The HMB Newsletter is published to foster unity and provide communications among AA members, groups, districts & the GSO.

AA Principles of the Month

Step 10 - Continued to take personal inventory and when we were wrong promptly admitted it.

Tradition 10 (long form) - No A.A. group or member should ever, in such a way as to implicate A.A., express any opinion on outside controversial issues—particularly those of politics, alcohol reform, or sectarian religion. The Alcoholics Anonymous groups oppose no one. Concerning such matters they can express no views whatever.

Concept X (long form) - Every service responsibility should be matched by an equal service authority— the scope of such authority to be always well defined whether by tradition, by resolution, by specific job description or by appropriate charters and bylaws.

Tradition 10 Checklist:

1. Do I ever give the impression that there really is an "AA opinion" on Antabuse? Tranquilizers? Doctors? Psychiatrists? Churches? Hospitals? Freudianism? Catholicism? Judaism? Agnosticism? Jails? Alcohol? Drinking? Psychiatrists? Other alcoholism agencies? Jungianism? Protestantism? Or. . .

2. The Federal or state government? Alcohol education? Legalizing marijuana? Vitamins? Theories of alcoholism? Detoxification centers? Missions? Research into alcohol problems? Paraldehyde? Teen-age drinking? Tax-supported alcoholism programs? Al-Anon? Alateen? The alcoholic beverage industry? Nonalcoholics?

3. Can I honestly share my own personal experience concerning any of those without giving the impression I am stating the "AA opinion?” How?

4. What in AA history gave rise to our Tenth Tradition?

5. Have I had a similar experience in my own AA life?

6. What would AA be like if this Tradition were not in effect? Where would I be?

7. Do I breach this or any of its supporting Traditions in subtle, perhaps unconscious, ways?

8. How can I manifest the spirit of this Tradition in my personal life outside AA? Inside AA?

Concept X Checklist:

1. Do we understand “authority” and “responsibility” as they relate to group conscience decisions by G.S.R.s, D.C.M.s and our area delegates?

2. Why is delegation of “authority” so important to the overall effectiveness of A.A.? Do we use this concept to define the scope of “authority?”

!The A.A. Home Group!!

Traditionally, most A.A. members through the years have found it important to belong to one group which they call their “Home Group.” This is the group where they accept service responsibilities and try to sustain friendships. And although all A.A. members are usually welcome at all groups and feel at home at any of these meetings, the concept of the “Home Group” has still remained the strongest bond between the A.A. member and the Fellowship. !! With membership comes the right to vote upon issues that might affect the !! group and might also affect A.A. as a whole—a process that forms the very !! cornerstone of A.A.’s service structure. As with all group-conscience matters, !! each A.A. member has one vote; and this, ideally, is voiced through the home group.!! ! ! ! ! ! ! P-16, “The AA Group….Where It All Begins” p15-16

! The 2015 Proposed Budget on pages 8 & 9, as well as three proposals on pages 10 & 11, will be voted on at the October 12, HMB Area Assembly. Please review and discuss at your Home Group and District Meetings. At the assembly there will be a discussion and then a

vote. All are welcome and encouraged to attend! !For the Assembly, those eligible to vote are: !

Area Delegate, Area Chair, Alternate Area Chair, Area Treasurer, Alternate Area Treasurer, Area Secretary, Alternate Area Secretary/Records. !

Area Service Committee Chairs or their Alternate: Archives, BTG, CPC, PI, Grapevine,

Special Needs/Accessibility, Treatment, Corrections, Newsletter Editor, and Website Chair. ! Past Area Delegates !

DCMs or their Alternate ! GSRs or their Alternate !

Note: Each person only has ONE vote.

With the upcoming holidays most districts or groups will be planning alcathons, or have events for the AA members. It is important that we all share this information via the newsletter and the area website. Please send a pdf of your flyer or its information to [email protected] and [email protected]. There can be no personal information for posting on the website so please supply a general email address.

“The only thing that matters is he is an alcoholic who has found a key to sobriety. These legacies of suffering and of recovery are easily passed among alcoholics, one to the other. This is our gift from God, and its bestowal upon others like us is the one aim that today animates AA’s all around the globe.”!! Twelve Steps and Twelve Traditions, p. 151

Reports are due by April 15th, July 15th, October 15th and December 15th. The Finance Committee must review all reports past due before any payments are made. Allocated monies are disbursed when requested, and only when an accounting of the previous allocation has been made. Eligible expenses include mileage at $0.35 per mile, tolls, postage, supplies, telephone, printing, copies and other. Receipts and mileage details are required.

The funded amount for various events is based on hotel costs, registration costs, and mileage to the 2014 event and estimated costs to the 2015 event. It is hoped that this method will help bring the budget closer to the actual expenses and give all those who want to serve the HMB Area an equal opportunity. Allocations are for the specific event only and cannot be utilized for another event. There will be no reimbursement for hotel costs if the participant lives within a 25 mile radius of the event. This will not apply if special accommodations are required. Stipend DOES NOT cover meal costs. As always, those funded are asked to share expenses whenever possible.

