1. Welcome introductions and apologies

2. Minutes and matters arising

Information about CCTV in the borough, including the location of cameras can be found online here. ACTION: Enquire as to whether CCTV can be used to monitor cars driving against the flow of pedestrians after Arsenal matches ACTION: Cllr Debono to check with Cllr Calouri about the progress of Ladbroke House to update. Newlon The plants on the wall Newlon have cleared the plants on the wall The council has been working with Newlon to tackle the ASB problems on Queensland Road. A distribution list has been created to proactively inform residents. ACTION: Louise to update on the agreements and actions made between officers and

Newlon. Councillors and the Queensland Road Resident’s Association to be added to the distribution list. Over the Easter bank holidays the response team will be working the usual hours so reports can be made until 4am Friday and Saturday night. ACTION: Olivia to add Queensland Road Resident’s Association to be added to the HWWP distribution list. ACTION: Olivia to re-circulate a list of bike hanger locations and the list of objections to planning applications when information is received. HGV figures from the Traffic Survey In a 24hour period 274 HGVs went north along Drayton Park (167 straight ahead and 107 turning right onto Martineau Road) and 196 HGVs went south along Drayton Park (115 straight ahead and 81 turning left onto Martineau Road)

3. Ward Improvement Plan

The council receives money from developers for the purpose of mitigating impacts of any developments and to provide other community benefits. The way that the money is spent is decided by the council working with the community to identify the greatest needs. The Ward Improvement Plan is a document that outlines how money has been spent and plans for future projects. This will shortly be available online here The council are looking for ideas for the remaining available money for Highbury West. The money is flexible in the ways that it can be used but any projects must benefit the community. ACTION: Councillors to agree the Ward Improvement Plan which will then be put online. Ward Improvement Plan ideas will be discussed at the meeting in June. Ideas for the Ward Improvement Plan should be submitted via the online form or sent to [email protected]

4. Environmental Health

(a) The Tastebox - The BBQ is on private land so it doesn’t constitute a breach of street trading

regulation - In order to take enforcement action officers need to witness a statutory nuisance

Smoke is difficult to prove as a statutory nuisance. ACTION: The compliance team will approach the business about the problem. (b) Drayton Park Scrap Yards

- There are two scrapyard businesses near Drayton Park station, number 65 and 67. - Informal action has been taken against 67 Drayton Park in the past. In order for

enforcement action to be taken officers must witness a breach. For any concerns about either of the businesses please contact [email protected] or phone 020 7527 5154. Alternatively the ASB First Response Team can be reached by phone on 020 7527 7272 or online here. ACTION: The compliance team will collate all evidence and increase monitoring.

(c) Wireless Festival - Until 2016 the event had paid Hackney, Haringey and Islington to clear up after the

festival. In 2016 the promoters did the clear up to a lower standard. In arrangements for the event in 2017 Islington will push for the councils to have responsibility for the clear up.

ACTION: Officers to ask Haringey whether it is a condition of the licence of Wireless for the council to do the clear up. ACTION: Councillors to contact Haringey councillors. ACTION: Will there be parking restrictions around Finsbury Park on 8th July for the faith leaders event? (d) Rubbish collection Blackstock Road ACTION: Chris and the compliance team Request for a bin as there is lots of rubbish on the road

5. Transport

(a) Gillespie Road A consultation has ended for changing the double yellow lines on Gillespie Road. There was a 25% response rate and 84% of respondents were against the proposal. The proposals will not be going ahead. Many respondents felt that the proposal wouldn’t address the volume of traffic and there were fears that it would increase the flow. Road markings have been repainted but there was feedback that this hasn’t made a difference. Deliveries can now contact the concierge which should speed up the process of deliveries The cost of a wider traffic survey to understand the effects of any road closures would be roughly £20,000 and this would need to be paid for by the ward. ACTION: Costas to discuss with consultants about more exact costs. ACTION: Officers to speak to counterparts in Hackney about traffic filtering schemes. Councillor Hull and Councillor Debono were happy to support a traffic survey, and will speak to Councillor Greening about confirming this. There is not the political support to change the CPZ boundaries but Councillor Debono will present a petition if residents create one. (b) Drayton Park Width Restriction The lorry ban is in effect but it is currently not enforceable. The width restriction would prevent lorries from entering. There was a consultation which ran from Dec 2016 – Feb 2017. The responses have been analysed but the final report isn’t ready as formal objections have been raised by Tesco. The council is currently having conversations with lawyers. Conversations have taken place with Tesco before and throughout the consultation. ACTION: Cllr Debono to write to the transport team about the opposition to Tesco’s response. (c) Crossing by Drayton Park Station ACTION: Costas to find out the cost of reinstating the crossing (d) Speeding on Drayton Park There is a police officer at Kings Cross who can be contacted about monitoring speeding. The council has six VAS signs which have been allocated to locations. ACTION: Costas to speak to Liz Wathen about whether Drayton Park is on the list to be considered when the signs move.

6. AOB

Community Safety Update from Safer Neighbourhood Team

The new Sergeant for Highbury West and Highbury East is APS Jimmy WOOD he is currently on paternity leave but hopes to meet you all soon. Highbury West also has two new PC’s, Adam Day and Paul Shepherd. Haitham Darrat is still on Highbury West but I will be leaving and starting a new role at SO15 some point this year.

Two drug warrants were carried out simultaneously on Quill Street which resulted in 4 arrests for Possession with intent to supply Class A & B drugs and 7.5K of cash which was seized under the proceeds of crime act all suspects are currently on bail while the investigation continues.

A well-known Crack house on Rock Street had generated numerous calls to police causing terrible problems for the neighbouring flats has now been closed. This was a result of good work from the HW team in partnership with the landlord who obtained a court order to have the troublesome tenant removed. Also an elderly resident in the same building had suffered threatening behaviour from an associate of the problem tenant and with the help of the HW team arrangements were made with Barnet council to have her rehoused.

Intel from the public had informed us that there was an active Brothel on Chatterton road, a police visit along with the Salvation Army’s outreach team was conducted at the address. All workers at the address were in good health and not working against their own will. Help and advice was offered to the workers at the address and their details were taken and recorded, since then the venue has closed and no longer operating in the area.

Local Intel suggested that drugs was being stored in the rubbish bins outside the city and Islington college on Blackstock road, a search of the area was carried out that resulting in quite a large amount of drugs being found 17 bags of cannabis, 4 bags containing a hard brown substance believed to be hash, and another baggie containing a white powder believed to be class A Routine weapon/drug sweeps are being carried out disrupting the criminal activity on the street.

Regular Patrols have been carried out on the Blackstock estate as a result of various reports from the TMO, no activity has been seen thus far, a leaflet drop was conducted on the estate giving NPT contact details encouraging residents to

report any ASB to us directly unfortunately we haven’t received any messages.
