Sir, I am directed to inform you that the West Bengal Health Scheme, 2008 has been made effective for the State Government Employees w.e.f. 01-06-2009. The benefits of the Scheme have also been extended to the State Government pensioners/ family pensioners and their family members with effect from the same date under the Finance Department Memo No. 3475-F, dated 11-05-2009. Salient features of the benefits available to the pensioners are:(i) Eligible Government pensioners/ family pensioners are entitled to get reimbursement of the cost of medical attendance and treatment of his / her own and members of family, as an indoor patient in a recognized hospital or institution for all types of diseases. (ii) Cost of OPD treatment for 10 (ten) specified diseases and also costs during the period of 30 days prior to hospitalization and 30 days from the date of discharge are also reimbursable. (iii) Reimbursement will be made as per approved rates or actuals whichever is less. (iv) Eligible pensioners/ family pensioners are also entitled to get medical attendance and treatment in eight speciality hospitals outside the State. Actual costs will be reimbursed in such cases. For getting the benefits pensioners/ family pensioners shall have to enroll their names to the Pension Sanctioning Authorities. Those who will enroll their names will not be entitled to draw regular monthly medical relief. Pension Sanctioning Authority shall issue Enrolment Certificate and direct the concerned Treasury or Bank (in case of pensioners in Kolkata) to discontinue the drawal of regular medical relief. Enrolment shall be effective from the 1st day of the month following the month in which the enrolment certificate is

issued. A copy of the Enrolment Certificate should also be forwarded to the Accountant General (A&E), West Bengal. Concerned Treasury or Bank, as the case may be, shall take necessary steps for discontinuation of regular monthly relief w.e.f. the date mentioned in the enrolment certificate. All types of family pensioners as defined in Para 3(iii) of the Memo No. 3475-F, dated 11-05-2009 will get full benefits of the Scheme. Pension Sanctioning Authorities will issue Photo Identity Cards as per entitlement of the pensioner/ family pensioner. Each dependent member of the family will get a photo identity card. Children, minor brothers, minor sisters, parents, widowed/ divorced daughters, unmarried/ widowed/ divorced sisters shall be deemed to be dependent on the Government pensioner if they normally reside with him/ her and fulfill the conditions of income. Application Proformas for Enrolment, Settlement of Claims, Essentiality Certificate, Temporary family permit etc. may be available in the Finance Department Memo No. 3475-F, dated 11-05-2009. Details of the Scheme may also be available at official website of the Government of West Bengal- (1) www.banglarmukh.com, (2) www.wbfin.nic.in link W.B. Health Scheme, 2008. For smooth implementation of the Scheme, I would request you to issue instructions to the Bank authorities in Kolkata to accept the Enrolment Certificates from the pension Sanctioning Authorities and discontinuation of the monthly medical relief in respect of the pensioners in Kolkata with effect from the date mentioned in the enrolment certificate. Some State Government pensioners/ family pensioners are drawing pension from other States. I would also request you to issue necessary instruction in these cases so that they may avail the benefits of the Scheme in lieu of monthly medical relief.

Subject: Implementation of the West Bengal Health Scheme, 2008 Sir, I am directed to state that with a view to providing better medical facilities to the Government employees and their family members the State Government has promulgated the West Bengal Health Scheme, 2008 under the Finance Department notification no. 7287-F dt. 19-09-2008. The Scheme has come into effect from 01-06-2009. The Scheme, however, is optional. The State Government employees willing to come under the Scheme will get medical attendance and treatment, including their family members, in recognized Government and Private Hospitals. Benefits of Scheme have been extended to the State Government pensioners and their family members under the F.D. memo no. 3475-F dt. 11-05-2009. For wide circulation, booklet containing the Scheme, operational guidelines, list of hospitals, approved rates, etc. has been published and the copies of the same have been sent to the departments, directorates and district offices. The Scheme is also available in the official website of the Government of West Bengal viz. www.wbfin.nic.in and www.banglarmukh.com link the West Bengal Health Scheme, 2008. But it appears that the Scheme has not received due publicity and many of the employees of various Departments, Directorates, District Authorities and Regional Offices are absolutely ignorant about the Scheme for which the employees are not getting the benefits of the Scheme. We are getting number of cases with the request to consider for reimbursement of costs of treatment done in any hospital/ nursing home according to their choice, as a special case in relaxation of normal rules, where such officers/ employees have not opted

for coverage under the West Bengal Health Scheme, 2008, although all such benefits can be availed of under the Health Scheme. Under the stated circumstances, I would like to request you to take all measures to give the said Health Scheme due publicity among the employees of your Departments and Directorates, regional offices, if any. District Offices should also be kept informed of the Scheme. Since the Health Scheme has already been operative w.e.f. 01-06-2009 we are not in favour of sanction of reimbursement of medical expenses as a special case in relaxation of the West Bengal Services (MA) Rules, 1964 and West Bengal Services (Medical Benefits for the State Government Pensioners) Rules, 1998, as amended, w.e.f. 01-11-2009. This point may be brought home to the employees/ pensioners concerned. Meetings may also be conducted by heads of respective offices so that ignorance by officers/ employees may not be considered as an excuse for relaxation of the provisions of West Bengal Services (MA) Rules, 1964/ West Bengal Services (Medical Benefits for the State Government Pensioners) Rules, 1998 after 31 October, 2009. It is also submitted that special consideration of cases where officers/ employees have not opted for the West Bengal Health Scheme, 2008, will also create unfavourable situation for officers/ employees who have opted for the Scheme and may give rise to genuine grievance on their part. W. Department has reassessed the above Health Care Organisations and recommended to upgrade them as Class-1 Service Providers. Accordingly, Governor is pleased to recognize the above Health Care Organisations as a Class-1 Diagnostic Centres and to enlist them at Sl. No. 0421006 and 0421007 respectively in Annexure A of Notification No. 3473-F dtd. 11.05.09 amending their previous enlistment at Sl. Nos. 0422203 and 0422205.

