3.10 Participate in Phase 2 of the South East Melbourne Councils consortia working group to investigate the links between packaged liquor outlets and alcohol related harms in order to undertake changes to the Victorian Planning Provisions to assist local government to reduce violence in the home, in licenced venues and in public places.

Disability Action Plan – Year 2

This document is also Council’s Disability Action Plan and has been developed to be aligned with the Victorian State Disability Plan 2017-2020 to support

people with a disability to live satisfying everyday lives. In summary, the actions within this Action Plan will support people with disabilities by:

1. Inclusive communities (I feel included):

Ensure disability access and inclusion are considered when promoting community-based activities (actions 2.12, 4.13 and 4.14).

Raising awareness both within Council and the community about the number of people living with disabilities within the local community to ensure that services are accessible and inclusive (actions 4.2, 4.5 and 4.11).

Improving the accessibility and inclusiveness of Council’s major events for people with disabilities (action 4.4).

Scoping the development of a Universal Design statement to inform the delivery of Council’s capital projects to ensure Council-owned facilities are fully accessible and inclusive (action 4.12).

Celebrating International Day of People with Disability (action 4.13e).

Being considered of people with disabilities when advocating for improvements to the local bus networks (action 4.16).

2. Health, housing and wellbeing (I live well):

Being considered of people with a disability when promoting physical activity through promotional campaigns, such as Walk to School and the Premier’s Active April (action 1.8).

In auditing Council-owned drinking water fountains, work to ensure that drinking water fountains located in high pedestrian areas are fully accessible for people that use wheelchairs and assistance dogs (action 1.9).

Incorporating the needs of people with disabilities in the development of service and construction standards for the upgrade and installation of new Council-owned drinking water fountains, by ensuring that water fountains have mouth and bottle facilities, are accessible by people who use wheelchairs and have dog water bowls (action 1.10).

Being proactive in ensuring Council-owned sporting infrastructure is accessible by people of all abilities and by applying for infrastructure grants to facilitate building improvements (action 1.16).

Reviewing the Play Space Strategy to ensure play spaces within the municipality are appropriate for people of all abilities (action 1.17).

Piloting a water efficiency initiative with Council’s In-Home Service clients to improve access to South East Water’s vulnerable client programs that will help to reduce household water bills (action 5.1).

3. Fairness and safety (I get a fair go):

Raising awareness amongst Council staff about women with disabilities being at increased risk of family violence (actions 2.1, 2.2 and 2.3).

Raising awareness amongst Council staff about the discrimination and inequalities generated by the intersection between gender and disability (actions 2.4 and 2.11).

Being considered of the access and inclusion of children, young people and families with disabilities in Council’s services and infrastructure when developing Council’s new Child, Youth and Family Plan – ensure consultation takes place with the Frankston Disability Access and Inclusion Committee (action 2.7).

Ensure disability access and inclusion are considered when exploring opportunities to implement initiatives that promote financial literacy education for women (action 2.9).

Being considered of people with disabilities when advocating for the support needs of people experiencing, or at risk of, homelessness (actions 3.4, 3.5, 3.6 and 3.7).

Being considered of the needs of people with disabilities when advocating for support services for people experiencing Alcohol and other Drug dependency (actions 3.9, 3.10 and 3.12).

4. Contributing lives (I contribute):

Piloting the Enabling Women’s Program in partnership with Women with Disabilities Victoria to provide women with disabilities with a voice and leadership (action 2.10).

Providing opportunities for people with disabilities to contribute to Council's planning processes and key council strategies and plans through Council department consultations with the Frankston Disability Access and Inclusion Committee (DAIC) (action 4.9).

Actively supporting people with disabilities through Council’s In-Home Service and Social Support programs, taking a ‘wellness and reablement’ approach, as well as supporting people to make a positive transition to the NDIS (actions 4.6, 4.7 and 4.8).

Being considered of the needs of people with disabilities when developing Council’s Waste Wise Events Policy (action 5.2).

Better supporting people with a disability to access free drinking water when travelling throughout the municipality through the Choose Tap campaign (action 5.4).

Strengthening Council’s recruitment strategies to better facilitate employment for people with disabilities (action 6.3).

Being considered of young people with disabilities when developing training opportunities and employment pathways through the training café at Frankston South Community and Recreation Centre and Frankston North Community Centre (action 7.3).

Ensure disability access and inclusion are considered when developing library programs, such as digital literacy, story time and the READ program (actions 7.1, 7.4 and 7.5)
