1 HCSIS Release 8.3 Announcement HCSIS Release 8.3 goes live on November 13, 2016. This release incorporates twenty-one maintenance items, Work Order 1034 Community Health Choices Phase 1A and Work Order 3026 ODP Employment Volunteer Data Collection. This release newsletter provides a review of these system changes. The enhancements and changes in this release are a direct result of requests and recommendations from the field. Goals > Concerns Related to Goal - Updated from 512 to 4000 characters

The Evaluation Report Due Date Will Now Calculate Correctly

With Release 8.3, the next Evaluation Report Due Date will now calculate correctly when the user entered date for both the PTE/PTRE Received Date and Date Evaluation Report sent to Parent/Guardian are the same date.

Users Receive a Validation Message When Using Multiple Windows to Finalize an Evaluation Report and Update Developmental Domain Information

Description of Change

With Release 8.3, when an Evaluation Report is finalized in one internet browser and the Developmental Domain section of the Evaluation Report is updated in another internet browser window, any information saved after the Evaluation Report is finalized will not be saved. Top inform the user that they were working in two internet browser windows for the same record, the following validation message will appear:

Information cannot be saved – the report is no longer in draft status

The Office of Child Development and Early Learning strongly recommends that users not create multiple HCSIS sessions by clicking Duplicate Tab or New Window. Doing so may result in less than optimal system performance and possibly generate system errors.

Users Receive a Validation Message When Trying to Extend the Annual Review Date Past a Child’s Third Birthday

Description of Change

With the 8.3 Release, if a user tries to extend the Annual Review Date by utilizing the “EXTEND ANNUAL REVIEW DATE BY 60 DAYS”, HCSIS will check if the new Annual Review Date falls after the child’s third birthday. If it falls after the child’s third birthday, users cannot extend the Annual Review Date, the user will receive the following validation message:

Projected Annual Review date cannot be after the child’s 3rd birthday

Waiver Capacity Allocation History Will Now Display the Correct User Name on the Last Changed User Column

With Release 8.3, HCSIS will no longer incorrectly display the name of the prior logged in user who made the last (or previous) change to the Waiver Capacity amount on the Waiver History. Instead the current logged-in user name will appear on the waiver history for any changes made by the current logged in user.

OLTL SC Entities with Multiple Service Locations in their SC Entity Profile Can Access PDA Plan Screens

In HCSIS Release 8.3, SC entity users can open plan information in the Aging Plan screen for their participants when the users’ SC entities have multiple service location entries with different effective dates in their SC entity profiles. Such users do not encounter HCSIS common errors when they attempt to open Aging plan records.

Reason for Change

Some features of the HCSIS/SAMS interface redesign have been implemented as part of HCSIS Release 8.3. However, with this implementation, some SCs could not access Aging Waiver plan records in HCSIS and received HCSIS common errors when attempting to open these plans. This bug affected users at OLTL SC entities that have multiple service locations in their SC Entity profiles. These users should now be able to see the Aging plan information.

Users Cannot Save Draft Plans with Incorrectly Assigned Waivers

Description of Change

With Release 8.3, ODP-ID and OLTL users who create draft plans with incorrect eligibility-waiver information, as described below under “Reason for Change,” see a new error message when they attempt to save these draft plans. The new message is “Either waiver/program status is invalid or plan dates are out of waiver/program date range.” HCSIS does not allow the plan to be saved.

Users no longer receive a message indicating that no records match their search criteria when they attempt to open such incorrect plans. These plans are sometimes referred to as “stuck” plans.

In HCSIS 8.2 and prior versions, users who had two different participant records open to Create Draft Plan screens in separate tabbed browser sessions could inadvertently create a draft plan for one of the participants that was assigned the other participant’s eligibility waiver as its eligibility. This caused the system not to find the plan that had the incorrect waiver when users searched for it in the Draft Plan screen.

The user places the document in Validation/Submission mode by clicking [Submit].

Prior to Release 8.3, when users requested a Service Authorization Notice, they were able to see individuals who were outside of the scope in which they were logged into. For example, a user with a Central Region scope requested a Service Notice, they were able to see the consumers who belong to other Regions, such as West or Southeast.

Data Extracts Are Purged Seven Days after their Processed Date Rather Than Seven Days after their Requested Dates

Description of Change

With Release 8.3, data extracts remain available for use until they are purged at 2:00 AM on the seventh day after the date the extract is processed. Before this fix, extracts were purged seven days after the date that they were requested, and sometimes this purging was earlier than most users expected. This bug was especially a problem for users who requested extracts including data that covered more than 12 months. Extracts covering more than 12 months of data are held and processed over the weekend following the request. See the Reason for Change below for more information on this scenario.

