1. Introduction

The RTA’s Blueprint - Corporate Plan 2008-2012 provides an overview of the RTA’s priorities for the

shorter term. The focus areas for the plan include:

• Improving road safety;

• Managing rural and regional roads; and

• Transporting freight.

The provision of heavy vehicle rest areas on key rural freight routes contributes to all three of these focus

areas. Transporting freight by road is a key element of the NSW economy and the RTA seeks to support

this industry for the benefit of the community.

In transporting freight by road some heavy vehicle operators are required to drive for extended periods.

Fatigue is a recognised workplace safety issue for many truck drivers. Heavy vehicle driver fatigue has been

identified as a contributor to road crashes and presents a safety risk to all road users. The RTA, in

partnership with the heavy vehicle industry, is working on various strategies to manage heavy vehicle driver

fatigue.

The provision of rest opportunities for heavy vehicle drivers is a key element of these strategies. Rest areas

are used by heavy vehicle drivers to take long and short rest breaks, use amenities and check loads and

vehicles. Heavy vehicle drivers must conform to fatigue management legislation that specifies strict resting

requirements. In order to fulfil these requirements they require suitable rest area facilities that are regularly

spaced along key freight routes.

In 2005, the National Transport Commission released the National Guidelines for the Provision of Rest

Area Facilities (NTC Guidelines). The RTA has adopted these Guidelines as a basis for working towards

enhancing the provision of rest area facilities for heavy vehicle drivers on key national freight routes in NSW.

The NTC Guidelines acknowledge that currently available facilities reflect past efforts of rest area provision.

Consequently, they do not always meet the current needs of heavy vehicle drivers in Australia. The Audit of

Rest Areas against National Guidelines (Austroads 2006) highlights that many freight routes across Australia

have deficiencies in the provision of rest areas. Many of these freight routes are in NSW.

New heavy vehicle driver fatigue laws became effective on 29 September 2008 in NSW, Queensland,

Victoria and South Australia. The new laws set revised work and rest limits for heavy vehicle drivers and

assign legal responsibility to all parties in the supply chain to better manage driver fatigue. The reforms are

consistent with current obligations under occupational health and safety law that requires employers and

employees take all reasonably practicable steps to manage driver fatigue.

2. Objectives

The objectives of this strategy are to:

• Address the need for heavy vehicle drivers to take rest breaks on key rural freight routes in NSW

recognising the road is an integral part of their workplace.

• Develop a network of major heavy vehicle rest areas on key rural freight routes in NSW with required

amenities to ensure that heavy vehicle drivers are well rested, particularly on longer journeys.

• Assist heavy vehicle drivers to comply with the recently introduced fatigue legislation by enhancing the

provision of major heavy vehicle rest areas in NSW.

• Reduce the proportion of road accidents in NSW involving heavy vehicles by assisting in the

management of heavy vehicle driver fatigue.

3. Methodology

The methodology for developing this strategy included the following tasks:

1. Review of existing information, guidelines, audits, strategies relevant to the provision of rest areas in

NSW and nationally.

2. Define the scope of the strategy which was deliberately focused on the provision of “major rest areas”

as defined in the NTC Guidelines for heavy vehicle drivers on “key freight routes in rural NSW”.

3. Develop the RTA’s Guidelines for Provision of Major Heavy Vehicle Rest Areas consistent with NTC

Guidelines.

4. Assess existing levels of provision and gaps in provision on each key freight route in NSW using the

RTA’s Guidelines.

5. Identify actions to fill gaps in provision with new and upgraded rest areas and strategically cost these.

4. Key rural freight routes in NSW

This strategy applies to a network of more than 5,500km of rural road designated as key freight routes in

NSW, being:

• Pacific Highway (Hawkesbury River to QLD border)

• Hume Highway (Narellan Rd to Vic border)

• Great Western Highway /Mitchell Highway (Nepean River to Dubbo)

• Mitchell Highway/Barrier Highway (Dubbo to SA border)

• Sturt Highway (Wentworth to Wagga Wagga)

• Newell Highway (Vic to QLD borders)

• New England Highway (Newcastle to QLD border)

• Princes Highway (Engadine to Vic border)

• Golden Highway (New England Highway to Dubbo)

5. Major heavy vehicle rest areas principles

This strategy addresses enhancing the provision of major heavy vehicle rest areas which are defined in the

NTC Guidelines as areas that are designated for long rest breaks offering a range of facilities to take rest and

sleep breaks.

In line with the NTC Guidelines the RTA in its supporting Guidelines for Provision of Major Heavy Vehicle

Rest Areas outlines that major rest areas must meet, as a minimum, the following principles –

• Sites generally at no more than 100km intervals. Geographical and other physical constraints may

require a range between 80 and 120km with the maximum limit generally being 120km.

• Sites are to be provided on both sides of the road on those parts of the network that have high levels

of demand, while those with lower levels of demand will not require provision on both sides of the

road.

• Sites are to be well signposted for heavy vehicle drivers and have suitable access for ingress and egress.

