In an effort to keep our customers better informed with all of the new postal changes going into effect this year, we are bringing you our “Postal Edition” of the Modern Quarterly Update. We feel that with so many new things changing this year, it was worth dedicating an entire newsletter to keep you aware of all the new changes going into effect in January. January 2013 • Edition VIII • The Modern Quarterly Update Folded Self-Mailer Regulations Change On January 5, 2013, the revised regulations become effective for folded self-mailers (FSM’s) and other un-enveloped pieces. These new rules do not apply to cards, envelopes, booklet style letters or mail pieces designed to carry discs. Further information on the new rules going into place on Folded Self-Mailers can be found on the USPS RIBBS website, www.ribbs.usps.gov or contact us directly with any questions. POSTAL UPDATES Postal Prices to Increase in January 2013 The United States Postal Service announced there will be an additional postage increase effective January 27, 2013. This increase is based on the Postal Regulatory Commission (PRC) statement that the current rates do not provide adequate cost coverage, so there will be an average increase in mailing services prices of 2.5%. For more detailed information on the upcoming postage changes going into place, please visit www.usps.com/new-prices or contact us with any questions. Intelligent Mail Barcodes Mandatory for 2013 We made you aware of this over a year ago and now it is finally going into effect. As of January 28, 2013 the POSTNET barcode for automation price eligibility is going to be retired. To continue to be eligible for automation prices, mailings of postcards, letter and flat-size mail pieces will need to have an Intelligent Mail Barcode (IMB). In addition, Permit Reply Mail, Qualified Business Reply Mail (QBRM), and BRM or Courtesy Reply Mail will be required to have an Intelligent Mail Barcode. What does this mean to you? For your direct mailings you do with postcards and letters, you really won’t have to worry about doing anything different, we will handle that on our end for you. If you or your clients have a Business Reply Piece (BRM), you will need to make sure that you have updated the artwork with this new Intelligent Mail Barcode on the piece. The new Folded Self-Mailer specifications are listed below: The folded edge must be along the bottom of the mail piece, with a minimum of 2 tabs securing the top Length: A minimum of 5 inches and a maximum of 10 1/2 inches. Height: A minimum of 3 1/2 inches and a maximum of 6 inches. Thickness: A minimum of 0.007 inch; (0.009 inch if the height exceeds 4 1/4 inches or if the length exceeds 6 inches); the maximum thickness is 1/4 inch. Maximum Weight: 3 ounces. Min paper weight for a 1 oz. folded self mailer is now 70#, min paper weight for over 1 oz. is now 80#. Rectangular, with four square corners and parallel opposite sides. Within an aspect ratio (length divided by height) of 1.3 to 2.5, inclusive (see Domestic Mail Manual 601.1.4). Maximum number of panels, bi-fold, tri-fold and oblongs: 12 for FSM's constructed of non-newsprint paper Exception: Quarter folded self-mailers made of a minimum of 100 lb book grade paper may have 4 panels and those made of 55 lb newsprint must have at least 8 panels and may contain up to 24 panels.
