Dear Reader
Welcome to this sixth Annual Review for
Healthwatch Bedford Borough (HBB).
HBB continues to thrive in its role as the
independent consumer champion for local health
and social care services.
Activities which have been undertaken during the
year include the following:
In July 2018 HBB organised an event to both
launch our Annual Review and provide a Q&A
panel to deal with topical issues from the
audience. From the positive feedback received,
the HBB Board has agreed to maintain this as an
annual occurrence.
HBB has been able to provide positive support to
the:
Research and launch of Bedford Maternity
Voices Partnership (MVP) with the Head of
Midwifery and Nursing at Bedford Hospital NHS
Trust, local Doulas and Bedfordshire Clinical
Commissioning Group (BCCG)
Work with the Diabetes Education Team at
Bedford Hospital NHS Trust, particularly with
regard to Diabetes DESMOND education and
management of this long term condition. We
have assisted in the research and execution of
a test pilot for teaching native Punjabi
speakers with a Type 2 diagnosis in the local
community, with a key strategic partner
Educational events with ACCM (UK), including
emotive topics such as Organ Donation and
Thyroid Awareness. These local events have
seen a very good number of attendees, from a
diverse mix of local communities. Feedback
from these events have included “very
educationally informative and a pro-active step
towards improving health education locally."
HBB is in the process of organising Bedford’s first
Health and Wellbeing Fair for late September
2019, which is being designed to improve the lives
of the local population by providing opportunities
for health & well-being education and practical
support and advice.
Lastly but by no means least, HBB along with local
Healthwatch partners across the Bedford, Luton
and Milton Keynes Integrated Care System (ICS)
area, have been commissioned by Healthwatch
England to engage with local communities. This is
to establish what local people wish to see from
the NHS Long Term Plan, in terms of the way in
which healthcare services are delivered in the
next ten years. This work has involved both the
use of specific surveys and a series of facilitated
discussions.
I am pleased to report that Tracy Cowan, Chief
Executive of the Bedfordshire Rural Communities
Charity has been appointed as our Non-Executive
Director. Tracy also chairs meetings of the wider
Healthwatch Reference Group.
I must take this opportunity to thank my fellow
Directors for the way in which they support both
myself and the organisation. As volunteers, they
give a tremendous amount of their time and
effort to ensure that HBB functions effectively
and efficiently.
I would like to say thank you to our staff for their
contribution to the work of the organisation and
the production of this Annual Review. I do hope
that you will find this Annual Review both
interesting and informative.

This Annual Report summarises the work that Healthwatch Bedford Borough has done over the past
year as the local champion for users of health and social care services.
Diabetes affects more than 10,000 people in Bedford Borough and is more common in people of
south Asian origin. I am pleased that Healthwatch Bedford Borough has been using its local
knowledge and community links to support the development of a diabetes education programme
tailored for the Punjabi community. This sort of collaborative work has the potential to empower
people to better manage their condition and look after their wider health.
In January NHS England published its Long Term Plan which sets out how the health service will meet
the challenges it faces now and in the future - as our health needs change, medicines and
technology advance and our expectations of healthcare grow. Along with Healthwatch organisations
across the country Healthwatch Bedford Borough has been listening to local peoples' views on the
NHS Long Term Plan. I look forward to hearing what they had to say but this should be the start of a
bigger conversation.
If we want make a difference for the residents of Bedford Borough then we must find out what
matters to them, and work with them to build strong, resilient communities and local services that
are fit for the future.

Our Purpose
Health and social care works best when
people are involved in decisions about
their treatment and care. But this
doesn’t always happen. We are here to
help ensure that those designing,
running and regulating health and social
care listen to people’s views and act on
them.
Our approach
People speak to Healthwatch about the issues
that matter most to them. Local Healthwatch
share these experiences with local services so
that they can be improved. They also share
them with Healthwatch England, the national
body which identifies common issues affecting
people across the country, and informs those
with the power to make change happen.

NHS Long Term Plan (LTP)In January 2019 NHS England (NHSE) set out its plans to improve health and social
care over the next ten years.
The plan focuses on building an NHS fit for the future by:
Enabling everyone to get the best start in life
Helping communities to live well
Helping people to age well

NHSE commissioned Healthwatch England
(HWE) to undertake, through the network of
local Healthwatch (LHW), a programme of
public research and engagement activities.
Across each geographical ICS footprint, the
requirement was that the LHW in the ICS area
should liaise closely with NHS ICS Leads to look
at commissioning intentions and agree project
plan aims.
The HWE campaign was entitled
‘#Whatwouldyoudo?’ which provided links to a
set of online surveys together with materials to
support the public research programme.
In the BLMK ICS area Healthwatch Central
Bedfordshire (HWCB) were commissioned to
undertake the overall co-ordination of the
project, analysing the results from the raw
data obtained and preparing a comprehensive
report for submission to BLMK ICS and HWE.
The intention is that the data obtained, once
analysed, will provide specific guidance to
support the planning and implementation of
the future delivery of healthcare services.
The deadline for the facilitated discussion
groups was 30th April 2019.
Healthwatch Bedford Borough promoted the
surveys in various formats and thus offered the
opportunity for local people to have their
voices heard.

