenity building, lighting, improved footpath access and separate vehicle entry and exit points

• a designated drop-off/pickup area to support passengers

• a sheltered and secure bicycle parking facility has also been proposed at this site.

Improved bus services have been proposed to provide people from the southern suburbs with more public transport options.

The proposed services are supported by the proposed new park and ride facilities in Huntingfield and Firthside, and will allow for faster and more reliable journeys for bus passengers to and from the Hobart CBD.

The proposed service improvements include: Huntingfield – new bus route providing an express all-day service from the Huntingfield Park and Ride to the Hobart city centre. It is proposed to operate every 30 minutes during peak travel periods and every 60 minutes outside these periods.

Huon Highway – a weekday peak travel period express version of the existing service from Huonville. This will provide one express bus per hour to/from the Hobart city centre via the Southern Outlet (peak traffic direction only).

Channel Highway – a weekday peak travel period express version of the existing service from Snug. This will provide two buses per hour to/from Hobart city centre via the Southern Outlet (peak traffic direction only).

Blackmans Bay – a weekday peak travel period express version of the existing service from Blackmans Bay. This will provide two buses per hour to/from Hobart city centre (peak traffic direction only).

Next steps and have your say

Public display for the Southern Projects will take place in two stages. Stage one is now open, with concept designs available for the proposed Kingborough park and ride facilities and the additional and improved bus services. Stage two will be for the Southern Outlet Transit Lane and Macquarie and Davey Streets Bus Priority and will take place in early 2021.

We want to hear your feedback and understand what will make these facilities and services an attractive and user-friendly option for the surrounding communities. Your feedback will be used to inform the development of detailed designs for this project.

The Department of State Growth will be seeking feedback on the stage one concept designs from Wednesday 18 November to Wednesday 2 December 2020. To have your say, please visit the Transport website at www.transport.tas.gov.au

Our online consultation platform will allow you to view further information about the Southern Projects on an interactive map, allowing you to click on the areas and projects you are interested in to view the key features and read more about the project. A second community consultation period will take place in early 2021 and offer more detail around other proposed projects.

Feedback can be provided by completing our survey, which you can access through the online consultation platform. If you are not able to complete the survey online, or would like to get in touch, please contact our team via email at [email protected] or by phone on 1800 975 012 during business hours.
