KATE CAGLE Daily Press Staff Writer The lifeguard headquarters at 1642 Ocean Front Walk will soon have a back up generator that would allow the site to stay up and running for 72 hours in the event the electrical grid fails. The City Council has approved a $227,139 contract with Global Power Group to install the generator along with a new sump pump and LED light- ing on the interior and exterior. Construction work could begin as early as January next year and is anticipated to be finished by April 2018. “Upon completion of the facili- ty modernization, the Beach Lifeguard Headquarters would be better equipped to continue pro- viding important services to Santa Monica’s residents and visitors,” reads a recent report from the Public Works department. The city-owned building does not currently have an emergency generator. The new pump will drain rain water out of the facility’s parking lot during storms. The lifeguard facility was originally constructed in the late 1950’s and has been staffed by Los Angeles County since the 1970’s. The County Fire Department provides year-round lifeguard coverage for the beach seven days a week, as well as round the clock emergency response and paramedic support. The City pays more than $5 mil- lion a year for the services. The ten-year contract will expire in 2019. The Santa Monica-Malibu Unified School District Board of Education elected new offi-cers at its regular organizational meeting held December 14, 2017.

Dr. Richard Tahvildaran-Jesswein will serve as president and Jon Kean was elected toserve as vice president.

The new officers assumed their duties following the election. Board members and dis-trict officials provided words of praise and thanks to outgoing board president LaurieLieberman, who served the district in this capacity for three years.

Lieberman was recognized as a great leader and consensus builder and was said tohave led the district with grace, kindness and integrity.

“It has been a privilege and an honor to serve in this role for three years, “Liebermansaid. “We are making progress.”

Dr. Tahvildaran-Jesswein also received positive comments for his dedication to thedistrict over his one-year term as vice president. Lieberman commented that Dr.Tahvildaran-Jesswein is a terrific partner and listener and she enjoyed working with himas board leadership. Superintendent Dr. Drati noted the important role both board lead-ers provided to him as he was new to the district in January 2017 and how they workedclosely with him to bring him up to speed on many aspects of district business.

“I appreciate the hard work and dedication both Laurie and Richard have displayedthis year, along with their interest in supporting all students,” Dr. Drati said. “They havebeen invaluable to me as I have settled into this position.”

“I am honored to have been chosen by my colleagues to represent the Board as we allcontinue the good work of our district,” new Board President Dr. Tahvildaran-Jessweinsaid. “And, I’m particularly excited to support our superintendent as he and our academ-ic team make substantive progress toward realizing our district mission, vision and goals.”

ple, Ishihara Park’s learning garden hasbeen a major success – allowing locals toshare the space instead of licensing it to ahandful of people.

“With all the new opportunities for peo-ple to be involved with gardening we set upsome new rules to build a community,”Tinari said, who noted everyone shares inthe produce that is grown there. “We specif-ically required using organic products andno pesticides.”

With the permitting process streamlined,local gardening advocates are turning theirattention to expanding opportunities to geta plot in Santa Monica. Current plans for the

Airport Park expansion include space for 60new community garden plots. Plots are allo-cated on a first come, first serve basis.

“You don’t have to be an experienced gar-dener but you do have to understand that ittakes time and you have to make room inyour life for gardening,” Tinari said.

There are 73 community garden plots onMain Street between Strand and Hollister, 38plots on Park Drive between Santa MonicaBoulevard and Broadway, and 10 at EuclidPark at 1525 Euclid Street. The Euclid Streetpark includes two handicap accessible andthree short-term plots. The City hasexplored the idea of dividing up large plotswhen they become available to give moreopportunities to garden.

“All respondents reported that work wascompleted in a timely and cost-efficientmanner while maintaining consistent quali-ty,” the report said.

The Santa Monica building is one of fourheadquarters in the County. There are otherlocations in Marina del Rey, Zuma Beachand Hermosa Beach. The County employsabout 120 full-time and 600 seasonal life-guards who patrol 31 miles of beach and 70miles of coastline.

The approximately $28 million contractwith Los Angeles County includes $485,000in in appropriated funds for capitalimprovements that will be used to pay forthe upgrades.

IT’S NOT SURPRISING THAT QUESTIONSlike these are on readers’ minds today, giventhe relentless hurricanes in the Southeast, thedevastating wildfires in California and otherclimate-related “Acts of God” bedevilingAmericans recently. No doubt, climate changeis already having an effect on real estate values.

Of course, the 40 percent or so of Americanswho live in coastal areas are at most risk offinancial loss, given rising sea levels and theincrease in intense storms and attendant flood-ing. A recent analysis by Attom Data Solutionsfound that home sales in flood-prone areasgrew 25 percent less quickly than in countiesnot prone to flooding over the last five years.

