HIGHLIGHTS OF ACCOMPLISHMENTS First Semester, 2017

I. THE PHILIPPINE DAIRY INDUSTRY PERFORMANCE

Dairy recorded the highest increase in volume and value of production at 11% and 22%

respectively among the livestock sector. Total dairy production reached 5.73 thousand MT-

level and grossed more than P199 million at current prices.

According to the Philippine Statistics Authority, the increase in volume and value of production

can be attributed to more cattle, carabao and goats for milk production during the period.

II. AGENCY PERFORMANCE

1. GROWTH IN DAIRY ANIMAL INVENTORY AND MILK PRODUCTION

Total dairy herd increased by 16% as of June of 2017 with dams and does increasing by 12%. The increase in inventory is a result of the natural build-up of existing local animals in dairy areas. Total milk production and daily volumes increased by 9%. Milking animals, likewise, grew by 6% in the first half of the year.

2. CONTINUED GROWTH OF DAIRY GOATS The dairy goat inventory has increased by almost 18%, a total of 13,708 heads from last year's 11,645 heads on the same semester.

Total goat inventory of 13,708 is 29% of the total dairy herd inventory in NDA-assisted areas of 47,142 heads. By dairy animal type, dairy goats have surpassed the number of dairy carabaos ranking second to cows.

3. TECHNICAL SERVICES RENDERED

As of June, 2017, a total of 5,591 animals were bred. Previous breeding and upgrading activities led to the production of 1,719 calves which are potential additions to current dairy animal population. Animals tested for tuberculosis numbered to 2,011 heads, tested for brucellosis is 1,223 and vaccinated for hemosept is 2,387.

4. NDA INITIATITVES IN EMBRYO TRANSFER TECHNOLOGY In an effort to boost the

animals, the NDA in

partnership with GENEX

Biotech Group and

Universal Harvester Dairy Farms, Inc. (UHDFI) initiated embryo transfer technology in

dairy cattle under the dairy genetic improvement program. This is a process of

reproduction by which cells are extracted from an ovary of a donor cow through

aspiration from the reproductive tract. As these eggs are fertilized in-vitro, the embryo

is then transferred to a surrogate cow that will give birth to the calf. This technology

allows faster reproduction of dairy cattle possessing the desired breed.

This project targets a total of 600 dairy grade cattle produced from embryo transfer

technology. Phase 1 of the project is underway. List of important activities of the project

are as follows:

a. A total of 600 heads of female animals (dams and heifers) were subjected to

Pregnancy Diagnosis thru ultrasonography at the Universal Harvester Dairy

Farms, Inc. (UHDFI) last June 20-22, and July 4-5, 2017. All animals found to be

empty will be used as the surrogates.

b. Target date of implantation of embryos will be on August 18,19 and 21, 2017.

c. Hormone therapy will be done starting 1st week of August.

5. CAPABILITY BUILDING

The NDA continuously conducts trainings that aim to educate its stakeholders with the latest knowledge in dairy technology. As of June, 2017, the NDA successfully conducted 51 trainings benefiting 935 farmers and extension personnel on the following Dairy Courses:

a. Basic Dairy Husbandry

b. Artificial Insemination and Pregnancy

Diagnosis

c. Milk Safety and Quality Training

d. Dairy Goat Production and Management Training

e. Hygienic Milk Handling and Processing

f. Forage and Pasture land Preparation Seminar

6. INCLUSION OF TWO (2) NDA PROGRAMS IN THE 2017 NATIONAL PRIORITY PLAN

NDA successfully defended the inclusion of two (2) of its main programs under the 2017 National Priority Plan (NPP) of the Government. Out of the four (4) programs of the Department of Agriculture that were certified, the NDA's Herd Build-Up Program and Milk Feeding Program were considered as part of priority projects, programs and activities (PPAs) together with Corn Technology Demonstration and Hybrid Technology Demonstration/Model Farm. Certification was issued last February 6, 2017 by the National Economic Development Authority (NEDA). The purpose of vying for certification under the NPP is to entitle sponsors who will donate for the said programs tax deductions in accordance with the provisions of Sec. 34 of the National Internal Revenue Code of 1997.

