Hill was engaged to review a project’s baseline schedule
for conformance with the contract requirements as well
as its technical adequacy and achievability. Hill’s timely
evaluation of the current status of the project helped
uncover serious, functional deficiencies in the as-
planned schedule. Our assistance in resolving these
issues helped the owner avoid project challenges that
would have jeopardized the project’s timely completion.

Hill recently conducted a cost audit of the CPFF payment requisitions submitted
by a contractor on a large mixed use public-private project in Maryland. The
audit led to successful negotiations and removal of unallowable cost items,
improper labor burden rates and overhead markups, and cost duplications in
both the overhead rates and specific submitted costs. The owner saved over
$800 thousand of the $8.7 million billed general conditions.
Hill’s team members completed a forensic cost study of a large research facility
for a major university’s teaching hospital. The result led to a criminal complaint
and settlement due to kickbacks and diverted funds, followed by a revamping of
the institution’s procurement and construction management procedures, and
training of the construction management staff, all to avoid the potential for
further exposure to ethics violations.
Hill was engaged to review pending change orders and associated disruptive
impacts in connection with a public use facility. The project has encountered
numerous challenges that have led to an abundance of pending and potential

change orders whose cost is beyond the owner’s contingency on the projects.
The review is focused on the issues and cost surrounding the change orders and
the potential mitigations and settlement positions for the owner and contractor.
Hill conducted a cost and pricing review for a contractor on a federal contract in
Italy. Our work focused on bringing the contractor’s Request for Equitable
Adjustment into compliance with the FAR. This engagement resulted in
revisions made to field office overhead, G&A rate burdens, and removal of
unallowable cost items both the contractor and its electrical subcontractor. The
updated REA submission was reviewed by the contracting officer and approved
by its accounting consultant and successfully negotiated with minor adjustments
on the basis of the updated REA pricing.
Hill recently provided a schedule delay analysis and submitted an expert report
in international arbitration on behalf of a general contractor on a project in
Venezuela. Hill also prepared a schedule analysis for a drywall subcontractor
on the associated hotel renovation project. Hill submitted an expert report and
provided expert testimony as part of the related arbitration.
