This Hazardous Material Shipping Guide is designed for all locations in Canada. This issue supersedes all previous versions. This manual acts as an interactive training guide as well as a shipping desk reference copy. Please read these instructions carefully. This shipping guide includes interactive training and certification. This issue includes all changes, reclassifications, additions and deletions. This shipping guide is available on the Logistics intranet site under the Transportation link along with a Security Awareness Video and Certification Log listing employee training status. The manual is divided into 3 sections. Section 1 - Safety Awareness provides the basis for training on emergency response, policy and hazmat terminology. Section 2 - Domestic Shipping Documents provides a pictorial for shipping Hazardous Material domestically. Section 3 - Certification includes an online certification test along with a Security Awareness Video. Any questions, interpretations or suggestions should be directed to the Transportation Department.

Training Instruction This Guide is designed for all locations in the CA. Log onto the Hazmat Certification website:

1. Enter the name & employee number that will be testing. 2. Review the Hazmat Training Guide. 3. Watch the Security Awareness Video. 4. Periodically throughout the manual there are review questions that the

tester will be required to answer. 5. A correct answer will allow continuance. 6. An incorrect answer will require another attempt. 7. The tester can browse back through the manual to search for the

correct answer. 8. Once the tester has completed reading and reviewing the manual he

should notify the Trainer. 9. The Trainer should quiz the employee to evaluate his/her

understanding of the material. 10. Once the employee is ready to test for certification, the Trainer

releases the employee test. 11. When the employee completes the test, he/she prints their certificate,

signs it and maintains it in the location for as long as the employee is active.

12. A certification history and archive copies of the certificate will also be maintained electronically.

13. For purposes of this training the reference to “trainer” is the Employees immediate supervisor or manager.

SECURITY AWARENESS The US Department of Transportation adopted (as part of Homeland Security) a regulation in 2003, requiring all shippers of Hazardous Material to incorporate Security Awareness into their training programs. Security Awareness Training is now mandatory to receive Hazmat Shipping Certification in the US. Since we felt this was valuable training it has also been incorporated into the Canadian training. A 25 minute video is located on the Transportation website. Training logs will automatically be updated after you have signed on and watched the video.

EMERGENCY RESPONSE

Our Emergency Response Phone Number is: 1-800-424-9300 (US, CA, V. Islands) 1-703-527-3887 (Calls Originating Elsewhere) These numbers are required on all truck bills of lading, air freight Shipper’s Declaration of Dangerous Goods forms and Material Safety Data Sheets. Regulatory agencies, emergency first responders and customers all can utilize this number to answer questions regarding Hilti regulated products.

Chemtrec, a service of the Chemical Manufacturer’s Association, answers the call and provides transportation, health, safety and disposal information on Hilti’s behalf. These phone numbers are manned and answered 24 hours a day, 7 days a week (24/7).

MSDS ARE AVAILABLE ON THE HILTI INTRANET IN THE FOLLOWING LOCATION: DEPARTMENTS\LOGISTICS\TRANSPORTATION\ MSDS THE MSDS PROVIDES VALUABLE INFORMATION REGARDING PRODUCT CHEMICAL PROPERTIES, FIRST AID PROCEDURES, SAFETY, STORAGE, DISPOSAL AND TRANSPORT INFORMATION. Unusual Fire and Explosion Hazards:

Thermal decomposition products can be formed when exposed to fire. Part B (dibenzoyl peroxide) begins to decompose at temperatures exceeding 120º F / 50º C.

REACTIVITY DATA

Stability: Stable under normal conditions. Dibenzoyl peroxide begins to decompose at temperatures >120º F. This releases CO2 which can cause deformation and even rupture of the cartridge.

Hazardous Polymerization: Will not occur.

Incompatibility: Strong acids and oxidizing agents. Do not store in direct sunlight.

Decomposition Products: Thermal decomposition can yield CO, CO2 and NOx. Conditions to Avoid: Avoid temperature extremes which could shorten the shelf-life of this product; i.e. below freezing

and above 100º F. (See handling and storage requirements).

Known Hazards: Eye and skin irritation. Possible sensitizer. Signs and Symptoms of Exposure:

Eyes: can cause irritation. Skin: Prolonged and repeated contact can cause irritation. An allergic skin reaction (e.g. rash, itching, reddening) can occur with some individuals. Inhalation: Possible irritation. Ingestion: Not a likely route of exposure. Considered to have a low acute

C rcinogenicity: IARC classifies crystalline silica (quartz sand) as a Gp I carcinogen based upon evidence among workers in industries where there has been long-term and chronic exposure (via inhalation) to silica dust; e.g. mining, quarry, stone crushing, refractory brick and pottery workers. This product does not pose a dust hazard; therefore, this classification is not relevant.

