• There is no consistency between the gender equality promotion strategies and the defined objectives of the structural founds
• Gender equality is still oriented for training, employment and work (training, entrepreneurship, work-family balance) mostly based on organizational problems

• Mainstreaming in diverse areas is not supported by clearly objectives , indicators and instruments, of monitoring and evaluation
• Positive actions are focused only in employment questions. Gendered organisation of life?

• Concerning gender equality promotion the has been a credendum of scope
• There are no political or technical consistency to allow gender mainstreaming
• Positive actions are focused only in employment questions
• Development isn't still engendered
