To create and implement a Karate New Zealand High Performance (KNZHP) framework;

Our Strategy

Countries with successful high performance sports frameworks, focus on policies that are made up of several Critical Success Factors (CSF). The KNZHP Operational Plan will provide more detail, but briefly the policy areas are:

1. Governance, organisation and structure of (elite) sport policies;

2. Financial support;

3. Sport participation;

4. Talent identification and development;

5. Athletic career and post­career support;

6. Training facilities (for national training camps at a National High Performance Centre (NHPC), Regional High Performance Centers (RHPC);

7. Coach provision and coach development ­ Community Sport structure & HP Sport Structure;

8. National and international competition and events;

9. Sport science support, scientific research and innovation in elite sport; and

10.Culture, Politics, Sponsorship and Media

Governance Karate New Zealand is exclusively and solely responsible for elite sport karate. The current structure of KNZ will need to take into account best practice and HPSNZ expectations. A review of organisational and business structure is needed to align with the demands of the Sport New Zealand Investment Schedule, and to support the development of high performance karate athletes in a dynamic and changing sporting environment.

Financial Support Being at the beginning of this process, there is no available budget at present. However, prudent planning will be needed for grant applications and funding assistance from relevant government and sporting bodies. This should be only initiated by our National Sporting Organisation (NSO) ­ Karate New Zealand (KNZ). Once revenue has been identified, budgets can be drawn up and feasibility studies on the prioritisation of financial resources according to return on investment (ROI) can be conducted.

Sport Participation The Community Karate Strategic plan will be linked to the HP Strategic plan as there is an obvious crossover between the Community Sporting and High Performance (HP) activities. It is envisaged that the pathways and resources created through KNZHP will also serve to enhance and improve participation at the community level.

Talent Identification This will be done through regional training centres, regional training camps, national level training camps, regional and national competitions. The KNZHP carded athlete will have a development pathway that is designed and implemented with a transparent algorithmic approach to the selection process. A ranking system is to be developed to take into consideration event weighting, event scoring, mandatory events/trainings etc. for each athlete level.

Athletic Career and Post­Career Support Developing Community Karate and High Performance Karate will result in growth at every level of our organisation. This will increase the longevity of Karate athletes’ careers including more career opportunities within Karate New Zealand. A strong working relationship with HPSNZ may also add additional career pathways.

Training Facilities The establishment of Regional High Performance Training Centers (RHPTC) and National High Performance Training Center(s) (NHPTC) that are properly equipped and manned will reduce the need for athletes to travel too far for training and development.

Coach Provision and Coach Development Implementation of a coaching training framework that facilitates the regional and national training centers will also be underpinned by a Learning Management System (LMS) on our newly launched website. We will liaise with HPSNZ in order to use their resources to educate our coaches on current best practice and in order to incorporate proven successful strategies from existing models in HPSNZ in our framework.

National and International Competition/Events Athletes will need more ‘time on the mat’. The continued development of regional and national competitions to support grassroots karate as well as inviting quality international competitors and hosting international competitions will serve to benefit our competitors.

Sport Science Support In order to facilitate athlete and coach development of the highest standard, it is imperative that expert knowledge is sought not only from within KNZ, but also from outside sources. Partnerships are to be developed with individual experts, leading sports research facilities, and relevant bodies and organisations. Sound scientific knowledge is to be incorporated in coaching and training methodology. Additionally, scientific methods will be used to gather data on KNZ athletes and other athletes of interest, and to develop objective ways of monitoring athletes’ adaptations to the designed training regimes.

Culture, Politics, Sponsorship and Media The priority is to ensure the decision­making and communications pathways within KNZ are timely, transparent with good communication. These decisions are in accordance with current benchmarks and policy and not ad­hoc. A positive and supportive culture needs to be encouraged. Once KNZ has business, organisational structures, policies and procedures that reflect current best­practice and benchmarks, access to sponsorship can be freed up for further high performance development. KNZ can gain immensely by eliciting the services of professional Public Relations professionals. The time is now: with Karate in the next Olympic cycle KNZ is in a perfect position to capitalise on this.

Sporting vs Non-sporting components of KNZ

Not all KNZ activity is in sport karate. Its constitution states under OBJECT 4 (a) “To promote, support, protect and encourage the practice and teaching of sport, traditional, and recreational Karate in New Zealand.” The KNZHP programme, and the community karate component it draws on, come squarely under Sport Karate.

It is envisaged that these two separate sporting components will collaborate and integrate at relevant levels due to the obvious overlap of their pathways and the people involved.

The organisational structure below highlights the sporting components more clearly. The yellow boxes are sporting only areas of KNZ.

The suggestion to critically evaluate the current organisational structures ability to cope with new developments and its ability to deliver the desired results. A suggested model incorporating a CEO, HP manager and Community Sport Manager would be more conducive to achieving the results and successes aimed for. Examples of New Zealand Rugby, Netball, Rowing, and others are leading the way and are models we could successfully emulate.
