Regular Meeting Monday, October 29, 2018

City Council Chambers 5:30 p.m.

Recap of Minutes PRESENT: Commissioners: Donna Ballard, Suzi Chauvel, Pat Kollenda, Suzanne Mellor, Adam Schwerner and Karen

Wood. ABSENT: Commissioners: Michael Ervin and Mike Stice. STAFF: Siân Poeschl

1) Adam Schwerner called the meeting to order at 5:30 p.m.

2) Minutes of October 8, 2018, meeting were approved as presented.

3) Chair’s Announcements: None.

4) Commissioner and Staff Communications: Staff invited the Commission to the artist reception and award ceremony for Juried Fine Art at City Hall on Thursday, November 1, 2018, at 5:30 p.m. Staff thanked Commissioner Chauvel for taking the time to meet with artist Marc Fornes on October 27, 2018. Staff noted artist Michael Stutz will be removing “Boom Boom Bench” the first week of December for repair. Suzi Chauvel described artist Marc Fornes as a “genius of his time” and was excited to see his invention for a project at the Village Entrance. Ms. Chauvel congratulated the Community and Susi Q Center on its “Art and Nature” exhibition.

5) Public Communications: None.

6) Items for Discussion and Action:

A) World AIDS Day – Since 2006, the Arts Commission has acknowledged the World Health Organization “World AIDS Day” held annually on December 1. A motion was made to install ribbons and an acknowledgement on sculptures “People’s Council: “Deer Warrior” and “Waves” in acknowledgement of World AIDS Day. M/S Kollenda/Chauvel. Yeas: Ballard, Chauvel, Kollenda, Mellor, Schwerner, Wood. Noes: None.

B) Meeting Schedule – Staff reviewed the meeting schedule for 2019. A motion was made to approve the schedule

as presented. M/S Kollenda/Ballard. Yeas: Ballard, Chauvel, Kollenda, Mellor, Schwerner, Wood. Noes: None.

C) 2019 City Hall Exhibition Schedule – Staff presented the exhibition schedule for 2019. A motion was made to

approve the exhibition schedule as presented. M/S Kollenda/Ballard. Yeas: Ballard, Chauvel, Kollenda, Mellor,

Schwerner, Wood. Noes: None.

D) 2nd Floor City Hall Exhibition – Staff presented proposals for extending the exhibition to the second floor of City

Hall. The consensus of the Commission was to explore the proposals further and include any increases in the

2019-2020 Budget. The Commission felt comfortable in Staff making the final decision.

Overview Friday Flicks is the Arts Commission’s annual series of free-to-attend film screenings for the public. The series is currently in its 11th year. The selected films are related to arts, artists and culture. Summary of the Matter Arts Commissioner Suzi Chauvel, Cultural Arts Manager Sian Poeschl and Arts Program Coordinator Michael McGregor have discussed potential films for 2019’s showcase and are recommending the following:

February 1, 2019- Leaning into the Wind (2018) “British sculptor and environmentalist Andy

Goldsworthy uses his natural surroundings to create works of art in San Francisco, St. Louis, New

England, Brazil, Scotland and France.”

March 1, 2019- The Gospel According to Andre (2017) “Filmmaker Kate Novack explores the life and

career of fashion journalist André Leon Talley -- from his childhood in the segregated South to his iconic,

April 5, 2019- Ryuichi Sakamoto: Coda (2017) “One of the most important artists of our era, Ryuichi

Sakamoto has had a prolific career spanning over four decades. From techno-pop stardom to Oscar-

winning film composer, the evolution of his music has coincided with his life journeys. Following

Fukushima, Sakamoto became an iconic figure in Japan's social movement against nuclear power. As

Sakamoto returns to music following a cancer diagnosis, his haunting awareness of life crises leads to a

resounding new masterpiece.”

To: Arts Commission Meeting Date: November 26, 2018 Agenda Item: B Title: 2018 Children’s Holiday Palette Competition Location: City Hall, 505 Forest Avenue

Overview The City of Laguna Beach holds an annual exhibition for Holiday Palettes designed by local children ages 5 to 17 years old. All submitted designs are reviewed by the Arts Commission and selected designs are mounted on small wood palettes to be displayed in City Hall throughout December. The selected artists will be recognized with a special awards ceremony at the City Council meeting on December 4, 2018. Summary of the Matter This year 174 entries were received from children ages 5 to 14 years old. The Banner and Palette sub-committee has already reviewed the submissions and will provide a verbal report of their recommendations. The Arts Commission will review submissions and selected 12 designs to be recognized. Recommendation It is recommended the Arts Commission, with advisement from the sub-committee, select one design from each age group to be represented as well as two additional designs of considerable noteworthiness.

The Thalia Column( Revised) Public art proposal for Laguna Beach Thalia St. stairs location

Revised concept The following is a revision of the original project I proposed and was awarded for the Thalia Stairs public art commission. Due to issues regarding the lightbox element of my project, its relationship to the coastal area and any potential restrictions on lighting at the Thalia stairs location, I have decided to remove the lightbox element. My original concept with the project was to offer a colorful beacon on the beach for people to navigate by, as well as create a monumental radius ceramic structure that works in concert with the angular geometry of the concrete stairs. I revised the composition of the piece to add more dynamic contrasting stripes of color to the structure. I feel the piece will still provide the intended function of a kind of beacon as well as add details that make the piece more interesting close up. The following is from the original essay for the project with edits related to the change in the piece. Concept Upon visiting the site, I was drawn to the area that had been designated for the shower but was later taken out of construction. The space, its location on the run of stairs, and the architectural containment it provides is a perfect location for a vertical column structure. My concept is to make a 26 to 30” wide column that is approx. 10 to 12 ft tall. I think given the angular structure of the stairs in the landscape, it would be interesting to introduce a vertical radius structure as a counterbalance but also being mindful of not blocking any ocean views. The column would be made from thick ceramic rings that stack on top of one another. These section would be made from vitreous high fire stoneware clay and glazed making the piece impervious to the elements. The rings would stack with thicker rings at the base and then thinner rings as it elevates to balance the weight on the stacked parts. There would be a powder coated steel truss structure mounted in the concrete inside the column that the rings attach to for stability and earthquake safety Each ring of the piece would be glazed with an opaque color glaze. The colors I’m choosing are loosely based on the colors of nautical flags with white spaced between the colors. as a way to create a minimalistic geometric and buoyant sense to the piece. The piece would also have a lighthouse quality which for me is about knowing a defined location, in this case it would be for nighttime beach wanderers that could use the column as a beacon to define their location. Materials and installation The piece would be constructed out of the same clay body formulated for large scale outdoor sculptures that are made by the master ceramic artist Jun Kaneko. This is proven formula for outdoor environments. The piece would be made in 2 ft tall sections that have a flanged lip. The pieces would seat into each other and then PL construction adhesive would be used to join the section permanently. The interior of the column would have a powder coated steel truss structure. This structure will mount into the concrete with Hilti concrete anchors though a ½ inch steel base plate. This will keep the piece stable and provide earthquake safety. There will be drainage holes in the bottom of the column for any water intrusion. The top of the column will be covered by a custom-made polycarbonate lightbox that fits over the column top. This will provide a light source as well as protect the truss structure from water intrusion. Maintenance The Ceramic and steel parts of this project would only require exterior cleaning