LHW agreed to undertake three specific public
facilitated discussions each. These were on the
following topics:

Mental Health
Cancer
There was a period of intense activity in both
planning and undertaking the public
engagement activities. A high degree of
importance was placed on ensuring the right
mix of people attended, from a cross section of
the local population, including seldom heard
communities.
HBB needed to understand what was working in
terms of local service provision and where
there were gaps.
These public engagement events were all very
successful. A great deal of thanks is due to all
those people who so kindly gave their time up
to attend and who provided substantive
information.
LHW recognise the importance of providing
feedback to participants to show how their
collective thoughts, when analysed, have been
applied to the thinking around the delivery of
future health care services in the BLMK ICS
geographical area.

Maternity Voices Partnership (MVP)
During 2018, Healthwatch Bedford Borough partnered with the Head of Midwifery and Nursing at
Bedford Hospital NHS Trust, BCCG and local Doula’s to undertake research into local views of
midwifery and maternity service provision across Bedfordshire. This involved visiting family
centres and breastfeeding brasseries to speak to local women about their experiences at Bedford
Hospital NHS Trust’s Cygnet Wing and community Midwifery.
Following on from the previous work of the Maternity Services Liaison Committee (MSLC), the
Bedford MVP Steering Committee, chaired by Pippa Moss, local Doula & Active Birth Yoga Teacher,
launched the Bedford Maternity Voices Partnership (MVP). The 20th September 2018 saw the local
launch, which coincided with national work undertaken to encourage local families to speak up
on their experiences and help to shape future maternity service provision, through National
Maternity Voices.
The Bedford launch event saw a good turnout from families across the Borough and has allowed
commissioners, NHS providers and HBB the opportunity to involve service user voice throughout
both planning and service delivery.

Thyroid Awareness Education EventACCM UK in partnership with Healthwatch Bedford
Borough, co-hosted our first education event of the 2019
programme. This learning and awareness raising event
focused on the topic of thyroid disease.
The keynote speakers for this event were Nimisha Naran,
Pharmacist at Lindley’s Pharmacy, Queens Park and Dr
Subhash Kanungo, GP at Linden Road Surgery. The event
was well attended by a wide spectrum of local
communities who listened intently and actively took part in
the Q&A’s in relation to medicines compliancy, blood
screening, management of this long term condition, dietary
advice and self care objectives.
i-learn Group –.Kingsbrook
Primary SchoolHealthwatch Bedford Borough representatives visited
the i-learn Bedford group and met with some of the
group members. i-learn is a new and exciting group
where women can socialise, learn new skills and
share experiences. Sessions include topics such as:
sewing, crafts, swimming, English classes and many
more.
The group is currently made up of mainly ethnic
minority women, parents and toddlers. Women from
all communities are welcome to join also. The group
consists of a diverse age range, varying between 20
to 60 years of age. The attendees expressed their
feelings of being very comfortable and supported at
the group.
HBB gave a formal overview to the group on our
health and social care involvement in the Borough.
This welcomed open table discussion regarding
personal experiences, which led to some beneficial
signposting outcomes for HBB.
Bedford Borough is home to a diverse population. Our population embraces 120
languages and dialects, which makes us one of the most culturally diverse
Boroughs in the country.

Mental Health First Aid eventHealthwatch Bedford Borough attended the Mental
Health First Aid (MHFA) Training half day event
which was held at the Queens Park Community
Centre. The course was run by Our Minds Matter
and hosted by Queens Park Community Orchard.
It was intended to focus on families with lived
experience of mental health issues. The event
helped attendees become more self-aware about
their own mental health and to gain a basic
awareness of mental health illnesses and how to
help themselves and others around them.
Healthwatch Bedford Borough had an opportunity
to explain the work of its services generally to the
meeting. The event was attended by people from
different ethnic backgrounds and in general people
found the content both interesting and of practical
assistance to them.

