‘LSCB’s should monitor and evaluate the effectiveness of training including multi-agency training, for all professionals in the area. Training should cover how to identify and respond early to the needs of all vulnerable children, including: unborn children, babies; older children; young carers; disabled children; and those who are in secure settings’.
Working Together (2015)
Research has shown that multi-agency training in particular is useful and valued by professionals in developing a shared understanding of child protection and decision making.
Carpenter et al (2009) 1. Hartlepool & Stockton-on-Tees LSCB’s Joint Training Group (HSJTG) 1.1 Throughout 2017-2018 the HSJTG has met regularly to discuss and develop training as
originally agreed in the 2017-2019 Safeguarding Children Training Proposal. Membership and attendance of the group can be found at Appendix 1.
1.2 The joint training group aimed to:
Plan, develop and deliver multi-agency safeguarding children training that meets the priorities for both LSCB’s, including shared learning and good practice across both LSCB areas.
Meet the priorities and outcomes of SCR’s/Learning Review for both LSCB areas (as they often result in similar training courses with similar key messages being delivered).
Take direction from the Learning Lessons and Improving Practice subgroup and other Hartlepool & Stockton (H&S) LSCB subgroups to develop an effective annual safeguarding children training proposal.
Commission external training providers who can provide specific themed specialised training courses.
Undertake quality assurance of all training materials and delivery and also, to analyse the impact of learning on working practices.
Utilise front line practitioners from various agencies and commissioned services, with the relevant skill base, knowledge and experience to facilitate quality learning and development activities.
1.3 A full review of HSJTG membership and also, the delivery and coordination of the H&S LSCB safeguarding children training has been undertaken to ensure HSJTG are effective in meeting the requirements of both LSCB’s. Thus considering both boards’ priorities to ensure that all training activities are aligned to these.
2. Finance 2.1 Financial arrangements for HSJTG were agreed by both Boards based on information
presented by the original steering group. The steering group considered the child population in each area as a basis for a possible funding formula, (approx. 47,000 Stockton/27,300 Hartlepool 0-18 year olds). It was suggested that the differences in salaries (higher in Stockton) addressed the imbalance relating to staffing resources, however, from April 2017 the SLSCB Trainer salary was incorporated into the overall finances (as the post was deleted from the organisational structure), part of which would be utilised to cover an additional 0.5 HSJTG Learning and Development Coordinator post making the current post full time.
2.2 For the 2017-2018 period, proposed financial contributions for the commissioning and delivery
of the H&S LSCB training (venues; equipment; refreshments etc.) were equally shared between the two Boards. An allocation from each LSCB per annum = £10,000.00 (excluding salaries), which was to be monitored and reviewed with any savings along with income generated to be carried over into following financial year.

2.3 Charges to attend multi-agency safeguarding training from organisations who do not financially
contribute to either of the LSCB’s and non attendance recharges have been implemented in line with the HSCB and SLSCB Safeguarding Children Training Charging Policy 2017-2019.
2.4 The commissioning, coordination and administration of the joint multi-agency safeguarding
children training programme, including income and expenditure monitoring is undertaken by HSCB on behalf of HSJTG. The income and expenditure for the period 2017-2018 is attached as Appendix 2.
2.5 The contract and administration associated with the e-learning remained with SLSCB. SLSCB
have renewed the contract with Virtual College Safeguarding e-Academy for 2017-2018 at a cost of £6,000.00.
3 Safeguarding Children Training Programme Delivery 2017-2018 3.1 In 2017-2018, a comprehensive programme of multi-agency safeguarding children training has
been made available to all practitioners across the Hartlepool and Stockton-on-Tees area based on the requirements of both the Hartlepool and Stockton LSCB’s.
3.2 During the period 1st April 2017 to 31st March 2018 HSJTG delivered a total of 15 different
classroom based, safeguarding children training courses, with 21 individual training sessions offered in the annual multi-agency safeguarding children training programme. In 2017-18, 775 practitioners attended the classroom based multi-agency safeguarding children training. Each training course was an awareness raising of the subject area and all of them were delivered to a multi-agency audience. Details of attendances at training courses is shown in Appendix 3.
The training courses delivered in the H&S LSCB Safeguarding Children Training programme for 2017-2019 include:
Child Sexual Exploitation Awareness. Child’s Voice: Communicating with Children (Direct Work). Domestic Abuse - Impact on the Child. Hidden Sentence. Safeguarding and Child Protection Foundation (level 3 equivalent). Neglect of Children & Young People. Safeguarding Children in a Digital World (eSafety) Awareness. Safeguarding Children with Additional & Complex Needs. Safeguarding for Designated Officers – Initial. Safeguarding Vulnerable Babies. Signs of Safety Awareness. Working with Parent / Carer Learning Disability - Impact on the Child. Working with Parent / Carer Mental Health - Impact on the Child. Working with Parent / Carer Substance Misuse - Impact on the Child. Working with Troubled Adolescents.
3.3 In addition to the above training courses two themed events were also delivered during the
period 2017-2018 covering:
Neglect of Adolescents Conference Stand Up to Child Abuse Conference (delivered on a Teeswide basis)
4. E-Learning
4.1 E-learning is utilised by those who require a basic awareness of safeguarding children for their
role, with more specialised classroom based safeguarding children training provided for those in front line services working directly with children/young people and their families. It has also been identified that practitioners also, benefit from sharing experiences and learning from each other during classroom sessions.

