From Montreal to Multi-national

Harvey Law Group started out as an immigration and

business law firm in Montreal, Canada. Founded by

the highly respected lawyer Jean Francois Harvey in

1992, HLG has steadily grown and built a solid

reputation over the course of 23 years. With a service

and expertise that’s spoken well of in Montreal, it was

only a matter of time before the firm branched out into

other countries.

Today, HLG is present worldwide - operating an

extensive regional and international network providing

exceptional support to a diverse global clientele. HLG

has transcended times and trends to achieve many

milestones. Today, HLG not only acts as an

immigration and investment facilitator in and out of

Jean-François Harvey - Founder, Global Managing Partner

• Harvey Law Group (HLG) was founded in Montreal, Québec in 1992 by

Attorney Jean-François Harvey. Mr. Harvey completed a Bachelor of

Laws Degree from the University of Ottawa and was appointed to the

Québec Bar in 1992, and is a member in good standing of both the

Québec and Canadian Bar Associations.

• Mr. Harvey is recognized internationally as an expert in Immigration

Law, and he brings a wealth of experience in providing comprehensive

immigration law services to corporations and high net worth individuals.

• Mr. Harvey also brings extensive experience in commercial legal

matters, and in particular has advised on many high-value due diligence

and merger and acquisition activities for a broad range of International

and multinational industries.

Mikaël Charette - Managing Partner - China

• Summa cum laude, 2002

• License in Civil Law, Faculty of Law at the University of Ottawa

• He completed his bachelor’s degree in Common Law from the faculty of Law of the

University of Victoria. While studying at the University of Victoria, he participated in an

exchange program at the University of Oxford, England, where he undertook a rigorous

program in International Intellectual Property Law. He is a certified lawyer from the Quebec

bar association. His education has exposed and trained him on bilingualism, multiculturalism

and bijuralism.

• Mr. Charette completed his Masters in Law at the City University of Hong Kong with

honours, where his research was mainly focused on International and Chinese Business

Law, namely issues on WTO. Coupled with his passion for international relations, law and

commerce, he has a strong commitment to the community. He was a member of the board

of directors of a Desjardins branch from 1999 to 2002.

• Mr. Charette has a long experience dealing with Chinese investors’ immigration to Canada

and has been the MD of the Beijing representative office since 2005. He also collaborated

with major law firms in Canada on cross-border transactions, including financing and

acquisitions of overseas entities. Mr. Charette was a lecturer at the Desautels management

faculty of McGill University, as well as a lecturer on several forums about China.

Bastien Trelcat – Managing Partner, Thailand & Vietnam – Head of Corporate

• Bastien Trelcat obtained his Master in Business Law and Corporate Taxation from the Law

School of Aix-Marseille University, France in 2002. During his studies, he was ranked among the

10 Best business law students by Freshfields Bruckhaus Deringer in 2001 and won the 1st edition

of the Landwell Award (PwC) in 2002. The following year in 2003 he received his LLM. in

International Business Laws from City University of Hong Kong. In 2004, Mr. Trelcat becomes a

member of the Paris Bar.

• Before moving to Shanghai, he gained extensive professional background from various firms in

France where he specialized in both corporate and individual taxation.

• Bastien Trelcat relocated to Shanghai in 2004, he advises several leading companies throughout

China and Europe in their M&A transactions, including structuring and negotiation of joint-

ventures.

• He also assisted companies in the tax structuring of their investment in Asia and creation of their

distribution networks. He has worked on several cross border transactions involving Thailand

and travels frequently to Thailand and has developed strong networks throughout Asia.

• Mr. Trelcat became a partner of HLG in January 2014. He acts as the managing partner for

Thailand and Vietnam, and also plays an important role in the development of the SEA market.

• He is fluent in French, English and proficient in German, Mandarin and Thai.

José E. Latour - Managing Partner – USA

• José E. Latour graduated with a Bachelor of Science in Advertising from the University of Florida,

College of Journalism and Communications, and a Juris Doctor degree from the University of

Florida, College of Law.

• Immediately upon graduating law school, Mr. Latour was appointed to the U.S. Foreign Service by

the late President Ronald Reagan.

• He served as a US Diplomat and Consular Officer in Mexico and Equatorial Guinea (West Africa).

He began private law practice in the US in 1990, focusing on business US immigration,

international trade, and consular law, expanding the firm rapidly and opening branch offices in

Washington, Manila (Philippines), and Hong Kong. Today Latour Law, P.A., an A/V-rated, US

immigration law boutique based in Miami, is a US affiliate of Harvey Law Group, Asia’s premier

global migration law firm.

• He writes on www.immigrationinsider.com , a widely-read blog focusing on investment based on

immigration issues and the EB-5 visa.

• Mr. Latour has received many awards for his good work. In 2011, he received the Finance Monthly

Law Award (UK) and the Private Equity Law Firm of the Year (US). He was awarded, in 2004 and

2010, with "Florida’s Legal Elite", for which only three immigration attorneys were selected

statewide.
