The revision date on this HWCP reflects when Colby College formally adopted the plan. The

plan will be implemented immediately whenever there is a fire, explosion, or release of

hazardous waste or hazardous waste constituents that could threaten human health or the

environment.

The HWCP will be reviewed annually per Colby College policy. The HWCP will also be

reviewed and immediately amended, if necessary, whenever:

Applicable regulations are revised;

The plan fails in an emergency;

The facility changes design, construction, operation, maintenance, or other

circumstances—in a way that materially increases the potential for fires, explosions,

or releases of hazardous waste or hazardous waste constituents, or changes the

response necessary in an emergency;

The list of emergency coordinators changes; or

The list of emergency equipment changes.

1.0 PURPOSE 1.1 The purpose of the HWCP is to minimize the hazards to human health or the

environment from fire, explosions, or any unplanned sudden or non-sudden

release of hazardous waste or hazardous waste constituents from Colby

College to air, soil, or surface water.

2.0 SCOPE 2.1 The provisions of the HWCP apply to all Colby College buildings and areas

where hazardous waste is generated or stored. The provisions of the HWCP

will be carried out immediately whenever there is a fire, explosion, or release

of hazardous waste or hazardous waste constituents.

4.0 DEFINITIONS 4.1 EPA: Environmental Protection Agency, the federal agency with oversight

over the MEDEP and hazardous waste regulations.

4.2 HWCP: Hazardous Waste Contingency Plan, an emergency plan that

addresses the release of hazardous waste or hazardous waste constituents.

4.3 HWSA: Hazardous Waste Storage Area, the primary storage area for all

hazardous waste generated at Colby College.

4.4 MEDEP: Maine Department of Environmental Protection, responsible for

creating and enforcing the hazardous waste regulations in Maine.

4.5 SAA: Satellite Accumulation Area, hazardous waste storage areas exempt

from the requirement to maintain an accumulation start date.

5.0 RESPONSIBILITIES 5.1 Emergency Coordinators

In the event of a fire, explosion or release of hazardous waste that could

threaten human health or the environment, the Emergency Coordinators

have the authority to commit the resources necessary to carry out the

HWCP.

The Primary Emergency Coordinator will be responsible for

implementing the HWCP. An Alternate Emergency Coordinator will

assume the responsibility of implementing the Plan whenever the

Primary Emergency Coordinator is off-site or unable to respond during

an incident. At all times, at least one Emergency Coordinator will be

either on-site or on-call and able to reach the facility in a short period of

time to coordinate an emergency response.

All emergency equipment on-site is inspected and maintained on a

regular basis per the timeframes specified in this Plan by the Emergency

Coordinator or their designee. It is the responsibility of the Emergency

Coordinator to ensure that all emergency response and prevention

equipment listed in this Plan is available and maintained as necessary to

ensure proper operation in times of an emergency.

6.0 FACILITY INFORMATION 6.1 General Information

Colby College is a private liberal arts college. Current enrollment is 1917students with 807 faculty, administrative and maintenance staff. Colby

College is located on 714 acres in Waterville, Maine. The campus

consists of over 64 buildings for student education, housing and

activities.

6.2 Hazardous Waste On-Site

The majority of the hazardous waste generated at Colby College is

laboratory waste from the Natural Science Departments located in Arey,

Keyes, Mudd, Davis, and Olin Science Buildings. The hazardous waste is

accumulated in SAAs located in the labs where the waste is generated.

Hazardous waste is also generated by the Physical Plant Department and

stored in the Maintenance Garage. A list of all SAA locations is included

as Appendix A.

004.

Hazardous waste generated at the College consists of ignitable solvents

from the laboratory, spent fixer from the film studios, waste paint and

solvents from PPD and various lab pack chemicals from the science

research labs.

The hazardous waste containers will be inspected weekly. Inspections

will be recorded on inspection logs and kept on site for at least one year.

Hazardous waste will be stored at Colby College for 90 days or less and

transported by licensed hazardous waste transporters and disposed of at

licensed hazardous waste disposal facilities.

7.0 Emergency Equipment 7.1 Communication and Alarm Systems

Telephones are located throughout the Campus and immediately

adjacent to the HWSA.

Two way radios are carried by Security and select employees and can be

used in an emergency to contact support or communicate response with

the Emergency Coordinator.

Each building is equipped with audible alarms that are the primary

communication device to alert all employees and students of a large

scale emergency (fire, explosion or emergency spill) and the need to

evacuate. The Colby College Security Department is also automatically

notified when a building alarm is triggered.

During an emergency, specific instructions may be issued throughout

campus from the emergency siren /PA system mounted on the roof of

the Mudd and Runnels Hill Buildings.

7.2 Spill Prevention and Control Equipment

All liquid hazardous waste is stored in containment trays capable of

containing the contents in the event of a leak.

Spill response kits are located in the HWSA and next to each SAA. The

spill kits are restocked immediately following an incident when they are

used. The contents and response material capabilities of each spill kit is

listed in Appendix B, Emergency Response Equipment.

