Harrow People is published five times a year by Harrow Council as part of keeping local people informed. It is distributed to every home in Harrow and all local libraries. Comments, products and services publisheddo not necessarily carry the council’s endorsement.

Cllr Sachin ShahLeader of the Council

This edition has something of a culture and learning theme and confirms that Harrow is bright and buoyant and offers a lot. A new cultural institution, the Heath Robinson Museum, will become our latest local asset when it opens its doors in October. It’s the first purpose-built museum in London for 40 years, and it’s in Harrow. The project is a real people power story, so well done to all those volunteers who have made it a reality. Of course it’s back to school time and, for some of our younger pupils, the return to learning means new facilities and new classrooms.

By the end of the year our school expansion programme will have added almost 5,000 new places, as all our primary schools have grown to meet demand. Grimsdyke, Longfield and Priestmead are the latest to be upgraded – you can see their progress on pages 16 and 17. Some of our young people will be making fresh starts having completed their GCSEs or A-levels – congratulations to them. Harrow remains one of London’s most academically high-performing boroughs – we’re a bright lot with a bright future!

A beautiful new timber frame building is slowly emerging at the site of this local treasure, home to 1,200 years of history.

Currently looking a bit like an upside-down longship, the new building complements the latest phase of the manor’s refurbishment and, when it opens next April, will house a new visitors centre, café and shop.

See page 25 to find out how you can go behind the scenes at the museum and see for yourself how

this latest refurbishment work is progressing.

Things are also changing too at Headstone Manor Recreation Ground next door, which recently won £1.4million from the Heritage Lottery Fund. The money will be used to restore woodlands, introduce new nature trails, clean up nearby Yeading Brook and improve local flood defences. The cash injection will also be used for a clean up of the manor’s famous moat – the only one in Harrow!

What’s happening

With...?Have you seen those ‘Criminals Beware’ signs on lamp posts? They advertise MetTrace – a project from the Met Police to stop burglary. Police are stepping up operations in these areas and using Smartwater – a dye only visible under UV light, that helps reunite people with stolen property.Smartwater can be used to mark items such as jewellery, phones, and tools. Criminals hate it and, where its use is advertised, it’s a great deterrent.Uniformed officers are visiting 12,000 households in Harrow to explain how it all works and to give out free Smartwater kits – so look out for them on your street.

... headstone manor museumWe’ll be giving this estate in south Harrow a new lease of life, replacing 282 out-of-date council properties with 549 modern houses and apartments for affordable rent and private sale. Hundreds of people attended the estate’s family fun day in July. Harrow Radio provided the soundtrack to the event, organised by the Grange Farm Resident Steering Group and sponsored by the council and consultant team. Trampolines, face-painting, games and a bicycle-powered smoothie machine all went down well and there are calls to make it an annual event. Cllrs Sue Anderson, Glen Hearnden and Kairul Kareema Marikar are pictured at the fun day. The renewal of the estate is expected to take at least five years, aiming to start in 2017.

A great new scheme in Harrow is tackling two social problems at the same time. Homeshare matches older people who want some help around the house or some company, with younger people who are unable to meet the cost of rent or get on the property ladder. In return for an affordable place to live, the younger person agrees to give 10 hours a week of practical help around the house, such as cleaning or gardening. Both

pay a small monthly fee to the scheme’s pioneers, Novus – a consortium of London care centres, of which our own Harrow Carers is a member. Novus do all the matching, interviewing and checking that’s required to make such an ingenious scheme work – they provide lots of support and already have a growing network of happy home sharers.

All a bit Heath Robinson...London’s first purpose-built museum in 40 years is about to open in Pinner, providing a permanent exhibition for the

brilliant and baffling work of a former resident; the artist, cartoonist and illustrator William Heath Robinson...

News News

The Heath Robinson Museum’s opening brings to an end to the long wait

to find a home for nearly 1,000

artworks, which have long been in the care of the Heath Robinson Trust. Their vision for a dedicated museum is now at hand thanks

to a Heritage Lottery Grant of £1.3million and an ongoing fundraising effort.

Cynthia Wells, acting chair of the Trust, said: “The trustees have been working for 16 years to build this new museum for the community. It’s hard to believe that our dream of bringing the Heath Robinson illustrations to Pinner is at last about to be realised. We look forward to welcoming our very first visitors – I know they’re going to love it!”

You’ll find the new museum in the beautiful surroundings of Pinner Memorial Park – not far from where Heath Robinson lived and worked during some of his most productive years. With building work now coming to an end, the museum’s on track to open its doors to visitors in mid October. Inside you will get to tour Heath Robinson’s absurd world of mad invention, improbable machines and peculiar people. His

Shout Out UK is a thriving news website and course provider that’s not afraid to

tackle the big issues. Its founder, Matteo Bergami, became the third winner of our Business Den competition back in March and has never looked back. For his prize, Matteo received a package of support, including a mentoring programme, that’s helped take his business to the next level.

Self-styled as ‘The voice of the next generation’, the company’s commitment to bring the debate on national and global issues to young people really impressed our judges. “It’s easy to feel

marginalised or powerless”, Matteo said. “Take Brexit – most young people voted to stay in the EU, and will live with the consequences for longer - that’s why political engagement is so important.”