7. RESULTS OF THE COCO DAIRY MILK FEEDING RESEARCH

The FNRI finally released the result of the study entitled "Coco Dairy Milk Feeding

Research" which was presented last 19 January 2017 to NDA and other dairy and coconut

industry stakeholders. The Coco Blend project started last 05 November 2015 in

coordination with the Food and Nutrition Research Institute (FNRI) of the Department

of Science and Technology. Its primary objective is to investigate and compare the effects

of coco skim milk, cow’s milk and dairy-coco milk blend consumed daily over a 120-day

feeding period on the improvement of nutritional status of Filipino school kids. The study

has a total budget of P 1.3 M from FNRI and Php500,000 from NDA.

Study showed that coconut milk and cow's milk blend is a good alternative for Cow’s milk

in dairy supplementation since the benefits shown in this study was identical. The study

results affirmed the beneficial effects of consuming either one of the three (3) types of

milk (cow's milk, coco blend or coconut milk) in improving height and weight of

schoolchildren.

An increase in demand for coconut products may boost the revenue of coconut farmers

in the Philippines who are currently experiencing backslide in the industry. The coco-

milk blend can be used instead of using imported reconstituted milk.

8. BUY-BACK ENGAGEMENT FOR LOCALLY PRODUCED DAIRY ANIMALS To support the Dairy Herd Build-Up Program, the NDA continuously implement the animal Buyback Scheme. A total of 3,945 heads of dairy cattle were already procured under the scheme valued at 165.3 million since the project started. For the first semester of 2017, 361 heads were bought and distributed to new and existing dairy farmers and cooperatives nationwide.

9. DAIRY ATLAS In line with the Department of Agriculture's efforts in the development of the National Color Coded Agriculture Guide Map (NACCAG) to help farmers obtain data on farming and boost farm productivity, the National Dairy Authority created its own set of color-coded maps called the Dairy Atlas 2016. The Dairy Atlas is a series of color-coded distribution maps showing the following data:

a. Dairy Coverage (see figure1) b. Dairy Players c. Dairy Production d. Dairy Facilities e. DMF's Performance f. Milk Feeding Coverage

These maps are available on the NDA website for use of interested dairy stakeholders.

III. ORGANIZATIONAL DEVELOPMENT

1. NDA INFORMATION SYSTEMS STRATEGIC PLAN

To support the information requirements of the strategic management and operational decisions affecting the various field offices, and in order to promote economy, efficiency and effectiveness in the delivery of extension services, the NDA developed the Information Systems Strategic Plan (ISSP) 2018-2020. It addresses the need for information that could help NDA top management in actualizing its plans, programs and strategies in accelerating the development of a viable local dairy industry. The system is intended to generate reliable information for decision making for major targeted users, namely the top management, middle management and personnel; including external users such as government policy makers, researchers and the NDA clienteles. The NDA's ISSP is to have its own computerized information systems which would be locally networked within the head office and widely networked to its six (6) island offices and to the Department of Agriculture’s Information and Communications Technology Service (DA-ICTS). This is to facilitate sharing and accessing of relevant databases among internal and external users namely, DA Planning and Monitoring Services, regional, provincial offices, the bureaus, and the Office of the Secretary.

Said plan was submitted to the Department of Information and Communications Technology (DICTS) and will serve as one of the building blocks to the overall Government Information Systems Plan (GSIP).