“If sea levels rise as much as climate scientistspredict by the year 2100, almost 300 U.S. citieswould lose at least half their homes, and 36 U.S.cities would be completely lost,” says KrishnaRao, Director of Economic Product & Researchat Zillow. Across the country, some 1.9 millionhomes—worth some $882 billion in the aggre-gate—are at risk of literally being “underwater”as sea levels rise in coming decades.

Those states with lots of people livingalong their coastlines would be hardest hit.“More than one in eight properties inFlorida are in an area expected to be under-water if sea levels rise by six feet, represent-ing more than $400 billion dollars in currenthousing value,” reports Rao.

But living away from the coast doesn’tguarantee your real estate values won’t beaffected by climate change, given the increase

in extremely warm days across the countryand the extension of the wildfire season acrossmuch of the West. Verisk, an insurance indus-try data analytics provider, reports that morethan two million homes within Californiaalone are already located in high risk zones.

“The amount of fire that is projected toincrease in a warmer world is an increase ofanywhere between 100 percent and 600 to700 percent, and that’s just with [a 1ºCincrease in global average temperature],”says Mika Tosca of the non-profit Union ofConcerned Scientists (UCS). “And if we’reprojected to see 6ºC of warming, you canimagine what’s going to happen.”

To make matters worse, the insurancesystem isn’t keeping pace with the onslaughtof climate effects. When Hurricane Harveyflooded Houston in late August 2017, 85percent of the victims didn’t have floodinsurance and had to start all over againfinancially. And while fire insurance may berequired as part of owning property, the eco-nomic impacts of increasing wildfires—sofar residential insured losses from theOctober wine country fires alone totalupwards of $3 billion—could be a head shotto the insurance industry if it doesn’t raisepremiums across the board accordingly.

So even if your home isn’t directly affect-ed by climate change, your pocketbook willbe, given that everyone’s rates will need to goup to pay for an increasing number of cata-strophic property claims.

The suspect argued with the victim and alleged he had taken his identification andcellular telephone. The suspect entered the store and began yelling at the clerk. The sus-pect walked back out and punched the victim on his face with closed fist. The suspectleft the area on a bicycle. Officers located the suspect at the 1600 block of Lincoln Blvd.The victim was able to identify the suspect and was desirous of prosecution. The suspectwas taken into custody. Anthony Antonio Dixon, 50 from Venice, was arrested for bat-tery. Bail was set at $20,000.

with 56 percent of residents voting “no.”Instead of sending large developments to

voters, staff members will consider requiringa super-majority vote of council to approvedevelopments that exceed zoning code limitson height or floor area ratio. The CityManager’s office will come back to councilwith several options after consulting with theplanning department, City Attorney’s officeand other cities to determine best practices.

Mayor Winterer said the ballot initiativewould “reassure the public that now we havethese land use standards in place that weplan to abide by them.” McKeown optimisti-cally suggested it would assuage local fears ofoverdevelopment.

“I think it is time to create space and aperiod of development peace by affirming tothe community that we have a plan and planto stick to it,” McKeown said.

DCP guidelines allow streamlinedapproval for housing projects up to 75,000square feet, with larger projects needing adevelopment review permit or developmentagreement from the Planning Commission.The development process for larger housingprojects up to 90,000 square feet is stream-lined along Colorado Avenue to encouragedensity along the Expo Line.

“I think the best way to plan the city ishave pretty clear rules and stick to them,”City Manager Rick Cole said.

The DCP allows three large sites to buildup to 130 feet, or about twelve stories,including the city-owned property at 4thand Arizona, the Fairmont Miramar Hotel,and the proposed Frank Gehry designedhotel at 101 Santa Monica Boulevard. Thoseprojects will have to survive an establishedpublic process that includes a developmentagreement.

Mayor Pro-Tempore Gleam Davis andCouncilmember Terry O’Day voted againstthe idea of exploring more restrictions onthe Council when it comes to large projectsdowntown. Davis and O’Day won the great-est percentage of votes in the 2016 election(17 percent and 16 percent).

“This is not buying ‘development peace,’”Davis said. “It will just make for an incrediblycontentious election in 2018. I think it willstir up more bad feelings than it will solve.”

“What I’m seeing is a relatively nice peri-od of calm,” O’Day said. “It feels like a solu-tion search of a problem in my mind.”

Councilmember Pam O’Connor wasabsent for the vote. She will be up for reelec-tion next year if she decides to run again,along with McKeown and CouncilmemberSue Himmelrich.