After careful consideration of the matter the undersigned is directed by order of the Governor to offer the following para-wise clarifications on the points for information and guidance of all concerned: Sl. As per Clause-14 of the West Bengal Health Scheme, 2008, Secretary of a department may allow a Government employee/ Government pensioner or family members to receive medical treatment in a Speciality Hospital outside the State, as recognised under notification no. 3473-F dt. 11-05-09. But such permission may be given when treatment in such a hospital is essential and referred by a recognised hospital. To determine essentiality of the treatment outside the State the West Bengal Health Scheme Authority should be consulted.

For Pensioners drawing pension from Bank in Kolkata, the Pension Sanctioning Authority shall issue enrolment certificate in Form-II and direct the concerned Bank for discontinuation of monthly medical relief w.e.f. the date mentioned in the enrolment certificate. A copy of the enrolment certificate is to be sent to the A.G. (A. & E.), West Bengal for information.

Pay & Accounts Offices/ Treasuries are advised to release bills pertaining to drawal of advance and reimbursement under West Bengal Health Scheme, 2008 in anticipation of allotment subject to the condition that Administrative Departments shall make adequate provision of fund under unit head, 12-Medical Reimbursement under the West Bengal Health Scheme, 2008 to make good the shortfall before closure of each financial year. 3. Advance under West Bengal Health Scheme, 2008 amounting to over Rs. 20,000/- shall be drawn through open cheque in relaxation of Rule 4.044 (1) of West Bengal Treasury Rules, 2005, till suitable amendment in the Rules is made. 4. Rule 4.107 of West Bengal Treasury Rules, 2005 includes only Government employees. Till a new system is evolved this provision shall be applied to pensioners for reimbursement only under the West Bengal Health Scheme, 2008. 5. In the case of an employee who is transferred after taking medical advance under the West Bengal Health Scheme, 2008, it is advised that till relevant rule under the West Bengal Treasury Rules are amended the amount of advance lying outstanding at the time of transfer may be endorsed on the Last Pay Certificate of the employee by the D.D.O. The new D.D.O. will take suitable measures for adjustments which will be communicated to the former D.D.O. Sd/- S. Subject: Discontinuation of the process of drawal of advance under the West Bengal Health Scheme, 2008 in A.C. Bill

In terms of Clause-15 of the West Bengal Health Scheme, 2008, an advance amounting to 80% of the estimated cost of treatment may be granted in favour of a Government employee if medical attendance and treatment is received as indoor patient and such advance may be drawn in A.C. Bill following Para-11 of the memorandum no. 3474-F dt. 11.05.2009. As difficulties are being experienced in drawal of advance in the said manner now a consolidated instruction regarding drawal of advance etc. has been issued under the Finance Department memo no. 524-F(Y) dt. 22.01.2010 (copy enclosed). Sub: Extension of the Benefits of the West Bengal Health Scheme, 2008 to the Members of Indian Administrative Service. The undersigned is directed to state that the State Government has promulgated the West Bengal Health Scheme, 2008 under Finance Departments Notification No. 7287-F dated 19.09.2008 with a view to providing more medical benefits to the State Government employees/ Pensioners and their family members. It came into force with effect from 01.06.2009. The Finance Department (Audit Branch) of this State Government under their No. 8861(3)-F dated 15.09.2009 has conveyed the decision of the State Government to extend the benefits of the West Bengal Health Scheme, 2008 to the members of the Indian Administrative Service who are rendering service in the affairs of the State Government. In pursuance of the above, the Governor is now pleased to extend the benefit of the West Bengal Health Scheme, 2008, mutatis mutandis, to the members of the Indian Administrative Service and their family members in terms of All India Services (Conditions of Service- Residuary matters) Rules, 1960 subject to the conditions that:1. Enrolment in the Scheme is optional. 2. Personnel & Administrative Reforms Department will be the Administrative Department in respect of the members of Indian Administrative Service who are rendering services in the affairs of the State Government for enrolment under the West Bengal Health Scheme, 2008. 3. Indian Administrative Service Officers and their family members shall be entitled to the facilities under the Scheme in addition to the facilities under the All India Services (Medical Attendance) Rules, 1954 and G.O. No. 880PAR (IAS) dated 01.04.2008. 4. An Officer already enrolled under the Central Government Health Scheme shall not be entitled to get the benefits under the West Bengal Health Scheme, 2008.

This issues with the concurrence of the Finance Department vide U.O. No. M935/09 Group P (Service) dated 29.10.2009.