2. MILESTONES TOWARDS THE IMPLEMENTATION OF A QUALITY MANAGEMENT SYSTEM (QMS) In line with NDA's vision towards a stronger and vibrant agency focused on consistently meeting customer requirements and enhancing their satisfaction through the implementation of a Quality Management System under ISO 9001:2015, major milestone accomplishments were achieved as follows:

a. Conduct of Training on Documentation last 03-04 July 2017 b. Conduct of Risk Assessment by the expanded mancom last 05 July 2017 c. Conduct of training on Internal Audit last 06-07 July 2017

3. NDA COMPETENCY FRAMEWORK With the agency's commitment in designing and implementing appropriate staff development program for competent and efficient manpower, the development of competency framework is among the priorities of the management. Different phases in developing the competency framework include preparation, development and implementation. The first two phases are currently being undertaken by the agency through a series of workshops participated by its officials and staff from different departments of the central office including all the regional departments. The workshops aimed to come up with a framework or model which describes the competencies required for successful or exemplary performance in a job category, work team, work setting, profession and organization. Courses taken in the two workshops include competency modeling and profiling and development of competency based qualification standard and job description. At the end of the workshops, participants were able to identify seven (7) core competencies, thirteen (13) organizational competencies, five (5) leadership competencies, and forty four (44) technical competencies. These competencies describe the most critical knowledge, skills and attitude that will drive successful performance of each staff vis-a-vis the achievement of the vision and mission of the agency as the catalyst of the government mandated to ensure the accelerated development of the Philippine dairy industry.

IV. LOCAL COOPERATION ON MILK PROMOTION

1. MIK FEEDING INITIATIVES a. NDA, PCSO partner for the Milk Feeding Program Implementation in Nueva

Ecija

The National Dairy Authority (NDA) and the Philippine Charity Sweepstakes Office (PCSO) have finally launched the first Milk Feeding Program (MFP) in the municipalities of Talavera and Llanera in Nueva Ecija on May 30 and 31, 2017, respectively.

The MFP, with the theme "May Gatas Ka, Bata," aims to improve the nutritional status of the children beneficiaries and to increase the income of the local dairy farmers in the province by tapping them as suppliers of milk. For this program, the PCSO has allocated P1.2 million to cater to 500 children, aged 2-6 years, who will be served with 200 ml packs of pasteurized milk from Monday to Friday for a feeding period of 120 days. The Nueva Ecija Federation of Dairy Carabao Cooperative (NEFEDCCO) will be the supplier of milk for the program.

The MFP commenced last June 5, 2017. Periodic field visits were conducted by the NDA to monitor milk safety and quality and prompt milk deliveries.

b. LGU of Roxas, Isabela launches “Going Zero Malnourished Program”

In its goal of improving the nutritional status of the malnourished children in the municipality, the Local Government Unit (LGU) of Roxas, Isabela recently launched its “Going Zero Malnourished Program” in partnership with Roxas Dairy Processing Center, RITFCC Dairy Multiplier Farm and the National Dairy Authority (NDA).

The milk feeding program (MFP), which commenced last April 5, 2017 at Imbaio Elementary School, will last up to 120 days. Strawberry flavored milk in 180 ml packs were distributed to a total of 90 beneficiaries comprised of children aged 3-10 years old and pregnant women residing in barangay Imbaio. The distribution of bread and milk packs was facilitated by the teachers from the Imbaio Elementary School. The children were pre-weighed before the feeding started and to be weighed again after a month to monitor their weight gain.

Prior to the launching of the program, the NDA has conducted an assessment of the RITFCC Dairy Multiplier Farm’s milking activity. This is to ensure that the milk being

used in the MFP is clean and safe for consumption. An on-site demonstration on hygiene and sanitation was also provided by the NDA.

2. 20TH DAIRY CONGRESS AND EXPOSITION IN CAMIGUIN The National Dairy Authority, together with the Dairy Confederation of the Philippines led the 19th Dairy Congress and Expo held in Camiguin last 3-5 May 2017. The DairyConEx is an annual three-day event organized by the Dairy Confederation of the Philippines (DairyCon) to serve as a platform for dairy stakeholders and allied sectors to build synergy among themselves and to know the latest innovations and breakthroughs in the areas of dairy production, processing, marketing and cooperative development. This year’s congress was hosted by the Mindanao Alliance of Dairy Industry Stakeholders (MADIS) with the support of the Provincial Government of Camiguin, National Dairy Authority (NDA) and Philippine Carabao Center (PCC). The DairyConEx, carrying the theme “Gatas Pinoy: Paunlarin, Tangkilin, Palaganapin!”, featured presentations and discussions which focused on the local dairy industry situation, dairy animal health and nutrition management, animal welfare laws and regulations, dairy production technologies, and milk quality standards. Aside from presentations, the event also included exhibits showcasing the products, services and technologies offered by the dairy industry players.