PPD maintains large quantities of oil absorbent for larger spills.

7.3 Decontamination Equipment

Emergency eyewash stations and showers are located throughout the

science buildings and where corrosive materials are used. Appendix C,

Emergency Eyewash and Shower Locations, lists the location of all

eyewash and shower units at the College.

7.4 Fire Control Equipment

Portable type ABC fire extinguishers are located throughout campus

buildings. All fire extinguishers are inspected monthly by the Security

Department and maintained in accordance with OSHA requirements.

Every building is equipped with automatic sprinkler systems with

supplied by a 158,900 gallon water tank in the event the City water

supply is interrupted.

8.0 EMERGENCY PROCEDURES 8.1 Releases of Hazardous Waste or Hazardous Materials (Spills)

8.1.1 This Plan addresses two types of spills: “incidental spills” and spills

requiring an “emergency response.” An incidental spill is one that is

under control with respect to the amount, toxicity, and location of the

hazardous material released. Whether or not a spill is considered an

incidental spill or one requiring an emergency response can vary based

on the level of training that the first responder has received on the

proper handling of the released hazardous material. The type of

response and necessary precautions that should be taken for an

incidental spill is reviewed with each employee during the Hazard

Communication Training, which explains the types of spills that can and

cannot be handled by employees.

8.2 Characterizing and Assessing an Unknown Release

8.2.1 If the nature of the spill is unclear, the Emergency Coordinator or

qualified employee will proceed to the scene of the potentially

hazardous incident and conduct a rapid initial assessment to determine

whether the incident qualifies as an “incidental spill” or as one requiring

an “emergency response.” If the quantity of spill exceeds typical

volumes of material used on campus, is an unknown material, or has

traveled off campus (soil, air or water), the spill will be treated as an

emergency release.

8.2.2 During the discovery phase of an incident, the Emergency Coordinator

will comply with the following procedures:

While attempting to determine the nature, types, and quantity of

material spilled, always wear appropriate personal protective

equipment (PPE).

If the release appears to be large or if there is doubt about the

types of hazards associated with the release, do not immediately

enter the area. Instead, before entering the area, make an effort

to identify and assess the amount of released material by other

methods, such as by inspecting the container from which the

release occurred or by consulting people who were in the area at

the time of the release.

If the identity of the spilled material is known, refer to SDS for

information about the physical and chemical properties of the

material (e.g., specific gravity, flash point, reactivity,

decomposition, and Permissible Exposure Limits [PELs]). If a

volatile chemical is spilled in an enclosed area, the area should be

mechanically ventilated prior to anyone entering the area.

If the material cannot be identified due to the nature of the

release (i.e., fire, explosion, or reduced visibility caused by the

release), do not attempt to enter the area and instead retreat to a

safe distance.

When the type of material spilled is known, wear the appropriate

PPE and approach the area with caution.

8.3 Incidental Release/Spill Response

8.3.1 If the release is determined to be an incidental or a minor spill, the

responder or personnel responsible for the spill will take the following

actions:

Characterize the spill, i.e., determine the exact volume and

material spilled;

Oversee or conduct the clean-up of the spill and properly dispose

of any waste; and

Notify the Primary Emergency Coordinator that the spill has

occurred and document the spill on the Spill Response Form,

Appendix D.

8.4 Emergency Release/Spill Response

8.4.1 If the release is beyond the scope of Colby College personnel to respond

to and determined to be an emergency release, the Emergency

Coordinator will take the following actions:

Following the procedure listed in Section 8.2, characterize the

spill by determining the material release and estimating the

quantity;

Restrict access to the area where the spill occurred. In addition, if

necessary evacuate the building by activating the fire alarm;

Take safe and reasonable defensive actions to control and

minimize the spread of the spill and to minimize the harm to the

environment;

As soon as possible, contact Environmental Projects Incorporated

(EPI) to mobilize and respond to the spill. The Emergency

Coordinator will provide as much information as possible to EPI

at that time.

Notify the NRC and DEP of the emergency;

Oversee and coordinate cleanup by EPI, and verify proper waste

disposal; and

Allow operations to resume only when all released material has

be cleaned up.

8.5 Fire/Explosion Response

8.5.1 In the event of a large/significant fire:

The responder shall go to the nearest fire alarm pull station and

activate the alarm;

Immediately and calmly go to the nearest exit away from the fire

and evacuate the building. Do not use elevators;

Once in the assembly area, stay where you are. Do not leave your

assembly area unless cleared to do so; and

Follow the direction of the Security Department, Waterville Fire

Department or the on-site Emergency Coordinator at all times.

8.6 Evacuation Program

8.6.1 It is extremely unlikely that a campus wide evacuation will be necessary

as a result of a hazardous waste spill or fire. In the event it is required,

the entire effort will be coordinated through Security which will

establish the evacuation route based on the unique situation.

