CALL TO ORDER
The Regional Council meeting for May 23, 2019, was held at the Mount Vernon/ Montgomery County Community Service and Senior Citizens Center in Mount Vernon, Georgia. The meeting was called to order at 7:00 P.M. by Vice Chair Michael Estes due to the absence of Chair Raymond Mullis. Vice Chair Estes welcomed everyone to the meeting. Brett Manning, Executive Director, asked the Council to be in prayer for James Moore's mother Ms. Gloria Moore who was battling cancer. Vice Chair Estes then gave the invocation.
INTRODUCTION OF GUESTS
Vice Chair Estes introduced and welcomed the guests: Sandy Bunton and Patti Griffin, Job Training Unlimited, Claxton, Georgia; Bennie Watson, guest of Annie Williams, Telfair County; and Zach Stokes, Regional Representative, Congressman Rick Allen's office.
ROLL CALL
Vice Chair Estes asked Janice Jones to call the roll. The roll was called by Janice, and a quorum was present with twenty-five (25) Council members present at the meeting.
APPROVAL OF THE MARCH RC COUNCIL MEETING MINUTES
Vice Chair Estes stated that the Minutes for the March 28, 2019 RC Council Meeting had been mailed out to all Council Members and he would entertain a motion for approval. A motion was made by James Thomas and seconded by Clay Reid to approve the March Minutes, as mailed. The motion passed unanimously.
FINANCIAL REPORT
Vice Chair Estes called on Janice Jones to give the financial report. Janice then informed the Council that the financial statements for the months of March and April were included in the packet on pages 13 through 20 and that they had also been mailed out to all Council Members. Janice stated that page 14 was the balance sheet by category for March. She then explained that on page 16 the year-to-date revenues for the period ending March exceed the expenses by $41,525.21. For the month of April the balance sheet by category was on page 18 and on page 20 the year-to-date revenues for the period ending April exceed the expenses by $83,898.93. Janice then asked if anyone had any questions. There being no questions, a motion was made by John Raymond Turner and seconded by James Thomas to approve the financial statements. The motion passed unanimously.
APPROVAL OF CITY OF COCHRAN TIA BA D CHANGE REQUEST
Vice Chair Estes called on Brett Manning, Executive Director, for the Heart of Georgia Altamaha Regional Commission to explain the band change request. Brett informed the Council that the City of Cochran had requested a band change.

The City of Cochran is requesting to move Railroad A venue from Band 2 to Band 3 with the funding for this project at $36,273. Brett stated that this request has been discussed with GDOT TIA staff and they are on board with this change. Brett explained that the reason they are requesting this change is that this project is a part of a CDBG project that is not ready for construction but will be in the near future.
There being no questions a motion was made by Clay Reid to approve the requested band change. A second was made by Izell Stephens. The vote passed unanimously.
APPROVAL OF FY 20 SALARIES
Vice Chair Estes called on Brett to inform the Council on FY 20 Salaries. Brett then informed them on proposed staff salaries for FY 2020. He stated that the salary amount will be $1,226,131.53. This is an increase of 1.7% for raises and two new positions. Executive Committee member James Thomas informed the Council that the Executive Committee had meet earlier and makes a recommendation to approve the FY 2020 staff salaries of $1,226,131.53 a second was made by Izell Stephens. The vote passed unanimously.
APPROVAL OF FY 19 BUDGET AMENDMENTS
Vice Chair Estes called on Brett to inform the Council on the FY 19 budget amendment. Brett explained that the total net change was an increase of $3,627,453.32. These revenues come from Aging, DHS Transportation, Workforce, and Georgia Department of Transportation. James Thomas stated that the Executive Committee had met earlier and makes a recommendation to accept the budget amendments. A second was made by John Raymond Turner to accept these amendments. The vote passed unanimously.
WORK.FORC INNOVATION AND OPPORTUNITY ACT (WlOA) REPORT
Vice Chair Estes then called on Sandy Bunton to report to the Council on WIOA activities. Sandy updated the Council on the unemployment rate stating Georgia's Unemployment Rate for March was 3.7%. She let the Council know that the Heart of Georgia Altamaha Region was at 4.4% unemployment rate. Sandy also let them know that the Region unemployment number would be increasing to due plan closures.
Sandy then went over the Customer Counts Report for July 1, 2018 to April 30, 2019. She stated that the services that are provided are listed in the left column. She stated that the total business services provided were 40,016. She also let them know that the Staff Activities Report was included in the Council packet to inform them of the ongoing activities of JTU. A question was asked about summer youth programs. Sandy stated that they did not have a summer youth program but they do have youth that are going into work experience right now.

