Every day is a balancing act when operating a motorway like the Hills M2. My team and I are constantly focused on minimising travel times for 100,000 motorists and 27,000 bus patrons that use the motorway each day.

We focus on keeping the full motorway available to peak weekday commuters when the road is busiest, undertaking some work at night, on weekends and public holidays when traffic volumes are lower.

Car accidents and breakdowns have the biggest effect on congestion. The greatest delays are often linked to accidents where there has been a serious injury or when the motorway has been damaged, such as impacts with barriers dividing lanes.

My team focus on minimising the impacts of these incidents. We have tripled the number of incident response vehicles on the motorway and have stationed crews 24/7 at the Norfolk Tunnel to reduce response times. We work closely with the Transport Management Centre, Live Traffic and the Public Transport Info line to ensure up to date travel information is available during an incident.

I’d like to remind motorists to slow down and stay alert in work zones for their own safety as well as our workers. Speeding,

impatience, and driver inattention are known factors in work site accidents, so motorists should remember to:

• Follow the road work and speed limit signs – roadwork speed limits can change.

• Avoid distraction – roadwork zones include lane marking and other changes that require attention.

• Be aware of construction workers and traffic – drive safely, roadworkers have families too.

The first stage of the project, the Windsor Road west-facing ramps are now open and the benefits are flowing to the community. Some motorists are saving up to 40 minutes per week on their commute to Norwest Business Park, the Hills and Parramatta.

The next stage of the motorway to open will be the Macquarie Park ramps. Once completed, the new Macquarie Park ramps will help alleviate congestion on Epping Road and through Macquarie Park. The new on and off ramps are expected to benefit regular travellers to Macquarie Park, like Macquarie University students and workers. Motorists are expected to save up to 40 minutes a week.

BenefitsThe Hills M2 Upgrade will widen the existing motorway generally between Windsor Road, Baulkham Hills and Lane Cove Road, North Ryde and will deliver four new ramps to improve access to the motorway. The project aims to provide efficient and integrated transport for the community of Sydney’s North-West.

Significant progress has been made since the Upgrade started in January 2011, and work is on schedule for completion in mid 2013.

The upgrade will:

✓ Reduce congestion and travel times during busy morning and afternoon periods:

– 40% in AM peak hour

– 24% in PM peak hour

✓ Restore a 100km/h speed limit along the motorway from Lane Cove Road to Windsor Road, including through the Norfolk Tunnel at Epping.

✓ Provide new entry and exit points to improve access to the north-west from Windsor Road and Sydney’s growing residential and business centres in Macquarie Park.

Bridge work updateAs part of the Hills M2 widening work several bridges are being upgraded to accommodate the new lanes. Work includes widening and/or lengthening of the bridges. Here’s a summary of work progress on the bridges:

Barclay Road BridgeLengthening the Barclay Road Bridge is almost complete with resurfacing work anticipated for completion in November.

Devlins Creek BridgeWidening the Devlins Creek Bridge is almost complete with the last concrete pours scheduled for October and early November.

Murray Farm Road BridgeWork to lengthen the eastern side of the Murray Farm Road Bridge is almost complete. The northern abutment has been removed and the new central pier constructed. Resurfacing work on the bridge should be completed in November 2012.

Beecroft Road BridgeConverting the Beecroft Road Bridge from a three span to a two span bridge is now complete. Some surface repairs will be undertaken in November 2012.

Terrys Creek BridgeMajor construction and widening of the Terrys Creek Bridge is now complete. Installation of a median drainage line under the bridge should be completed in November.

Christie Road BridgeWidening and lengthening of the Christie Road Bridge is nearly complete. It is anticipated that the lengthened and widened bridge will be opened to traffic in November.

Khartoum Road BridgeWidening work on the citybound side of Khartoum Road Bridge is complete with westbound widening work commencing in October 2012.

• Complete installing new permanent noise walls and remove temporary noise walls.

• Complete work in Somerset Street, Epping and Talavera Road, Macquarie Park.

• Complete major bridgework at: – Barclay Road Bridge – Devlins Creek Bridge – Murray Farm Road Bridge – Beecroft Road Bridge – Terrys Creek Bridge – Christie Road Bridge

• Ongoing bridgework at: – Khartoum Road Bridge

• Continue rock excavation drainage and widening work in the median section of the motorway.

• Continue rock excavation outside both ends of the westbound Norfolk Tunnel.

• Install new and/or relocate existing signs along the motorway.