8.6.2 In the event a building must be evacuated due to a specific incident such

as fire or hazardous materials release, the building occupants will be

notified to evacuate the building by the audible fire alarms.

8.7.1 Prior to resuming operations in the affected areas of the facility after an

“emergency response” incident, the Emergency Coordinator will ensure

the following:

All waste, released material and spill debris associated with the

spill has been properly characterized, cleaned up and stored in

compatible containers;

All incompatible wastes (if any) and spill debris have been stored

in separate containers;

All debris (including absorbents, wipes, etc.) generated during the

spill response determined to be hazardous waste will be placed in

compatible containers and properly marked, labeled, and stored

in the HWSA until they are shipped off-site to a licensed disposal

facility; and

All emergency equipment listed in the Plan has been cleaned and

is operating properly for its intended use before facility

operations are resumed

9.0 RESPONSE ARRANGEMENTS, NOTIFICATIONS AND RECORDS 9.1 Colby College has made emergency response arrangements with the groups

listed in the table below. All response agencies listed have a received a current

copy of this Plan and all response agreements are updated annually. A copy of

the mutual aid agreement letter and their responses are included in Appendix E.

9.2 Release Documentation

9.2.1 If the Emergency Coordinator determines that the facility has had a

release or hazardous waste related fire or explosion that threatens

human health or the environment, the incident will be recorded on Spill

Reporting Form, Appendix D.

9.3 Oral Notification

9.3.1 All hazardous waste spills/incidents must be reported immediately to

the Department of Public Safety (State Police). When possible, provide

all the characterization information listed in the Spill Reporting Form,

Appendix D.

9.4 Written Notification

9.4.1 All hazardous waste spills must be reported in writing to the MEDEP

within 15 days. The Emergency Coordinator will complete MEDEP Spill

Reporting Form (Appendix D) as the written notification.

9.5 Records

9.5.1 All spill records will be maintained with the Plan in Appendix E.

10.0 TRAINING 10.1 All Emergency Coordinators are familiar with Colby College, are capable and

have the authority to implement the HWCP whenever necessary. They receive

annual review training on the implementation of the Plan and hazardous waste

regulations. During the training program, the Emergency Coordinators are

trained on spill type determination (incidental spill vs. emergency response),

spill notification, and spill response (for incidental spills only).

SPILL KIT CONTENTS AND CAPABILITY

Each spill kit contains at a minimum the following materials:

1. Control dykes and pillows used for absorbing solvents, acids (not HF), caustics.

a. Place the dykes around the spill to contain the liquid. Put the pillows in the middle of the

spill to absorb the liquid.

b. Place the dykes and pillows into a plastic bag and seal. Label the bag for the contents and

date of the spill. Call the Departmental Safety Coordinator to arrange for disposal.

2. Inert absorbents such as vermiculite, clay, sand, kitty litter to aid in the control of oil and oily

waste liquid spillage.

Additional Materials Required for EPCRA Facility Emergency Response

Plan

The only extremely hazardous substance (EHS) stored at Colby is sulfuric acid in individual lead

acid batteries. Most of the batteries are used on campus for backup lighting, computer servers and

in vehicles. The majority of the batteries are typical in dimensions to common car or truck

batteries. In total there is approximately 4,300 pounds of acid on campus well over the reporting

threshold of 500 pounds. However, the probability of a single large spill is very unlikely and would

only occur in conjunction with additional catastrophic issues on campus beyond Colby’s internal

response capabilities.

Notification, Facility and Community Evacuation and Shelter-in-Place Procedures:

Due to the individual nature of batteries, it is extremely unlikely that an event would force campus

evacuation where batteries are located. Where batteries are located, there may be small areas that

may need to be isolated to the public in order to successfully mitigate any acid release that may

occur. For other events, any off site evacuation will be coordinated with the Waterville Public

Safety officials, as well as the Kennebec County EMA.

Transportation means and Routes for sulfuric acid (batteries) to the Campus:

Batteries are transported over a variety of routes based on need and vendor at the time of the

order. Batteries are generally shipped via common carrier but may also be shipped by the vendor

themselves. All batteries are transported by trucks.

Additional Training:

All Facilities (PPD) personnel that handle batteries, other hazardous substances or respond to

hazardous materials spills are trained on battery/sulfuric acid safety via the attached Battery Safety

Talk. In addition, PPD personnel receive annual cross training on hazardous waste management,

SPCC training, and hazardous communications. Competency testing is based on supervisor

observations and verification of compliance with the procedures.

Spills:

Colby Facilities personal are trained to respond to non-emergency quantities of spilled acid. Colby

maintains three spill kits for battery response in the Zamboni room, garage ,and with the mobile

response spill control equipment. A list of the PPE and neutralizing agents is attached.

Emergency Heath Treatment:

In the event a Colby employee, visitor, or student is exposed to sulfuric acid, treatment procedures

will comply with the attached SDS and may include treatment at Maine General, Thayer Hospital.