HBB have been working with the Diabetes Education Team at Bedford Hospital NHS Trust (BHT), a
local Diabetes Specialist Practice Nurse and ACCM UK, developing a bespoke structured Diabetes
education programme for people diagnosed with Type 2 Diabetes within the Punjabi Community
in Bedford Borough. This has involved setting up an Expert Reference Group.
After a deep dive looking at statistics for referrals made to the mainstream DESMOND
programme, patient understanding and DNA's, the group were able to pinpoint various
communities who may need additional educational support. The trial started on Wednesday 27th
February 2019 with a test pilot day, which involved the programme being delivered in Punjabi.
Feedback was overwhelmingly positive from the 10 participants. Some of the group had Type 2
diagnosis' and others had strong familial links, falling just shy of the threshold for diagnosis.
After the test pilot day, a specialist DESMOND Punjabi programme funding proposal was put
together, which included valuable information from HBB. This was presented to the CCG and the
February Diabetes SIG meeting.
This pilot sufficiently highlighted gaps in local educational understanding in relation to managing
long term conditions effectively and the importance of funding such vital educational resources.
By providing fundamental health education for effective management of such conditions in
patient`s first languages, this goes some way to reducing take up of primary care appointment
slots, reduces poor self management, increases empowerment & medicines compliancy and
decreases acute admissions through lack of awareness of the condition.

Our First Annual Review Launch Event 2018
On 2nd July 2018 we hosted our Annual Review
Launch and a specialist Question and Answer
(Q&A) panel session. This was held at the Guru
Nanak Gurdwara in Queens Park. The event was
extremely well attended by local residents.
The Q&A panel consisted of representatives
from:
• Bedford Borough Council
• Bedfordshire Clinical Commissioning Group
• ACCM UK
• Bedford Hospital NHS Trust
• Circle MSK
• BLMK ICS
• East London Foundation Trust (Mental
Health Provider)
During the Q&A session a plethora of questions
were asked featuring the themes of:
• Lack of local public engagement with the
voluntary sector from NHS commissioners
and providers.
• Issues around continuity of care for acute
specialisms.
• Concerns with the proposed merger
between Bedford Hospital NHS Trust and
Luton & Dunstable University Hospital NHS
Foundation Tust and the timeframes around
the existing business case.
• BLMK ICS planning and public engagement
concerns
• Stroke service provision
• Inequality in the spread of NHS specialist
neuro nurse provision across Bedfordshire
• Mental health concerns in BME communities
(including caste based discrimination)
• A recognition for providers to include
Equality as a fundamental part of their
planning processes in relation to public
sector equality duty
Full BSL interpretation was provided throughout
the event, enabling members of the Deaf
community to partake in discussions around
access to local health and social care services,
as well as commissioning intentions and strategic
plans for the future.
We have been following up on the issues
identified during the Q&A session. One success
can be reported where the number of neuro
nurses is to be increased with effect from
January 2020.
The HBB Board decided that with the success of
this event that it would become an annual event
in future years.

Signposting
‘People Through The System’
How we have helped the community get the information they needHealthwatch Bedford Borough recognises that accessing NHS health care and local authority social
care often happens when people are at their most vulnerable. There are high expectations of
health and care staff, helping us to get better when we are ill and helping us to live meaningful
lives when we cannot fully recover. These services touch our lives at times of basic human need,
when care and compassion are what matter most.
Having the time to explain a problem with health and social care services can sometimes be
problematic. People get in touch with us when they have been signposted from one organisation to
another without finding a way to explain the complete picture.
Healthwatch Bedford Borough have wide remit. Whilst we cannot take people through the whole of
the complaint process, we can frequently liaise between organisations and individuals who have
previously felt unheard.
Our free, friendly and confidential service provides contact details for a range of services that best
supports an individual’s need. Our aim is to be there for people however big or small the problem.
Where the safety or wellbeing of a member of the public is called into question we listen carefully.
The advocacy service POhWER, plays an important role when it is clear that issues of clinical
guidance, quality of care, consent and respect for the individual are an issue. We will remain as a
point of contact for people, but signpost to POhWER when there is an important issue which needs
to be addressed through the NHS Complaints system.
People get in touch with us about a wide range of issues that they are facing in their lives, from
needing to know which dentists are taking on NHS patients, to how to make a formal complaint
about a service.
We also have a wide range of easy to access information available on our website.