EXECUTIVE DIRECTOR'S REPORT
Vice Chair Estes called on Executive Director Brett Manning to report to the Council.
Executive Director Brett Manning reported to the Council the following:
1. Department of Human Services Transportation Program The Council was provided information about the Department of Human Services Transportation program that is administered by the Regional Commission. The total trips for April, 2019 totaled 11,086 for a year to date total for FYI 9 of 105,052. A copy of the trips was included in the Council's packet of information.
2. Transportation Investment Act (TIA) Update
Brett informed the Council that there were several handouts in the Council packet for the local TIA distribution. The TIA amount collected in March was over $2. 7 million. The total discretionary money was $689,872 and total money for project lists was over $1.9 million. The total revenue collected since 2013 was $182.9 million with $137.2 million for the constrained list and $45.7 million for discretionary monies.
3. Comprehensive Plan Update
The planning staff continues to work with Evans, Laurens, Toombs, and Wheeler counties on comprehensive plan updates. Four meetings have been held with each steering committee.
Staff has meet with Wheeler, Evans and Toombs counties on community work programs which are in the final drafting phase. Land use mapping is almost complete. The current target completion dates for submittal of these plans to the Georgia Department of Community Affairs is early to late August.
4. Hazard Mitigation Plan Update
The planning staff is currently working on 16 plans:
1. Johnson and Bleckley counties plans are currently being reviewed by GEMA
2. Appling County Plan should be submitted to GEMA early next week.
3. Telfair, Dodge, Toombs, Jeff Davis, Wheeler, and Candler counties plans are currently being drafted and submitted.
4. Kick-off meetings have been held for Emanuel, Evans, Tattnall and
Montgomery counties. Treutlen County's kickoff meeting is tomorrow morning at 9:00. Each county is working to update critical facility information in between planning meetings.
5. We are currently working on scheduling a Wilcox County kickoff meeting.

6. A Laurens Kickoff meeting will be scheduled in the last quarter of 2019.
Dates to remember:
Brett informed the Council on the following meeting dates:
WIOA Board will meet at Chatters in Lyons on June 11, 2019 at 10:30 a.m.
Regional Council Meeting will be on June 27, 2019 at 7:00 p.m.
There will be a WIOA CLEO Board Meeting at 6:00 p.m. before the Council meeting to appoint new WIOA Board Members as well as approve the FY20 WIOA budget.
There will also be an Executive Committee meeting prior to the Council meeting at 6:30 p.m. to discuss the FY20 budget that will be brought before the Council at the regular meeting.
Brett also let them know that a TSPLOST Regional Transportation Roundtable meeting had been held on May 9, 2019 and an Executive Committee had been appointed. The following were appointed to the Regional Transportation Roundtable Executive Committee: Joey Fountain, Mayor, City of Mount Vernon; David Sikes, Chairman, Toombs County Board of Commissioners; Jimmy Rogers, Chairman, Laurens County Board of Commissioners; Mike Young, Mayor, City ofMcRae­ Helena; and James Thomas, Commissioner, Wayne County Board of Commissioners.

There being no further business, a motion was made by John Raymond Turner and seconded by Clay Reid to adjourn the Regional Council Meeting at 8:00 P.M. The vote was accepted unanimously.
