U.S. House Democrats issue report oncontingent faculty

ZDENKO JUSKUV TEACHES fivecourses on at least three different cam-puses for two different Rhode Islandcolleges, and spends 40 to 50 hours aweek, sometimes even 60, grading pa-pers, advising students in person andover email, planning and preparing newcourse materials, and more. For all this,

the Master’s-educated adjunct professor earns about $24,000 ayear, without health benefits or job security. And still, he says,he loves it. “I really enjoy working with the students, buildingrelationships with them… seeing them succeed in life and bet-ter themselves.”

Sound familiar? It certainly does to members of the U.S. HouseCommittee on Education and the Workforce Democratic Staff,which issued a report last month after hearing from more than800 contingent faculty members, including many NEA HigherEd members. The report is entitled, “The Just-in-Time Profes-sor,” and can be found at nea.org/he. In it, the authors write,“While the occupation of ‘college professor’ still retains a repu-tation as a middle-class job, the reality is that… their story isanother example of the shrinking middle class and anotherdata point in the widening gap between rich and poor.”

For many, including Juskuv, the answer is unionization. Contin-gents who belong to unions earn more — 25 percent more percourse, on average—and they’re also more likely to have healthand retirement benefits, and contractual provisions around jobsecurity. For Juskuv, who belongs to a faculty union at one in-stitution and is working on organizing an NEA-affiliated unionat the other, the difference is clear.

For public institutions of higher education, especially two-

year colleges, state funding is vital to providing a high-quality education for

students. While some funding may come from other sources, many institutions rely on state support (to varying degrees), and assume some level of state support when planning their

budgets. But over the past decades, and particularly during the recent recession, state funding to public

colleges and universities has melted faster than the polar ice caps—and faculty salaries have declined with

it. Yes, you are earning less money. Will that funding ever return? This year’s analysis of state budget data

shows that, while cuts to funding have slowed or stabilized in some places, it’s the rare state making an

effort to re-invest in public higher education.

This special issue of the Advocatecontinues to examine the effects ofthe recession on state support forhigher education, and on facultysalaries. To do this, trends in publicsupport and public sector facultysalaries over a five-year period havebeen reviewed. While faculty pur-chasing power was higher at the endof the five-year period, there was a 3percent decrease in salaries and a 4percent decrease in state support, in-cluding support from the federalAmerican Recovery and Reinvest-ment Act (ARRA).

Between FY2009 and FY2014, a totalof 35 states reported a decline instate support, including ARRA, forhigher education. The declines var-ied drastically, and ranged between34 percent in Louisiana and less than1 percent in Mississippi, SouthDakota and West Virginia.

Last year’s Advocate noted that whenthe nation suffers economically, col-lege enrollment increases, especiallyat community colleges. Unemployedworkers want to learn more mar-ketable skills, and those with mar-ginal jobs want to upgrade theirskills. Conversely, as full-time enroll-ment declines—and it did, 2 percentlast year—it signifies the recession iscoming to and end. During the lastfive years, to meet the needs ofgrowing enrollments there was a 13percent increase in the number offaculty members. Keep in mind theseare likely to be non-tenured, contin-gent or adjunct faculty members:More recently, between FY2012 andFY2013, there was over a 2 percentdecrease in the number of full-timefaculty.

The last five years’ decline in statesupport, coupled with the increase innumbers of students, may have se-

vere consequences for higher educa-tion institutions—and their students.Based on what we’ve seen over thelast few years, despite the economy’snascent recovery, state funds forhigher education are likely to con-tinue to slide downward. At the sametime, colleges will likely continue toshift teaching duties away from full-time, tenure-track faculty to poorlypaid, part-time faculty and graduateassistants, whose working condi-tions make it very difficult to providehigh-quality instruction to students.

Faculty Salaries StillFalling In FY2013, faculty salaries (in con-stant dollars) saw no change fromthe previous year across all ranks,but the average faculty member’spurchasing power decreased by $408(-0.5 percent) from $77,774 inFY2012 to $77,366 in FY2013. Chart 1shows the trend in faculty salaries inconstant dollars from 1992-93 toFY2013.

It should be noted that faculty pur-chasing power has decreased whencalculated for all ranks. In Chart 1,information for “instructors,” “lectur-ers” and faculty with no rank—theseare typically contingent or adjunctfaculty—have been combined andclassified as “all other ranks.”

ccording to state budget data collected by the annualGrapevine study1 conducted by the Center for theStudy of Education Policy at Illinois State University,state support for higher education has declined overthe past five years in most states, with cuts reaching ashigh as 34 percent. More recently, between FY2012 andFY2013, 18 states showed a decrease in state appropri-ations for higher education, while an additional tenstates had increases of less than 1 percent. But thistrend began to gradually turn around between FY2013

and FY2014 with just ten states reporting a decrease in state support and fourwith a less than 1 percent increase.

