Gen. |ames R.Clapper jr. officiated at the change of command ceremonyheld in the Erskine Hall Cafeteria. Assistant Secretary ofDefense for Conunand, Conffol, Communications, andIntelligence Emmett C. Paige |r. also attended.
After the ceremonial transfer of the agenqr flug fromoutgoing director to inco*i^g director, the new DMADirector, Gen. Nuber, told the several hundred guests,family members and DMA employees that he consideredit an honor to be selected to lead DMA. Prior to thisassignmenf Cen. Nuber was chief of the foint Lr.S. MilitaryMission for Aid to Turkey, in Ankara since September1992.
"My challenge is not only to continue the progress thatwas begun by General O'Mara but to continue that to thebest of my ability," said Gen. Nuber. "lpromise to do thatwith your help, and we will make the organizationstronger and better in the future."
Gen. CXMara retired after more than 30 years of militaryservice. Duri^g the change of command ceremony, Gen.Clapper presented Gen. O'Mara with the Defense Distin-guished Service Medal. He is credited with championingthe agency's aggressive reengineering effort that enabled itto meet the demands of the warfighter on the digitalbattlefield in the 21st century. Under his leadership DMAprovided timely crisis support for military operations inHaiti, Somalia, Rwanda, Kuwait and the former yugosla-via. Cen. O'Mara said he and his wife will move toKentucky, where he has accepted a position with privateindustry.
A native of Bozemary Mont., Gen. Nuber earned hisbachelor of science degree in electrical engineering fromMontana State University rn1962, and received hiscommission through the Air Force Reserve Officer Train-i^g Corys in March of that same year. He has also com-pleted 9quadron Officer School, the Air Command and

rected by Progam Decision Memo-randum P{4. Each Military Depart-ment and the DoD agencies areestablishing Rqional Service Centersto handle many civilian personnelfunctions.
DoD agencies will establish fourItSCs, two to be set up in the fiscal1995-96 time frame. The NationalCapital Region's Human ResourceRegional Service Center, to bemanaged by Washington Headquar-ters Services (WHS), will provideregional service operations for WFISand most Defense agencies located inthe Washington metropolitan area.The Central Regiort's HumanResource Regional Center will bemanaged by the Defense MappingAgency at its St. l.ouis location andwill provide regional service opera-tions for the agency and other DoDagencies. The other two ItSCs areexpected to be managed by theDefense Logistics Agency and theDefense Finance and AccountingService and established in fiscal1997and 1998, respectively.
Personnel activities requiring face-
to-face contact withcustomers like managers andemploy€€s, will remain the responsi-bility of local servicing offices orCustomer Service Units. l.ocal officeswill generally be staffed by petsonnelgeneralists, who will serve as advi-sors and counselors to managers andemployees.
Typical CSU functions indudeemployee and labor-managementrelations, local training and employeedevelopment, equal employmentopportunity and other similar humanresource services that do not lendthemselves to centralized administra-tion. RSCs will perform suchfunctions as personnel action pro-cessing, database numagement,automated data processing systemssupport, external exami^i.g andbenefi ts admini stration.
Regionalization involves theconsolidation and streamlining ofresources through the reengtneeringof personnel administration pro-cesses; the implementation of theDoD standard civilian informationsystems, and Coqporate InformationManagement Functional Process
Improvemenb; and possibly thedelegation of some additionalauthorities to managers. FunctionalProcess Improvements, also knownas Business Process Improvemenb,are changes to a process that improvethe way it operates. These improve-menb might change the work flowwithin an offic€ or the automatedchanges to a major civilian personnelfunction.
DMA is testing some of theseimprovements through automatedmodules such as COREDOC, asystem for integrati^g classification,
iob analysis, the development ofperformance standards and trainingrequiremenb into a single coredocumenU and PERSACTION a
system that automates the SF-52process, integrates other modules,and allows managers to obtain dataand reports on their employees fromthe central data base.
Other automated modules thatmay be deployed in the fiscal 199*96 time frame include TRAIN, aslatem that automates traiti.gforms, develops Individual Development Plans and autornaEs trainingcatalogues; AUTORIF, an automatedsystem that preparcs RIF rcgistersand appropriate letters and tracksactions; Unemploynurt C-ompensa-
tion and Iniury Compensation, amodule that tracks iniu{f andunemployment compensation daims;Standard Automated InventoryReferral System, which automates pbapplication processing and thedevelopment of rating and rankingcriteria; and RETIRE, a s)Etem thatallows employees to develop retire-ment scenarios and proie€t amuitiesthat they can btittg to a rctirementcounselor.

The total increase in general schedule employeey paywill range from 2 percent to 4.28 percent, according toOffice of Personnel Management officials.
General schedule employees in the 48 contiguousstates and the Disfict of Columbia will receive localitypay increas€s, but the rate depends on locale. Some areasare specified, while all others fall into a catch-all localityknow as "Rest of the United States." Workers in Alaskaand Hawaii receive cost of living payments underseparate authority.
Employees in the Senior Executive Service will alsoreceive locality pay. Clinton has the discretion to extendthe 2 percent general increase to Senior Executive Servicemembers, but had not yet announced his decision.

Gen. Nuber flew A-10 Thunder-bolb while stationed at Eielson AirForce Base, Alaska, in lg%,wherehe served as vice comrnander ofthe 343rd Tactical Fighter Wingand became wing comrrulnder in1985. In 1988 he came to Head-quarters LJ.S. Air Force located inWashingtory D.C., as deputydirector for operations, Office ofthe Deputy Chief of Staff, Plansand Operations. In 1989 he wasassigned as deputy commander ofthe ]oint Task Force, Middle East,aboard the USS LaSalle. Thegeneral directed InternationalPrograms for Air Force Headquar-ters from 1989 until 1991, when, aspart of an Air Force reoqganiatioryhe was assigned as assistantdeputy under secretary of the AirForce, International Aftairs, AirForce Seaetariat until lWz.
The general is a conunand pilotwith more than 4,2m flyrtg hoursand a veteran of 300 combatmissions. He is the recipient ofnumerous military awards toinclude the Dstinguished ServiceMedal, Lqion of Merit, Distin-guished Flying Cross with oak leafcluster and the Bronze Star Medal.
He is married to the formerlillPepper of Bozeman. They havetwo children, Greg and fennifer.

'Thechanges related to automation at DMA have been awesome," stated Eloise.Her plans for retirement include travel, gettingbetteracquainted with thegrandchildren, pursulng family genealogr, horticulture, and volunteer workwith the adult literacy program.

The DMAAC Aerospace Striders had another succesful race at the St.
Louis Track Club Marathon Relay Dec. 1.1 in Forest Park. Steve Mrotek,Andy Arterburn, Dave Ber& and Gary Lorenz ran the 26.2 mile relay in atime of 2hours, 28 minutes. The team won the co{porate division andplaced fourth overall.
The Striders had a successful fall marathon season, with Arterbrlrn,Randy Martinez, Rene Gamon and Stew Pagenstecher completing the St.
Louis marathon; Mike Sheey and Gamon running in the Kansas Citymarathon; and Gury Lorenz and Betg competing in the Twin Cities nrara-
thon in Minnesota.The Striders have turned their attention to defendi.g the coqporate
division title at the eighty mile, River-to-River Relay in Southern Illinois inApril. DMA will be represented by two teams of eight runners this year.
