IntroductionWhat is Overview and Scrutiny?

• Overview and Scrutiny emerged in the Local Government Act 2000 as part of the government’s modernisation agenda.

• Delivered by a committee structure, Overview and Scrutiny holds the City Mayor, his Cabinet and other public service providers to account for delivering priorities and for the decisions they make. It is a key mechanism for driving forward service improvements.

How does it work?

• The roles of Overview and Scrutiny cover:-• Holding the decision maker to account - both before and after

decisions are made • Policy review and challenge • Monitoring of improvement plans • Ensuring corporate priorities met• Scrutiny of external agencies • Performance management and review • Engaging partners the public and media• Councillor call for action and petitions

How does it work? (2)

• Overview and Scrutiny committees are the main way by which decisions can be held to account in public for the roles we undertake. They will have an important role in reviewing the authority's policies and other matters of more general concern and making recommendations, either to the full council or to the cabinet on future policy options.  Overview and Scrutiny can also influence the delivery of services of other partner organisations.

Health, Wellbeing and Social Care Scrutiny Committee• This scrutiny committee supports the Pledge of the

Council "Improving Health in Salford" and the cabinet priority of "Delivering services fit for people". Members work with the Community, Health and Social Care Directorate of the Council which includes culture and leisure services. Scrutiny also work with Salford Community Leisure, Salford NHS, Salford Royal Foundation Trust Hospital, Local Involvement Networks, Age Concern and other partners across the city.

Expected Role of HWB BoardsInclude:

• To promote integration and partnership through promoting joined–up commissioning plans

• To support joint commissioning and pooled budget arrangements.

• To provide a governance structure for local planning and accountability of health and wellbeing related services.

What’s it like out there?• Safe transition of new public health responsibilities for

the City Council, Public Health England and the NHS Commissioning Board

• Maintaining progress on the joint strategic needs assessment and the joint health and wellbeing strategy

• Good progress on key public health goals – but more to do on alcohol, smoking and healthy start in life

• Commissioning and decommissioning so that we get the services we need to improve health and well being

Aims

• Maintain progress on reducing early deaths and reducing health inequalities across the city

• Increase the scale and rate of health improvement

• Increasing the development of Integrated Commissioning

• Ensure that through the successful transfer of Public Health the City maintains key strategic partnerships with the NHS