Stockton-on-Tees LSCB’s contract with Virtual College Safeguarding e-Academy has also allowed for the Hartlepool workforce to access this e-learning package.
4.2 During 2017-2018, 1153 e-learning courses were completed by employees of various
organisations (see Appendix 4). Comments received from staff that completed an e-learning course during 2017-2018 can be found in the HSJTG Quality Assurance and Impact on Working Practices Evaluation Report 2017-2018.
4.3 From April 2018 both safeguarding children and safeguarding adults e-learning courses will be combined under one contract with Virtual College provided on a Tees-
wide basis via SLSCB and the Tees Safeguarding Adult Board (TSAB). 5 Quality Assurance & Impact on Working Practices Evaluation 5.1 In order to ensure that LSCB multi-agency safeguarding children training course meets the
standard and requirements of all agencies, newly commissioned training courses are reviewed by HSJTG as part of their quality assurance process.
5.2 Observations at training sessions are undertaken by senior practitioners to ensure that the
training course content and delivery met the quality standards of the LSCB’s. 5.3 The evaluation of training was measured by way of an evaluation form that was distributed to
all delegates on completion of the training. A subsequent impact evaluation questionnaire is sent out to both practitioners and line managers of attendees, approximately 3 months after classroom based training courses to gather information on the impact of the knowledge acquired and how this is implemented in their working practices.
5.4 Analysis of all quality assurance and training evaluation information received in respect of the
HSCB and SLSCB Safeguarding Children training programme 2017-2018 is available via the HSJTG Quality Assurance and Impact on Working Practices Evaluation Report 2017-2018.
6 Conclusion
6.1 A further review has taken place which has streamlined the multi-agency safeguarding
children training programme for 2017-2019 so that the HSTJG are directed by the Learning Lessons and Improving Practice subgroup and other sub-groups of the LSCB’s, whilst incorporating the Board priorities for both HSCB and SLSCB.
6.2 HSTJG have planned, commissioned, developed and delivered a comprehensive and cost
effective safeguarding children training programme, whilst utilising various forms of media, for delivery to ensure all practitioners across the Hartlepool and Stockton-on-Tees area have access to a variety of subject areas relating to safeguarding children to meet the requirements of their role and ensuring training activities relating to both Boards priorities are being delivered.
6.2 Both LSCB’s are committed to financially supporting the coordination and delivery of
safeguarding children training and will continue to monitor the quality assurance throughout the delivery of this programme, with adjustments made as required.
6.3 Commissioning of external training providers and the use of internal front line practitioners will
continue to ensure a multi-agency safeguarding children training programme is up to date; relevant to working practice and effectively maintained throughout 2017-2019.
6.4 Quality assurance and the measuring of impact on working practices has been key to ensuring
the high standard of training materials and effective training delivery has been maintained, with the priority being to improve working practices. This has been reviewed by encouraging more practitioners and managers to contribute to providing feedback on the impact on working practices so that a wider variety of responses are received from various organisations.

6.6 E-Learning will continue to be utilised for those who only require a basic awareness to meet the needs of their role and will continue to be promoted along-side the multi-agency programme on both LSCB’s websites.
