Presented herein are the Henderson Water Utility 2014-2015 Operating and Capital Budgets.
We will discuss this in detail and seek your approval at the 19 May 2014 Board Meeting.
General:
The Operating Budget includes estimated revenues of $ 17,826,443, a 5.50% increase from last
year that is largely due to our previously approved 5.85% rate increase effective 1 July 2014.
Additional borrowing of $6.0 million dollars is projected in the budget in order to continue
construction of the final long term control plan project, as well as providing funding for needed
improvements in the water treatment plants. As in the past, bonding will consist of tax-
exempt, General Obligation instruments issued by the City of Henderson, with a commitment
by HWU to pay costs of issuance and debt service from revenues. We expect the borrowing
process to begin in June, with funds available for use around 1 August.
Operating expenses are budgeted at $16,339,177, a 4.16% increase when compared to last
year, if we exclude a $300,000 increase in depreciation expense; with that non-cash expense
added back in, total operating expenses increase 6.11% year-over-year. The increase is largely
due to higher projected costs for salaries and benefits, fuel, electricity and repairs.
Operating Budget:
• Salaries and wages are based upon the 112 budgeted positions identified below.
• FICA and Medicare are made up of salaries and overtime charged at the applicable
statutory rates.
• Life Insurance, EAP and Cancer Insurance expenses are based on the number of eligible
employees and rates supplied by the City directly or through past costs charged.
• Medical Benefits expense is based on the number of eligible employees and the rate per
employee supplied by the City.
• Workers Compensation charges are based upon 2013 - 2014 charges to date.

• Unemployment Insurance expense is based on 2015 projected rates from the City.
• Retirement Expense is based upon the required contributions of 17.67% of gross wages
for non-hazardous duty employees. Last year the required contribution was 18.89%.
• Contractual Services is largely made up of four components:
o Wastewater sludge trucking and disposal
o Miscellaneous Consulting Services, when not charged to a specific project
o Mowing and grounds maintenance covering all HWU facilities and properties
o Laboratory Services, which includes field sampling, testing, laboratory analysis
services, and annual calibration of lab equipment to maintain state certification.
Changes in some items compared to last year’s budget:
Fuel: This category has risen, based upon our annualized cost from this year. We under-
estimated costs for the current budget year by not including enough fuel for our emergency
pumps. The amount shown assumes no significant change in price levels.
Repairs to Vehicles, Equipment and Structures: All these categories have gone up substantially
based on experience over the last three years. These areas have typically been under-funded
in the past, and then ran over the budgeted amounts.
Telephone: Up considerably, reflecting one-time costs of mobile devices used to access GIS
information in the field, and the first charges for maintenance of our new VoIP phone system.
Continuing Education: Rising substantially due to addition of programs expanding training for
our Maintenance and Automation departments.
Utilities-Electric: This category is up moderately, due to anticipated rate increases from
Kenergy, impacting the South Plants.
Contractual Services: Represents a smaller increase than last budget cycle, based on positive
results from our sludge disposal bids last year (the increase in cost was less than we had
anticipated).
Personnel:
Last year’s personnel budget (after amendment during the year) consisted of 84 full-time
classified employees, the General Manager, the Director of Engineering, 5 Water & Sewer
Commissioners and 17 seasonal employees, for a total of 108 budgeted positions.
HWU’s roster of personnel budgeted for the 2014-2015 fiscal year includes 92 full-time
classified, the General Manager, the Director of Engineering (unfilled), 5 Water & Sewer
Commissioners and 13 seasonal and part-time employees, for a total of 112 budgeted positions.

The number of full-time employees increases by three due to our decision to make the seasonal
construction employees full-time. This accounts for some of the increase in benefit categories
as well.
There are 14 total classified positions listed in the Water Treatment Operator I and II
classifications; however there will never be more than 10 of those positions permanently filled.
Four Water Treatment Plant Operator I positions are available, allowing us to hire and train new
operators due to turnover or vacancy; but these positions will not be permanently filled or
added to the total working complement of 10 operators. New this year, there are a total of 14
classified positions listed as Maintenance Crew Leader, and Maintenance Technicians I, II and
Senior; no more than 9 of these positions will be filled at any time during the budget cycle.
Adding additional positions allows us to establish a method of promotion and betterment for
these employees as they achieve certification or licensure in their field. All of these “ghost”
slots taken together overstate our actual full-time complement by nine positions.
Capital Budget:
Our Capital Budget for this year includes a total of $11,030,900 in capital projects and vehicle
replacements. We have not included detailed descriptions of the items listed, as they seem to
be self-explanatory. Details are available on request.
Our expenditures on capital projects focus on the last project necessary to complete our Long
Term Control Plan (LTCP) as amended, required under a Consent Judgment with the
Commonwealth of Kentucky. Approximately $8,500,100 is being included in this year’s budget
for the North Wastewater Treatment Plant (Headworks) improvements project. Completion of
this project in Q2 2015 will complete our work under the amended LTCP.
A small number of projects that were budgeted for the 2013-2014 fiscal year are being carried
over into next year’s budget as incomplete. This also includes an amount for design services for
the North Water Treatment Plant, in anticipation of a future project there.
Based upon the limited funds available, our capital spending on new items in the 2014-2015 FY
(outside the bonding) is restricted to $1,300,000. We have included only a few specific things
under this category, choosing to identify capital projects as we go through the year. That
procedure has worked well for us this year, where each project is brought to our Board in an
Action Report, giving us the opportunity to review and discuss each project in depth. This
allows us maximum flexibility to meet critical needs as the year passes.
A Final Note:
We want to thank Administrative Staff for their diligence and hard work on this document. It
represents a combined effort of many people. This is a doable plan that fairly represents our
financial situation, and underscores our ongoing commitment to providing safe, clean,
dependable, and reasonably priced water services, river to river.