• Sites are to have designated hard stand parking for heavy vehicles and an appropriate number of parking

spaces dependent on demand.

• Sites are to meet the basic needs of heavy vehicle drivers including provision of sealed pavements

particularly for ingress and egress lanes/ramps, at least one toilet on each site, shade, shelter, rubbish

bins and tables and chairs.

6. Targeted level of provision for major heavy rest areas

While under this strategy the frequency of major heavy vehicle rest areas is set in the above parameters at

around 100km intervals variability arises in relation to provision on both sides of the road, number of

parking spaces and toilets as it relates to heavy vehicle demand.

For the purposes of developing this strategy sections of each of the key freight routes (notionally between

major towns) have been defined as having either relatively “high” (>1000 trucks per day), “medium” (500

to 1000 trucks per day) or “low” (less than 500 trucks per day) levels of demand using heavy vehicle

average annual daily traffic (AADT).

Table 1 sets the parameter for determining the targeted level of provision based on high, medium and low

levels of heavy vehicle demand. For rural freight routes with high levels of demand, major rest areas should

be provided on both sides of the road at 100km intervals. For rural freight routes with lower levels of

demand, major rest areas are not required on both sides of the road but one must be provided every

100km.

Similarly, the number of truck spaces and toilets vary in relation to demand with 10-20 truck parking spaces

and up to 4 toilets for high levels of demand, 6-12 trucks parking spaces and up to 2 toilets for medium

levels of demand and 4-8 trucks parking spaces and up to 2 toilets for low levels of demand.

7. Strategy to address gaps and enhance provision

The RTA has adopted a spacing parameter where major heavy vehicle rest areas must be provided

generally every 100km. Where the distance between major rest areas is more than 100km to 120km a gap

is identified. The strategy for addressing gaps is to fill these with:

1. An upgrade of an existing rest area to major rest area standard;

2. Enhancements to supplement a commercial service station;

3. Establishing or expanding heavy vehicle facilities at or near rural centres or towns adjacent to the route;

and

4. Construction of a new major heavy vehicle rest area.

While there may be a number of existing major rest areas along a route, only those rest areas located

generally every 100km are considered, for the purpose of this strategy, as the designated major rest area for

that section of road. Funding (if required) will be sought to upgrade these sites to a highly provisioned level

satisfying all parameters for parking spaces, toilets, suitable access, signage, shade, shelter, tables, chairs and

rubbish bins.

8. Summary of overall needs

In applying the principles set in the RTA’s Guidelines for Provision of Major Heavy Vehicle Rest Areas a

summary of needs across key rural freight routes in NSW is outlined in Table 2. Currently, on these routes

101 rest areas qualify as major heavy vehicle rest areas and 76 sites have been identified for enhancement.

A total of 61 existing rest areas have been identified for upgrade to qualify as a major heavy vehicle rest

area and 15 sites identified for new heavy vehicle rest areas. The strategic cost ($2009) to undertake

required works that are not anticipated to be delivered as part of a major infrastructure proposal is

estimated at around $50 to 60 million. Delivery of works at all 76 identified sites is significantly higher than

this strategic estimate.

The details of existing major heavy vehicle rest areas, gaps in provision and identified sites for either a rest area upgrade or a new rest area are provided in the attached detailed route strategies.

9. Implementation

Implementation of the RTA’s Strategy for Major Heavy Vehicle Rest Areas on Key Rural Freight Routes in

NSW is largely dependent on the availability of funding from the Federal Government. The Federal

Government's 2008/09 Budget outlined that the Department of Infrastructure, Transport, Regional

Development and Local Government would provide $70 million across Australia over four years to fund a

range of heavy vehicle safety initiatives.

This funding is being allocated under the Heavy Vehicle Safety and Productivity Program (HVSPP) in two

rounds with Round 1 covering 2008/09 – 2009/10 (complete) and Round 2 covering 2010/11 and 2011/12

(current). Under the HVSPP Guidelines a key consideration in allocating the funding is the extent to which

state and territory governments commit to match the Federal Government’s funding contribution.

As part of Round 1 of the HVSPP, on 8 May 2009 the Federal Minister for Infrastructure, Transport,

Regional Development and Local Government and the then State Minister for Roads announced $16M

(50% Federal and 50% State) for NSW. Of this, $15M is currently being spent on 6 new rest areas and 22

rest area upgrades with the balance on bridge assessments for higher masses. In Round 1, NSW received

26.6% of $30 million available.

In August 2009, submissions for Round 2 funds of the HVSPP for which $40M is available over 2010/11 –

2011/12 were called. The NSW Government prepared a submission consistent with the RTA’s Strategy for

Major Heavy Vehicle Rest Areas on Key Rural Freight Routes in NSW. A response is expected to be

received in early 2010 to enable enhancements works to continue beyond June 2010.

A further means for implementing the strategy is incorporating the delivery of identified needs into major

infrastructure proposals forming part of the Pacific Highway, Hume Highway, Great Western Highway and

Princes Highway Upgrades. Delivery of these proposals is similarly dependent on the availability of Federal

Government funding under the Nation Building Program.