Event costs are included in allocationEvent costs are included in allocation

Allocations to clusters for Area functions will be $450 per function, except the June Fellowship day which is only a half day event and is therefore allocated $225. Amount  allocated  should  be  sufficient  to  cover  event  costs–  if  clusters  need  assistance staying within budget, they should contact the Alternate Area Chair and/or seek guidance from experienced members. If the cost of the event should exceed the amount allocated, plus the 7th Tradition contributions, Districts within the host Cluster should arrange to divide costs over the allocated amount. The reimbursement of expenses exceeding the allocated amount will be considered by the Finance Committee if requested. Any 7th Tradition donations collected in excess of the expenses shall be returned to the Area. There are two Area Assemblies in even-numbered years (May and October). There are three Area Assemblies in odd-number years including the Area Election Assembly held in September.

Proposals for Vote at the October 2014 Assembly

Proposal #1: “Fifth Tradition in Corrections” Workshops, Submitted by Kathy R., Area Corrections Chair

This proposal recommends replacement of the existing Corrections Connection event that is held every other year with two “Fifth Tradition in Corrections” workshops to be held yearly. Instead of one workshop being held for all five clusters in Area 48, the workshops would be held within clusters to address the unique needs of local and regional areas. The reason for this proposal is that the Corrections Connection event has been ineffective in getting AA volunteers for state prisons, and not one new volunteer has been added. These workshops would:

• Start in 2015 for a trial period of two and a half years, with the workshops being rotated through the five clusters (two workshops would be held each year so that total rotation would occur in 2.5 years). Clusters with the greatest need in a given year would be recommended by the Area Corrections Committee. For 2015, the workshops would be held in the Adirondack Cluster and the Hudson Valley Cluster.

• Focus on generating and increasing the interest of AA members in carrying the message to those behind the walls; to build cooperation with county correctional facility contacts and NYS DOCCS (Department of Corrections and Community Supervision) staff; and to incorporate experience, strength, and hope from former inmates who are AA members in the community.

Budget for each event is $200: in 2015, a total of $400; in 2016, a total of $400; and in 2017, a total of $200.

An evaluation of the events would be done by the Corrections Committee after the completion of

the workshop in the 5th cluster early in 2017. Any recommendations resulting from this evaluation (to continue these workshops beyond 2017) would be presented at the October 2017 Assembly.

Proposal #2: Create an "Alternate Registrar" Position

To create a service position, titled “Alternate Registrar,” to rotate into the Alternate Secretary/Registrar position with the new Area Chairperson. The position will not require additional funding other than the budgeted allowance for the standing Registrar.

WHEREAS… The incoming Area Chair appoints the Alternate Secretary/Registrar. The Area Chair rotates every two years. When the two year term is up, the new Chair appoints a new Registrar, who has no training with GSO’s system, Fellowship New Vision, or experience manipulating databases for the Area’s meetings, roles and positions, or mailing lists.

AND WHEREAS… For the new person, developing a knowledgeable working understanding of Fellowship New Vision (GSO’s unique web portal database system) and appropriately maintaining the Area records, is a complex undertaking with a considerable learning curve. In the current transitioning phase, this places unrealistic training expectations, as well as requiring a significant amount of time to complete tasks accurately and in a timely manner after understanding the system.  On average, it requires over 20 hours per month for a trained person.

THEREFORE, BE IT RESOLVED... That Area 48 will create a service position, titled “Alternate Registrar,” to rotate into the Alternate

Secretary/Registrar position with the rotation of the new Area Chairperson. After the Registrar serves for one year, a new Alternate Registrar would be appointed by the standing Area Chair, and be trained by the standing Alt. Secretary/Registrar, in each of the responsibilities of the position.

PURPOSE... A trained Alternate would be capable of taking over the responsibilities of the new Registrar in the beginning of their term. The business of the Area would not be interrupted by the learning curve of a new Alternate Secretary/Registrar.

Respectfully submitted by - Kevin H-B Area 48 Alternate Secretary/Registrar [email protected]

!Proposal #3: To Publish Ten Area Newsletters Annually Submitted by Linda A., Area Newsletter Editor

To publish ten HMB Area 48 Newsletters annually by combining the December/January issues to create a “Winter Issue” and the July/August issues to create a “Summer Issue.” The HMB Area Guidelines currently read: “The Area Newsletter is published monthly.”

Given the Area schedule, having no area event in either December or July, it would be possible to cover all the news and events that need to be covered in those combined issues. These issues are often duplicating in their information. The easy access, along with its increased usage, of our Area Website makes it possible for anyone needing flyers for events or any other information possible. !By eliminating these two issues, using the most recent costs, it would save the area $466.00 in printing and $260.00 in postage, a total estimated savings of $726.00 for the Area each year.

NOMINATION TO FILL

POSITION OF!

NORTHEAST REGIONAL TRUSTEE

A message from our Area Delegate, Pat L.

As well as voting on the 2015 budget and the three prior submitted proposals at the October Assembly, we will also be selecting a candidate from our area to run as an applicant to replace J. Gary L., the current Northeast Regional Class B Trustee. If there is more than one past delegate standing for the position we will follow the Third Legacy Procedure. I, as the Area Delegate, will submit the résumé of the selected applicant to G.S.O. The nomination will take place at the General Service Conference in April 2015.