• Construct new sections of pavement along the motorway.

• Replace existing toll gantries at the main toll plaza.

• Realign traffic lanes along both carriageways of the motorway to allow next stages of construction.

• Night work for:

– Tunnel rock bolting, service relocation and widening work in the westbound tube

– Removing temporary noise walls

– Commence asphalt placement west of Pennant Hills Road

– Hauling and delivery of materials from Terrys Creek to Lane Cove Road

– Pavement strengthening work

– Saw cutting new pavement

The Hills M2 Upgrade is committed to minimising environmental impact and using sustainable product alternatives during construction including:

• Installing solar powered street lights at the main site compound – this saves over 40 tonnes of CO

2 over the

life of the project;

• Rainwater collection systems to collect and store water from site offices and lunch rooms for flushing toilets and for dust suppression, reducing the unnecessary use of potable water.

In addition to this, we use construction materials chosen for their sustainable properties. For example:

• Reinforcement steel containing between 66% and 89% recycled content;

• Low density Hebel concrete sound barriers provide 60% better environmental waste benefits than comparable materials during the manufacturing process;

• 96% of aggregate purchased is recycled material.

• 200,000 cubic metres of material is reprocessed and reused on site.

On site rock crushing and screening operations eliminate the need to import material or send unsuitable material to landfill. This reduces waste and vehicle use, reduces emissions and avoids heavy vehicle movements in the local community. Other initiatives to promote sustainability include recycling spray paint cans, recycling over 90% of construction and office waste and separating mercury from the old tunnel lighting for recycling.

Our work methods encourage waste reduction and recycling construction materials to minimise the project’s carbon footprint and ensure resources for current and future generations.

The Hills School at Northmead has been selected as a recipient of the Leighton Contractors Pty Ltd Community Investment Program in 2012. A Leighton Contractors employee on the Hills M2 Upgrade submitted The Hills School for consideration to take part in the 2012 program.

The initiative commits a percentage of profits to local community groups and focuses on three core areas: youth, indigenous people and the environment.

The initiative will see the installation of an interactive Urban Sensory Trail where students are encouraged to engage with the urban landscape around them in a safe and fun environment. The trail will include several ‘stops’ along the way that students can use as play points or the teachers to conduct small informal teaching sessions. Each stop will be unique and include a variety of different materials, sights and sounds. Work on The Hills School garden was undertaken during the last school holidays and will officially be opened in early November.

Fauna rescues in the Hills M2 corridor Due to the project’s close proximity to backyards and bushland, the project’s environment representatives are called out to rescue a variety of animals who wander onto site.

Just recently, a chicken and egg were rescued from Pennant Hills Road, a family of ducks from Delhi Road and a baby ringtail possum was rescued and then released into nearby bushland. Another interesting rescue was a family dog which found itself entangled in thick scrub near Beecroft Road. The Chow Chow dog was freed and taken to the pound where thanks to a microchip it was reunited with its owner in Blacktown.

If pets or wildlife are seen on the motorway, motorists are reminded of these driving tips:

• Avoid swerving or unnecessary lane changing, remain in control and pass the animal slowly.

• Leave sufficient space between vehicles for your travelling speed, don’t tailgate.

• Obey speed limits, use a safe travel speed when passing wildlife.

• If a passenger or the driver are using a hands free device, call the Hills M2 motorway on 1800 196 266 or Transport Management Centre on 131 700.

Work on the new Macquarie Park ramps

Work on the new Christie Road citybound on-ramp and westbound Herring Road off-ramp at Macquarie Park is progressing well. The community and motorists will be advised of the opening details in advance, please stay tuned.

The new east facing ramps will improve the accessibility of the Macquarie Business Park and Macquarie University to the Sydney Orbital Motorway network. In particular, traffic from the east would be able to access the area directly from the Hills M2 Motorway.

The new east facing ramps are forecast to provide direct travel time benefits of up to 3 minutes in the AM peak and 5 minutes in the PM peak period, saving motorists up to 40 minutes on their weekly commute.

The new access points at Christie and Herring Roads could provide more efficient access for buses to the Macquarie Centre Interchange and increase public transport accessibility of the Macquarie Business Park and University precinct.

The ramps will provide an alternative route to the local road networks as well as relieve peak congestion along Lane Cove Road and the eastern ends of Talavera Road and Waterloo Road.

