1. Introduction/Background

The Digital India programme is a flagship programme of the Government of India

with a vision to transform India into a digitally empowered society and knowledge

economy. “Faceless, Paperless, Cashless” is one of pillars of Cashless India.

Promotion of digital payments has been accorded highest priority by the Government

of India. The Vision is to provide facility of seamless digital payment to all citizens

of India in a convenient, easy, affordable, quick and secured fashion.

Honourable Prime Minister, Sh. Narendra Modi, made his biggest push for a

‘cashless’ economy, acknowledging that ‘while a cashless society is not immediately

possible’ he appealed to the people ‘to be part of a less-cash society immediately’.

He announced the demonetisation of all ₹500 and ₹1000 banknotes in India, on 8th

November 2016. In continuation to the move, the Hon’ble Finance Minister, in his

budget speech of 2017-18, announced several activities for the promotion of digital

payments including setting a target of 2,500 crore digital payment transactions in

FY 2017-18, through Unified Payments Interface (UPI), Unstructured Supplementary

Service Data (USSD), Aadhar Pay, Immediate Payment Service (IMPS) and Debit

Cards. Ministry of Electronics & Information Technology (MeitY) has been entrusted

with the responsibility of leading this initiative.

In order to achieve these goals, MeitY allocated segregated digital payment

transactions target to States, Ministries with high citizen touch points, Public Sector

and Private Sector Banks. In Haryana, Honourable the Chief Minister, Sh. Manohar

Lal Khattar said, ‘all villages in Haryana are going Cashless’ in-fact ‘Neemavali in

Sirsa, Haryana has become cashless’. Promoting cashless society in Haryana, the

Honourable CM also said that he will acknowledge and award such villages.

This is a reference document that endeavours to detail the processes of creating

the portal.

a) Vision of ‘Less-Cash’ Haryana

With a vision to convert the state into a digitally empowered society, a

knowledge economy and to improve the quality of service delivery, the Government

of Haryana is offering e-Governance services to its citizens. The final aim is to

provide the beneficiaries with the option of electronic/digital payment modes at all

levels wherever any Government services are rendered.

The Electronics and Information Technology (E & IT) Department in Haryana

is spearheading this initiative in the state. The department created an IT society

under its purview with the sole aim of furtherance of e-governance goals in the

state.

In the recent past, Haryana has taken various landmark initiatives for improving

access to digital infrastructure, increasing digital delivery of services and

empowerment of the citizens. As part of promoting digital transactions and

converting Haryana into less-cash society, various modes of digital payments have

been made available by the Government, banks and wallets in the State.

b) Scope of the document:

The scope of this document spans – (i) Elaboration on the process of creating

the HCCP portal, (ii) the major processes involved in creating the portal and (iii) the

challenges faces in development of the same.

In the event that the States were to employ the services of E & IT Department

Haryana, the IT Society can facilitate the State Governments to replicate the portal

as well.

2. The Haryana Cashless Consolidation Portal (HCCP)

To further the goals of the ‘less-cash’ economy in Haryana, a ‘Cashless

Consolidation Portal’ was developed indigenously by the state’s Department of

Electronics and Information Technology. The main aim of this portal is to track and

manage the count of digital transactions in the state. The URL of the portal is

https://cashlessharyana.gov.in. The portal was developed in-house by the E & IT

Department Haryana’s IT Society.

a) Salient features of the Portal

1. Tracking the consumption of Digital Payment Services by citizens ofHaryana

2. API integration to capture transaction data from differentstakeholders, such as Wallets, AePS, DBT, Revenue Dept.

3. Safe, secure, and easily accessible by users

4. Display information of all available electronic modes andchannels of transactions

5. Provisions for institutions, banks, wallets and departments toshowcase their upcoming cashless incentivisation offers

6. Monitoring of cashless transactions count in the State of Haryana.Monthly updation of the captured data on the portal

i. Tracking the Consumption of Digital Payments – This feature permits the

citizens to track and measure the progress of Digital Payments in Haryana.

ii. API Integration – This permits for convenient and real time capturing of data

from stakeholders.

iii. Safe, Secure and Ease of Access – Permits safe storage of data and ease of

access permits easy contact to the Digital Transaction data in the State.

iv. All data is displayed segregated by the mode and channel employed for the

transaction, eg – BHIM, BharatQR, Wallet (PayTM, Airtel Money, Vodafone M-

Pesa Wallet, etc.), Credit/Debit Card, etc.

v. Dedicated sections have been created on the portal whereby stakeholders

can promote their incentivisation and promotion schemes to the users of the

portal

vi. All transactions are updated monthly, so the users are always informed on

the transaction count and other details. Constant monitoring of transactions

ensures that no transaction information is always accurate.