3. NDA and local dairy farmers to celebrate the 22nd Dairy Anniversary

This year’s celebration of NDA Anniversary was made a more cordial experience for the local dairy farmers. In an effort to bring the event closer to its stakeholders, the National Dairy Authority (NDA) held its 22nd Founding Anniversary in the island regions nationwide from 13-24 March 2017 as a way of spending more time with the farmers, providing convenience to them, and drawing more participants from the field. Anchored on the theme “Moving towards a sustainable dairy industry”, the event highlighted the strong partnership between the NDA and its dairy stakeholders in sustaining and accelerating the local dairy industry through the provision of livelihood an improvement of the children’s nutrition. Some 695 farmers and dairy stakeholders celebrated the Anniversary with NDA employees - 120 in North Luzon, 168 in South Luzon, 120 in the Visayas, 100 in Northern

Mindanao and 187 in Southern Mindanao. Activities during these events include milk feeding of school children, lunch, fellowship and games for the farmers. This year’s celebration recognized and honoured dairy farmers who have exemplified outstanding performance in terms of milk production and who have remained in the dairy sector for ten to twenty two years; farm families whose members are engaged in dairying and who have made dairy as their source of livelihood; and, milk processing plant (MPP) operators who have consistently earned income from dairy business.

4. NDA ATTENDS THE WORLD FOOD EXPO (WOFEX) 2017

a. VISAYAS FIELD OFFICE - The NDA Visayas Field Office joined the World Food Expo

held in Iloilo last February 23-25, 2017. The office was able to distribute 50 Annual Reports, 82 Dairy Brochures for Beginners, 82 pieces of Brochures on Consumers Guide on Milk and Milk Values and 30 pieces on Forage Management. There were inquiries from interested individuals on how to make use of their idle lands and on where they could get fresh milk.

b. NORTH LUZON FIELD OFFICE- The North Luzon Department joined the World Food Expo held in Vigan City, Ilocos Sur last March 16-18, 2017. This is to promote the agency's programs in the Ilocos region and encourage prospective farmers to venture into dairying. Being one the country's tourist destinations, the Ilocos region presents huge potential market for dairy products. Activities undertaken during the event include promotion of NDA Programs, marketing of Sta. Maria Dairy Products such as yogurt, pastillas and flavoured drinks, dissemination of information through radio interviews, and distribution of information education communication (IEC) materials.

5. NDA CELEBRATES WORLD MILK DAY The National Dairy Authority (NDA) hosted events for the World Milk Day 2017.

a. A promo-sampling activity was held at the Quezon Memorial Circle last 01 June 2017, Thursday, from 8:00AM to 11:00AM. Free milk samples of about 100mL were given to about 500 persons who visited the NDA booth. Aside from free milk, brochures and pamphlets were also given away.

b. Last 14 June 2017, a "Breakfast on the Farm" was held at the Sta. Maria Dairy Farm in Batangas. About 100 guests graced the occasion. Locally-produced milk and milk products were served (soup, pan de sal with kesong puti, fresh or choco milk) to school children, LGU official, NDA staff and other visitors who were present. A video presentation about the Sta. Maria Dairy Farm was shown while the guests were having breakfast. There was also a brief farm tour for the guests.

c. In Cebu, the World Milk Day was also celebrated last 05 June 2017 together with the employees of the Department of Agriculture RFO VII. Free milk samples were given to all DA RFO VII and NDA employees. The World milk Day was also celebrated in Ubay, Bohol where a free milk tasting activity was also held at the Ubay public market.

