One of the pre-requisites for this is that allGovernment officials should have the knowledge of Hindi good enough totransact official communication in Hindi. Aware of this responsibility, theDepartment of Official Language had been conducting three levels of Hindicourses for the employees of the Central Government and Public SectorUndertakings through classroom teaching and distance education. A substantialbulk of employees, however, is still not able to make use of these facilities forsome reason. They need a system that enables them to learn the language atease and at their own pace in a more effective manner. In the wake of the technological revolution in the field of computerapplication and language teaching techniques, the Department of OfficialLanguage decided to modernize its teaching process exploiting the advances inthe field of computer and multimedia techniques. It was felt that this process willnot only bring some freshness and excitement in the teaching techniques andattract more learners, it will also qualitatively add to the standard of teaching.Besides, it will also allow the users of all types and categories, including highofficials, to learn the language at their own pace and convenience. They can alsointeract through the computer and find answers and solutions of their problemswith in the package. An agreement was, therefore, reached with the C-DAC, Pune, anautonomous scientific society of the Department of Information Technology (DIT),Ministry of Communications and Information Technology (MCIT), Government ofIndia to design and develop a series of three self-learning software packages forHindi Prabodh, Hindi Praveen and Hindi Pragya. The package so developed wasto make use of the new advances in the field of computer application andmultimedia. It should, however, not bethought that the package is a substitute for the teacher. Rather, it is an asset tothe teacher who will find that, if properly deployed, it can take away a lot ofdrudgery from his teaching routine, enabling him to address the more substantialproblems of the learner. LILA HINDI PRABODH is the first in the Windows series. It containsmany features like speech interface which enables the user to listen to standardpronunciation and intonation of Hindi text, sentences or words, and videoclippings for each narrative text for better comprehension. The user also has thefacility to record his own voice and compare it with the standard voice in thepackage. LILA HINDI PRAVEEN is the second in the LILA series of Hindi self-tutoring software package. It allows the users to learn the language at their ownpace and convenience and enable them to find solutions to their problemsthrough interactive process within the package. This package contains many new features such as speech interfacewhich enables the user to listen to the standard pronunciation and intonation ofHindi text, sentences or words. Each narrative is accompanied by a videoclipping for better comprehension. The user also has the facility to record his ownvoice and compare it with the standard voice in the package. LILA HINDI PRAGYA is the third in the LILA series of Hindi self-tutoringsoftware packages. It can, however, also be used by Hindi mother tongue speakers who,despite their general oral competence in Hindi, do not always find themselvesconfident to execute office work in Hindi for want of appropriate knowledge of thelanguage-forms, expressions and technical terminology of official Hindi. Consequently, in thefield of language learning, it has now become possible to design and develop avastly dynamic and interactive tutoring system with audio, video and even websupport. The development of these packages became possible when theDepartment of Official Language of the Ministry of Home Affairs and Applied AIGroup of C-DAC, Pune, an autonomous scientific society of the Department ofInformation Technology (DIT), Ministry of Communications and InformationTechnology(MCIT), Government of India became partners in the development ofa series of Computer-based Hindi Self-learning packages, especially designedfor the Government, Public Sector Undertaking, Banks and Corporateemployees. Learning a language is a complex process. It is a combination of morethan one input from different sources and acquisition of more than one skill -reading, writing, speaking and listening. These skills are best developed whenthe learner becomes an active participant in the process of learning. Therefore, aspecial learning model has been designed in selecting, organizing andpresenting the material in the present software package which allows maximuminteractive interface to the learner in the computer platform and seeks his activeparticipation at every step. It has been a rewarding experience for us in the C-DAC to develop theLILA series of Hindi learning software packages for the Department of OfficialLanguage of the Ministry of Home Affairs. It provided us ample opportunity toexperiment and innovate in the field of computer science, language pedagogy,multimedia, evolve an effective well-designed model of self-learning languagesoftwares. The Speech Interfaceenables the learner to listen to the standard pronunciation of any narrative text(sentence-wise as well as word-wise). It also enables them to record thepronunciation in their own voice and compare it with the standard voice.Each lesson has nine sections: objectives of the lesson, structureexposure, narrative text, new words, word-family, grammar, practice, exercisesand self evaluation tests with markings. The package also contains an on-lineHindi-English look-up dictionary. A separate Alphabet module is also providedwhich enables the learners to familiarize themselves with Devanagari letters andwords, their pronunciation and stroke-by-stroke mode of writing. One importantfeature of the package is that every lesson has a video film running alongside thenarrative. LILA HINDI PRAVEEN is the advance level package consists of 28lesson units in 3 CDs and a companion Manual with operating instructions. Thesoftware as designed supports various innovative utilities. For instance, theSpeech Interface enables the learner to listen to the standard pronunciation ofany narrative text (sentence-wise as well as word-wise). The Record andCompare utility enables the learners to record their pronunciation and voice andcompare them with the standard voice contained in the software. The softwarealso contains an easily accessible on-line Hindi-English look-up dictionary.A new feature of the package is that every lesson narrative has avideo film running alongside the text while it is played and spoken in a standardvoice that enables the learner to visualize and grasp the appropriate context,pronunciation, accent, intonation and gestures as the characters speak. Out of 21 lessons the first six lessons of thepackage mainly focus on selected linguistic and grammatical material and textsfor the benefit of those who may need a quick revision of the languagefoundation before starting the functional course. This package can be used by allthose who have a fair working knowledge of spoken and written Hindi, includingthe Hindi mother tongue speakers, but who may not be well-versed with theofficial and functional forms of Hindi. Technology-wise, the package represents the latest in the multi-medialanguage tutoring system. A vastly dynamic and interactive tutoring system withaudio and video support has been provided in the package. The audio-videointerface displays the text, its pronunciation and a running video-clip along sidethe text on the screen. The spoken sentences are automatically highlighted in thetext. For clearing the test one should get 50%marks in each unit. While attempting the test, you may choose to cancel the testat any given time by clicking on the "Cancel Test" button. After attempting the test questions, click on the "Submit" button to get theanswer evaluated and move on to the next question.