In video conferencing meeting held on, 4th June 2018, regarding sharing of Digital

Payments data by all States - the Secretary MeitY, stipulated that the Government

of Haryana should guide all states with pointers on how they could execute the

Cashless Consolidation Portal in their own territories.

The sections below detail out the steps that can be taken for implementation of

the portal. Minutes Attached Annexure 1.

c) Implementation Steps

Haryana Cashless Consolidation (HCC) Portal monitors and informs its

stakeholders on the demonetization status in Haryana State.

The portal was developed post diligently interfacing with all stakeholders

involved, including institutions like state departments, banks, wallet companies etc.

Multiple workshops were conducted to engage stakeholders so as to understand their

technical and operational concerns around data sharing modalities. These challenges

and technical parameters were kept in mind while designing the portal

functionalities and the APIs (for real time data exchange).

The creation of the portal involved a seven step process of technical and

operational coordination. The process is detailed below –

Bearing in mind the requirements of the HCCP, the following technical

specifications were formulated for the portal. Parameters like (i) Regular Data

Updation, (ii) Provisions for dynamic changes in the portal, (iii) Good user

experience, (iv) Security were taken into consideration while designing the portal.

Detailed below are the technical specifications up on which the HCC Portal has

been designed.

3. Benefits

Haryana Cashless Consolidation Portal (HCCP) as a digital payment transaction

monitoring system helps in increasing transparency, enhancing financial inclusion

and ensuring a healthy financial ecosystem in the state.

a) Promotes the use of cards (Debit, Credit and Pre-paid), Digital-wallets/E-

wallets, Internet Banking, Unified Payments Interface (UPI), Banking apps,

and other government schemes.

b) Capture digital impressions of digital transactions in the state of Haryana, by

tracking transactions in the state.

c) Global best practices for smooth stakeholder engagement

d) MeitY and Niti Aayog actively participating in HCCP. Scorecard by both bodies

integrated in data collection modalities at the portal backend

e) Dual language. Portal available for viewing in local language (Hindi) and

English.

4. Challenges

When executing the project the following challenges need to be taken into

consideration.

a) Following up with the departments, banks and wallets for collection of

information need to be consistent and diligent. Ideal way would be to

integrate the API of the portal with the department so as to create a seamless

data updation process.

b) Often times the data may have to be collected manually through e-mails.

c) Some departments may require hand-holding when doing the API integration.

d) Technical Specifications need to be catered to the dynamic requirements of

the portal.

e) Use technologies that allow for seamless data updation and permit for

changes in portal functionalities, look and feel so customisation is possible, if

and when required.

5. Components of the Portal

This section elaborates on the various modules and the broad explanation behind

the development thought-process of the portal modules.

a) Need & Planning Considerations -

Unavailability of a unified user interface for monitoring Cashless Payment eco-

system was leading to unaccountability of financial growth indicators in Haryana

State.

The E & IT Department allocated the task to its Society for I.T. Initiative Fund

for e-Governance whose development team was allocated the task to build the

HCCP portal to track and display cashless payment transaction count.

Development Though-Process Detailing:

a) Create list of all stakeholders dealing in cashless payments – segregate by

government and private.

b) Arrange meetings with stakeholders. This can prove to be a daunting task since

this requires voluntary participation from stakeholders. Diligent follow-ups would

be required to execute workshops/meetings. Level of participation from

stakeholders would also differ from stakeholder to stakeholder.

c) Enthusiasm of stakeholders in sharing of data in required format would also vary.

