Community Meeting 2 January 14th, 2014



Welcome Thank you for attending the second community meeting for the City of Winnipeg’s Heritage Conservation District Designation Study. This meeting will review the outcomes of the first meeting and present community members with a series of directed questions that will lead us through a discussion on the process, potential benefits and challenges that may impact the community with a Historic Conservation District designation.

Study initiated by the City of Winnipeg • outcome • to explore viable models for enacting HCDs • to use Armstrong’s Point as a prototype



What is a Heritage Conservation District?

•  “A heritage conservation area is a distinct district with special heritage value and/or heritage character, identified for heritage conservation purposes in an official community plan” [Government of British Columbia]

•  “Historic districts are geographic areas with a concentration of thematically related historic resources” [City of Portland]

•  “All property within a defined area designated as a historic district by the City Council because of the historical, cultural, architectural, archaeological or engineering significance of the district” [City of Minneapolis]

•  “Heritage conservation districts are designated because the areas they protect are considered to be historically or culturally significant and require special care and attention in the planning process to ensure they are conserved” [City of Toronto]

Findings of the First Meeting Held on November 26th, 2013

Question #1: Identify cultural heritage values of Armstrong’s Point. Question #2: What do you consider to be the significant qualities and features about Armstrong’s Point? • Strong historical association • Significant architecture & architectural details • Historical buildings with landmark status • the overall environment - the wide, treed boulevards - adjacency to river • the overall spatial pattern - clear geographic boundary - cul-de-sac / peninsula • Primarily residential • Significant trees & riverbank vegetation • A strong & diverse community with an interest in the conservation of the neighbourhood

Question #3: Why are these qualities and features significant to Armstrong’s Point as a heritage district? • Asset to Winnipeg – unique community that embodies much of Winnipeg’s history • Preservation for future generations

Question #4: What are some of the challenges you believe may come along with heritage designation? • Communication / education of neighbourhood • Regulations • Perception of imposing restrictions on a community • Lack of local empowerment • How to enforce? • May deter new buyers



Goals & Objectives for Tonight’s Meeting

• Taking what we’ve learned from our research and your responses, we have a series of 10 questions

• These questions will help us to test the receptiveness of Winnipeggers to the potential implementation of HCD designation.

• In the case of Armstrong’s Point, living in a potential HCD, your opinions are extremely important.



Workshop Session



Question #1:

There are many features and values that may be considered in determining the unique heritage assets of an area. What do you feel are the most important key determiners for Heritage Conservation District designation?



Question #2:

Most cities encourage community involvement in the HCD designation process, to a greater or lesser extent. In what ways should local community members be involved in HCD nomination and study / plan preparation?



Question #3:

Before introducing a new service, the City of Winnipeg will want to weigh options for funding the required resources. Besides (or instead of) the City, who should be contributing funds to HCD / plan preparation?



Question #4:

What particular group, organization or individual could contribute in other ways to the heritage conservation designation process? (e.g. provide information, research, access to files, guidance, etc.)



Question #5:

Designation of specific HCDs will ultimately require City Council approval. What factors should Council consider in reaching designation decisions?



Question #6:

Different cities recognize HCDs in different ways – ranging from providing commemorative status (through Council resolution) to invoking strict regulations and rigorous permit review procedures (through Council by-laws), and many other ways between these extremes. Winnipeg’s HCDs should be:



Question #7:

Many cities with HCDs in place provide guidance to alterations to valued buildings and structures, prevent demolition of heritage assets and discourage insensitive infill development. Winnipeg’s HCDs should include:



Question #8:

Primarily to encourage conservation – but also to balance possible challenges and shortcomings – some cities provide a variety of incentives for properties located within HCDs. In Winnipeg, potential incentives should include eligibility for :



Question #9:

Along with the benefits of HCD designation come the management of proposed changes. To ensure that the appropriate due diligence is taken, when alterations are applied for, how willing would you as a property owner be to experience:



Question #10:

How would HCD guidelines and practices be best communicated?