Cases:
Case A
A gentleman contacted us about his dental care. He was concerned that a mistake had been made
but the dentist had not communicated clearly with him. We helped him to access his dental records
and gave him information on POhWER Advocacy Service if he wished to make a complaint.
Case B
A gentleman contacted us shortly after his wife had gone into a residential home. This had been a
difficult decision. We signposted to a support group which held regular meetings for people who had
previously been carers. The gentleman reported that he had spoken to other people in similar
circumstances.
Case C
We were contacted by a housing organisation concerned about how one of their service users could
get access to a GP`s service. We explained that whilst an NHS number and identification is ideal,
GPs can adapt to the needs of homeless or recently homeless people. Healthwatch Bedford Borough
sent copies of our ‘Right to Healthcare’ cards and NHS leaflets about the registration process.
During 2018 – 2019 we have assisted well over 100 people, often including their carers to “navigate”
through the health and care “system”.
This becomes more complex particularly where it involves co-morbidity (one or more additional
medical conditions co-occurring with a primary condition).
Whilst not every case calls into question someone’s safety and wellbeing, we are here to help with
all manner of enquiries related to health and social care services. If you need help, support or
advice, please don’t hesitate to get in touch for information on a wide range of issues.

Patient Story
“Thank you for allowing me my voice.
I have been preparing to attend appointments this week and need to plan my time carefully around
pain and fatigue. In the next week, my challenges are: my latest new care/support company will
start after multiple delays and safeguarding issues; I ‘should’ be receiving a care payments card and
‘before the next bank run’; I will attend the last of a course to teach me how to cope with my
illness that many attendees have dropped out of and has been demanding; I will attend my own
self-managed and funded informal health, wellbeing and continuing professional development
courses both locally and out of area.
In the next few months, I have an appointment generated last year and for a local consultant I last
saw over a decade ago. This is after an initial wait of many years. This issue has been left to
continue and worsen since the last time I was under their excellent care. I also to attend an out of
area appointment to support those receiving care within one team, at another connected hospital.
I have chronic and painful conditions and don’t feel listened to or heard by local providers as a
whole person. It’s taken days to articulate or express this usefully but this feeling of never being
recognised is harder than my illness. It’s a story of chronic failures and waits, then small victories
then more failure and longer waits.
A cycle of denial for relatively small issues and any challenge is laid back at someone’s feet –
usually me the patient, or I am asked to ‘complain’, which I dislike doing and often gets nowhere
until such a mass of complaints proves impossible to ignore or is picked up by others. I don’t feel
it’s safe to speak up.
I have met disorganisation, confusion, poor coordination, lack of transparency and an unwillingness
to communicate within a fractured system. I feel like a whistle-blower explaining the impact that
this has on me. The truth is that many NHS organisations protect their corner and obscure the
truth with denial. This obscures both me and the many kind and skilled people and teams working
within local and national NHS and related services.
In contrast, a friendly young researcher (with the same condition I have) recommended I could be
helped by their NHS service (and remote access if required) and also specifically their psychologist,
and hopefully with some urgency as I wait for local mental health services. Their team understand
my conditions and what is more, show me by their actions that they do. They understand the
impact of chronic, complex or locally misunderstood health conditions. Their letters state all this
clearly going back years. They’re friendly, appear interested and send letters when they say they
will and without delay.
Moving through the system is like a game of snakes and ladders. I move forward then fall back
again, with myself and the GP blamed. Sometimes there is an impasse and that is the most
frustrating. Some things work well locally and clinicians are quick responsive and it’s pleasant
seeing them and their teams. Good, friendly care seeing the patient as a whole person can be done.
Healthwatch has been one of the few services to listen in an effective way and I am very grateful”.

SP 1 Promote the role of Healthwatch Bedford Borough as the local consumer champion
for health and social care services for adults, young people and children living in Bedford
Borough.
SP 2 Campaign for improved health and social care outcomes for adults, young people and
children by enabling the views and voices of local people to be heard.
SP 3 Champion the views and voices of the most vulnerable and least heard members of
our community by effectively influencing the quality of health and social care for all
people.
SP 4 Provide a significant input into any transformation changes to health and social care
services. This will include both representing the views of the people of Bedford Borough
and ensuring that these views are listened to in the redesign and commissioning of
new/revised health and social care services.
SP 5 Provide a Signposting and Information Service to support patients/public to access
health and social care services which are relevant to their specific needs. As part of this
support to assist people, where the service provision has fallen short of expectation and
guiding them to access the appropriate advocacy agency, where a formal complaint may be
the necessary option.
SP 6 As part of their statutory powers under the Health and Social Care Act 2012, HBB can
Enter and View (E&V) health and social care services. This can be on an unannounced or
announced basis. HBB regards E&V as a key strategic priority which will assist in ensuring
that local health and care services are being delivered in an appropriate manner. HBB has
determined that this work will be led and undertaken by staff who have been appropriately
trained and accredited as Authorised Representatives.
SP 7 Sustain the capacity of Healthwatch Bedford Borough as a thriving organisation which
has a permanent future as the independent consumer champion of health and social care
delivering on its vision, values and strategy.