Eye, skin, and respiratory conditions.

EMERGENCY AND FIRST AID PROCEDURES

Eyes: Flush immediately with plenty of water. Call a physician if symptoms occur.

Skin: Wash with soap and water. Seek medical attention if any symptoms persist.

Inhalation: Move victim to fresh air. Call a physician if symptoms persist.

Ingestion: Seek medical attention. Do not induce vomiting unless directed by a physician. Never give

anything by mouth to an unconscious person.

Other: Referral to a physician is recommended if there is any question about the seriousness of the injury/exposure.

CONTROL MEASURES AND PERSONAL PROTECTIVE EQUIPMENT

Ventilation: General (natural or mechanically induced fresh air movements).

Eye Protection: Not required, however, safety glasses should be worn in most industrial settings.

Skin Protection: Cloth gloves are suitable; impermeable (neoprene or rubber) gloves recommended.

Respiratory Protection: None normally required. Established exposure limits are for airborne dusts. This product is a paste; therefore, values are not relevant under normal and expected conditions of use.

PRECAUTIONS FOR SAFE HANDLING AND USE

Handling and Storing

Precautions: Store in a cool, dry area preferably between 40º and 77º F. Do not store in direct sunlight. Keep away from open flames, heat sources and sparks. Avoid prolonged or repeated contact. Use with adequate ventilation. Always wash thoroughly after handling chemical products. For industrial use only. Keep out of reach of children.

Spill Procedures: Wipe away with an absorbent material before it hardens. Do not get into the eyes or on the skin. Wear appropriate personal protective equipment. Place in a container for proper disposal.

Hazard Communication: This MSDS has been prepared in accordance with the federal OSHA Hazard Communication

Standard. 29 CFR 1910.1200.

TRANSPORTING HAZARDOUS MATERIALS

Policy Each shipment of hazardous materials must comply with the instructions contained in the Hazardous Materials Shipping Guide. The guide will be available to all employees via the Hilti Intranet and will list the instructions to ship specific Hilti Products via the selected method of transportation. Procedure (1). Transportation Department will provide all shipping locations with a Hazardous

Materials Handling Manual and Security Awareness Training Video. (2) The manual will specify the different steps to follow to properly ship hazardous materials

by parcel, air, local or truck carrier. (3) Transportation Department will update manuals to include additions to the product line or

revisions per regulations. (4) Shipping locations unsure of regulations or requirements must contact Tulsa

Transportation Department prior to tendering a shipment of hazardous materials to a carrier.

(5) Specification cartons (UN4G) are available from purchasing. (6) Labels and forms for hazardous materials shipments are available through Marketing

Communications in Tulsa. (7) New employees involved in the handling of Hazardous Material must be trained within

30 days of employment and retrained annually thereafter. No employee is permitted to package, handle or instruct others in the hazardous material handling until Hazmat Training Certification is completed.

(8) Transportation Department will electronically maintain training records according to Government Regulations and provide training materials for all field locations.

(9) Field location managers are responsible for maintaining employee training status which can be viewed on the Hazmat site on the Hilti intranet.

(10) Field audits may be conducted to assure compliance with regulations.

FINES FOR NON-COMPLIANCE Organizations, individuals and carriers who tender or transport Hazardous Material shipments incorrectly (not according to government regulations) are subject to civil penalties. Penalties may be up to $50,000 per violation. Fines are not restricted to a single violation per shipment. The Office of Hazardous materials & Safety (OHMS) usually will recommend the baseline penalty for a single violation, increased by 25% for each additional violation Examples of violations: • Failure to provide a shipping document:

GENERAL REFERENCE:

• Material Data Safety Sheet (MSDS) is a document required by the EPA to identify hazards in many substances. Just because a product has an MSDS sheet does not necessarily mean it is a hazardous material for transportation purposes.

• Emergency Response Guide is a short document with

information about health hazards, preliminary first aid measures and procedures for handling leaks, spills and fires.

• Environmental Protection Agency (EPA) regulates

identification requirements on product labels and hazardous waste management.

• Code of Federal Regulations (CFR49) is a manual

directing how hazardous materials will be shipped within the US.

GENERAL REFERENCE: • International Civil Aviation Organization (ICAO)

defines the technical instructions that are the sole authentic legal source material in the air transport of dangerous goods.

• International Air Transport Association (IATA)

regulations constitute a manual of industry carrier regulations to be followed by all IATA member airlines. (ie: Fedex).

• International Maritime Dangerous Goods Code

(IMDG) lays down principles for good practice in shipping dangerous goods by sea.

• US Department of Transportation (DOT) is the

regulatory body responsible for setting forth the requirements for transportation of hazardous materials in the US.