Christie Road BridgeThe Christie Road Bridge has been widened from three lanes to five lanes and lengthened to accommodate traffic generated by the new citybound on-ramp. The widening and lengthening of the Christie Road Bridge commenced in February 2011 and will be open for traffic in late 2012.

New lane configurations on Talavera RoadTo accommodate traffic to and from the new ramps, Talavera Road has been widened on the northern side to provide two traffic lanes in each direction between just west of Christie Road and Alma Road. A bus only right turning lane into Herring Road is also provided.

Did you know?

Since work commenced on the new Christie Road and Herring Road ramps and Talavera Road in early 2011:• 42 new street lights have been installed on Talavera

Road and the Christie/Herring interchange.

• 8,800m3 of fill material was moved during the construction of the new ramps.

• Over 7,920 metres of new conduits have been installed along Talavera Road to house new and relocated services.

• Over 1,000m2 of new retaining wall panels were installed for the Herring Road off-ramp.

• Over 1,500 lineal metres of subsoil drains have been installed.

• Over 2,100mm of rain was recorded over the duration of the work in the area.

Current work In early August 2012, the newly widened citybound tunnel was opened to traffic.

Traffic is now operating with two lanes in each direction in the citybound tunnel. During the 2pm to 8pm afternoon peak, an additional third lane is opened in the westbound tunnel to accommodate the traffic flow.

Work has commenced in the westbound tunnel. Throughout October we will complete excavation of the external rock slopes and modify the existing portal structure. Widening excavation work inside the tunnel will start in November 2012 and continue into 2013 with crews working round the clock.

Work in the westbound tunnel to date includes:

• Installing noise curtains at either end of the westbound tunnel.

• Service relocation.

• Rock bolting to strengthen the existing roof structure in the tunnel.

• Completing the electrical niches in the tunnel

• Preparation work for excavation inside the tunnel

• Excavating the external rock walls

Once complete, the Norfolk Tunnel will provide three lanes for general traffic and a breakdown lane in each direction. The tunnel will be sign posted at 100 km/h.

Lane Cove Road on-ramp proposal The Hills M2 team are always looking for opportunities to improve the motorway and the service we provide the community.

Following the conversion of the motorway to cashless operations on 30 January this year and ongoing work on the Upgrade, planning has also commenced for:

• A new eastbound ramp for Lane Cove Road southbound traffic.

• Additional widening of the eastbound carriageway between Lane Cove Road and Delhi Road, North Ryde .

The project could reduce travel times by 5 minutes in the PM and allow commuters to skip 5 sets of lights compared to Epping Road or with the Lane Cove Tunnel up to 20 sets of lights compared to the Pacific Highway.

The potential for this project was considered within the Hills M2 Upgrade Environmental Assessment, however like cashless conversion, the decision was made not to progress at that time.

The plan for the ramp was placed on display for public consultation from 22 August to 7 September. The Department of Planning and Infrastructure is currently assessing its merits. Find out more at www.lanecoveroadramp.com.au

The locations of widening works for the M2 Upgrade have been determined by considering road user safety, road alignment and the natural environment.

New lanes would be created by widening the motorway, adjusting the median strip and barriers and marking new lanes.

Children with all sorts of illnesses and injuries come through the Emergency Department at The Children’s Hospital at Westmead. Over 50,000 children are treated every year.

Research is a key way the hospital can provide the best care and treatment for these children. This research is driven by the needs of the children who come to the hospital every day.

Research in Emergency Department focuses on the care of seriously ill and injured children. Current focus areas are the treatment of head injuries and recognising the signs of sepsis.

Head injuries can have a life-long impact on a child. Children’s heads are relatively large for their bodies and so head injuries are relatively common. CT scans are used to find injury to the brain and treatment is planned according to the child’s needs. This needs to be balanced with the amount of radiation the CT scan gives to a young brain. Studies in the US and UK have suggested very different levels of scanning are needed.

The Emergency Department is leading a national study into the management of head injury to look at the right balance of scanning in these injured children. This will guide doctors in when to order a CT scan for a child with a head injury.

Sepsis, when the body is fighting overwhelming bacterial infection, can be lethal in children. Recognising children who are developing sepsis is difficult as most children with fever have a simple viral illness. The Emergency Department is working with doctors and nurses from around NSW to develop a simple pathway to identify these children. This is based on research done in the Emergency Department looking at all the children treated with sepsis in the past. The pathway will be tested to see if children developing sepsis can be picked up earlier.

It is as a direct result of research that the health of children is improved.