Reason for Change

In HCSIS before Release 8.3, data extracts were being purged from the system seven days after they were requested rather than seven days after they were processed. As a result, data extracts were sometimes purged earlier than users expected. The issue was particularly problematic when an extract was requested during the week but had to run over the weekend because the date span chosen for the extract to cover exceeded 12 months. For example, an extract covering 15 months of data that was entered on a Monday would not be processed until the following Saturday, but would then be purged the Monday after processing. The requesting user would have one day, Monday, to use the extract because the “purging count” started the Monday the request was entered.

Description of Change

In HCSIS Release 8.3, when users enter or paste an address into an Address Line 1 field in any one of several screens in HCSIS/Pelican-EI, the first 26 characters of the address are entered into the Address Line 1 field. When the user saves the record, a GIS Address Verification window may open to allow the user to use the GIS-confirmed address.

If the user chooses the GIS address, any remaining characters in the address beyond the first 26 are automatically entered into the Address Line 2 field, overwriting any address information that may already be there. Any characters in the Address Line 3 field is deleted.

If the user chooses to cancel out of the GIS Address Verification window to keep the address originally entered, the address information in Address Line 1, 2 and 3 remains as it was entered.

Reason for Change

Before HCSIS Release 8.3, users saving addresses in Address Line 1 might see the GIS Address Verification window. However, when the suggested address exceeded 26 characters, and the user clicked the Continue button to use the GIS-suggested address, an error/validation message stating “Line 1 - Field length should not exceed 26 characters.” appeared, and the address would not be saved.

WO 1034: Community Health Choices – Phase 1A

Community Health Choices (CHC) is a managed care delivery system being developed to improve home and community-based care services for older Pennsylvanians and individuals with physical disabilities. This system is to be implemented statewide in three phases, each phase focused on a specific zone created from groups of counties.

CHC Phase 1 is divided into two releases. In CHC Phase 1A (slated for a November 2016 software release), the functionality is to be implemented in a disabled, or Off, state except for certain features that are implemented statewide. In CHC Phase 1B (slated for a May 2017 software release), the functionality will be enabled for CHC Zone 1 counties, and will include the vast majority of CHC enhancements.

As part of Release 8.3, changes have been made to HCSIS that are functional or visible in CHC Phase 1A in its Off state. The bulk of these changes primarily affect screens used by the Office of Long-Term Living (OLTL) and its staff, as well as personnel at service-coordination entities and providers. The changes are occurring in HCSIS and in Enterprise Incident Management (EIM). Some changes (made to EIM only), to a lesser extent, affect the Office of Developmental Programs – Intellectual Disabilities and the Office of Developmental Programs – Bureau of Autism Services.

The next several pages summarize and illustrate the changes that are being implemented in Release 8.3 for ODP-BAS, ODP-ID and OLTL in EIM and HCSIS. Two changes that affect only OLTL in HCSIS are singled out here for special mention:

1. OLTL COMPASS applications are no longer to be routed to HCSIS, but are going

to be routed to the Independent Enrollment Brokers in the Phase 1A release. The

document titled Capturing COMPASS Applications in HCSIS will need to be

revised or removed from LMS.

2. The second feature is that new alerts will be generated for case owners (Supports

Coordination Entity Supervisors) to transfer cases to the IEB. This feature will alter

FFS clearance processes as well as CHC. The document Receiving and Working

with Alerts will need to be revised or removed from LMS.

See the following pages for details on other changes affecting all three program offices. Each page shows the Phase 1A form of the screen that is changing. A table under each illustration shows the name of the documentation and the page numbers where changes will be made for the program office named.

WO 3026: ODP Employment Volunteer Data Collection

The Department of Human Services (DHS) is increasing the employment opportunities for the people they serve emphasizing the “Employment First” approach and the value of work. ODP is adding questions to the Individual Monitoring Tool in the Home and Community Services Information System (HCSIS) to collect employment related information for both Intellectual Disability and Autism programs.

The additional questions include:

Is the individual working in a competitive integrated job?

o If no, is the person enrolled in prevocational or transitional services?

Is the individual self-employed?

How many jobs is the individual working that meets the definition of competitive

integrated employment?

Estimated average hours worked per typical work week

Job Type (If the individual is working more than one job, select the job type for

the job with the most hours worked.)

Does the individual receive paid benefits?

Additionally, ODP is adding an Employment Information Detail Report within the HCSIS application and Enterprise Data Warehouse (EDW) to report on Individual Monitoring data, including the employment related information.

The Employment Information Detail Report will display the following data:

ODP-ID: Results will be sorted alphabetically by Region, County/Joinder, SC Entity, Last Name, First Name, Supports Coordinator, Contact Type and Contact Date (in reverse chronological order)