It was observed that many stakeholders were not able to share their transaction

details due to reasons like – different types of digital transaction in the system,

inability to share transaction details on a daily or monthly basis.

In order to overcome this challenge, the implementing team developed APIs to

facilitate stakeholders in the data sharing process.

APIs were created after rigorous stakeholder meetings and feedback, as per the

RBI Guidelines of Data Exchange which allowed for easy integration with

stakeholders.

d) Displaying data, tackling both relevancy and user friendliness can also be

challenge, since data received can often be cluttered or non-relevant. Bucketing

of users and effectively leveraging a complex database strategy therefore

becomes extremely important.

e) To generate and display filtered and non–filtered reports to stakeholders was also

felt necessary. The reports were deigned and tailored to fit each

user/stakeholder bucket.

f) MeitY Team and NITI Aayog were interfaced with in order to motivate them to

participate in portal design. Scorecards from both were included in the backend

to intelligently collect and manage data.

g) Security was of utmost concern while designing the portal. Various SSLs were

considered during the design process of the portal. DigiCert was the SSL which

was finally chosen to be implemented on the Portal due its compatibility with

browsers and encryption capabilities.

h) In order to promote Digital Payment Transactions, a dedicated section was

allocated on the Portal where both and government and private stakeholders

could showcase upcoming schemes and incentivisation.

b) Total Stakeholders transacting on the Portal:

13 as of now. Portal’s design allows compatibility for further integrations.

Discussions with players like MobiKwik, WhatsApp Payments, Uber, Ola etc.

underway to include more counts.

6. Portal Creation Models

a) States can develop the portal on their own

Using this as a reference document, the States can develop the portal on their

own.

b) Govt. of Haryana offers to develop portals

If any State were to so wish, the E & IT Department, Govt. of Haryana, through

its SeMT team, with the admin support of the Department’s IT Society offers to

create a similar portal for your State. The IT Society of the E & IT Department,

Haryana is a body that specialises in matters related to and the furtherance of e-

Governance goals of the State.

Broadly, the IT Society of Haryana defines its objectives as the following -

a) To arrange, create and support Management of the ICT infrastructure and e-

Service Delivery mechanisms in the State

b) To create and manage common IT infrastructure assets and Information assets

of the state creation of capacity for the same

c) To support implementation of the NeGP (National e Governance Plan) and

various Mission Mode Projects (MMPs) as envisaged under the NeGP from time

to time

d) To support planning, facilitate implementation and monitoring of various e-

Governance Projects in the State.

e) To assist in creation of IT and e-Governance related capacity across the State

Government in-line with departments and organisations

f) To work for up-gradation of Standards and quality of administration with

adoption and use of Information Technology in Haryana and promote use of

ICT to improve efficiencies and bring transparency in Governance

g) State Gross Domestic Product, and generation of IT related employment

With extensive experience in developing such portals, the E&IT Department,

through its IT Society can develop the portal end-to-end for your State and help you

with the customisations as required.

7. Roles and Responsibilities:

In the case of the state choosing to go with the second model (Secion 6.b), a

Memorandum of Understanding will be required to be signed between the IT Society,Govt. Haryana and the designated department of the respective state.

Following will be the roles and responsibilities of the aforementionedstakeholders:

8. Timelines & Payment Model

For delivering one-time Package, following are the deliverables:

i. Development Cost to IT Society

The IT Society has developed this portal to maturity in a span of 6 months where

various stakeholders were consulted and APIs/ web services were written after

rigorous stakeholder meetings and feedback as per the standards/ RBI Guidelines of

Data Exchange. The Society has incurred cost of INR 17, 66, 274 approx. for the

development / stabilization of this portal.

While, the IT Society can efficiently deliver a one-time package similar to the

Haryana Cashless Consolidation Portal in twenty days, we understand the need for

State specific customisations, such as creation of state specific APIs, UI/UX

Customisations, etc. We are committed to deliver a portal that suits your needs

and expectations.

The customisations will be done remotely and efficiently for your State through

the accomplished team in Haryana and the mentoring your local team will be done

free of cost. In case your State invites our officer(s) for a State visit, TA, DA, etc.

shall be borne by the respective State. The costing for this customisation model

is detailed below.