d. The National Dairy Authority- Northern

Mindanao Department (NDA-NM) celebrated

the World Milk Day 2017 with two (2) events

that started in May 31 to June 1, 2017 at the

City Hall grounds, Cagayan de Oro City in

coordination with the Northern Mindanao

Federation of Dairy Cooperatives (NMFDC)

and the Department of Trade and Industry

(DTI). The Milk Sale (31May-1June 2017) was

part of the Diskwento Caravan Balik Eskwela

edition, staged to provide consumers with

affordable food and basic commodities, back to

school items and assorted products at

discounted prices. Locally produced milk and

dairy products were sold. Consumer

consultation and distribution of dairy information materials was done to encourage local

dairy support. There was also a milk sampling activity (1 June 2017) where free milk were

distributed at the NDA-NMFDC Diskwento Caravan Booth. First to receive milk were

persons with disabilities and children. Also delighted to taste the fresh milk were the

military and law enforcement group who patrol the event and maintain the peace and

order in the city especially that Mindanao is now under Martial Law. The milk sampling

event draws a long queue of eager milk drinkers, promoted local milk, contributed to high

milk sales that all dairy products were sold out.

V. LOCAL INITIATIVES AND COOPERATION

1. DEVELOPMENT OF PROJECT CONCEPT NOTES FOR INTERNATIONAL

COOPERATION

A project concept note entitled Strengthening Capabilities on Philippine Dairy Development and Regulation Policy Analysis and Formulation was submitted to the DA-Wide Project Clearinghouse System Technical Secretariat for possible funding under the 2018 Korean Agricultural Policy Experiences for Food Security (KAPEX) Program. Said proposal has already been endorsed to NEDA by the DA-Project Development Service (PDS).

2. PARTICIPATION IN CONSULTATION MEETINGS AND FORA

a. Investment Priority Program (IPP) 2017 - The NDA actively participated in the drafting of the 2017 Investment Priority Program (IPP) Specific Guidelines during the Sectoral Consultation Meeting last February 17, 2017 at the Board of Investment (BOI) in Makati City.

b. Pricing Committee Meetings

North Luzon - The North Luzon Department conducted a Dairy Pricing

Committee Forum last 24 February 2017 participated by Provincial Veterinary Officers from different regions in North Luzon and chairmen of different cooperatives. The activity was conducted to set the pricing standard in North Luzon. Pricing standard used by the NDA was presented to the group. It was agreed that the average price of Php110.00 per kilo live weight will be set as market standard price of the male calves in whole North Luzon.

Visayas - A Pricing and Technical Committee Meeting was also conducted by the Visayas Field Office held last January 13, 2017. This was attended by 18 participants including NDA Project Management Team Leaders from all dairy production areas, and representatives of the Department of Agriculture Region VI, D.A. Region VII and from the Provincial Veterinary Offices of Aklan, Cebu, and Siquijor.

South Luzon - Another pricing committee meeting was likewise conducted by the South Luzon Field Office last March 3, 2017. Participants include CALABARZON, MIMAROPA and Bicol farmers, and the NDA staff and officers. In the said meeting, it was agreed that each regional area will adopt their own evaluation scheme and base prices.

c. North Luzon Department Stakeholders Forum - The North Luzon Department

conducted its 1st Stakeholders Forum last 19-20 January 2017. This was

participated by Bulacan, Isabela, Nueca Vizcaya and La Union group of farmers

composed of DMF operators. The activity was conducted to update the farmers of

their outstanding accounts with the NDA and to discuss the Unified Standard

Payment-In-Kind Scheme for the NDA Dairy Animal Distribution Program or

what will be called the 1:1 Scheme.

In the 1:1 Scheme, the NDA lends to eligible dairy farm operators dairy animals

that are each payable in four (4) years. Payment for the animals shall generally

be in-kind, consisting of one (1) similar dairy animal for every animal (1:1)

delivered by the NDA and received by the Dairy Farm Operator.

d. NDA Participation in the KABISIG Philippine Government and Trade Fare

2017

The NDA participated in the KABISIG Philippine Government and Trade Fare 2017 organized by the Kabisig Mindanao Foundation, Inc. held at Abreeza Mall, Bajada, Davao City last April 18-20, 2017. The main objective of the event was to promote the services and products of all government agencies in the country. The expo was successfully participated by 40 government agencies from all over the Philippines. The NDA booth has generated sales out of the milk products produced by FEDDAFC.