The website shoutoutuk.org is the heart of the business – with an open contribution policy and commitment to free speech, it’s buzzing with news and comment on politics, arts, travel and money.

And that’s only half the story, because Shout Out UK also offers courses in journalism and political literacy. Already an accredited

provider in London schools, the company recently won contracts to deliver its politics course outside the capital, too.

Matteo said, “It’s been an incredible journey. At 24 and doing this on my own for the first time is challenging, but entering the Business Den competition was the best decision. The mentoring programme has been fantastic - having someone experienced give you advice is priceless.”

Up your street Mollison Way

Mollison Way, Edgware – it’s long, it’s straight, it used to be… a runway!

No, really. It was once the very heart of Stag Lane aerodrome – former home of famous aircraft manufacturer De Havilland.Today it’s hard to guess that this bit of our borough had such an interesting past and yet there are clues. Some place names give it away – De Havilland Road for instance, and Amy Johnson Way, named after the famous aviator who was a frequent visitor to Stag Lane and broke air records for fun in the 1930s.

Mollison Way itself is named after Jim Mollison, another record-breaking aviator who married Johnson in 1932. It’s said that Mollison proposed to Amy Johnson in mid air after only knowing her for eight hours.Together they were one of the most glamourous celebrity couples of their day and were dubbed ‘the flying sweethearts’ by the press.

They enjoyed a competitive rivalry for aviation records and also flew together, notably in an unsuccessful attempt in 1933 to fly non-stop to New York, which ended in a crash-landing after their plane ran out of fuel.

l You can find a clip of these famous aviators at Stag Lane on YouTube by searching for ‘the greatest air adventure’.

Flying sweethearts... to heartless fly-tippers

Unfortunately one of the things that Mollison Way has become known for more recently is fly-tips. We regularly have to clear illegally dumped waste from the area behind the shops in north and South Parade, at great cost to the taxpayer. In fact, in the last 12 months we’ve removed 97 fly-tips from these areas.

Many were on private land and not our responsibility, but we still took action. In all we spend more than £300,000 a year removing fly-tips. When an illegal dump is reported to us we go

out, investigate and remove it within 48 hours. Lee and Torray are out clearing them just about every working day. We always

prosecute where we have the evidence to do

so, but progress through the courts is often slow and complex.

An ordinary residential street in Edgware hides a glamorous past...

Building a Better Harrow

Priestmead Primary School in Kenton is halfway through a whole-school rebuild as a part of our Building a Better Harrow programme. When the children return to the site after Christmas they’ll be moving into their new school buildings. To mark their last day, the children buried a time capsule under what will become

their new nursery play area. Pupils who uncover it in 50 years’ time will be amazed to find inside ancient items such as pencils, printed photographs, books and a movie on a USB stick.

Priestmead pupils look to the future

Mayor of Harrow Cllr Rekha Shah joins children from Priestmead Primary to see the time capsule burial at the site where the school is being rebuilt, pictured far left

Back to school...Primary school children will soon be

enjoying new learning spaces and classrooms, thanks to our school

expansion programme. Almost 5,000 places will be added in all. This summer Longfield Primary, Grimsdyke First and Middle School and Welldon Park Infants School became the latest to undergo expansion works, making sure

every Harrow child gets a fair start at a good local school. Welldon Park is merging Infant and Junior schools – the extension will see new nursery and reception classrooms, group learning spaces, toilets and offices. Children will start to see the changes this month. All works are due to be finished by October half term – and the kids can’t wait!

Before the schools broke up for summer, children from Longfield put on hard hats and high-vis jackets for a guided tour of the building site that will soon become their new classrooms. The new extension will include

a new nursery space, six new classrooms and a lift. A new drainage system is also being installed and was tested earlier on this summer when we had heavy rain fall which previously would have seen the school flooded.

Building blocks of educationgrimsdyke School, another undergoing expansion, has been looking seriously at the issue of transport.

Located in a residential area, it wasn’t designed with the school run in mind – so as it grows, what’s the answer?Well, the school’s been working with parents and pupils on travel initiatives such as Walk

on Wednesdays and Park and Stride. And they’ve had a real impact that’s led to a 13 per cent reduction in local traffic. And when they’re old enough, it’s hoped that some of these grimsdyke kids will bike their way to school too.

Grimsdyke gears up

– even something as simple as walking to the shops or getting off a stop earlier on the tube can make a difference. “Everyone is welcome to join, there’s no need to book in advance, just turn up in comfy clothing with a bottle of water.” l For more details of park walks see our What’s On pages (page 25-27).

“The HYM committe have worked hard to make HYM financially stable, and now it’s on its own two feet, there’s no stopping us. I’ve recently re-established links with

“I love HYM – there’s such a great spirit among everyone – the students all support and care for

one another. Kids come to HYM and they just blossom before our eyes. They learn skills that set them up for life; self discipline, teamwork and how to handle pressure. I think music really brings people together and it crosses all boundaries, regardless of culture, background or language – it’s absolutely universal.”

It’s a spirit reflected in the orchestra’s music, which takes in jazz, classic, soul, steel and more. “Take the Royal Academy or Guildhall School of Music”, Bareen said. “They put enormous emphasis on soloists, but HYM is a collective – we work together. And we have a massively varied