Whether salaries for these threegroups are calculated individually orcollectively, they are still the lowest-paid faculty group. However, thechart indicates that all faculty rankshad no change in their purchasingpower in FY2013.

Private institutionspay moreFull-time faculty salaries also differby institutional type. In FY2013, fac-ulty members at public two-year col-leges earned an average of $10,983more per year than their counter-parts at two-year private institutions.On the other hand, faculty membersat private liberal arts, comprehensiveand private doctoral/research institu-tions earn more than their public col-leagues; FY2013, the salarydifferentials ranged from $970 to$13,294. Faculty salaries at privateinstitutions continue the trend andremain higher overall than in publicinstitutions; this year’s differential is$11,412, an increase of 12.5 percentover last year’s difference of $10,147.

ARRA funded statesfaculty salarydifferences at publicinstitutionsThe American Recovery and Rein-vestment Act (ARRA) provided addi-tional state aid to 15 states that hadimplemented furloughs or salary re-ductions for faculty members. Thosecuts represented a real reduction insalaries that is not included in the re-ported salary data. Table 3 shows thepublic institution salary increase inthese states from 2007-08 to 2008-09.

As funding ended for these states,we can see a five-year decrease forfaculty from FY2008 to FY2013. In In-diana and Tennessee, there is a de-crease in the two-year colleges whilefour-year colleges experienced anequivalent increase.

Although ARRA funds may havebeen used by states to close theirbudget shortfalls for higher educa-tion in whatever way they choose, itwould appear that ARRA may havehelped to maintain salary increases,which have shown slow but steadyincreases over the last several years.

This does, however, depend onwhether, and by how much, the nor-mal state support is declining.

Women: No progresswith pay equityWomen faculty members continue toearn less than men in all sectors ex-cept for private two-year institutions,although the number of private two-year institutions reporting results inFY2013 was quite low. The greatestdisparity can be found at doctoraluniversities, both public and private,where women’s salaries are 80 per-cent and 78 percent of men’ssalaries, respectively, and have re-mained the same for the past sevenyears. Slight progress has been madeover the years in most sectors, al-though the percentages this yearcontinue to remain basically un-changed since 2008-2009. Femalefaculty members continue to farebest at two-year institutions, bothpublic and private, earning salariesthat are 96 percent and 104 percent,respectively, of those of their malecounterparts.

The difference? Two-year collegesare more likely to pay faculty on asalary schedule based on educationand experience while universities re-flect market rates that tend to paymale-dominated areas such as engi-neering and business more thanthose associated with women, suchas education and library science.

More women oncampusesDespite the fact women still haven’tachieved equity in pay, the percent-age of full-time women faculty atpublic institutions has increased by96 percent since 1990, while the

number of men increased by 5 per-cent. There is an overall decrease inthe number of women faculty overthe last year by 2 percent. Even atpublic doctoral universities, wherethe pay disparities are largest, thenumber of women faculty membershas increased 59.4 percent over thelast decade. Over the past year aloneat public doctoral universities, thenumber of full-time women facultymembers has increased 3.3 percentcompared to 1.1 percent for men.Over the past decade, the share ofwomen working full-time at privateinstitutions also has increased, by 36percent, compared with an 8.7 per-cent increase for men. Private doc-toral universities have seen a netincrease in women faculty of 87.9percent.

Small increases forgraduate assistantsGraduate students are an importantpart of the workforce in higher edu-cation, especially in universitieswhere many assist with teachingclasses or academic research. Datafrom Oklahoma State University’s an-nual Graduate Assistant Stipend Sur-vey shows that the average stipendaward for graduate students at landgrant universities on 9/10-month con-tracts increased $153 from $15,141 inFY2012 to $15,294 in FY2013. Notsurprisingly, stipend amounts variedsubstantially by discipline area—with STEM fields paying most.

Specifically, graduate assistants inthe following disciplines earned thehighest stipends, in rank order, inFY2013: physical sciences, biologicalscience/life sciences, mathematics,health professions and related sci-ences, engineering, and computerand information sciences. Graduate

students enrolled in law and legalstudies programs were compensated53 percent less than students inphysical science ($8,458 vs. $18,018,respectively). Overall, we also see a15 percent increase in the number ofgraduate assistants in all fields. Thelargest increases were in health pro-fessions and related sciences; engi-

neering related technologies; com-puter and information sciences,parks, recreation, leisure and fitnessstudies; and area, ethnic and culturalstudies. Law and legal studies, andliberal arts had decreases of 20 and23 percent respectively in the num-ber of assistants.