VI. INTERNATIONAL INITIATIVES AND COOPERATION

1. NDA PARTICIPATION IN THE 1ST JOINT PHIL-THAI AGRICULTURE WORKING

GROUP MEETING The NDA represented by Mr. Rene M. De Guzman, Manager for Corporate Planning Department, participated in the 1st Joint Agriculture Working Group (JAWG) held in Bangkok, Thailand, along with eleven (11) other delegates from the Philippines last January 25-28, 2017. The group was headed by DA Assistant Secretary for Planning and Project Development, Mr. Lerey Panes. Forty-six (46) government officers from the agriculture and fishery sector from the Philippines and Thailand convened to discuss and agree on the twelve (12) project proposals on agricultural cooperation which include two (2) proposals on dairy entitled:

Innovation Platform on Community Based Dairy Production and Product Development (by PCC);

PH-THAI Dairy Industry Policy & Planning (PT-DIPP) Both countries agreed in principle for all the proposals presented with marginal notes/qualifications. The proposals on dairy have been elevated to the heads of Department of Livestock Development (DLD) of Thailand for comments especially on its implementation concerns.

2. NDA PARTICIPATION IN THE DAIRY ASIA NETWORK NATIONAL FOCAL POINT MEETING The Philippines thru the National Dairy Authority, represented by Mr. Rene M. De Guzman, Manager for Corporate Planning Department, participated in the two (2) day National Focal Point Meeting under the Dairy Asia Sustainability Framework held in Bangkok, Thailand lat March 9-10, 2017. The Philippines participated in the event along with the other national focal points from Asia including Afghanistan, Bangladesh, Bhutan, China, India, Indonesia, Mongolia, Myanmar, Nepal, Thailand and Vietnam.

Dairy Asia is a multi-stakeholder partnership of willing partners committed to visioning and building a sustainable dairy sector in Asia and the Pacific Region. Its functions include the following:

1. Facilitate knowledge and information exchange about dairy development across Asian countries

2. Support institutional development for dairy development in Asia 3. Support Policy and Strategy development in support of dairy sector development

in Asian countries 4. Advocate for and broker investment partnerships for sustainable dairy

development in Asia. 5. Facilitate collaborative R&D activities in support of sustainable dairy

development. During the meeting, it was revealed that the top two priorities for 2017 operation of almost 1/3 of the 13 countries who attended focus on improving milk productivity and farm profitability and the market integration of small scale producers. The roles of the National Focal Point (NFP) were emphasized and the functions and composition of the Steering committee were tackled. Dairy Asia is consolidating dairy initiatives in the Asian region to contribute in the realization of the sustainable development goals. The 13 incorporating member countries which have varying dairy development initiatives were cooperative enough to get involved in this unifying act.

VII. AWARDS AND RECOGNITION

1. GAWAD PASASALAMAT 2017 AWARDEE

Mr. Virgilio P. Balicog, a dairy farmer and member of Limbaan farmers Dairy Cooperative in New Corella, Davao del Norte was given a DavoNor Golden Excellence Award during the 50th Founding Anniversary of Davao del Norte Gawad Pasasalamat 2017. He was the 2016 Gawad Saka Regional Winner for Outstanding Large Animal Raiser featuring his dairy animals, forage and income from milk. The award was given during the Gawad Pasasalamat Awards Night at RDR Gym, Davao del Norte Sports and Tourism Complex, Tagum City, June 30, 2017. In photo are Mr. Virgilio P. Balicog and wife Mrs. Jesusa Balicog during the awarding ceremony. Mr. Danilo Diwata, a dairy goat farmer from Banaybanay, Davao Oriental was also a recipient of the 2016 Gawad Saka Regional Winner award for outstanding small animal raiser.