• Transport of Dangerous Goods (TDG) is a manual

directing how hazardous materials will be shipped within Canada.

GENERAL REFERENCE:

• Consumer Commodity is a material that is packaged and distributed in a form intended for sale through retail agencies.

• ORM-D (Other Regulated Material) is a classification for

material (such as a consumer commodity) which presents a limited hazard during transport due to its form, quantity and packaging.

• Limited Quantity is a designation used when a product

has a limited amount of dangerous substance. The government regulations provide guidelines for these amounts.

EXCEPT FOR BOOSTERS AND LITHIUM ION BATTERY 247006, ALL HILTI PRODUCTS ARE SHIPPED DOMESTICALLY IN CANADA AS A CONSUMMER COMMODITY, BECAUSE THEY FALL WITHIN THE LIMITED QUANTITY HAZARDOUS GUIDELINES PROVIDED BY GOVERNMENT REGULATIONS.

tagged as long as proper labeling is applied by the shipper.

• A Hilti BOL must accompany all truck shipments. Other

carrier’s bills of lading are insufficient for: 1) properly declaring and tendering our hazardous shipments and 2) properly invoicing the freight charge.

• Labels:If you are using shrink wrap or cardboard to

overwrap cartons on a pallet and you can not clearly see hazardous material labels or markings, then the markings and labels must be reproduced on two opposite sides of the pallet.

• Hazard labels are in the shape of a square and must

be set at a 45 degree angle (ie: Flammable).

• Handling labels are in various rectangular shapes and are to be placed on flat edges on the package surface ( ie: consumer commodity, arrow up and cargo aircraft only labels).

GENERAL REFERENCE: • Hazard Classes catagorize hazard types based on

defined properties.

Flammables are based on flash point. Corrosives on the time it takes to damage the skin or other materials.

Explosives are based on deflagration outside the packaging.

Gases are based on the chemical properties at discharge.

No Hilti products are classified as Poisonous or Radioactive.

GENERAL REFERENCE:

• Placards: Diamond hazard labels must be applied to all 4 sides of a transport vehicle when 454 kg (1,001 pounds) aggregate gross weight or more of one category of material is loaded at one loading facility on a freight container, unit load device, transport vehicle, or rail car for that category.

o Placards are not required on ORM-D material.

o Placards are not required for Hilti products shipped

domestically because they are classified as Consumer Commodity, ORM-D material.

o Placards are required for all material marked

classifications 1 thru 9. This is extremely important when receiving items direct from international suppliers and re-distributed in the U.S. and Canada. Items marked with international hazardous labels must be placarded if greater than 1,001 lbs. aggregate weight.

• ID numbers (UN Numbers) must accompany placards

when aggregate gross weight exceeds 8,820 pounds. Notify the transportation department if your facility will engage in cross docking regulated materials received from international suppliers.

GENERAL REFERENCE:

Hazardous Materials Container Definition: Understanding nomenclature of hazardous materials packaging is crucial to our compliance with regulations. There are three “levels” of container definition. They are inner packaging, package and overpack. Enclosed is a glossary of the technology and a diagram depicting the visual reality of what each container means. Inner Packaging – Packaging for which an outer packaging is required for transport. Examples of inner packaging are: glass, plastic, tubes, metal cans and glass ampules Package – The complete product of the packaging operation consisting of the packaging and its contents prepared for transport.

Overpack – An enclosure used by a single shipper to contain one or more packages to form one handling unit for convenience of handling and stowage. A shrink wrapped pallet is an overpack. Dangerous goods packages contained in the overpack must be properly packed, marked, labeled and in proper condition as required by regulations.

Example: A can of Hilti Foam is the inner packaging, the case of foam is the package, and multiple cases in a box or on a shrink wrapped pallet would be considered an overpack.

Reporting Requirements

Detailed hazardous materials incident reports

Each person in physical possession of a hazardous material at the time that any of the following incidents occurs during transportation (including loading, unloading, and temporary storage) must submit a Hazardous Materials Incident Report

Immediate notice of certain hazardous materials incidents Reportable Incident. A telephone report is required as soon as practical but no later than 12 hours after the occurrence of any incident whenever any of the following occurs during the course of transportation in commerce (including loading, unloading, and temporary storage): As a direct result of a hazardous material -

i. A person is killed; ii. A person receives an injury requiring admittance to a

hospital; iii. The general public is evacuated for one hour or more; iv. A major transportation artery or facility is closed or shut

down for one hour or more; or v. The operation flight pattern or routine of an aircraft is

altered;

CONTACT THE TRANSPORTATION DEPARTMENT IMMEDIATELY IF ANY OF THE ABOVE APPLIES.
