Graduation Plan Overview

During the 83rd Texas Legislature, House Bill 5 was signed into law, which changed high

school graduation requirements for students who would become freshman during the

2014-2015 school year. This bill provides more flexibility for high school students to

pursue either higher education or a career pathway. It establishes one graduation plan

— Foundation High School Program (FHSP) —with an opportunity to earn endorsements,

a distinguished level of achievement, and performance acknowledgments, all of which

are noted on a student’s transcript.

Students will select an endorsement during 8th grade to start the process of course

selection and creating a personal graduation plan. All students must choose an

endorsement. Students may change their original endorsement choice, but that change

will require signatures from parents, student and counselor.

In Celina ISD, all students will begin on the Distinguished Level of Achievement Plan.

This will allow our students the best opportunities in being prepared for college, career

and workforce.

Students may also earn performance acknowledgments in dual credit coursework;

bilingualism/biliteracy; college AP; PSAT; SAT or ACT; or by earning an industry

certification.

If a student wishes to graduate under the foundation high school program without

earning an endorsement, they may do so only if, after their sophomore year, they meet

the following criteria:

(1) the student and the student’s parent or person standing in parental relation

are advised by a counselor of the specific benefits of graduating from high

school with one or more endorsements;

(2) the student’s parent or person standing in parental relation files with a school

counselor written permission, on a form adopted by the Texas Education

Agency, allowing the student to graduate under the foundation high school

program without earning an endorsement; and

(3) the student meets ARD/504 criteria determined by the committee

Celina ISD Endorsement Plans

All students in Celina ISD will begin their high school careers on the Distinguished

Level of Achievement Plan. This will allow our students the best opportunities in

being prepared for college, career and the workforce. If, after the sophomore

year, the student wishes to graduate without earning an endorsement, the parent

must follow the criteria listed on page 3 of this guide.

To earn an Endorsement, a student must earn at least 26 credits towards

graduation, earn at least a 4th math credit and a 4th science credit, and complete

a defined coherent sequence of courses in the Endorsement area. The student

and parent will be asked to select at least one Endorsement area prior to

entering 9th grade. Each coherent sequence of courses listed in the Endorsement

area begins with a pre-requisite course (or 1st course) and includes a course that

is considered to be an advanced course to complete the sequence. Courses are

divided into five (5) Endorsement areas:

STEM Math, STEM Science, or STEM CTE

Business & Industry

Public Services

Arts and Humanities

Multi-Disciplinary

As you scan the following pages of Endorsement listings, please keep in mind the

college or career path that you have chosen and are most interested in learning

about. Students who wish to change their Endorsement choice should talk to

their counselor. Changes will require signatures of approval from the student,

the parent, and the counselor.

Endorsements and certifications earned during high school will be noted on the

student’s final transcripts.

A student may earn a STEM Math, STEM Science, or STEM CTE Endorsement by

completing the CISD Foundation Graduation Plan – 26 credits – to include

Algebra 2, Chemistry, and Physics or Principals of Technology, and one of the

following sequences of courses.

For a non-CTE STEM Endorsement:

STEM Math – Chemistry, Physics or Principals of Technology and five credits

in Mathematics courses to include Algebra 2 and two other courses for

which Algebra 2 is a pre-requisite.

STEM Science – Algebra 2 and five credits in Science courses including

Biology, Chemistry, and Physics or Principals of Technology, and two other

advanced science courses.

For a CTE STEM Endorsement:

Student must complete a coherent sequence of courses for four or more

credits in Career and Technical Education that includes at least one

advanced CTE course. The final course in the sequence must be from the

Science, Technology, Engineering, and Mathematics cluster.

Must complete Algebra 2, Chemistry, Physics or Principals of Technology,

earn 26 credits towards graduation, and complete a certain sequence of

courses.

For a CTE Business & Industry Endorsement:

CTE – Complete a coherent sequence of courses for 4 or more credits in

Career and Technical Education that includes at least 2 courses in the same

career cluster and at least 1 advanced course. The final course in the

sequence must be from one of the following clusters:

Foundation Graduation Plan worth 26 credits and one of the following:

Earn 4 credits in each of the four core subject areas. This includes 4

English, 4 Math, 4 Science, and 4 Social Studies credits. Must also include

chemistry and/or physics and English IV.

or

Earn 4 credits in AP or Dual credit classes selected from English, Math,

Science, Social Studies/Economics, Spanish, or Fine Arts.

or

Complete four advanced courses that prepare a student to enter the

workforce successfully or postsecondary education without remediation

from within one endorsement area or among endorsement areas that are

not in a coherent sequence.

A coherent sequence of 4 credits by selecting courses from only one or two

areas of Fine Arts courses. Fine Arts includes Art, Music, and Theater. Your

your course of study, would look like this:

A student may earn a distinguished level of achievement by successfully

completing the CISD Foundation Graduation Plan for 26 credits.

Your graduation plan must include:

A total of four credits in mathematics which must include Algebra 2;

A total of four credits in science;

Successful completion of all remaining graduation plan requirements;

The completion of at least one endorsement.

Performance Acknowledgements

A student may earn a performance acknowledgment on their transcript in

one of the following ways:

Outstanding performance in a dual credit course

- By completing at least 12 hours of college academic courses,

including dual credit, ATC and local articulated courses with a

grade equivalent of 3.0 or higher on a scale of 4.0

- Earn an associate degree while in high school

Outstanding performance on an AP test

- A score of 3 or above on a College Board advanced placement exam

Bilingualism and Bi-literacy

- Completing all ELA requirements and maintaining a minimum GPA

of an 80 on a 100 scale

-

Plus one of the following:

- Completing minimum of 3 credits in the same language in a

language other than English with an 80 on a 100 scale GPA

- Demonstrated proficiency in TEKS for Level IV or higher in a

language other than English with a minimum of an 80 on a 100 scale

- Completion of at least 3 credits in foundation subject area courses

in a language other than English on a 80/100 scale

- Demonstrated proficiency in one or more languages other than

English through a score of 3 or higher on a College Board advanced

placement exam for a language other than English

In addition an English Language Learner must have participated in and met

the exit criteria for a bilingual or English as a second language program and

scored at the Advanced High level on the Texas English Language

Proficiency Assessment System.

Outstanding Performance on the PSAT, the ACT-Aspire, the SAT or the

ACT

- Earning a score on the PSAT/NMSQT that qualifies the student for

recognition as a commended scholar or higher by the College

Board and National Merit Scholarship Corporation, as part of the

National Hispanic Recognition Program (NHRP) of the College

Board or as part of the National Achievement Scholarship

Program of the National Merit Scholarship Corporation

OR

- Achieving the college readiness benchmark score on at least three of

the five subject tests on the ACT Aspire exam

OR

- Earning a total score of at least 1310 on the SAT

OR

- Earning a composite score on the ACT examination of 28 (excluding

the writing subscore)

Earning a National or International recognized business or industry

certification or license

- Performance on an examination or series of examinations sufficient to

obtain a nationally or internationally recognized business or industry

certification

- Performance on an examination sufficient to obtain government-

required credential to practice a profession