Following is an excerpt taken from the article on page 5 of the Summer 2014 edition of Box 4-5-9 referencing qualifications for this position.

“A sound A.A. background is a basic qualification for Class B trustees. Ten years of continuous sobriety is desirable but not mandatory. Candidates should be active in both local and area A.A. affairs and, because trustees serve the entire Fellowship, they require the background and the willingness to make decisions on matters of broad policy that affect A.A. as a whole.”

“….. In addition, regional trustees are usually asked to serve two years on either the A.A.W.S.or Grapevine Corporate Boards, which meet more frequently than the General Service Board.”

• Area DELEGATE ——————— Hi All,

At the board meeting of AAWS in the first weekend of August, the Trustee’s Literature Committee recommended the development of literature or guidelines addressing the issue of individual safety in AA, and handling anonymity issues relating to possible criminal behavior. From an article in the Fall 2010 Issue of Box 459 : “ AA members are subject to the same laws as every other person, our communications are not privileged in the legal sense nor do we have any special protective status under local, state or federal statutes. AA membership does not grant immunity from local laws. We are not above the law.”

This is one of our voting assemblies. Please bring this message back to your Districts – GSRs VOTE at the Assemblies. I really, really urge you to do your best to carry this information back with you.  Let’s try and get as many GSRs as we can to attend.  There are proposals that we will be voting on and we will be nominating a candidate from our area to run an as applicant to fill the position of the Northeast Regional Trustee. The first area event I was dragged to… I mean that I cheerfully attended… was a voting assembly. While most of it was way over my head, it did serve to show me what a huge world of service existed.  So please, let’s get working on encouraging the next group of faithful servants to get involved.  Maybe all the GSRs that we get in attendance at the assembly for voting, we’ll also get to come to Fellowship Day in Utica in November. !Also – carry the message back to your groups about the HMB Convention, November 21-23, right in Latham – centrally located.   I am sure that the Convention needs people to help! So consider not only passing the word about volunteering, but also volunteer. I can only guess that there are a number of positions open in Hospitality, Greeting, and at the Registration table. !I haven’t been to many District Meetings in the past month or so, as Fall is a busy time for me. • Area CORRECTIONS ————— As we enjoy the fall weather, the Corrections Committee continues to work to identify those areas in the five clusters that need support to carry the AA message to those behind the walls. Once again, please let me know about any specific localities that could benefit from a visit from a Corrections Committee member at your District meeting, or some other type of assistance.

The Corrections Workshop hosted by District 9 and District 12 for the Western Cluster, on Sept. 9, had 34 attendees. Besides the presenters, Don S. and myself, Tom O. (a former inmate) and Amanda Sheridan (the DOCCS representative for the Oneida Hub) were speakers. Some applications for the Marcy, Midstate, and Mohawk State Prisons, and for the Herkimer County Correctional Facility, were completed on site. Others are being filled out by AA members, and a process is in place to direct these to the persons at the respective facilities for review. We are hoping that AA meetings will begin in all of these correctional facilities very soon. Additionally, there has been a dire need to have volunteers step up to take AA meetings into the Greatmeadow Correctional Facility. I am happy to report that at the NYSIW, a young woman stepped up and began to complete the volunteer application, and she also encouraged four other AA members to do the same. Five applications for volunteers to go into Greatmeadow are currently in different stages of the review process.

If your district does not have a Corrections Chair, I suggest that steps be taken to elect one; this will help to build a structure in which communication, updates, and new ideas can be shared throughout our Area 48.

Once again, I encourage you to read and prepare any questions that you may have regarding the “Fifth Tradition in Corrections” Proposal included in this newsletter. The proposal will be voted on at the October 12, 2014 Assembly, being held in Amsterdam. We have much more work to do to carry the message to those behind the walls!

• Area GRAPEVINE —————— The Grapevine's latest collection of AA stories is a book titled "Sober and Out.” It shares how LGBT AA's and their friends fit in, stay sober, and find peace in their lives. !Online subscribers are seeing four new articles in email each week. These stories cover various topics and are a great addition to the monthly magazine. This is a great way to support the AA Grapevine! !This November, if you or your group would like to purchase items at the Fellowship Day in Utica or the HMB Convention in Latham, just drop me an email at [email protected] and I'll be happy to assist. !Carol A. !

The October Issue of Grapevine has a special section which features stories by members about their favorite AA sayings and slogans, and how they help keep them sober—"One Day at a Time.” !

Some Grapevine History: On October 3, 1945, the AA Grapevine was adopted as a national publication of AA.

A note from your Newsletter Editor -

In anticipation of our next HMB Area 48 Convention, being held in Latham, November 21 - 23, we are seeking shares surrounding its theme, “Communicating Our Legacies in a Changing World.” Please send your submissions to [email protected] for review and print in future newsletters. I, as well as the Newsletter Committee, look forward to the participation of the wonderful people in our blessed Area 48.
