1) Executive summary.
The occupational safety and health act 2006 part 111 section 13-22 on general duties obligations
and responsibilities of employers provides for:
a) Protection of workers from dangerous aspects at the employers undertaking
b) Keeping the environment free from hazards due to pollution
c) Providing and maintain safe systems of work,
d) Ensuring absence of risks in use, handling storing and transporting of substances and
articles,
e) Provision of adequate and appropriate information, instructions, training and supervision
to ensure health and safety and potential dangers of work are minimized,
f) Provision and maintenance of a safe and non-risky means of accesses and exit
g) Provision of personal protective equipment (PPE) against accidents and adverse effects
on health.
It’s based on the above legislation that we base our risk assessment of steel and tube Namamve1
to find out health and safety risk that KK security employees who will be deployed there may face
and try to find ways to minimize such risks.
2) a) Introduction
Steel and tube industries Namanve is located at Namanve industrial park manufacturing quality
steel products for the mass market. Products include wire nails of all sizes, rectangular hollow
section, round hollow section, square hollow section, chequred plates, door frames, expanded
metal, tanks, and HT bard of different sizes. It should be noted that it also imported ready made
products like big HT bars and stores them for sale. All the materials used in the manufacturing is
imported either from South Africa or china.
b) Problem Statement

KK security is committed in its safety statement to providing safe work place for all its workers,
safe access, safe systems of work, information, instruction training and supervision, appropriate
personal protective equipment (PPE), emergency plans in place e.g. fire, safe articles and
substances (e.g. chemicals),appropriate welfare facilities. It must be noted that under
employment act 2006 all employers are supposed to provide. Minimum facilities for security
worker as provided in employment act regulation 2006 as follows protective clothing, toilet
facilities, adequate lighting, first aid, and monitoring for safety.
c) Procedures
The health and safety officer (HSO) visited the plant premises and requested to be taken around
the factory. The HSO made observations which were noted down. A meeting was held with plants
safety and health officer, workers were interviewed and security officers were interviewed and
this form the findings below.
3) Analysis, findings and conclusion
The following is a list of identified hazards/general hazard associated with work of security officer
(Hazards we are bringing to the clients work place)
a) Lone working
b) Physical violence
c) Night work and shiftwork
d) Dog handling
e) Manual handling
f) Visual display unites(VDU)
g) Slips, trips and falls
Specific hazards associated with steel and tube industries Namanve in which a security guard will
work (hazards that already exist at the client’s place of work)
a. Manufacturing processes
b. Fire
c. Electricity
d. Heights (e.g. mezzanine floors, scaffoldings, openings, excavations etc.)
e. Others including, plant and machinery, forklifts, trucks and other internal transport, hot
surfaces/ substances, pressure systems, housekeeping, noise, dust, lighting levels,
temperatures, radiation, chemicals ,biological agents etc.

The following table provide details of the findings of the health and safety officer on the identified
health and safety risks and how to control the risk of any hazard causing harm to employees of
KK security who will be based at the site.

f. The client should do labeling for heat prone areas and heavy voltage areas.
g. The client may provide both passive and active fire protection equipment in the site.
h. We recommend adequate fire exit in all areas in the site.
i. KK security must carry controlled periodic checks for all its officers in assignment.
j. KK Security should install electronic monitoring systems e.g. GEMS, in the site.
k. KK must provide health surveillance program for all its employee’s.
